Citing his alleged harassment and suffering as the reason, Dutt has written, "I decided to take the drastic step to highlight genuine problems faced by honest officers in West Bengal, and other parts of India."
A three-member bench headed by CJI Ranjan Gogoi ordered the Police Commissioner to make himself available for the investigation and cooperate fully. The CJI further clarified that Kolkata Police chief Rajeev Kumar cannot be arrested by the CBI.
In the letter, Sudipta Sen claimed that he had been cheated by several people and that he was on the verge of committing suicide. He also asserted that the letter should be treated as his dying declaration.
