FIR registered against Noida woman Ruchika Singh for abusive and vulgar comments against PM Modi during CJP protest

A Zero FIR has been registered at the Expressway police station in Noida against Ruchika Singh, a resident of Lotus Zing Society in Sector 168, over making abusive, vulgar and derogatory remarks against Prime Minister Narendra Modi during the protest organised by the Cockroach Janta Party (CJP) at Jantar Mantar in New Delhi.

The case was lodged on 29 July 2026 on the basis of a complaint filed by Smriti Singh, a resident of Vasundhara in Ghaziabad. According to the complaint, on 23 July 2026 Ruchika Singh publicly used objectionable and abusive language against the Prime Minister while addressing the gathering from a public platform at the protest site. The complainant has stated that the remarks not only undermined the dignity of the constitutional office of the Prime Minister but were also made with the deliberate intention of spreading hostility and disturbing public peace.

Singh in the complaint said that the position of Prime Minister represents the nation, and such remarks not only undermine the dignity of the position but also hurt public sentiments.

The Zero FIR has been registered under Sections 352 (intentional insult with intent to provoke breach of the peace), 353(1) (statements conducing to public mischief) and 356(1) (defamation) of the Bharatiya Nyaya Sanhita, 2023. As the incident took place within the jurisdiction of the Parliament Street police station in New Delhi, the case is set to be transferred to the Delhi Police for further investigation. Noida police have initiated a probe that will include examination of video footage of the protest, other digital material and statements of witnesses.⁠

Multiple videos of Ruchika Singh making vulgar and abusive comments in Hindi targeting PM Modi had gone viral on social media in the last few days. Apart from using unprintable Hindi expletives and obscenities, she also asked PM Modi to commit suicide.

After the videos went viral, some activists managed to identify her from the videos and traced her address, after which Smriti Singh filed the complaint at the Expressway police station in Noida based on her address. The Noida police therefore registered the Zero FIR based on the complaint and transferred the case to the Parliament Street police station in New Delhi for further investigation and necessary action based on jurisdiction.

The CJP protest at Jantar Mantar, which drew large numbers of young people, was held over alleged irregularities in competitive examinations, including the NEET paper leak, and demands for accountability from the government. However, the protest was soon hijacked by leftist activists and so-called Gen Z youths who displayed abusive and derogatory posters and made such comments. A large number of videos went viral where such Gen Z CJP protesters could be heard using extremely vulgar and abusive language directed not only at Prime Minister Narendra Modi but also at other Union ministers at Jantar Mantar. Ruchika Singh’s remarks are among the instances that have drawn particular attention and led to the complaint.

Police sources have confirmed that further legal action will depend on the outcome of the investigation. Ruchika Singh has not been arrested so far. The case is part of a series of incidents in which derogatory statements were made against the PM and other ministers during the protest.
