On 11th May, the National Commission for Women (NCW) issued a press release stating that its fact-finding committee, formed to investigate the TCS Conversion Scandal, has submitted a detailed report to the Maharashtra government. NCW has stated that the inquiry revealed a “deeply disturbing and toxic workplace environment” marked by sexual harassment, abuse of authority, systemic bullying and repeated anti-Hindu remarks directed at female employees.

According to the press release, the committee visited Nashik on 18th and 19th April and interacted with victims, police officers, TCS Internal Committee members and other witnesses. The findings were compiled into a 50-page-long report with over 25 recommendations. The report was submitted to CM Devendra Fadnavis on 8th May.
NCW flags harassment and religious targeting
According to NCW, the committee found that the accused persons had “assumed effective control” of the TCS Nashik office and targeted young and vulnerable women employees. Furthermore, the complainants were subjected to sexual harassment, emotional abuse, mental harassment and attempts of molestation.
The committee further observed that female employees were bullied through repeated remarks denigrating Hindu mythology, traditions and beliefs. The report stated that the accused attempted to portray Islam as “a far superior religion to Hinduism” while creating what the committee described as a coercive atmosphere through repeated anti-religious commentary.
NCW added that several women wanted to lodge complaints but were afraid due to social pressure, fear of stigma and the absence of a trustworthy complaint mechanism.
POSH compliance under scrutiny
The NCW committee strongly criticised the implementation of the POSH Act at the Nashik office. It noted that the Internal Committee was common for Pune and Nashik, which is in direct contravention of the law. The report stated that no IC members had ever visited or inspected the Nashik unit for POSH compliance.
The committee said there were no placards, boards or posters explaining POSH compliance at the office. It also said there was no board displaying the names and contact details of IC members and no visible material informing employees about penalties for non-compliance.
The report further stated that there were no awareness programmes for employees and no orientation programmes for IC members. The committee described the situation as “zero compliance” of the POSH Act.
NCW recommends action
The committee has recommended strict compliance with Sections 19, 25 and 26 of the POSH Act, mandatory preventive mechanisms against workplace sexual harassment, effective HR systems and protection of complainants from professional repercussions.
It also advised police to use witness protection provisions to protect complainants and co-employees from pressure, media intrusion and anti-social elements. The committee further said the accused may be charged under relevant BNS provisions, including Section 299 for deliberate and malicious acts intended to outrage religious feelings.
Background of the case
The case emerged in March 2026 when a Dalit woman employee of a TCS BPO unit in Nashik filed a complaint against Danish Sheikh, accusing him of rape on the pretext of marriage, sexual exploitation, harassment and forcing to convert to Islam. More women came forward soon, levelling serious allegations of workplace sexual harassment, molestation, abuse and insult to their Hindu faith by certain employees of the same BPO. Nine FIRs were filed in the matter, and it was mentioned by the victims that their attempts to raise complaints with the BPO’s management were ignored by the HR and the concerned authorities.
Nashik Police’s SIT has now arrested several people, including Nida Khan. Earlier arrests included Danish Ejaz Sheikh (32), Tausif Bilal Attar (37), Raza Rafiq Memon (35), Shahrukh Husain Shaukat Qureshi (34), and a female operations manager. Police custody of several accused has been extended for further investigation.
TCS, after facing severe backlash for ignoring workplace harassment of women staff, suspended all nine accused and reiterated its zero-tolerance policy on workplace harassment. Nida Khan, who was absconding since the case came to light, was arrested on 7th May.
