A war of words has erupted between the Congress and the Aam Aadmi Party (AAP) months before the upcoming Punjab elections, after Congress leader and MLA Sukhpal Singh Khaira made remarks about AAP Punjab observer Gayatri Bishnoi and former deputy chief minister of Delhi Manish Sisodia. Bishnoi has threatened legal action against Khaira, while the Punjab State Women’s Commission has also taken note of the matter.
Bishnoi, who is also the president of the AAP‘s Rajasthan women’s wing, on Friday, 25th September, rejected Khaira’s allegations about her living with Sisodia in Chandigarh. She accused the Congress leader of making inappropriate remarks about her and said she would take the matter to court.
Gayatri Bishnoi threatens legal action against Khaira
In a video posted on X, Bishnoi said she was staying with her parents at the official residence of Punjab Health Minister Balbir Singh because her father is a heart patient and is receiving treatment in Chandigarh. “I live with my parents in Dr Balbir Singh’s bungalow [in Chandigarh] because my father is a heart patient. He’s being treated here,” Bishnoi said, while showing the house allotted to the minister.
She said the family was staying there with the minister’s permission and called it “Dr Balbir’s favour to us.”
Bishnoi also criticised Khaira for making remarks about her personal life. Calling him a “shameless man”, she showed her parents in the video and questioned his comments. “For a girl of your daughter’s age, you’re saying such dirty things. Aren’t you ashamed at all?” she said. “What all are you saying about me? That I live in which bungalow and with whom?… Shameless man, the whole of Punjab knows your character,” she added.

Bishnoi said she was working for the people of Punjab and warned Khaira of legal action. “I’ll drag you to the court,” she said, adding, “I’ll put you in jail.”
Khaira later responded on X and said he was not afraid of such threats. Addressing Bishnoi, he wrote, “Your unparliamentary and vulgar language clearly reflects your poor upbringing!”
The dispute began as Khaira questioned Bishnoi over her stay at a government residence in Chandigarh. Khaira challenged her to clarify whether she was occupying a ministerial house and also questioned who was staying with her there. “You yourself have admitted that you live in House No. 959, yet in your anger, you pointed to House No. 961, which is allotted to Health Minister Dr Balbir Singh,” he asserted.
“You talked about the treatment of your elderly parents’ heart condition. But Dr Balbir Singh is an eye specialist. So why don’t you get your parents’ heart treatment done at those world-class hospitals in Delhi that your party supremo Kejriwal had built, instead of using a minister’s official residence,” he asked.
He further dared her by stating, “And are you threatening to send me to jail because of Sisodia’s influence in Punjab? If so, let Sisodia himself clarify what influence or role he has in this matter?”

Khaira even asked, “Also tell people who is living there with you.” He mentioned, “Gayatri Bishnoi has been made the Aam Aadmi Party’s co-in-charge in Punjab. You can see photographs of that residence, and a certificate bearing Manish Sisodia’s name is displayed there… I am surprised. Where is Manish Sisodia’s wife, while he is staying in Punjab with another woman?”

Khaira also said that minister Ravjot Singh had been unable to enter his official residence for more than two years. He further referred to an Enforcement Directorate report while saying that Sisodia and AAP leader Satyendar Jain had used government bungalows for unofficial activities.
Khaira continued his attacks on Bishnoi and dismissed her explanation. In a post shared on X along with a video of Bishnoi enjoying herself, Khaira questioned whether she was actually staying at the house because of her father’s medical treatment or because she was in Punjab for “Sewa”, as she had claimed.

“After watching the videos, does it look from any angle that Gayatri Bishnoi is residing in the house of the Health Minister to get her father treated for his heart ailment? Or that she’s in Punjab for #Sewa as claimed by her?” Khaira said.
Khaira also attacked the AAP government over the ED’s searches at 23 locations linked to the Greater Mohali Area Development Authority (GMADA). The claims regarding the residences and their use remain part of the political dispute between the two parties.
Bikram Singh Majithia questions use of government bungalow
Shiromani Akali Dal (SAD) general secretary Bikram Singh Majithia also criticised the arrangement and questioned whether the use of the government bungalow was appropriate. Majithia said that “at least a daughter should have enough self-respect not to cite her father’s illness to justify the alleged misuse of a government bungalow allotted to an elected MLA.”

He further questioned who was paying the electricity and water bills for the residence and why such an arrangement would be available to one family when many people in Punjab require medical treatment. “These government bungalows are allotted to elected ministers and MLAs of Punjab, by Punjabis and for Punjabis. Who is paying the electricity and water bills of this government bungalow?” Majithia said.
“There are thousands of heart patients in Punjab. Does Dr Balbir provide such facilities to all of them? Even the closest of relatives would hesitate to use such a facility,” he added.
Women’s Commission takes note
The Punjab State Women’s Commission also reacted to the dispute. Its chairperson Raj Lali Gill said the commission would not tolerate remarks that attacked a woman’s dignity. “Publicly maligning a woman’s character, making defamatory remarks on her life is a serious matter. No one is above the law. Strict action will be initiated in accordance with law,” Gill said.
The commission’s response came after Bishnoi publicly accused Khaira of making personal remarks about her. Interestingly, Khaira was with AAP when it first gained traction in the Punjab Assembly in 2017, but the relationship deteriorated, and he was dismissed as Leader of the Opposition.
