In a strong move against terrorism inside government institutions, Jammu and Kashmir Lieutenant Governor Manoj Sinha, on Wednesday, 9th April, dismissed two government employees who were associated with terrorist organisations Lashkar-e-Taiba and Hizbul Mujahideen. The action was taken under Article 311(2)(c) of the Indian Constitution, which gives power to terminate an employee’s services without an investigation, in issues involving national security.

The two dismissed employees have been identified as Farhat Ali Khanday, a Class IV worker in the Education Department of the Ramban government, and Mohammad Shafi Dar, who was working in the Rural Development Department of Bandipora. Both employees had clear links with terrorist organisations. Reliable evidence indicated that the two employees were engaged in supporting terrorist activities through networking, funding, and leaking information.
The involvement of Farhat Ali Khanday with terrorism can be traced back many years. His role was first discovered in 2011 when a captured terrorist revealed that Farhat was distributing hawala money to the families of slain militants. Despite being arrested that year and later getting bail, he continued his activities. A chargesheet was eventually filed against him in a special court in 2022. Investigations showed that he used his government job as a cover while acting as a key facilitator for Hizbul Mujahideen, all while receiving a government salary.
Mohammad Shafi Dar had secured his government job on compassionate grounds after his father’s death. However, investigations revealed that he became an active associate of Lashkar-e-Taiba. He was involved in providing shelter to terrorists, arranging logistics, and passing on information related to security forces. He was caught in April 2025 along with a friend near a checkpoint carrying an AK-56 rifle and grenades. Later, the investigation revealed that he was also planning attacks on security personnel.
According to the authorities, this step is a part of a larger crackdown to remove terrorist links from within the administration. So far, more than 90 government employees have been dismissed in Jammu and Kashmir under similar grounds.
Lieutenant Governor Manoj Sinha has made it clear that the administration will continue its efforts to eliminate terrorism from the system. He has assured that strict action will be taken against those assisting terrorist organisations, and that such networks will be dismantled without exception.
