Punjab CM Bhagwant Mann’s wife serves legal notice to the retired judge who accused her of accepting a ₹5 crore bribe for a rape case cover-up

Punjab CM Bhagwant Mann‘s wife Dr Gurpreet Kaur seems to be in trouble after retired Punjab and Haryana High Court judge Justice Ranjit Singh accused her of accepting a bribe worth ₹5 crore to suppress a rape case. Following the serious allegation, Dr Kaur sent a legal notice to the former judge on Saturday (22nd August), giving him a 24-hour period to respond.

Failure to respond before the deadline will result in legal proceedings and will require the former judge’s appearance before a court of law

Former judge Ranjit Singh has levelled the allegations against CM Bhagwant Mann’s wife Dr Gurpreet Kaur in a complaint filed with the National Human Rights Commission (NHRC). The NHRC took cognisance of the complaint and directed an inquiry into the allegations against Dr Kaur.

“We have received a complaint from former Punjab-Haryana High Court judge Ranjit Singh alleging that Punjab CM Bhagwant Mann’s wife attempted to hush up a rape case in exchange for a bribe of Rs 5 crore. It is a matter of concern when such an allegation is levelled against a person holding a top position in a state regarding a case involving the safety of women and children,” Kanoongo reportedly said.

An NHRC Bench headed by Priyank Kanoongo, Member of the Commission, directed the Punjab Chief Secretary and Director General of Police to conduct an inquiry into the matter. The Bench asked the state officials to submit an Action Taken Report (ATR) within two weeks. The NHRC warned the state officials against acting under political pressure and said that failure would attract appropriate action.

“We have directed the Chief Secretary and the DGP of Punjab to investigate the matter and submit a report to us. We have also informed the Women’s Safety Division of the Union Ministry of Home Affairs. We will be able to proceed with further investigation only after receiving the report,” Kanoongo added. The Commission has also forwarded the matter to the Union Ministry of Home Affairs’ Women Safety Division.

Retired Justice Singh, who heads the Punjab Human Rights Organisation, had raised concerns about the rape case that was reported in Amritsar. Following the complaint filed by Justice Singh, the victim’s family has reportedly filed a writ petition in the Punjab and Haryana High Court accusing the Punjab Police of failing to conduct a proper investigation into the case.
