On 21st March, Aam Aadmi Party leader and Punjab Transport and Jails Minister Laljit Singh Bhullar resigned following allegations linking him to the suicide of Punjab Warehousing Corporation District Manager Gagandeep Singh Randhawa. Randhawa allegedly died by suicide after consuming poison. Before committing suicide, he published a video blaming Bhullar for harassment, pressure over tender allocation, and assault.
As reported earlier, Randhawa alleged that he was being forced to allot a warehousing tender to a political aide. After Randhawa refused, he was assaulted and coerced into recording a false confession video. Hours after the video surfaced, the Chief Minister of Punjab, Bhagwant Mann, directed Bhullar to resign and ordered a probe into the matter.
IANS shared the FIR in the matter, which contained detailed allegations made by the complainant and shed further light on the sequence of events that led to Randhawa’s death.
What the FIR says
The FIR has been registered at Ranjit Avenue police station in Amritsar on the complaint of Upinder Kaur, wife of Randhawa. It has been registered under Sections 108, 351(3), and 3(5) of the Bharatiya Nyaya Sanhita (BNS) against Bhullar, his father Sukhdev Singh, and aide Dilbag Singh alias Baga.

In her statement, Upinder Kaur stated that her husband was serving as District Manager in the Punjab Warehousing Corporation. He was handling Amritsar and Tarn Taran districts. She said tenders for construction of warehouses were issued in October 2025, and approvals were to be granted as per due process involving the Food Corporation of India.
According to the FIR, minister Laljit Singh Bhullar allegedly pressured Randhawa to ensure that the tender for warehouse construction in Patti and Bhikhiwind areas was awarded to his father, Sukhdev Singh Bhullar. The complainant stated that her husband repeatedly told her that the minister and his associates were putting continuous pressure and issuing threats.
The FIR further states that Bhullar, along with his father and aide Dilbag Singh, allegedly threatened Randhawa with severe consequences if the tender was not granted in their favour. The complainant stated that Bhullar warned that he knew where Randhawa’s children studied and where his wife worked, and allegedly threatened harm to the family.
Kaur stated that her husband refused to comply, citing that the tender process was transparent and conducted online, making it impossible to manipulate. Subsequently, the tender was reportedly awarded to another party as per rules, following which the minister allegedly became enraged and began harassing Randhawa.
The FIR mentions that Bhullar allegedly contacted Randhawa via WhatsApp calls and threatened to kill him and his family if the tender was not cancelled and reissued in his father’s name. He allegedly claimed that gangsters were under his control and could be used to eliminate Randhawa’s family.
On 13th March, Randhawa was called to Bhullar’s house in Patti. Bhullar, his father, and Dilbag Singh, along with other unidentified persons, were present. When Randhawa reached, he was slapped and assaulted by the accused.
Kaur stated that Bhullar’s father allegedly provoked the minister, after which he struck Randhawa on the head with the butt of a pistol and then pointed the weapon at him, threatening him.
The FIR further alleged that the accused forced Randhawa to record a video confession at gunpoint, in which he was made to falsely state that he had accepted Rs 10 lakh as a bribe to award the tender to another party. The complainant claims the video was recorded under coercion and threat of death.
After the incident, Randhawa returned home and narrated the entire episode to his wife, stating that he felt he had no way out. Despite being advised to approach the police, he reportedly expressed fear that no action would be taken against a sitting minister.
The FIR states that due to continuous threats, humiliation, and pressure, Randhawa consumed sulphas tablets on the morning of 21st March 2026, recorded a video message, and died by suicide. The video was uploaded on social media before his death.
