India will be represented by Bihar Governor Lt Gen Syed Ata Hasnain and Minister of State for External Affairs Pabitra Margherita at the state funeral and burial ceremonies of Iran’s Supreme Leader, Ayatollah Seyyed Ali Khamenei, after Prime Minister Narendra Modi expressed his inability to attend due to prior international commitments.
Prime Minister Modi had received a formal invitation from Iranian President Masoud Pezeshkian to participate in the funeral ceremonies for Khamenei, who was killed in a US-Israeli airstrike on February 28. However, government sources indicated that the Prime Minister will be on a pre-scheduled multi-nation visit to Indonesia, New Zealand and Australia during the same period, making it impossible for him to travel to Iran.
With the Prime Minister unavailable, India has nominated Lt Gen Syed Ata Hasnain, the Governor of Bihar, and Minister of State for External Affairs Pabitra Margherita to represent New Delhi at the ceremonies.
The funeral, initially slated for March, was postponed due to the deteriorating security situation in the region following the conflict. Iranian authorities have now rescheduled the ceremonies to take place over several days in July.
The state funeral will commence on July 4 at Tehran’s Grand Mosalla complex, where Khamenei’s body will lie in state for mourners. Large public processions are expected in Tehran and the holy city of Qom, while special prayers will also be organised in the Iraqi cities of Najaf and Karbala, both of which hold immense religious significance in Shia Islam.
The final rites will conclude on July 9 with Khamenei’s burial at the Imam Reza shrine in Mashhad, his hometown and one of the holiest sites for Shia Muslims.
India’s decision to send a high-level delegation underscores its diplomatic engagement with Iran despite the Prime Minister’s absence, which officials have attributed solely to scheduling constraints arising from previously finalised overseas engagements.
