Why is May 1 known as ‘Gujarat Foundation Day’: Know the history behind formation of Gujarat and Maharashtra in 1960

The world celebrates International Workers’ Day on the 1st of May, this day is also special for the people of Gujarat and Maharashtra. This is because on this day, 64 years ago, the two states were formed. Today, the Gujarati people celebrate Gujarat Foundation Day.  The greatness of the state, ancient culture, and the heritage of Gujarat are celebrated on this day. Moreover, the brave activists of the Mahagujarat Movement are also remembered on this day. On this day, special celebrations are held at all government offices in the state.

Maharashtra also celebrates Maharashtra Foundation Day on the same day. The great Maratha Empire of Chhatrapati Shivaji Maharaj, also known as the Hindu Empire, is fondly remembered as well on this day. May 1st brings special enthusiasm in both neighbouring states as both states were born together and at the same time. On the 1st of May 1960, two regions were separated from the state of Greater Mumbai, Gujarat and Maharashtra. Since 1960, May 1st has been celebrated as Gujarat and Maharashtra Foundation Day every year.

Ancient Gujarat – Anarta Desha and Gurjar Dhara

Speaking of the ancient history of Gujarat, it goes back to the Vedic era. In the Vedic period, Gujarat was known as Anarta Desha. Anarta Desha has been mentioned repeatedly in ancient texts. Special mention is made of historical places like Somnath Temple, Garvo Gadh Girnar, etc. At that time, Saurashtra of Gujarat was known as Surashtra.

Historians even say that at one time, the Saraswati River may have flowed all the way to Gujarat. Besides, Gujarat is also mentioned in the Mahabharata. The notable mention of Dwarka and Gujarat comes during the exile of Pandavs and the Mahabharata war in Bhishma Parva. Lord Krishna had established the city of Dwarka in Saurashtra of Gujarat and founded the kingdom of the Yadu dynasty. It can be assumed that the Viratnagari, where the Pandavas lived during their exile, may have also been in Kutch, Gujarat.

The history of Gujarat is rooted in Dwarka and the Indus Valley Civilisation

Historically, Gujarat’s heritage is also considered to be advanced and magnificent. Since ancient times, Gujarat has been considered the economic hub. Gujarat traded with many foreign civilisations from its vast coastline. Along with this, remains of the Indus Valley Civilisation have also been found at 50 places in Gujarat like Lothal and Dholavira. In fact, the Indus Valley Civilisation was a part of the Dwarka Civilisation. The remains found from Lothal and Dholavira prove that the history of ancient Gujarat was magnificent and rich.

The cities of Gujarat were known for being ports and trading centres of the Maurya and Gupta empires. Gujarat has seen the rule of many kings and Nawabs, however, its folk culture has not been forgotten. Particularly, in Kutch and Saurashtra, Gujarat and its ancient folk culture continues to prosper. Gujarat’s glory remained intact until the Rajput era (Solanki, Vaghela etc., kings). After that, Islamic rule was imposed in Gujarat. Due to this, religious fanaticism spread in Gujarat. After that, the Maratha Empire ruled Gujarat in the 18th  century, followed by the British Raj.

Independence and establishment of the Greater Bombay State

India gained independence on the 15th of August 1947. After that, it was time to bring the separated parts of the country together. This heroic task fell to the Iron Man Sardar Vallabhbhai Patel. A debate erupted over the basis on which the states should be formed. After that, the government under the leadership of Jawaharlal Nehru was making a plan for the formation of states. In 1947, the then government had established three states by merging the princely states in the western part. These states were Saurashtra, Kutch and Mumbai.

In 1953, there was a demand for separate linguistic states across the country. In December 1953, Prime Minister Nehru formed the ‘State Reorganisation Commission’ (SRC) to form linguistic states. This committee was headed by Justice Fazal Ali. Hence, it was also called the Fazal Ali Commission. In 1956, this committee submitted a report for the reorganisation of the states of India. Along with this, based on the report, the Mumbai state was expanded by adding Kutch, Saurashtr, Hyderabad and some parts of Madhya Pradesh, and it was named Greater Mumbai State

Mahagujarat Movement and United Maharashtra Movement

The newly created Greater Mumbai state had Gujarati-speaking people in the northern part and Marathi-speaking people in the southern part. Apart from this, there were also people speaking Kutchhi and Konkani in the state. The Kutchhi-speaking people called themselves Gujarati and the Konkani-speaking people backed the Marathi movement. In short, the main movement for separate states was of Gujarati and Marathi-speaking people. At that time, discrimination on the basis of language had started between the people of both languages.

Both Gujarati and Marathi people had demanded separate linguistic states, and demonstrations were held in many places for that. The situation had become very serious as Gujarati people demanded a separate state, and Marathi people a separate state. But more trouble arose when both the people demanded that the financial capital, Mumbai, be included in their state.

At that time, PM Nehru suggested the establishment of three states to resolve this situation. Maharashtra, Gujarat and the centrally administered city-state of Mumbai. Protests broke out in Mumbai and other Marathi speaking districts demanding a separate Marathi state. This later came to be known as the ‘United Maharashtra Movement’.

The decisive turning point in this movement came on August 8, 1956, when some college students in Ahmedabad went to the local Congress office at Lal Darwaza with a demand for a separate state. At that time, Morarji Desai did not listen to them, and 5 to 8 students died in police action. Its repercussion was felt by all Gujarati people. Indulal Yagnik came out of retirement and established the Mahagujarat Janata Parishad to give direction to the movement. Many agitators like Indulal Yagnik and Dinkar Mehta were also arrested at the time.

Birth of Gujarat and Maharashtra

People from both sides ​​started movements with the demand for separate Gujarat and Maharashtra. The agitations even escalated to violence in some cases. Important agitators in the Mahagujarat movement included Indulal Yagnik (leader of the movement), Sanan Mehta, Dinkar Mehta, Vidyagauri Neelkanth, Shardaben Mehta, Ashok Bhatt, Buddhiben Dhruv, Ravi Shankar Maharaj, Brahmakumar Bhatt, Prabodh Rawal, Harihar Khambholja, Dinkar Amin, Ramniklal Maniyar, Ranjitray Shastri and Markand Shastri. Most of the leaders of the movement were writers, poets and film producers.

The plan for the proposed state were repeatedly hampered due to linguistic differences. There were agitations from both sides. Seeing the pace of protests in various parts of the state, the then government decided to prepare the Bombay Reorganisation Act. After the bill was introduced in the Parliament, it became a law. On May 1, 1960, the law came into force, and Gujarat and Maharashtra were separated from the state of Greater Mumbai. At that time, the economic capital Mumbai was given to Maharashtra and Dang to Gujarat.

On the 1st of May 1960, the state of Gujarat was established by the leader of the Mahagujarat movement, Ravi Shankar Maharaj. Along with that, the Mahagujarat Janata Parishad was also dissolved. A new government was formed, and Jivraj Mehta became the first Chief Minister of Gujarat. On the other hand, the state of Maharashtra was also established on the same day. Since then, May 1 is celebrated as Gujarat and Maharashtra Foundation Day.

Notably, the Gujarat government has declared May 1st as ‘Gujarat Gaurav Diwas’, and it is celebrated every year in all the districts. Usually, various development and public utility works are started or inaugurated on that day. Many programs are also organised in schools on this day on topics like the history of Gujarat.

Maharashtra government unveils comprehensive policy to boost shipbuilding, repair in state in line with the Centre’s maritime industry focus

Becoming the first state to frame a dedicated policy for shipbuilding in India, Maharashtra on Tuesday (29th April), approved the Shipbuilding, Ship Repair and Ship Recycling Policy, 2025. The decision comes as a major leap towards enhancing India’s maritime capabilities, an area which was prioritised by the central government in this year’s budget.

Haillig the policy, Minister for Fisheries and Ports Nitesh Rane said that with the help of the policy, the state aims to contribute to one-third of India’s shipbuilding targets by the end of the decade. “The goal is to make Maharashtra a hub for shipbuilding, repair, and recycling. The policy aims to create a supportive ecosystem, develop skilled manpower, and promote advanced technology through R&D investment. By 2030, Maharashtra aims to contribute at least one-third of India’s shipbuilding targets,” Rane said.

The policy intends to improve India’s global standing in the maritime sector

The global maritime landscape is dominated by China, Japan and South Korea, with the three of them contributing 50%, 15% and 28% respectively to global shipbuilding. India ranks 21st internationally in shipbuilding, with its 1% contribution. In ship repair, India ranks 20th globally, while in ship recycling, the country stands in second place with a share of 32.6%. Maharashtra accounts for 11 per cent of India’s shipbuilding capacity and 21 per cent of production. The policy is an effort to make use of India’s untapped potential in the maritime sector.

“Ports and waterfronts will be optimally utilised. New Indian ships will be built and repaired within the state, increasing India’s contribution to maritime trade, saving foreign exchange, and enabling the recycling of decommissioned ships. The recovered steel and materials will also be reused. Financial incentives will encourage private and foreign investors to enter the sector. Skill development initiatives via educational institutions will ensure a pipeline of qualified manpower. Most importantly, the policy expresses confidence that Maharashtra will emerge as a leading state in shipbuilding and the broader maritime industry in the near future,” the Minister added.

The policy aims to generate employment opportunities

The policy, entailing an investment of ₹6,600 crore by 2030, has set a target of creating 40,00 jobs by 2030 and 3,30,000 jobs by 2047 in the maritime sector with a further investment of ₹18,000. Maritime infrastructural development is also one of the focus points under the policy, which envisages setting up integrated maritime clusters, modern dry docks, and support facilities to enhance shipbuilding productivity. To ensure operational ease, the policy simplifies approvals, ensures water, electricity and road connectivity, and green recycling processes aligned with international environmental standards.

As per the policy, the Maharashtra Maritime Board will oversee the planning-led development of shipbuilding and recycling, establishment of marine shipyard clusters, identification of suitable land, development of single shipyards and recycling facilities, supportive infrastructure (roads, power, water), and transparent land allocation. Various subsidies will also be provided under the policy, including a capital subsidy of 15% of the project cost, up to ₹1 crore for skill development projects, and up to ₹25 crore for research and development support. Besides, the state government will provide land at concessional rates or long-term leases for 30 years, with the provision of renewal and will also assist in obtaining permits and approvals.

Centre allotted ₹25,000 for the Maritime Development Fund

Maharashtra’s maritime policy falls in line with the Union government’s vision of boosting India’s underdeveloped maritime sector. In the budget 2025-26, the central government allocated ₹25,000 crore to develop India’s maritime potential. In her budget speech in February, Finance Minister Nirmala Sitharaman announced that the ships above a specified size would be included in the harmonised master list (HML) for infrastructure.

The global shipbuilding market was estimated at $207.15 billion in 2023, rising at a 6.5% CAGR to $220.52 billion by 2024. India’s market was valued at $90 million in 2022 and is expected to grow to $8,120 million by 2033, representing a staggering 60% CAGR. India aims to enter the top 10 global rank by 2030 and become one of the top 5 countries by 2047 in the global shipbuilding industry. This ambition is a part of the Modi government’s broader visions, including the Maritime India Vision 2030 and Amrit Kaal Vision 2047, intended to capture a massive share of the global shipbuilding and ship repair markets.

DoNER minister Scindia meets with top India Inc leaders including Mukesh Ambani, Kumar Mangalam Birla and N. Chandrasekaran ahead of ‘Rising NE Summit’

In a major push to boost investment in the Northeastern states, Union Minister for Communications and Minister of Development of North Eastern Region (MDoNER), Jyotiraditya M. Scindia held a series of meetings with top industry leaders in Mumbai.

The Ministry of Development of North-East Region stated on Thursday that meetings held on April 30 were aimed at promoting investment in the North Eastern Region ahead of the upcoming “Rising Northeast Summit 2025,” scheduled to take place in New Delhi on May 23-24 at Bharat Mandapam.

A statement from the Mnistry said, “The Union Minister held a series of meetings in Mumbai on Wednesday (April 30, 2025), with leading industrialists, including Mukesh Ambani (Reliance Industries), Kumar Mangalam Birla (Aditya Birla Group), and N. Chandrasekaran (Tata Sons)”.

The industrialists expressed interest in exploring opportunities in the Northeast.

Scindia highlighted the government’s strategic plan to develop the Northeast as India’s new growth engine.

“The goal is to integrate the eight states into one unified development goal as India’s growth engine,” he said during the interactions.

He stressed the importance of public-private partnerships in bringing sustainable development to the region.

The minister also spoke about several initiatives taken by MDoNER, including the creation of a High-Level Task Force with the Chief Ministers of all eight North eastern states and the establishment of Investment Promotion Agencies (IPAs) in each state to facilitate private sector investment.

Dharmvir Jha, Statistical Advisor to the Ministry of DoNER, also gave a presentation to industry leaders. He outlined various investment opportunities available in the Northeast, focusing on region-specific sectors such as agro-based industries, textiles, and tourism.

The meetings in Mumbai form part of a larger effort to build momentum ahead of the Rising Northeast Summit 2025. The summit will bring together investors, policymakers, and key stakeholders to unlock the economic potential of the region.

With growing interest from major industrial houses, the government is hopeful that the Northeast will emerge as a major destination for investments in the near future.

China blames US for origin of COVID-19 after Trump blamed Wuhan lab leak

China on Wednesday accused the US for originating COVID-19, claiming America was trying to “shift the blame” after US President Donald Trump said that the disease was leaked from a Wuhan lab, New York Post reported.

The Chinese government has said that “substantial evidence” suggested that COVID might have emerged from the US earlier than the outbreak in China, while insisting the lab leak theory was “extremely unlikely” in a white paper.

Chinese officials said, “The US government, instead of facing squarely its failure in response to Covid-19 and reflecting on its shortcomings, has tried to shift the blame and divert people’s attention by shamelessly politicising SARS-CoV-2 origins tracing.”

According to the report, COVID-19 circulated in the US earlier than it was officially determined. The Chinese government’s allegations against the US follow the White House revamped its COVID-19 information earlier this month to push the statement that COVID-19 leaked out of a lab in the Wuhan Institute of Virology.

A section on the new White House webpage stated, “A lab-related incident involving gain-of-function research is the most likely the origin of COVID-19,” New York Post reported.

Earlier in January, the CIA said that COVID-19 was more likely to have begun in a lab rather than in nature, after it previously could not come to a determination. However, the agency warned that it had “low confidence” and made clear that the lab origin and natural origin both remain possible.

A House panel and other federal agencies, like the FBI, reached a similar conclusion regarding the lab leak theory. However, in the white paper, China mentioned that a joint study carried out with the World Health Organisation in the past found that COVID-19 was probably transmitted from bats to humans through another animal, New York Post reported.

The Chinese report, which also analysed the prevention and control of the disease, criticised the US for not doing more to combat COVID-19. China said, “It has severely undermined joint international efforts in the fight against the pandemic and become a weak link in global public health governance.”

Notably, China has faced accusations that it covered up the severity of the COVID-19 virus in the early months. In the report, Chinese officials said that the US cannot continue to “turn a deaf ear to the numerous questions over its conduct.”

Harvard’s South Asia Institute distances itself from conference attended by Pakistani officials after backlash from Indian students

After facing huge backlash for organising an event with Pakistani government officials including Pakistan Finance Minister Muhammad Aurangzeb and Pakistan’s Ambassador to the US Rizwan Saeed Sheikh days after the gruesome Pahalgam terror attack in J&K, Harvard University’s South Asia Institute (SAI) has distanced itself from the controversy by removing the online details of the event. The event titled ‘Pakistan Conference, 2025’ was held on 27th April, 2025, despite protests by the Indian students.

In a statement released in the aftermath of the controversy regarding the conference, the Institute, which is funded by Indian steel magnate Lakshmi Mittal, said that its role in the event was restricted to providing logistical support and the decision regarding the topic and the speakers was taken by Pakistani students and their faculty advisors. “Following our principles of operation, we did not consult any benefactor of the Institute about this conference. The students, along with their faculty advisor, independently determined the topics and speakers presenting,” the statement said. “Please know that we share the grief and anguish with our friends, colleagues, and loved ones in India who have been affected by the attack in Pahalgam, and we offer our heartfelt condolences,” the statement added.

Harvard did not reconsider the event despite protests by Indian students

Prior to the event, two Indian students, Surabhi Tomar and Abhishek Chaudhari, wrote to the university administration requesting it to condemn the Pahalgam terror attack and reconsider the participation of Pakistan government representatives in the conference. “Welcoming representatives of a government that not only denies accountability for but also ideologically supports such religion-based terrorism, risks Harvard being complicit in legitimising those who enable or justify these crimes,” the students wrote in the letter dated April 25, 2025. However, ignoring the Indian students’ reservations, the university went ahead with the conference.

The students also addressed a letter to the US Secretary of State Marco Rubio asking for the revocation of visas of Pakistani delegates supporting terrorism. “Senator Rubio, we respectfully urge you to recommend that the US State Department revoke the visa of all Pakistani officials travelling to the United States for this conference. The United States must not host representative of a state that provides and promotes organsations targeting civilians based on faith,” the letter read.

Mittal family claims they were not informed about the event

Following the massive outrage over the Pakistan Conference 2025 organised by SAI, the Mittal family reportedly clarified on Wednesday (30th April) that the event was scheduled “without consulting its benefactors”. According to the Times of India, a spokesperson of the Mittal family referred to the university’s statement wherein the SAI mentioned that it “did not consult any benefactor of the Institute about this conference”. SAI was set up in 2017 after receiving $25 million from the foundation of the Mittal family.

Varanasi: Youth thrashed for touching girl inappropriately at Ganga Aarti claims he was targeted because he is Muslim, case handed over to ATS as shocking details emerge

On 28th April evening, a young man named Rehan touched a girl inappropriately during the Ganga Aarti at Dashashwamedh Ghat in Varanasi, after which the devotees retaliated against him. However, he contended that he was thrashed due to his Muslim identity. He claimed that his name was asked before the assault. The police commenced an investigation, considering the sensitivity of the matter.

However, after examining CCTV evidence, the case was referred to the Anti-Terrorism Squad (ATS) as the police viewed the man’s actions with suspicion. There are indications that an effort was made to frame the situation in a religious light. The ATS team conducted an investigation at the ghat and seized the CCTV footage. They tried to talk to him at the hospital, but could not. Authorities will interrogate the young individual in the hospital regarding three specific matters:

  • The residence of the youth is located in Chaurahat Padav, approximately 12 kilometers from Dashashwamedh Ghat. Why did he travel so far?
  • Initially, the incident was classified as indecent touching of one girl, but it has since escalated to allegations of molestation against several girls. Cops have found his presence at the ghat to be questionable.
  • The police are probing the reasons behind his presence at the ghat precisely during the Ganga Aarti. Was he a regular visitor? Whose video was he recording on his mobile device?

The police have filed a First Information Report (FIR) against Shivam Gupta, Sushant Mishra and Hanuman Yadav in connection with the assault. Additionally, 6 to 7 unidentified individuals are implicated in the incident. All suspects are currently evading arrest. The police also went to their residence to conduct an investigation.

An ISI connection?

The ATS is currently looking into this matter as Rehan hails from the Chaurahat region. In January 2020, Rashid Ahmed was apprehended by ATS in the Chhittupur region of Varanasi. His mother stayed at her maternal home in Chaurahat Padav, Chandauli following her separation from her spouse. Rashid also lived with her and was employed as a poster maker. He visited his aunt’s residence in Pakistan on two occasions.

Rashid, who developed feelings for his aunt’s daughter, was encouraged by his relatives to pursue a role with the ISI (Inter-Services Intelligence). He traveled to his aunt’s home in Karachi in 2018 and established connections with the ISI afterward. Starting in 2019, he began to capture images of military and CRPF installations in Chandauli using his cell phone and sent them to the agency. On 5th March, the special NIA (National Investigation Agency) court in Lucknow found the accused, Mohammad Rashid, guilty in the espionage case.

Suspicious conduct of the Muslim youth

During January 2022, posters were erected by Vishwa Hindu Parishad and Bajrang Dal along the route from Panchganga, Manikarnika, Dashashwamedh, Ram Ghat to Assi Ghat in Varanasi, which clearly indicated that entry for non-Hindus is forbidden. Two videos have come to light related to these posters, in which individuals from the non-Hindu community were explicitly cautioned to refrain from visiting Ganga ghats and temples. It was declared that Ganga is not a recreational area and added that they will apprehend any non-Hindu who trespasses here and turn them over to the authorities.

Deputy Commissioner of Police (DCP) Kashi Zone Gaurav Bansal remarked that at the outset of the investigation, it appeared to be a case of inappropriate touch. Nevertheless, following police inquiries and the review of CCTV footage from the ghat, the young man’s involvement started to seem dubious. His residence is also quite distant from the ghat, leading to inquiries about his reasons for being there and attend the aarti. According to reports, Rehan altered his statement during questioning.

The ATS will collaborate with the local police in their investigation and interrogate him. His call logs will be analysed, and if he is found culpable, he may face legal repercussions. The ATS is currently conducting a thorough investigation into the entire issue.

Rehan pursued the girl under the guise of receiving prasad following the aarti. Subsequently, she screamed, and the crowd apprehended and beat him before handing him over to the cops. Members of the Aarti committee at the ghat have also verified this occurrence. It was the general public who recorded the video of the young man harassing the girl.

Bangladeshi illegal immigrant arrested in fake passport and money laundering case turns out to be a Pakistani: Here’s what ED told court

Days after an illegal immigrant named Ahammed Hossain Azad was arrested by the Enforcement Directorate (ED) from Birati in West Bengal’s North 24 Parganas district, it turns out that he is a Pakistani national. Azad was arrested by the ED officials on 15th April 2025. Now, the probe agency has revealed that the illegal immigrant was residing in India on a fake Bangladeshi passport.

The 53-year-old Pakistani national posing as a Bangladeshi was in touch with his associates. Operating as per the instructions he received from his associates in Pakistan, Ahammed Hossain Azad was preparing forged documents. The Enforcement Directorate told the court that accused Azad was involved in money laundering as well.

The probe agency has found transactions of Rs 2.6 crore so far. The ED officials suspect that this amount was collected through issuing fake passports and forged documents for illegal immigrants.

Initially, the Pakistani national somehow convinced the ED officials that he was from Bangladesh’s Feni district, however, they began suspecting his nationality after examining his WhatsApp chats and call records.

“He tried to hoodwink us by suppressing his actual origin. He mentioned his two sons and his wife in Bangladesh. But an investigation revealed that the accused was from Pakistan. He had sneaked into Bangladesh and managed to get a Bangladeshi passport in 2017 in the name of Ahammed Hossain Azad,” TOI quoted an ED officer as saying.

According to the Enforcement Directorate, Ahammed Hossain Azad entered India on a tourist visa in 2019. He also managed to obtain Aadhaar, voter ID card and a passport. The real name of the accused is Azad Hussain. He got a Bangladeshi visa in 2017, where he assumed a new name, Ahammed Hossain Azad, and when he entered India, he changed his name to Azad Mallik.

The investigators said that the accused had consistently been in touch with his accomplices in Pakistan. Moreover, right after obtaining his fake Indian identity documents, Azad began spreading his network across the country.

Meanwhile, the Pakistani national also contacted several agents across India. He helped illegal immigrants from Pakistan and Bangladesh to get visas to India and other countries. He is also reported to have opened a company as a façade for his illegal activities.

 “It is clear that Azad was engaged in money laundering, and his operations were a threat to national security. Another fraud case has been registered against him by the ED,” ED’s lawyer Bhaskar Prasad Banerjee informed the court.

The court has remanded the Pakistani national in ED custody till 8th May 2025.

Indore teacher raped multiple times by Jibrail, threatened with ‘Pahalgam-like’ outcome for resisting conversion

In a deeply disturbing case from Indore, a 27-year-old man named Jibrail has been accused of raping a woman teacher and trying to force her into religious conversion. The survivor filed a formal complaint late Tuesday night (April 29, 2025) at Lasudiya police station, stating that Jibrail not only sexually assaulted her but also issued terrifying death threats.

According to the woman, Jibrail—a hardware businessman—warned her that if she didn’t comply with his demands, he would kill her family “just like what happened in Pahalgam.” This chilling reference points to the recent terror attack on April 22, where 28 tourists were massacred in Jammu and Kashmir’s Pahalgam.

The complaint reveals a pattern of escalating abuse. Jibrail allegedly barged into her house, assaulted her physically, and hurled vulgar abuses. Her mother was reportedly attacked too. He later summoned the woman near a hospital, started a confrontation, and declared that he would sabotage her engagement. In a shocking move, he forced a gold chain on her neck and proclaimed, “You are my mistress. This is your reward.” He then tried to lure her with promises to fulfill all her needs. When she rejected the chain, the threats turned deadly.

The survivor says Jibrail even dragged her to a hotel at knifepoint, where he raped her. Before leaving, he warned her that if she ever stopped communicating with him, she and her family would face dire consequences. Multiple incidents of rape have been reported, and the woman—whose father has passed away—has been living in Indore since 2020.

Jibrail, already married with four children, also threatened to leak her photos and videos on social media. When she moved to Indore, hoping to escape him, he followed. His harassment intensified upon learning of her engagement. He allegedly took her to a jewelry store and tried to bribe her with gold, demanding that she break off the engagement.

J&K HC raises question over legality of CRPF jawan Munir Ahmed and his Pakistani wife’s ‘online’ Nikah, asks if such weddings are allowed

Amidst escalating tensions with Pakistan after the Pahalgam terror attack, the rot within the immigration system is getting exposed. In the aftermath of the Pakistan-sponsored Islamic terror attack, the Indian government ordered Pakistani nationals who arrived in India on valid visas to leave the country. While the news of a huge number of Pakistanis who came on valid visas decades ago are still living in India shocked many, a CRPF jawan named Munnir Ahmed approached the Jammu and Kashmir High Court seeking a stay on the deportation of his Pakistani wife.

The Central Reserve Police Force jawan and his Pakistani wife, who got married in an ‘online’ Nikah ceremony. After the online Nikah, the Pakistani national entered India on a visitor visa. Her visa had expired on 22nd March 2025, however, she was overstaying. Munir Ahmed and his Pakistani wife claimed that they solemnised their marriage online when the former was in Jammu and Kashmir while the woman was in Pakistan. On the Nikahnama, the location of Nikah, however, was mentioned as Handwal, Jammu.

While hearing the petitioner’s plea on 29th April 2025, Justice Rahul Bharti raised a question over the legality of the so-called online Nikah of the CRPF Jawan and the Pakistani woman.

“Whether such type of marriage is permissible/recognisable in the eyes of law, is an aspect which requires attention of the Government of India,” Justice Bharti observed.

Highlighting the discrepancies in the claims made by the cross-border petitioner couple, the court noted that while the duo claimed to have got married in an online ceremony, the Nikahnama mentions the place of marriage as Jammu’s Handwal. The court observed that this is not the factual situation of the case.

“The very fact that the place of Nikah is shown to be Handwal Jammu, per-se, meant that the marriage was solemnized in physical mode taking place at Jammu which is not the factual situation in the present case as the purported marriage came to take place by online mode that is the petitioner No. 2 was in Pakistan at her residential house and the petitioner No. 1 in UT of J&K at his own house,” the court noted.

The court recorded that the CRPF Jawan had informed the security force about his intention to marry a Pakistani national and even told them that the marriage would take place on 5th November 2023, however, it did not happen since neither CRPF jawan Munir Ahmed went to Pakistan nor his Pakistani fiancée came to India to solemnise their marriage.

Although the petitioner told the court that an application for a Long-Term Visa for his Pakistani wife was submitted, however, the court pointed out that granting such a visa is solely a decision the Indian Government can make.

“It is for the Government of India to consider whether Long-Term Visa in favour of petitioner No. 2 to be issued or not even if there is a request made by and pending for grant of Long-Term Visa in favour of the petitioner No. 2. The present actual status of the petitioner No. 2 is that of a Pakistani National entering and staying in India on Short-Term Visa that too which has expired,” the court stated.

The Jammu & Kashmir High Court further clarified that since the case of the Pakistani petitioner is still under active consideration, “when that consideration would come from the Government of India… she would accordingly become either the beneficiary or the non-beneficiary of the outcome.”

Meanwhile, the J&K High Court has directed the respondents to file a reply within ten days. The next hearing in the matter will be held on 10th May 2025.

The court also stated that the Pakistani woman’s ouster from Jammu and Kashmir, as well as her status, would be subject to the final outcome of the writ petition.

Assam CM Himanta Biswa Sarma resigns from Gauhati High Court Bar Association over the association’s objections to shifting the Hight Court

Assam Chief Minister Himanta Biswa Sarma on Wednesday resigned from Gauhati High Court Bar Association over objections to constructions of a new judicial township. The Bar Association is opposing the shifting the high court to a new location on North Guwahati, a decision taken jointly by the state govt and the high court.

The CM cited moral conflict with the association’s stance against the proposed Judicial Township at Rangmahal in North Guwahati, and therefore resigned from the association. Last month, the state’s Advocate General Devajit Saikia, who is also the secretary of the Board of Control for Cricket in India, had resigned from the Gauhati High Court Bar Association over the same issue.

Talking to media, CM Sharma said, “It is within my duties as the Chief Minister to construct the new High Court building. However, the bar association is opposed to this decision. Given the conflict of interest, I have resigned from the bar association.”

In his resignation letter, he also explained why the High Court needs to be shifted, expressing concern over the inadequate infrastructure at the current premises. “The existing infrastructure of our High Court has miserably failed to meet present-day requirements, and the situation will only worsen,” he wrote. He noted that he was in active law practice in the High Court from 1994 to 2001.

The CM pointed to several issues, including lack of space, inadequate parking, and the absence of basic amenities at the existing High Court complex. He added that with the number of judges expected to increase from 22 to 30, the current facilities would be unable to cope. He also said junior lawyers continue to face challenges due to cramped conditions and limited workspace.

The chief minister also said that the decision to shift the High Court to the proposed Judicial Township at Rangmahal in North Guwahati was taken as per recommendation of the full court in 2023. The site was selected by a High-Powered Committee in consultation with the Chief Justice and approved by the Full Court, he added.

The bar association has been alleging that the decision was taken unilaterally, without consulting it, and the site was selected for the political benefit of Sharma, as it is in his constituency. They are also claiming that the new site lacks necessary infrastructure.

The CM dismissed all the allegations, noting that the state government had proposed six sites, and the Rangmahal site was selected by a committee including HC judges and was approved by the full court. He further noted that after the recent delimitation, the site is no longer part of his constituency.

Referring to infrastructure issues, CM Sharma said that after the Guwahati-North Guwahati bridge over Brahmaputra and Guwahati Ring Road project including Narengi-Kuruwa bridge over Brahmputra are completed, the place will have much better infrastructure. “Moreover, with the upcoming Ring Road and Narengi-Kurua Bridge Project over Brahmaputra, the whole of Rang Mahal, North Guwahati will become heart and centre of Guwahati City within next 4/5 years,” he added.

Notably, the North-Guwahati bridge is nearing completion and will be opened this year. The proposed Judicial Township area is just 5 km away from the bridge. While at present it takes a long time to travel from Guwahati to North Guwahati, the new bridge will reduce travel time to just minutes.

CM Sharma also proposed to convert the existing High Court buildings into a judicial museum to preserve their historical value.
