Mission $1 trillion: Yogi govt mandates directly linking skill training with jobs to boost UP economy

The Yogi government is stepping up its focus on skill development directly with jobs, aiming to turn training programmes for employment as Uttar Pradesh works towards its $1 trillion economy goal.

Focus on jobs, not just certificates

At a recent review meeting of the Vocational Education and Skill Development Department, Minister of State Kapil Dev Agarwal made it clear that every training programme must lead to a real job or self-employment. The direction comes under the broader vision of Chief Minister Yogi Adityanath, with a shift away from certificate-based learning to outcome-based training.

Officials have been told to make courses time-bound, practical and aligned with what industries actually need, so that trainees are job-ready from day one.

Skill mission and large-scale job linking

A key part of this effort is the Uttar Pradesh Skill Development Mission, which provides free short-term courses across 53 sectors like construction, IT, retail and beauty. Along with training, candidates are also given placement support.

The government is also using platforms like Skill Melas and Rozgar Melas to connect youth with employers. As per official figures, about 13.64 lakh young people have already been placed in private sector jobs by late 2025. In January 2026, five mega Rozgar Melas were organised with a target of providing one lakh jobs within a month.

Earlier job fairs have also shown progress. Between April 2024 and November 2025, Kaushal Mahotsavs and similar events saw over 50,000 registrations, with nearly 17,500 candidates shortlisted.

Industry partnerships and ITI reforms

To make training more relevant, the Yogi government is upgrading Industrial Training Institutes (ITIs) and bringing in industry partners. Companies like Tata Technologies are helping design courses that match real industry needs, while Deloitte India is supporting curriculum updates based on new technologies.

Private players are also involved. Programmes like HCL TechBee offer a 12-month training route for Class 12 graduates leading to IT jobs. Other partners such as Hanumant Technology Pvt. Ltd. and Apponix Academy are providing courses in full stack development, data science, cloud computing and cyber security with placement support.

New-age skills and practical training

Under ‘Project Praveen’, the state is introducing courses in areas like artificial intelligence, automation and drone technology, with a clear link to hiring companies. The government is also expanding hands-on learning through On-the-Job Training and the Dual System of Training.

At the same time, officials have been asked to address dropout rates in ITIs and skill programmes by finding the reasons and offering incentives to improve completion.

Employment becomes key focus

Experts believe this strong push on job-linked skilling comes at a time when employment is becoming a major issue. Mukesh Bahadur Singh of the Indo-American Chamber of Commerce said that directly connecting training with jobs could help the government respond to criticism around employment.

With rising investments and MSME growth increasing demand for skilled workers, the Yogi government is now focusing on building a system where training leads straight to jobs, while also promoting success stories and personality development activities to encourage more youth to join.
