A senior IAS officer in Rajasthan, his IPS officer wife and their family members purchased 40 villas and cottages from the same company within a span of around two and a half years. According to a report by Dainik Bhaskar, the properties were bought at two Ananta resorts in Rajasthan and later leased back to the company that sold them.
The officer, Shikhar Agrawal, is currently serving as the Additional Chief Secretary (ACS) in the Rajasthan government, while his wife, Prashakha Mathur, is an Additional Director General of Police (ADG). The company involved in the transactions is Goyal Fashions Private Limited, which operates 14 resorts and hotels across the country under the Ananta brand.
According to the report, 20 cottages at the company’s resort in Bujhda, Udaipur, were registered in September 2023, while 20 villas at its property in Ajabgarh, Alwar, were registered in March 2026. Bhaskar said it had obtained the registration documents for all 40 properties.
Properties worth ₹6.16 Crore leased back to Company
The family spent ₹6 crore and ₹16.5 lakh to purchase the 40 villas and cottages. After purchasing them, they leased all the properties back to Goyal Fashions, the same company from which they had bought them.
Under the arrangement, each of the 20 cottages in Bujhda was leased at an annual rent of ₹4 lakh, while each of the 20 villas in Ajabgarh was leased at ₹5 lakh per year. Together, the properties generate an annual lease income of ₹1.80 crore.
The sale and lease deeds for the properties were registered on the same day at the respective sub-registrar offices. The documents for the Bujhda cottages were registered at the Barapal Sub-Registrar’s Office on 29th September, 2023, while those for the Ajabgarh villas were registered at the Pratapgarh Sub-Registrar’s Office on 27th March, 2026.
Shikhar Agrawal, Prashakha Mathur, her mother Manjula and father Raghuvansh Narayan Mathur were involved in the registrations. Prashakha completed the registration formalities for the couple’s two sons through a power of attorney.
Questions over property disclosures in IPRs
The investigation has also raised questions about the disclosure of the properties in the officers’ annual Immovable Property Returns (IPRs).
According to Bhaskar, 28 of the 40 properties were registered in the names of Shikhar and Prashakha, with 14 properties each. However, only 14 properties were reflected in their annual declarations.
Shikhar disclosed details of all 14 properties in his IPR filed on 7th January this year. In contrast, Prashakha’s IPR, filed on 8th January, contained no property details, despite the registration of 14 villas and cottages in her name.
Shikhar Agrawal currently handles the Industries, Micro, Small and Medium Enterprises, Public Sector Undertakings, Delhi-Mumbai Industrial Corridor, and Investment and Non-Resident Rajasthani Affairs departments. He also serves as chairman of RIICO, chairman and managing director of RajSICO, and Special Officer at the Bhiwadi Integrated Development Authority. He previously served as the Chief Minister’s Additional Chief Secretary.
Prashakha Mathur currently handles Planning, Modernisation and Welfare in her role as an ADG in Rajasthan Police.
