Last week on 18th December, ahead of the Delhi Assembly elections, the Aam Aadm Party (AAP) leaders had made a promise offering free medical and healthcare services to citizens aged above 60. Former AAP CM Arvind Kejriwal while announcing the scheme stated that the citizens would be able to avail the benefits of the scheme at private and government hospitals.
However, the Health and Family Welfare Department of the Government of the National Capital Territory of Delhi has warned the citizens that no such scheme is in existence at present and that no official had been authorized to collect the data for the scheme.
Kejriwal, last week stated that the purpose of the scheme was to address the healthcare problems of the Delhi citizens. He has shared that the ‘Sanjeevani Scheme’ is a guarantee for the people of Delhi. “We will introduce this scheme after the Delhi Assembly elections. People can avail benefits of the scheme in private and government hospitals,” the AAP leader was quoted as saying.

Following this, AAP began the registration process collecting the data of the women and the elderly for the purpose of the scheme across all the 70 assembly constituencies. It also began taking women to register for the Mukhyamantri Mahila Samman Yojana under which the AAP claimed that the women would receive Rs 2100 every month in their account.
On Wednesday, 25th December, the AAP revealed that around 1.15 million people had already signed up for the said schemes and that around 1,50,000 among them who are senior citizens have signed up for free health care. “Given the large number of beneficiaries, the campaign will continue until every eligible individual is registered, ensuring that no one is left out,” the AAP added.
Delhi govt notification says schemes non-existent, just words by a political party
However, the Health and Family Welfare Department clarified that such schemes were illegally being propagated among the public and the so-called ‘registration forms’ being used for the purpose have no official value. The department said that no such health scheme was in existence and that no health official or anybody had been authorized to collect the personal information of the elderly citizens for the alleged scheme.
“Sanjeevani scheme is being propagated among residents of Delhi claiming free medical treatment for elderly, irrespective of income criteria. It is evident from the media reports that registration and physical form filling for the scheme by some political parties has also started. No such scheme is in existence and any such practice of collecting personal information in the name of the scheme is fraudulent,” the directive read.
It added that the elderly people, following the fake promise by AAP had begun visiting the government hospitals to enquire about free health services. “Do not believe in any promise of free treatment under the supposed non-existent Sanjeevani Scheme. Do not provide any personal details to anybody claiming to provide benefits under the scheme. Do not affix your signature or thumbprint on any document unknowingly,” the directive warned.

Not only this, but the integrity of the Mukhyamantri Mahila Samman Yojana announced by the AAP is also being questioned as the Women and Child Development Department, Delhi Government has said the Delhi Government has notified no such scheme.
Issuing an official notification the Women and Child Development Department of the Delhi Government said, “It is emphasized that since no such Scheme is in existence, the question of acceptance of the form/application for registration under this non-existent Scheme does not arise. Any private person/political party who is collecting forms/applications or collecting information from applicants in the name of this scheme is committing fraud and has no authority.”
It warned the women citizens of Delhi to stop sharing personal information through fraudulent forms. It added that the data could be leaked posing a threat to the identities of women applicants. “No official authority has been ordered to collect personal data of the citizens in the name of the fraudulent schemes,” it added.

It is crucial to note that several AAP leaders like Saurabh Bharadwaj, Imran Hussain, and Raghuvinder Shokeen have been conducting door-to-door registration across all the 70 constituencies in Delhi to get the forms registered for the purpose of the supposed schemes. The party workers have even set up camps to register the beneficiaries and enlighten them about the benefits and the conditions of the two schemes.
The BJP has been raising questions about the promises made by the AAP leaders. Several BJP leaders had way back stated that AAP had no intentions even to give Rs 21 to the women and indicated that the latter was making fake promises ahead of the elections. BJP’s Kapil Mishra further today flagged the Mahila Sanman Yojana and said that the AAP was a fraudulent party. “What a big fraud Kejriwal is doing with the sisters of Delhi On one side Kejriwal is getting women to fill out forms, on the other side see the notice of the Delhi government in today’s newspapers The Delhi government itself is advertising that there is no such scheme and these forms are fake,” he said in a post.

Following this, Kejriwal responded claiming that there was a threat to CM Atishi. He said that the opposition was enraged and upset by the scheme and was planning to arrest Atishi under a fake case. “These people are badly upset by the Mahila Samman Yojana and Sanjeevani Yojana. They have planned to arrest Atishi ji in the next few days by making a fake case Before that, raids will be conducted on senior AAP leaders. I will hold a press conference on this today at 12 o’clock,” he said.

Kejriwal has a huge history of making fake promises and telling lies to the citizens of Delhi for the political benefit of the party. AAP leader Kejriwal is seeking to retain power in Delhi for the third straight time after 2015 and 2020. The 2025 Delhi Legislative Assembly election for all 70 constituencies is scheduled to be held in or before February 2025.
