Prime Minister Modi, on Friday (13th February), unveiled the ‘Seva Teerth’, a new building complex, which will house the Prime Minister’s Office, the National Security Council Secretariat and the Cabinet Secretariat. The development marks a significant overhaul in the administrative infrastructure of the country. Along with the Seva Teerth, PM Modi also inaugurated Kartavya Bhavan 1 and 2 and addressed a public programme at the complex.
The Prime Minister’s Office will now be reloacted rom South Block to the Seva Teertha complex on Dara Shikoh Road. PM Modi hailed the move as a step towards the modernisation of India’s governance infrastructure. The plaque of the Seva Teerth at the new building complex has the words ‘Seva Teerth’ and the motto ‘Nagrik Devo Bhava’ inscribed in Devanagari script. Notably, 13th February has a historic significance as about 95 years ago, on February 13, 1931, New Delhi was formally inaugurated as India’s modern capital.

Moving away from the symbols of the colonial past
Since assuming power in 2014, the Modi government has taken decisions to eliminate the symbols of the country’s colonial past. Some of the changes made by the government in this direction include renaming the Central Secretariat as Kartavya Bhavan, Rajpath as Kartavya Path, Race Course Road, where the PM’s official residence is located, as Lok Kalyan Marg, and Raj Bhavans and Raj Niwas as Lok Bhavan and Lok Niwas, respectively.
“The inauguration marks a transformative milestone in India’s administrative governance architecture and reflects the Prime Minister’s commitment to building a modern, efficient, accessible and citizen-centric governance ecosystem,” a statement from the PMO said on Thursday (12th February).
The new buildings are equipped with modern technology
The Seva Teerth is spread across 2.26 lakh square feet and is built at a cost of approximately ₹1,189 crore. The complex is designed with state-of-the-art, smart, and environmentally friendly technologies. The Seva Teerth has three main buildings- Seva Tirtha-1, which houses the headquarters of the Prime Minister’s Office, Seva Tirtha-2, which houses the Cabinet Secretariat, and Seva Tirtha-3, which houses the offices of the National Security Advisor and the National Security Council Secretariat.

In addition to that, the complexes of Kartavya Bhawan-1 and Kartavya Bhawan-2 house offices for several key ministries, including Finance, Defence, Health and Family Welfare, Education, Culture, Law and Justice, Information and Broadcasting, Agriculture and Farmers Welfare, Chemicals and Fertilisers, Corporate Affairs, and Tribal Affairs. Earlier, all these government departments operated in separate locations, which posed challenges to coordination and operational efficiency and also added maintenance costs. The infrastructure change will streamline the administrative coordination and ease the decision-making process.

Both Seva Teerth and Kartavya Bhavan building complexes are equipped with high-tech facilities, including high-speed internet, digital archives, systems promoting a paperless work culture, and state-of-the-art conference rooms. The campus also features smart access control systems, a comprehensive surveillance network, and advanced emergency response infrastructure to ensure a safe and secure environment for officials and visitors.
An infrastructure which is in harmony with the environment
To make them eco-friendly, the new buildings have been designed according to 4-star GRIHA standards. New energy systems, water conservation measures, effective waste management, and improved structures have been adopted to ensure minimum environmental impact. Located near Vijay Chowk, the new complex has emerged as a symbol of a modern, efficient, accessible, and citizen-centric administrative system, which will shape India’s governance system in the years to come.
PM Modi chaired the last Cabinet meeting in the Prime Minister’s Office in South Block today. The first meeting of the Cabinet was held in the same building on August 15, 1947, under the chairmanship of India’s first Prime Minister, Jawaharlal Nehru. South Block, which stood witness to many historic political decisions for 80 years, is now set to be converted to a public museum. Apart from that, the “Epoch Yugin Museum” is being constructed in the North Block.
