Chief Minister Manohar Parrikar has announced that the government has decided to bring this notification before August. He said, “There will be a heavy fine if you are found drinking (in public) from the month of August. We intend to do it before August, so that we can implement it from August 15.”

Addressing a gathering after opening the incubation centre at the state-run Economic Development Corporation (EDC) in Panaji, Parrikar said that, “There is something called civic responsibility. The footpath which is developed along the river in Panaji city is being used by the people for drinking beer.”

The Chief Minister further said that bottles thrown on the rocks along the riverfront were putting other people at risk.

The Goa government has also taken various steps to ensure that the cleanliness in the state is maintained. It is reported that the government has decided to put a heavy fine on littering, dumping plastic and beer bottles in public places. The government is thinking of penalizing up to Rs. 2,500 for littering and throwing plastics.

He also slammed people who dump flowers along with the plastic bag in the Mandovi River. “Every day we get the old bridge cleaned up. Every day I see some flowers being thrown on it. People think that they are doing a great religious service by throwing flowers in the water. You can throw flowers in water, but not in plastic bags”, he said.
