A Rouse Avenue court in Delhi on Wednesday, 23rd September, granted default bail to six Ukrainian nationals in the Myanmar training camp case. Special NIA Judge Prashant Sharma granted them bail on a cash bond of Rs 1 lakh each. The six Ukrainians, Petro Hurba, Taras Slyviak, Ivan Sukmanovskyi, Marian Stefankiv, Maksim Honcharuk and Viktor Kaminskyi, were arrested by the National Investigation Agency (NIA) in March 2026 along with US national Matthew Aaron VanDyke.
The court also discharged the six Ukrainians from offences under the Immigration and Foreigners Act after the matters were compounded before the Foreigners Regional Registration Office (FRRO). The FRRO imposed a penalty of ₹5.5 lakh on each of them.

Court modifies VanDyke’s bail condition
The court also modified the bail conditions of VanDyke. He was earlier required to furnish a bail bond of ₹1 lakh along with a surety bond of the same amount. The court has now allowed him to be released on a cash bond of ₹1 lakh instead of furnishing the surety.
VanDyke has also sought permission to travel to the United States to meet his family. The court will hear his application on 25th September. His separate application seeking permission to furnish a cash bond instead of a surety bond has been disposed of.
A report from the FRRO was also received by the court in a sealed envelope. The proceedings relating to the violations of the Immigration and Foreigners Act have been compounded.
NIA chargesheet did not include UAPA sections
The NIA has already filed a chargesheet in the case. However, the agency has not invoked provisions of the Unlawful Activities (Prevention) Act (UAPA) in the chargesheet.
According to the case details, the agency has invoked Sections 21 and 23 of the Immigration and Foreigners Act against the accused. A special NIA court had earlier granted default bail to VanDyke on 18th September after observing that the chargesheet filed by the agency was incomplete with regard to the alleged UAPA offences.
The latest court order means the six Ukrainian nationals will also be released on default bail, subject to the conditions imposed by the court.
Background of the Myanmar training camp case
VanDyke was arrested at Kolkata airport on 13th March, 2026. The six Ukrainian nationals were separately arrested at airports in Delhi and Lucknow.
The NIA has said that the group travelled to Mizoram without the required permit for foreigners and later crossed into Myanmar. According to the agency, they came into contact with ethnic armed groups in Myanmar and provided training in weapons use and drone operations.
The investigation also involves allegations that drones were brought from Europe for the training. The case initially included UAPA provisions over a suspected terrorist conspiracy, but those sections were not included in the chargesheet filed by the NIA earlier this month.
VanDyke, an American national, became known for his involvement in the Libyan civil war in 2011, when he joined forces fighting Muammar Gaddafi’s regime. He was captured and held as a prisoner of war before being released after Gaddafi’s fall.
He later said he fought against the Islamic State in Iraq and became involved in training Ukrainian civilians and military personnel after Russia invaded Ukraine in 2022. He is also the founder of Sons of Liberty International, an organisation that says it provides security and military training.
