The Bihar Vigilance Bureau has successfully recovered more than Rs 1 crore in cash, precious jewellery and high-end watches worth crores of rupees, along with real estate documents, during raids targeting a bureaucrat couple regarding a disproportionate assets inquiry at the Vigilance police station. The action unfolded on 28th September (Monday) after a court warrant.
The premises are connected to Ravindra Kumar Diwakar, Additional District Magistrate (Supply), Patna and his spouse, Kumari Sweety, District Sub-Registrar of Danapur. Multiple places in Patna and Begusarai were simultaneously raided by the authorities. According to officials, they seized documents pertaining to property, bank accounts, investments and financial activities, along with cash and jewellery. Machines were deployed to the spot to count the retrieved cash.

The money, jewels, and other documents were verified by a team from the Vigilance Department. The entire operation was overseen by the Vigilance Department’s DG (Director General) Jitendra Singh Gangwar, who was on the spot. The accused’s ancestral home in Begusarai’s Pokharia was also raided by a 6-member team, in addition to their Nahar Road residence in Danapur.
The staggering scale of the assets
However, the precise amount and value of the cash and gold jewellery found will only be known once the probe is concluded. Over 100 bundles of Rs 500 notes amounting to 70 lakh in cash, alongside 48 watches estimated at Rs 6 lakh, were discovered during the operation in Patna.
Rs 9 lakh in cash was confiscated, along with precious gold and silver ornaments in Begusarai. Documentation pertaining to real estate holdings and financial investments has also been retrieved from both locations. “Cash amounting to Rs 70.53 lakh was recovered from the Patna flat and Rs 9.44 lakh from Begusarai. Jewellery comprising gold, silver and diamond ornaments recovered from the two locations was provisionally valued at Rs 23.89 lakh and Rs 28.70 lakh, respectively,” an official highlighted.
Diwakar spent Rs 1.07 crore on two apartments in Patna that were registered in his and his wife’s names. He purchased three plots in Patna for about Rs 1.28 crore, registered in the names of his father and wife. The retrieved evidence will be evaluated by the bureau before assessing the scope of the disproportionate assets.
The DG informed, “IB is examining several properties linked to Diwakar, his wife and family members. According to the details available to investigators, Sweety owns a flat in Danapur, valued at Rs 49.34 lakh, while a separate flat in the same locality registered in Diwakar’s name is valued at Rs 45.68 lakh.”
He added that the couple owns individual 3.9-decimal plots in Phulwarisharif. Sweety’s registered plot is for approximately Rs 51.73 lakh, and Diwakar’s similarly sized plot is appraised at almost the same amount. Additionally, Diwakar has 20 decimals of land in Ballia of Begusarai, which is estimated to be near Rs 23.77 lakh.
The senior official further mentioned, “We are also examining properties held in the name of Diwakar’s father, Lakhan Lal Paswan. A 3.9-decimal plot in Phulwarisharif is valued at around Rs 44.19 lakh. Another four-decimal plot in Begusarai, valued at approximately Rs 26.40 lakh, was transferred from his father’s name to Diwakar through a gift deed dated 15th January 2024.”
Seven properties owned by the couple in Begusarai, Danapur, and Phulwari Sharif in the Patna district were included in the FIR filed by the VIB. These include apartments 401 and 402 in Block A of the upscale Kashyap Green City, a walled residential apartment complex built by its creators. On 3rd February, the two lavish apartments were bought for an officially registered amount of about Rs one crore. According to the sleuths engaged in the raids, their real cost must have been roughly Rs 4 crore.
“Action is being taken to freeze their two bank accounts. The two Danapur flats were undergoing plywood and wooden interior work when they were searched. Their value will be assessed by the Technical Examination Cell,” the agency stated.
Meet the bureaucrat couple
In 2000, Diwakar started working as a teacher before joining the state administration. During his career, he held positions as DPRO (district public relations officer) in Saran in 2009, SDC (senior deputy collector) in Katihar from 2010 to 2011 and Darbhanga in 2014. He later served as SDM (sub-divisional magistrate) in Samastipur in 2020, SDC in Gaya in 2023, SDC in Patna in 2024, and PGRO (public grievance redressal officer) in Saharsa in 2018. He took over as ADM (Supply), Patna, in October 2025.
Sweety is a sub-registrar from the 2013 batch. She was chosen via the Bihar Public Service Commission (BPSC). Teghra was her first posting, where she worked from 2013 until 2017. Afterwards, she was assigned to Sakra from 2021 to 2024 and Haveli Kharagpur from 2017 to 2021. Since 2024, she has served as Danapur’s district sub-registrar.
On 25th September, a case was filed against them in accordance with Section 61(2) of the Bharatiya Nyaya Sanhita (BNS) and the Prevention of Corruption Act. Disproportionate assets totalling Rs 1.07 crore, or almost 47% of their total known income, are charged in this case.
