An internal investigation was launched by the Odisha University of Health Sciences (OUHS) after pictures of the question paper of the Odisha medical postgraduate entrance examination were allegedly circulated on WhatsApp during the examination. The incident occurred on 27th July when the General Surgery theory examination for the 2023-26 MS/MD batch was being conducted by the OUHS.
The question paper was leaked at the MKCG Medical College and Hospital. A five-member high-level inquiry committee, including senior faculty members, has been formed by the medical college to probe the malpractice.
According to officials, the question paper of the examination surfaced on social media minutes after the examination commenced. Officials said that from the images, it appeared that they were taken inside the examination hall. This means that someone was able to bypass the security checks at the examination centre and carry an electronic device inside the centre.
The OUHS authorities are collecting details from the examination centres and reviewing the chain of events to determine whether the leak of the question paper compromised the integrity of the test. No official announcement has yet been made about the cancellation or reconduction of the examination. Officials said that the decision will depend on the findings of the probe.
Speaking to the media about the paper leak, Prof (Dr) Harikrishna Dalai, Dean & Principal, MKCG Medical College and Hospital, said that the question paper was disclosed from his institute. He said that necessary remedial steps are being taken and those will be followed for the next two exams.

“The incident occurred during the exam process of PG MD/MS on the 27th. There was an issue regarding the disclosure of the question paper from our institute which went viral to other institutes. We were intimated by our university that it has been circulating in the other colleges also. Accordingly, the VC called for a meeting on 28th, where it was discussed how to prevent it. One of the medical colleges told that their student admitted that the question was from MKCG. So accordingly, the meeting took place and it was decided how to curb the menace, and necessary remedial steps are being taken and it will be continued for the next two exams,” Dalai said.
Recently, an anti-paper leak bill was passed in Parliament to curb the growing menace of question paper leaks across the country. The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, strengthens penalties for organised paper leaks and examination malpractice.
