Data Centres are the new highways: India is racing to build them

The Modi government helped create a policy environment in which states were encouraged to compete more actively for investment in data centres.

Every hospital record uploaded to a cloud, every UPI payment, and every crop-price check on a farmer’s phone doesn’t just happen. Behind every one of these everyday digital happenings is a data centre, which is a massive, climate-controlled structure filled with thousands of servers that process, store, and send data at incredibly fast rates. Unnoticed and barely visible from the road, they typically sit on the outskirts of cities. However, to put it simply, they are the factories of the digital age. Furthermore, India is producing them more quickly than any other country on the globe. 

The expansion’s magnitude is amazing. In 2020, India’s data centre industry had a modest installed capacity of about 0.5 gigawatts (one gigawatt can power millions of homes). Data centres are measured in gigawatts because their true size is defined by the amount of electricity they need to operate, not just by the number of buildings or computers they house. Presently, that capacity has risen fourfold to about 1.575 gigawatts. By 2030, that figure is predicted to rise between 6.5 and 10 gigawatts as specialised operators, Indian giants, and technology companies compete to fulfil the increasing demand. Nearly USD 95 billion in investments were pledged between 2019 and 2025 alone; this amount shows sincere business conviction rather than enthusiasm.  

The sector’s resource footprint has been questioned in a few industry reports. According to Mordor Intelligence’s 2025 analysis, India’s data centres might need up to 150 billion litres of water a year, mostly for server cooling and overheating prevention. The figure is genuine and worth looking into, but it is not the central topic.

Indian operators are already implementing closed-loop cooling circuits that significantly lessen reliance on freshwater, recycled water systems, and air-side cooling, which substitutes outdoor air for chilled water. The bigger picture lies in the jobs being generated, the sovereignty being protected, and the expansion of the economy being unlocked.

Policy as a catalyst for data centres

This magnitude of a boom is rarely accidental. Deliberate and continued government intervention has played a significant role in shaping India’s data centre boom.  

The Draft National Data Centre Policy was first presented in 2020 by the Ministry of Electronics and Information Technology, or MeitY, and has since been revised.

The 2020 draft was MeitY’s first serious effort to give data centres a clear national policy and to position India as a global hub for the sector. But it was only a starting point, and as the industry grew much faster than expected, the policy had to be updated to keep up with new needs around AI, capacity, approvals, and infrastructure.

Giving data centres the same priority as highways, railroads, and electricity grids by designating them as important infrastructure was its most significant decision. Developers will be able to obtain better services, overcome more bureaucratic barriers, and acquire land easily as a result of the immediate and practical impact. The government proposed a 20-year tax holiday for eligible data centre operators in the Union Budget. This is a clear indication to foreign investors that New Delhi sees this industry as a long-term national effort rather than a fleeting opportunity.

The Modi government helped create a policy environment in which states were encouraged to compete more actively for investment. By pushing ideas like cooperative and competitive federalism, and by promoting reforms such as easier clearances and a better business climate, the Centre gave states the confidence to court industry more aggressively. In this year’s budget, the Union government introduced a decisive policy shift aimed at accelerating India’s rise as a global hub for data centres, cloud computing and AI infrastructure.

State governments have engaged in fierce competition to convert that national intent into local action. Each of the states of Maharashtra, Karnataka, Rajasthan, and Andhra Pradesh has created its own data centre policy, including competitive power rates, land concessions, and single-window clearances, which are approvals from a single office as opposed to a drawn-out process involving several departments. Instead of being a hindrance, this rivalry between states has led to a noble race to improve the nation’s investment environment.

The economics of the boom

The numbers that follow represent investments that have already been made and trajectories that are already in motion.

As NVIDIA CEO Jensen Huang has put it, data centres could recreate the kind of job boom India experienced in the internet era. And those jobs are not just for coders. Building and running a large data centre takes civil engineers, electricians, plumbers, HVAC technicians, network engineers, cybersecurity professionals, and facility managers. The work begins with construction, but it stretches much further, into power supply, logistics, connectivity, maintenance, and the wider support economy around it.

By 2030, MeitY predicts that India’s digital economy will add $1 trillion to the country’s GDP. The fundamental infrastructure that enables this goal to be practically achieved is data centres. India’s financial platforms, e-commerce businesses, healthcare applications, and education technology companies cannot provide their hundreds of millions of users with the speed and dependability that modern living requires without large-scale, dependable, domestically controlled data processing. The entire digital economy centres around the data centre, which is more than just a building.

Sovereignty in the server room

The country is more secure when people’s bank records, health information, communications, and interactions with the government are kept on Indian territory, subject to Indian law, and available to Indian authorities through appropriate legal procedures. Data stored in overseas data centres and under foreign jurisdiction is subject to foreign laws, surveillance, and political pressures. Localising data does not equate to protectionism. It’s caution.

In this sense, India has a particularly favourable situation. Multinational corporations are actively looking for a reliable, impartial, and stable alternate home for their data and operations as the US and China engage in fierce competition for control of the global digital infrastructure. India, a democracy with a sizable technical workforce that speaks English, an efficient judiciary, and strong ties to both the West and the larger Global South, provides something unique: a reliable third alternative. By 2030, foreign direct investment in India’s data centres is predicted to increase significantly, with hundreds of billions more coming from businesses in the US, Japan, Singapore, and the Gulf. This goes beyond just investing in servers and shows the world’s faith in India’s long-term future.  

Green by design

The idea that preservation of the environment and data centres are mutually exclusive is becoming less and less relevant. Renewable energy pairing, which lowers the carbon footprint of data centre operations while simultaneously creating jobs in clean energy installation and maintenance, is already being used by a number of top operators in India to pair their new facilities with dedicated solar and wind energy plants. According to the Council on Energy, Environment, and Water’s official study from June 2026, operators have committed to increasingly ambitious clean energy targets, indicating that this energy shift is well underway throughout the industry. In several Indian states, power purchase agreements are being negotiated, and solar panels are being built.  

From the perspective of environmental planning, the location of India’s expanding data centres is important. Mumbai continues to be the primary hub of the nation. The second is Chennai, which has exclusive access to the underwater fibre optic cables that transport data between continents. Telangana’s stable and investor-friendly policies have contributed to Hyderabad’s rapid growth. And newer cities are rapidly growing: Visakhapatnam, often known as Vizag, is being positioned as a key data centre destination as part of Andhra Pradesh’s concentrated investment drive, providing high-quality jobs to an area long in need of diversification. The proliferation of hubs around the country implies that the digital economy’s profits are no longer confined to two coastal cities, but are beginning to flow elsewhere.

Conclusion: The road to 2047

It’s tempting to talk about data centres in terms of gigawatts and GDP, but the reality is more urgent. A data centre is in charge every time a farmer in Haryana uses a smartphone app to check the current mandi prices. A data centre transmits the video each time a student in Odisha is enrolled in an online course. A data centre processes each digital payment that a small retailer in Bengaluru receives. The government’s direct benefit transfer programs that deposit funds into rural bank accounts, the fintech revolution, and the growth of e-commerce all rely on data infrastructure that is increasingly being developed, owned, and run in India.

The story of India’s data centres is still in its early stages. The problems with energy and water usage are real and need to be closely examined. However, they are tolerable growing pains for an industry that is rapidly maturing and is already investing in solutions that will make it more sustainable in the future. In comparison, the opportunity is of a completely different magnitude. Data centres are poised to become one of the most potent engines driving the nation toward its Viksit Bharat 2047 vision, a fully developed, independent, and prosperous nation built on knowledge, technology, and the quiet confidence of a nation that has chosen to own its digital future, thanks to astute policy, green innovation, and the engineering talent that India has never lacked. In an upcoming article, we will go more into the concerns about water and energy use, as well as the specific efforts that India’s operators are already taking to address them.
