NEET UG paper leak: CBI arrests RCC coaching owner in Latur, leaked paper found on mobile

Major revelations have been made in the NEET UG paper leak scandal. The CBI investigation into the matter found that the leaked question paper had reached the Renukai Career Centre (RCC) in Maharashtra’s Latur, before the exam held on 4th May. On Sunday (17th May), the CBI arrested Shivraj Raghunath Motegaonkar, the founder of the Renukai Chemistry Classes (RCC), after the investigators recovered a leaked question paper from his mobile phone during searches at his premises.

The authorities say that Shivraj Motegaonkar was an “active member of the organised gang” behind the NEET UG 2026 paper leak. In collusion with other accused persons,  Motegaonkar obtained the ‘guess paper’ and its answers on 23rd April,  around ten days prior to the exam.

“He is close to P V Kulkarni, chemistry lecturer, who is associated with the NTA (National Testing Agency). Searches conducted at his institute and residence resulted in the recovery of the chemistry question bank, which contained exactly the same questions that appeared in the NEET exam held on May 3,” the CBI said in its statement.

The arrested accused sold the question paper to students who were above average in their studies and whose parents had no problem paying. After finalising the deal with the parents, he would create separate batches for these students. Upon receiving the leaked paper, the students were made to memorise the questions and answers. The CBI has found some evidence related to this.

On Wednesday (20th May), the Pune Municipal Corporation (PMC) sealed Motegaonkar’s RCC coaching centre.  

The CBI conducted searches at the residences of three students in Nagpur and Chandrapur and took into custody a tutor from Latur. The investigators suspect that more than a thousand students bought the leaked question paper.

Meanwhile, it has emerged that the now-arrested founder of Renukai Chemistry Classes (RCC), Shivraj Raghunath Motegaonkar, also known as “M Sir”, has alleged links not only to the NEET UG 2026 paper leak but also to similar malpractice reported last year.

Many RCC students achieved high scores in NEET 2025 and secured admission to various AIIMS institutes. A total of 19 students were selected for the AIIMS institutes. Of these, two students were selected for AIIMS Delhi, five for AIIMS Hyderabad, and three each for AIIMS Bhopal and Varanasi.

Motegaonkar, who runs nine branches of his coaching institute, RCC, had purchased an eight-acre piece of land to open a school and college.  The visuals of the multi-storey building on two-and-a-half acres of the eight-acre land nearing completion have surfaced in the media. The massive building has raised questions regarding Motegaonkar’s income.

The entire scandal is reported to have been exposed by a chemistry teacher, Shashikant Suthar, from Rajasthan’s coaching hub Sikar.

Speaking about how he found out that the NEET UG paper had been leaked, Suthar said, “On May 3rd at 5.00 PM, after the exam had concluded, I analysed the NEET question paper. After reviewing it, I met with my landlord, who showed me a viral PDF file. He asked me to verify whether any of the questions contained within that PDF had actually appeared in the exam paper. When I examined the Chemistry section of the PDF, I discovered that it contained verbatim all forty-five questions that had appeared in that day’s NEET exam. Upon seeing this, both of us were left in a state of shock. I then asked him if he possessed any other such PDFs. He subsequently showed me the Biology PDF as well. With the assistance of a teacher, we proceeded to document the content.”

Pursuing the matter further, we reached out to the relevant agencies; we sent emails to the NTA, the CBI, and the Ministry of Education. I would like to express my gratitude to all these agencies, as they responded with great promptness and took swift action. They have successfully exposed those involved in this malpractice, bringing them to light before the nation and the world,” he continued.
