The Election Commission of India released the draft electoral list for Uttar Pradesh on Tuesday (6th January), amid the ongoing Special Intensive Revision (SIR) in the state. 2.97 crore names were deleted from the draft electoral roll in Uttar Pradesh, marking the highest number of vote deletions in any state or Union Territory where SIR has been conducted so far.
The number amounts to deletion of about 18.70% votes from the rolls due to deaths, permanent migration or multiple registrations. Around 8% or 1.4 crore voters could not be mapped, and are set to receive notice from the Election Commission.

Addressing the media on the draft voter lists, Uttar Pradesh CEO Navdeep Rinwa said that the electoral list includes names of 12 crore 55 lakh 56 thousand 25 voters. As per the number disclosed by the CEO, 2.17 crore (14.06%) voters had either migrated or were absent during the enumeration phase, around 46.23 lakh (2.99%) were deceased, and 25.57 lakh voters (1.65%) were registered at more than one place.

“In UP, about 91% of voters have been mapped. This is only in the context of the 12.55 crore voters… Around 8% or 1.4 crore voters have not been mapped. Notices will be sent to such people. The notice period started from January 6… The notice will contain a list of documents that they can submit as proof for inclusion in the final list in March,” the CEO said.
CEO Rinwa said that the election officials held meetings with political parties and asked them to check the names of voters in the draft rolls. If the names of any voter are not in the draft rolls, they can seek correction by filling out Form 6. “We held meetings with political parties today and told them that their first task is to check voters’ names. Every voter should also check this. If their name is not in the draft roll, then they have to fill out Form 6. One can also apply for corrections,” he stated, adding that the BLOs will read the draft list in their respective areas on 11th January.
The period for receiving claims and objections with respect to the draft rolls has been fixed between 6th January and 6th February. The resolution of claims and objections will commence on 26th January and continue till 27th February. The final voter list will be published on 6th March.
CEO Navdeep Rinwa said that those who turned 18 on January 1, 2026 or those having their dates of birth before January 1, 2008, can fill out fresh forms for inclusion in the voter list. He added that those who turned 18 by October 1, 2026, can also fill out Form 6, but their names would not be included in the final list. Their names would be added to the voter list when they turn 18.
The SIR in Uttar Pradesh commenced on October 27, 2025. The first phase of the exercise, called the enumeration phase, started on November 4, 2025 and was expected to conclude on December 11, 2025. However, on the request of the state election commission, the period was extended till December 26, 2025. Considering the vast population of Uttar Pradesh, over 7 lakh officials and agents were involved in the SIR exercise. Besides, District Election Officers of the 75 districts, 403 Electoral Registration Officers, 2,042 Assistant Electoral Registration Officers, 1,62,486 BLOs and 5,76,611 Booth-Level Agents (BLAs) were engaged in the exercise.
