The Delhi govt has approved rehabilitation benefits for people living in slum settlements that were established on or before 1st January 2025. The decision was taken during the 36th meeting of the Delhi Urban Shelter Improvement Board (DUSIB), chaired by Chief Minister Rekha Gupta on Tuesday, 23rd June.
Residents of all JJ clusters established in Delhi up to January 1, 2025 will now be eligible for rehabilitation benefits.

New policy to speed up slum redevelopment
The decision follows a high-level review meeting held on 16th June, where Union Home Minister Amit Shah discussed the rehabilitation of slum dwellers in New Delhi with senior officials from the Centre and the Delhi govt. During the meeting, Shah said the Delhi Slum and JJ Cluster Rehabilitation and Relocation Policy, 2026, had been finalised and asked the Delhi govt to notify it without delay.
He also confirmed that 1st January 2025 would be the eligibility cut-off date for residents of JJ clusters seeking rehabilitation benefits under the policy.
Tenders for JJ clusters to be released soon
To move the rehabilitation process forward, Amit Shah directed the Delhi Development Authority (DDA) and DUSIB to issue tenders for five JJ clusters within 45 days. He also asked officials to prepare project reports and tender documents for another 50 JJ clusters.
The Home Minister further instructed the Delhi govt to launch at least five rehabilitation projects every month under the Public-Private Partnership (PPP) model to ensure faster redevelopment of slum areas.
Focus on better living facilities
Shah emphasised that rehabilitation colonies should provide more than just housing. He said facilities such as Anganwadi centres, schools, health centres and playgrounds should be included in all redevelopment projects so that families can access essential services near their homes.
According to officials, the decisions taken under the new policy are expected to benefit nearly four lakh families living in Delhi’s JJ clusters.
The review meeting was attended by Union Housing and Urban Affairs Minister Manohar Lal, Delhi Lieutenant Governor Taranjit Singh Sandhu, Chief Minister Rekha Gupta, Delhi’s Urban Development Minister, the Union Home Secretary, the Delhi Chief Secretary and several senior officials from both the Central and Delhi governments.
