Apart from Digvijay Patil, the other two persons named in the new FIR are land seller Shital Tejwani and suspended revenue official Suryakant Yewale. In the first FIR, Digvijay Patil, and Shital Tejwani, Deputy Sub-Registrar Ravindra Taru were booked. Which means a total of 4 persons have been named in the case so far.
District collector Jitendra Dudi said, “On Thursday, the Inspector General of Registrar’s office registered an offence against Patil, Tejwani and sub-registrar R B Taru for misappropriation and cheating . Another offence was registered today against tehsildar Yewale, Patil and Tejwani based on our complaint. During a preliminary inquiry, we found the suspended tehsildar’s role in illegally allowing the transfer of land though it was owned by the government.”
The FIR for alleged misappropriation, cheating and forgery was registered at Khadak police station in Pune city on a complaint of a naib tehsildar, said district collector Jitendra Dudi. According to the FIR, Yewale was known for facilitating illegal transfer of government land to private individuals. The case has been transferred to the Economic Offences Wing of the state police.
The FIRs followed an interim report submitted by Inspector General of Registration highlighting procedural lapses in the sale and registration of a 43-acre plot in Pune’s Mundhwa area.
₹1,800 crore land allegedly sold for just ₹300 crore
The issue is related to a plot in Koregaon Park, considered one of the costliest and poshest localities in Pune. The property, valued at nearly ₹1,800 crore, was reportedly sold for just ₹300 crore to Amadea Enterprises LLP in which Parth Pawar has partnership. The property was originally registered under the ‘Mumbai Government’ and leased to the Indian Botanical Survey. The land was leased until 2038 at a nominal rate of Rs 1 per year.
Despite this, the land was sold to Amedia Enterprises LLP by Shital Tejwani, who held the power of attorney on behalf of the 272 persons shown as ‘owners’.
According to the FIR, in order to take possession of the land, Patil submitted an application to revenue official Suryakant Yewale. After that, Yewale illegally issued notices to the occupants to vacate the land. Though the land belonged to state department, Yewale allegedly passed an order declaring that five private individuals had ownership rights over it. Then Shital Tejwaniand allegedly executed the sale using the power attorney she was having.
Former Joint Sub-Registrar Ravindra Taru then registered the sale deed without verifying necessary government permissions or a No Objection Certificate. Taru has been suspended pending further enquiry in the case.
Shockingly, the deal was registered on stamp paper worth only ₹500. Officials say the land, which was originally reserved for Dalits, was transferred to a private company through serious violations of government rules. It is also alleged that the stamp duty on the transaction was waived, causing loss to the exchequer. Moreover, local taxes such as Local Body Tax and Metro Tax totalling nearly ₹6 crore were also reportedly bypassed.
Amadea Enterprises planned to establish a data centre at the place.
The magnitude of the deal and the undervaluation set off ripples in Maharashtra’s political circles. Within hours of the news breaking, Chief Minister Devendra Fadnavis directed immediate action and ordered a high-level inquiry into the entire matter.
Quick Government Action
Taking swift action, CM Fadnavis ordered the suspension of Pune Tehsildar Suryakant Yewale, whose office handled the land registration. He said that irregularities of this scale can’t be tolerated at any cost and promised strict action against all those involved. The Chief Minister also announced the formation of a special committee headed by Additional Chief Secretary Vikas Kharge to conduct a detailed probe.
Later, Pune Sub-Registrar Ravindra Taru was also suspended for registering the disputed land deal. Officials from the Stamp and Registration Department said that he had ignored the vital rules and resulting in a huge loss of the state government’s revenue. They said stamp duty was intentionally reduced, and important approvals were skipped during registration.
According to officials close to the investigation, the registration of land did not follow a number of important procedures, including fair valuation and departmental approvals. The inquiry committee is now reviewing all related documents and communications to find out how the undervalued sale was cleared and who approved it.
Chief Minister Fadnavis reiterated his stand that his government would not protect anyone involved in any wrongdoing. He said that fairness and accountability are equally important, whatever the name of the case.
Ajit Pawar meets CM Fadnavis
Amid all the controversy, Deputy Chief Minister Ajit Pawar today announced taht the land deal has been cancelled. He said that Amadea Enterprises LLP, in which his Parth Pawar is a partner, will be returning the plot.
He made the commetns after meeting Chief Minister Fadnavis in Mumbai to discuss the issue. Sources said it was an hour-long meeting in which Ajit Pawar assured full cooperation with the investigation. He is said to have told the Chief Minister that if anything wrong was done, action should be taken firmly and transparently.
The Deputy CM also revealed that govt’s probe panel into the land deal linked to his son Parth Pawar will submit its report in a month.
Ajit Pawar told reporters after the meeting that he respects the Chief Minister’s decision to start an inquiry and supports every step towards bringing out the truth.
