India-Slovakia ties upgraded to Comprehensive Partnership
The most significant outcome of the visit was the decision to elevate bilateral relations to a Comprehensive Partnership, reflecting the growing strategic convergence between the two nations.
The move is expected to deepen cooperation across a broad range of sectors, including advanced manufacturing, technology, innovation, trade and investment. The upgraded framework also provides a stronger institutional mechanism for future collaboration.
Defence cooperation gets a major boost
A key outcome of the visit was the exchange of a Letter of Intent on Defence Cooperation, opening new avenues for collaboration in defence policy, military engagement, defence manufacturing and exports.
The agreement is expected to strengthen strategic ties between the two countries while creating opportunities for Indian defence companies to expand their footprint in Central Europe. Cooperation in military education and training will also be enhanced.
New opportunities for skilled Indian professionals
India and Slovakia also signed an MoU on Labour Migration, aimed at facilitating safe and legal movement of workers between the two countries.
The agreement focuses on:
- Streamlining labour mobility
- Enhancing cooperation in employment and skill development
- Protecting the rights and welfare of Indian workers
- Addressing Slovakia’s growing demand for skilled professionals
The development could create new employment opportunities for Indian workers and professionals in sectors facing labour shortages in Europe.
AI, supercomputing and digital technologies take centre stage
Technology emerged as a major pillar of the partnership. Both countries signed an MoU on Digital Technologies to expand cooperation in digital transformation, artificial intelligence, high-performance computing and the Internet of Things (IoT).
The agreement will also allow India to showcase its globally recognised Digital Public Infrastructure (DPI) model, which includes platforms such as Aadhaar, UPI and DigiLocker.
In a significant academic and technological initiative, Slovakia agreed to host the first-ever India-supported Chair in Artificial Intelligence at the Technical University of Košice, signalling growing collaboration in frontier technologies.
Cooperation beyond traditional sectors
The two leaders reviewed cooperation across trade, investment, space, civil nuclear energy, renewable energy, culture, education and talent mobility. Discussions also focused on emerging technologies and innovation-driven sectors that are expected to define future economic growth.
Several agreements were exchanged during the visit, including:
- MoU on Digital Technologies
- MoU on Labour Migration
- MoU on Higher Education and Research
- MoU on Audio-Visual Cooperation
- Letter of Intent on Defence Cooperation
Slovakia backs India on terrorism
During the talks, Prime Minister Modi thanked Slovakia for its solidarity and support following the April 2025 terrorist attack in Pahalgam.
The two leaders reaffirmed their commitment to combating terrorism in all its forms and agreed to strengthen cooperation on security-related issues.
Convergence on Europe and global governance
The leaders also welcomed the successful conclusion of the India-European Union Free Trade Agreement and the adoption of the Joint Comprehensive Strategic Agenda between India and the EU.
They reiterated support for multilateralism and stressed the need for reform of global governance institutions to better reflect contemporary geopolitical realities.
A landmark visit
PM Modi’s visit represents the most significant advancement in India-Slovakia relations in recent years. By elevating ties to a Comprehensive Partnership and launching cooperation in defence, AI, digital technologies and labour mobility, both countries have laid the foundation for a deeper strategic relationship that extends far beyond traditional diplomatic engagement.
