Delhi CM Rekha Gupta launches Juvenile Justice portal during Nari Utsav at Nirmal Chhaya Complex

Delhi Chief Minister Rekha Gupta on Tuesday launched the Juvenile Justice Management Information System or JJMIS in the capital, as part of an initiative to strengthen child protection and welfare services across the city. The new digital portal is designed to improve child-centric service delivery by bringing greater transparency and efficiency to the implementation of child protection services under the Juvenile Justice (Care and Protection of Children) Act.

Officials described the portal as a comprehensive management information system that will enable real-time monitoring of cases involving children in need of care and protection, streamline coordination between various agencies, and ensure timely interventions. By digitising records and processes, it aims to strengthen the overall child welfare ecosystem, reduce delays in case disposal, and provide better data-driven insights for policymakers and frontline workers.

The launch took place during CM Gupta’s visit to the Nirmal Chhaya Complex in west Delhi, where she attended the ‘Nari Utsav’ programme and reviewed the Department of Women and Child Development’s ongoing schemes.

During her tour of the complex, the CM inspected the After Care Home for Women, Balika Grih, and Bal Niketan. She interacted directly with residents and emphasised the need for high standards of safety, nutrition, and care. She distributed school bags and learning materials to children and health kits to mothers, and honoured Anganwadi workers with incentive support in recognition of their service.

The Chief Minister also visited the Sankalp Hub to review Mission Shakti activities focused on women’s safety and empowerment, examined products at the SHG-run Mahila Haat, and inspected the upgraded Samarth Anganwadi centre.

On the occasion, she launched additional initiatives, including a compendium of women and child-related schemes, the WCD newsletter, and the ‘Give to Gain’ public-private partnership programme aimed at upgrading infrastructure in Anganwadi centres and child care institutions.

Speaking at the event, CM Gupta reaffirmed the Delhi government’s commitment to women’s empowerment and child welfare. “When women are empowered, both society and the nation grow stronger,” she said, adding that the upcoming Delhi Budget on 24 March would include further measures to support women and girls through employment, entrepreneurship, and enhanced safety initiatives.

She said that under Prime Minister Narendra Modi’s leadership, women are scaling new heights, from rural industries to corporate sectors, from politics to the armed forces, and said the Delhi government is working in the same direction to make women more empowered and self-reliant. The CM added that every woman deserves a secure environment, respect in all circumstances, and opportunities to become financially independent.

The launch of the Juvenile Justice Management Information Portal marks a significant step towards modernising Delhi’s child protection framework and ensuring that every vulnerable child receives timely, transparent, and effective support.
