India and Russia sign 16 MoUs and agreements on migration, health, trade and other sectors during President Putin’s India visit: Read full list

During the state visit Russian President Vladimir Putin to India for annual India-Russia summit, the two nations inked a series of high-impact agreements spanning migration, health, trade, and cultural exchanges. The MoUs and agreements were signed after meetings between the delegates of the two sides in Delhi.

Here is the list of 16 MoUs and Agreements signed by India and Russia.

Migration and Mobility Pacts

India and Russia signed two key agreements on migration management during the summit. The first agreement facilitates temporary labour activities for citizens of both countries, aiming to ease skilled worker mobility and boost bilateral employment opportunities.

The second agreement between the two countries is aimed at enhancing cooperation in combating irregular migration through intelligence sharing and joint operations. These pacts will potentially benefit thousands of workers annually.

Health and Food Safety Ties

An agreement signed between India’s Ministry of Health and Family Welfare and Russia’s Ministry of Health will promote exchanges in healthcare, medical education, and scientific research, including joint training programs for medical professionals.

Complementing this, the Food Safety and Standards Authority of India (FSSAI) inked a deal with Russia’s Federal Service for Veterinary and Phytosanitary Surveillance to harmonize standards and facilitate safe food trade.

Maritime Cooperation

The Ministry of Ports, Shipping and Waterways of the Indian government signed MoUs with Russia’s Ministry of Transport and the Maritime Board to train specialists for polar waterway navigation, tapping into Arctic trade routes amid climate shifts.

The Ministry of Ports, Shipping and Waterways also signed a Memorandum of Understanding the with the Maritime Board of the Russian Federation on maritime cooperation.

Minister Sarbananda Sonowal exchanged the signed MoUs with Russian Transport Minister Andrey Nikitin. “These MoUs will empower Indian seafarers for polar operations and establish a strong framework for maritime policy and security cooperation, between the two countries,” the ministry stated.

MoU on Fertilizers

A fertilizer pact was signed between Russia’s JSC UralChem and Indian firms Rashtriya Chemicals and Fertilizers Limited, National Fertilizers Limited and Indian Potash Limited to set up a Urea plant in Russia.

As per reports, India Potash Ltd and Rashtriya Chemicals and Fertilisers Ltd will have 22.5% stack in the joint venture, while National Fertilizers Ltd will have a 5% stack. UralChem will hold the remaining share and lead the project.

The new plant will run on natural gas, and ammonia produced by Togliattiazot JSC will be utilised in the plant with the capacity of around 1.8-2 million tons per year. Indian partners will fund the project until commercial operations start.

Customs and Commerce Protocols

A protocol between India’s Central Board of Indirect Taxes and Customs and Russia’s Federal Customs Service was signed for cooperation in exchange of Pre-arrival information in respect of goods and vehicles moved between India and Russia. The protocol will allow customs of both countries to receive electronic data on cargo and vehicle before arrival, enabling faster clearance. This is expected to make trade between the countries more secure, transparent and efficient.

Additionally, India Post and Russia’s JSC Russian Post signed a Bilateral Agreement on the International Tracked Packet Service (ITPS), aimed at streamlining parcel services and e-commerce logistics. Under this agreement, both nations will work together to enable faster timelines, improved tracking, enhanced data exchange, and more reliable parcel movement between India and Russia.

India Post said that this partnership will support MSMEs, online sellers, artisans, startups, workers, students, and families who depend on secure and affordable postal services.

Academic Collaborations

A MoU for scientific and academic collaboration was signed by Pune’s Defence Institute of Advanced Technology with Tomsk State University. Another Agreement regarding cooperation was signed between University of Mumbai, Lomonosov Moscow State University and Joint-Stock Company Management Company of Russian Direct Investment Fund.

Media Collaboration

On the media front, Prasar Bharati signed separate Memorandums of Understanding for Cooperation and Collaboration on Broadcasting with Russian companies Gazprom-media Holding, National Media Group, BIG ASIA Media Group, and TV BRICS. Additionally, Prasar Bharati made addendum to its MoU with ANO “TV-Novosti”.

Other Announcements

Apart from the signing of formal MoUs and agreements, several other announcements were made after the meeting. This included a programme for the Development of Strategic Areas of India – Russia Economic Cooperation till 2030. Russia adopted a Framework Agreement to join the International Big Cat Alliance (IBCA), pledging support for tiger conservation efforts led by India.

An Agreement for the exhibition “India. Fabric of Time” was reached between the National Crafts Museum & Hastkala Academy, New Delhi and the Tsaritsyno State Historical, Architectural, Art and Landscape Museum-Reserve, Moscow.

India agreed to grant 30 days e-Tourist Visa and Group Tourist Visa on gratis basis to Russian nationals on reciprocal basis.
