UCC, pushback against Bangladeshi intruders, Love Jihad and more: Read what BJP’s ‘Sankalp Patra’ for upcoming Assam assembly elections promises

On 31st March (Tuesday), the Bharatiya Janata Party introduced their manifesto for the upcoming Assam assembly elections, featuring a combination of cultural, economic and governance commitments. The document outlined 31 promises under the party’s “Sankalp Patra” which was released by Finance Minister Nirmala Sitharaman in Guwahati.

If the saffron party is elected to power, it has vowed to the citizens of the state to execute a Uniform Civil Code, laws prohibiting “land jihad” and “love jihad,” action against infiltrators and an expansion of current welfare programs, such as raising the amount deposited under the government’s monthly monetary aide initiative for women from ₹1,250 to ₹3,000.

According to Assam Chief Minister Himanta Biswa Sarma, the party intended to apply the Immigrants (Expulsion from Assam) Act, 1950, to “push back” individuals who have been deemed foreigners by the state’s Foreigners Tribunal into Bangladesh without resorting to diplomatic procedures. The law was revived last year.

He added that the party has declared that “we will free every inch of land from Bangladeshi illegal immigrants” and has declared to execute mass eviction campaigns. The manifesto included “an effective act to end the menace of love jihad,” “firm measures to tackle the menace of land jihad” and “working towards the implementation of the Uniform Civil Code,” which excluded tribal groups and areas covered under the Sixth Schedule of the Constitution. Sarma has made these three statements on multiple occasions during his present term.

Additionally, the party resolved to “free every inch of land from encroachment by illegal immigrants and provide land rights to all genuine citizens of Assam” as part of the “Mission Basundhara” scheme. BJP swore to liberate the taken-over land parcels of Satras, Namghars, Devalayas and other places of worship if it were to win power a third time in a row.

It pledged to invest ₹5 lakh crore, supported by the Asom Gati Shakti Master Plan, to establish the state as India’s Eastern Gateway and guarantee the prompt completion of projects. BJP assured to invest ₹18,000 crore “to make Assam flood-free through a River Rejuvenation Mission, developing a National Waterway-2, and train volunteers for embankment monitoring.” The manifesto also has a major expansion of the government’s popular welfare policies. The BJP has promised to:

  • protect the land, heritage and dignity of the indigenous people of Assam.
  • strengthen the legislative protections to preserve the civilisation, heritage and rights of the people of Assam.
  • invest ₹5 lakh crore to position Assam as India’s Eastern Gateway, backed by an Asom Gati Shakti Master Plan to ensure the timely completion of projects.
  • launch Asom Nagar Unnayan Abhijan in collaboration with the central government.
  • launch the Badh Mukt Assam Mission with an investment of ₹18,000 crore+ to make Assam flood-free.
  • provide employment and self-employment opportunities for the youth.
  • empower the youth of Assam to become self-reliant.
  • continue to provide rice, masur dal, sugar and salt at a subsidised rate, including mustard oil and also provide free rations to the poorest of the poor families.
  • launch the One District, One University initiative and ensure a comprehensive coverage of medical and engineering colleges in each district to enhance quality higher education in Assam.
  • transform education in Assam by ensuring education for all, building world-class institutions and expanding the teacher workforce.
  • strengthen the dignity, security and economic independence of the women of Assam.
  • ensure the promotion, protection and preservation of the indigenous culture of Assam.
  • strengthen income security for farmers.
  • provide financial assistance to fish farmers, ensuring income support during the non-fishing period.
  • launch the Asom Krishi Unnayan Abhijan to modernise and strengthen the agricultural market infrastructure and supply chain management.
  • actively pursue the central government to implement the recommendation of the Group of Ministers (GoM) in respect of scheduling the six communities of Koch Rajbongshi, Tai Ahom, Adivasis & Tea Tribes, Chutia, Moran and Matak while safeguarding the communities. constitutional, social and economic rights of existing ST.
  • pursue the central government to consider the inclusion of seven communities, Bishnupriya Manipuri, Bhar or Rajbhar, Newar, Bhujel, Sabar, Satnami and Kiran Sheikh, in the Central List of Other Backwards Classes, in line with their existing recognition in the state OBC list.
  • work towards granting constitutional status to the Autonomous Councils of the Mising, Rabha, Sonowal Kachari, Thengal Kachari, Deori, Tiwa and Boro Kachari tribes.
  • ensure inclusive development and land security for the tribal and indigenous people.
  • ensure the holistic development of tea tribe communities.
  • Construct an additional 15 lakh houses to ensure every family has access to a pucca house with basic amenities, as over 22 lakh houses have been completed under the Pradhan Mantri Awas Yojana (Gramin and Urban).
  • launch Nijut Sipini to provide financial assistance to 10 lakh traditional weavers to support their livelihoods and strengthen handloom production.
  • build on our rapid economic growth since 2016 and double Assam’s economy to $150 billion by 2031 and scale it to $300 billion by 2036.
  • provide a wage subsidy of ₹10,000 per employee to new industries investing in Assam to support the training and employment of local youth, with enhanced incentives for enterprises established under Advantage Assam.
  • building on Assam’s rising health investment of ₹2,600 crore in 2016 to ₹8,900 crore in 2025, we will strengthen the medical infrastructure.
  • launch the Asom Parjyatan Bikash Abhijan to position Assam as a leading tourism destination.
  • ensure time-bound implementation of all signed peace accords.
  • focus on the welfare of the government employees, promoting good governance and strengthening law and order.
  • ensure holistic development of sports across the state with targeted intervention.
  • develop Dibrugarh as the second capital of Assam.
  • ensure the holistic development of Barak Valley.

According to the Election Commission of India, the polling for the Assembly elections in Assam, Kerala, and Puducherry will be held on 9th April. In Tamil Nadu, polling will take place on 23rd April. Meanwhile, West Bengal will be held in two phases on 23rd April and 29th April. The results for all five assemblies will be declared together on 4th May.
