Cockroach Janta Party has not sought any permission for ‘Chalo Sansad’ march to Parliament, no permission granted: Delhi Police

While the Cockroach Janta Party has announced ‘Chalo Sansad’ march to the Parliament on Monday, Delhi Police has revealed that the organisation has not requested any permission from the police for the proposed event. Accordingly, the police have not granted any permission for the march.

In a public advisory issued on Sunday, the DCP New Delhi stated, “Delhi Police hereby categorically clarifies that no permission has been sought or granted for any such protest march/procession.” The police further added that prohibitory orders under Section 163 of the BNSS (formerly Section 144 CrPC) remain in force in the New Delhi district. These orders strictly prohibit protest marches, processions, demonstrations, and assemblies of five or more persons, except at the designated site of Jantar Mantar with prior permission.

With the Monsoon Session of Parliament set to commence on 20 July, stringent security arrangements have been put in place to ensure public safety, the security of protectees, and the protection of vital government installations. The police have warned that any violation of these prohibitory orders will attract prosecution under Section 223 of the BNS and other applicable provisions of law.

The advisory comes amid CJP’s plans for a march despite the ongoing sit-in at Jantar Mantar. Earlier the police had said that permission would not be given for such a march to the parliament, due to the security protocols in place during the parliamentary session.

Permission is mandatory for any activities around the high security central vista zone, including the parliament. While citizens have right to protest, it is not an unconditional right. People can exercise their right to protest peacefully only if all necessary permissions from authorities are sought and public order is maintained while doing so.

For any such protest or public gathering, the organisers need to obtain a No Objection Certificate (NOC) from the police station within whose jurisdiction this would fall. And according to Delhi Police, CJP has not applied for such an NOC.

However, CJP founder Abhijeet Dipke has said the group would go ahead with its planned march on Monday. If the group takes out the march, it is likely that they will be stopped by the police, and this may lead to law and order situation.

Delhi police have urged citizens to respect the law, refrain from participating in any unauthorised gathering or march, and cooperate with the police in maintaining public peace, safety, and security. The police appealed to all to avoid any actions that could disrupt law and order in the national capital.
