As per reports, Pehlu Khan has been accused under sections 5,7, and 9 of the Rajasthan Bovine Animals (Prohibition of Slaughter and Regulation of Temporary Migration or Export) Act, 1995 and Rules, 1995.

Pehlu Khan was beaten up by some vigilantes in Alwar in March 2017. It was reported that he was illegally transporting stolen cattle. He had succumbed to his injuries two days later in a hospital. The videos of Pehlu Khan getting attacked by a mob had sparked a nation-wide outrage against cow-vigilantism. However, many mainstream media portals and activists had ignored the underlying issue of rampant cattle smuggling prevalent in the area.

Six persons were named in the FIR for beating Pehlu Khan.
