Punjab govt seeks conviction of its own minister Navjot Singh Sidhu in a 1988 road rage case

0

In a possible friction inducing move, the Amarinder Singh led Punjab government has reportedly sought the conviction of its own government minister Navjot Singh Sidhu in a 1988 road rage case. Sidhu is currently the Minister of local government, tourism, cultural affairs and museums in the Punjab government.

As per an ANI report, the lawyer representing the Punjab government informed the Supreme Court that Sidhu’s statement denying involvement in the case was false:

Under this case, it has been alleged that Sidhu struck blows on an individual named Gurnam Singh in a road rage incident. One of Sidhu’s blows, unfortunately, struck Gurnam on the parietal region of his left head which caused subdural haemorrhage resulting in his death.

A lower court had acquitted Sidhu in this matter while the High Court reversed it and awarded a three year suspended sentence, pending an appeal in the Supreme Court.

Media reports have claimed that the Supreme Court has been told by the Punjab government to uphold Sidhu’s conviction. Sidhu was earlier sentenced to three years in jail by the Punjab and Haryana High Court. The Punjab government didn’t engage any senior counsel in this matter, instead of the advocate who appeared, informed the apex court that the High Court’s order was perfectly valid in convicting Sidhu for culpable homicide not amounting to murder.

There’s incidentally another angle to the case that the complainants have sought the enhancement of Sidhu’s jail sentence by demanding that he be convicted of murder. Hence with the Punjab government affirming the past conviction of Sidhu, it negates Punjab government’s need to argue in favour of enhancing the punishment.

Why is it easier for Congress to hold on to its allies as compared to the BJP?

0

A comparison of the allies of NDA and UPA throws an interesting observation. The UPA allies are more supportive of the Congress than the NDA allies are of the BJP. Rather some of them are more critical than even opposition parties as far as the BJP is concerned. Also, the allies of the Congress have a more loyal and stable bond with it than do the allies of the BJP with their main alliance partner. Whether it is KCR in Telangana state or Didi in West Bengal and Naidu in Andhra, the Congress party is an immediate threat. In spite of this, they seem to be willing to do business with the party, whereas with the BJP, the reverse seems to be the case. Why is it so?

The answer to this lies in recent political history.

Let us examine it from the ‘Grand old party’s’ side first. The Congress was for the first time decimated in a southern stronghold, Tamil Nadu, a half-century back by the DMK. Today, it is one of its most stable alliance partners. Lalu Yadav sent the congress packing from Bihar and so did Mulayam in UP. Today, both of them are either in alliance or at least friendly parties for the Congress. And at the same time, it has gone from bad to worse in all these states. All that the Congress could bargain for in these states would be a few seats; that is all. Yet, in election after election, it continues to ride piggy-back on these parties without ever bothering to build itself organizationally. So it is that these regional parties do not consider it as a threat.

The case of the BJP is entirely different. It is a party that is hungry for growth. Even where it is in an alliance, it continues to strive for its own growth. In some cases, it has even outgrown its partner; for example, the Shiv Sena in Maharashtra. That is why it is feared by foes and friends alike. Mamata Banerjee in West Bengal fears the BJP more than the CPM or the Congress for this reason. So do the likes of Naveen, Nitish, Naidu, Uddhav or the Akalis.

Another possible reason is that while it may be ready to bend a little, it will not bow. Within reasonable limits, it may be willing to accommodate, but beyond that, it is ready to let go and move on. Thus, it looks at its own long-term growth and is ready to forego the short-term gains of appeasement, accepting the setbacks. The party also, by now, fully aware that the parties come to it only when it is strong enough to form a government and are ever ready to ditch at a convenient moment, never relies on them for strength. While alliance can bring numbers, strength can only come from within and by its own growth.

On the other hand, it is the other way round with Congress. An alliance with the party has strengthened the regional parties to its detriment, to the extent of its near annihilation. Thus while it may continue to be a darling of its allies, it can never hope to come to power in any of these states on its own or even as a dominant alliance partner, neither now nor even in the near future.

Thus, while the BJP is a potential future threat, with the Congress, it is different. It is the Congress’ previous umbrella vote bank that the regional parties have actually poached about which it is not bothered.

While this entire debate can be viewed from a loyalty perspective, it is also noteworthy that it is also the confidence of BJP that makes it difficult for allies to keep their ties with the party intact. BJP, for now, is confident of winning state elections, and perhaps also the national election in 2019 all by itself. A threat the regional allies might not be willing to accept.

Calcutta High Court suspends all poll processes of Panchayat elections marred by large-scale violence

0

The Calcutta High Court on Thursday suspended all the poll processes of West Bengal’s upcoming Panchayat elections till further notice. During the hearing, Justice Subrata Talukdar also directed the State Election Commission (SEC) to furnish a comprehensive status report by Monday containing details like – total nominations filed and percentage of nominations rejected.

Justice Talukdar has conveyed that he will take a decision with regards to resuming the poll process after receiving the SEC report. The suspension of poll process include formalities like scrutiny of candidates and withdrawal of candidature.

The Panchayat polls are supposed to be held on 1st, 3rd and 5th May, for which dates of nomination filing was from 2nd to 9th April. The scrutiny took place on 11th April and time for withdrawal of candidature was from 12th to 16th April.

The High Court has also conveyed that it will hear petitions challenging SEC’s flip flop on extending the dates for filing of nominations on 16 April (Monday). The SEC on 9 April had extended the date for nomination filing by one day, but had rescinded it later. The BJP isn’t alone in this battle, with the Congress and CPM too moving the High Court in this regard.

This High Court ruling was delivered while the court was hearing Bengal BJP’s petition, which alleges that the TMC has been used in arm twisting techniques to prevent opposition candidates from filing their nomination papers. This tactic has meant that the TMC has already won many Panchayat seats unopposed.

The suspension order has been met favourably by leaders from both BJP and the Congress. Union Minister Babul Supriyo welcomed the order and Congress state president Adhir Ranjan Chowdhury saluted the courts. Chowdhury also added that the court is listening to their agony at a time when the government, police and the SEC has turned a deaf ear.

The TMC though hasn’t been left happy by this decision and MP Kalyan Banerjee has claimed that they would approach the division bench in this regard.

Such a High Court order comes in the backdrop of serious violence across the state with regards to the Panchayat polls. Besides violence, the TMC establishment has been accused of openly intimidating people by carrying out armed rallies.

3 Indians jailed for 517 years in UAE in multimillion dollars fraud case

3 Indians from Goa have been jailed for 517 years each by a Dubai court for their involvement in a multimillion dollars fraud case. According to reports, they had 515 cases filed on them and were sentenced to 1-year jail term for 513 of the cases and two years for the other two cases. The sentences were pronounced by the Misdemeanours court in Dubai, UAE.

According to reports, Sydney Lemos, who hails from Mapusa in Goa, his wife Valany Lemos and another person named Ryan D’Souza were sentenced in the multimillion-dollar fraud case by the court on Sunday. Valany was sentenced in absentia as she is yet to be arrested.

The 3 accused reportedly ran a company named The Extential Group which took huge amounts of money from investors promising them great returns in the foreign exchange market. They paid their investors back initially but later the investors lost almost 200 million dollars when Extential failed to pay them back after taking money promising 120% returns on a 25,000 Dirhams investment.

According to reports, Lemos is believed to be a flamboyant man who led a luxurious lifestyle and owned a football club in Goa. He reportedly transferred the money he collected to an Australia based firm RC Prime which was owned by his wife Velany.

After investors failed to get promised returns, the authorities were alerted and the Extential office was shut down by the Department of Economic Development of Dubai in 2016. The case was referred to a special court in October last year and the first hearing took place in December. The accused are charged with swindling and deception.

About 7000 residents of UAE have reportedly lost their savings in the scandal and many Filipinos too.

The sentences were pronounced by Dr Mohammad Hanafi. Atty Barney Almazaar, the Director of Gulf Law, a law firm that is working with the Philippine embassy to assist the victims stated that the court decision of 500+ years of imprisonment sends a very strong message to the public that Dubai is not taking financial crimes lightly.

Transgenders will now be recognized as an independent category in the application forms of PAN cards

0

The Center has amended the Income Tax Rules, 1962 to allow Transgenders to be recognized as an independent category in the application forms for obtaining a Permanent Account Number (PAN). The move comes after reports emerged that the transgender community was facing difficulties in linking their Pan Card with Aadhar because of gender mismatch as the latter provides for an independent gender category for the community while the Pan Card did not until now.

A senior official said, “Individuals from the transgender community were facing hassles in obtaining a PAN card and this problem was further magnified as Aadhaar had the third gender category but not PAN. Hence, they were not able to link their PAN with their Aadhaar due to this anomaly.”

The move comes after a transgender social activist from Bihar filed petition in the Supreme Court for the inclusion of an independent category for transgenders in PAN Cards. Her petition stated, “…preventing transgender persons from receiving a PAN card by solely limiting registration to males and females is arbitrary, incongruent with the decision of the Supreme Court in NALSA (2014), and is inconsistent with numerous provisions of the Constitution.”

The changes will be reflected in forms 49A (PAN application for Indian citizens) and 49AA (PAN application forms for individuals not citizens of India). The Central Board of Direct Taxes (CBDT), which had earlier issued a notification on the 9th of April providing a new tick box for transgenders applying for PAN, has recently extended the date for the linking of Aadhan and Pan to June 30, 2018.

Kathua rape case: Amidst the cacophony of motivated agendas, don’t forget to talk about the heinous crime

0

The Jammu and Kashmir police have finally, on Monday filed the charge sheet on the Kathua rape and murder case. The crime happened in January, but the case had escaped major media attention till now. The nation’s otherwise flickering attention first stopped and took notice of the case when a group of so-called lawyers tried to prevent the J&K police from filing the charge sheet. The lawyers were demanding a CBI inquiry over the case and there were allegations that the investigations were biased. There were some shouts of Jai Shri Ram and Bharat Mata Ki Jai too, and like magic, the elusive attention of the national media was hooked on the case.

The Jammu High Court Bar Association has been demanding a CBI probe into the case calling the state police crime branch investigation as biased and botched up. BJP ministers in the Mehbooba Mufti cabinet has been backing the claims too.

The charge sheet was filed on Monday. The details that emerged from the police investigation were bone-chilling, heart-wrenching and absolutely brutal.

The victim, an eight-year-old girl from the nomadic Bakherwal tribe was kidnapped and was reported missing from 10th January near the Rasana village. Her body was found a week later in the nearby woods. As per the charge sheet, she was kidnapped by the main accused Sanji Ram’s nephew form the woods where she went to graze her horses. She was assaulted and raped by the kidnapper at the spot and was carried to Devisthan, a small temple in the village where Sanji Ram, the main accused was in-charge. The charge sheet states that the kidnapping was pre-planned and instructed by Sanji Ram, a retired revenue official.

She was reportedly sedated and kept inside the temple for several days. The parents of the child visited the temple the next day asking her whereabouts but they were told off by Ram who had locked the prayer hall with the unconscious child inside it. The charge sheet alleges that Sanji Ram had made SPO Deepak Khajuria an accomplice in the crime and that it was Khajuria who had purchased the sedatives that were administered to her.

Deepak Khajuria, along with another SPO Surinder Kumar, ASI Anand Dutta, Head Constable Tilak Raj were also arrested for the crime. Parvesh Kumar, a local along with Saji Ram’s son Vishal Jangotra and his nephew (juvenile) were also arrested. Sajni Ram is charged as the main accused and conspirator of the crime.

Locked inside the temple hall for several days, she was consistently sedated, starved and was raped multiple times. The charge sheet also states that Vishal was called from Meerut specifically to rape the girl. When a police party from Hiranagar station came to search for the girl, Khajuria was a part of it. He reportedly asked Sanji Ram to bribe the police officials to mislead the investigations.

She was killed after being confined for several days during which she was raped and tortured multiple times. She had been given sedatives in empty stomach. In what appears to be the act of absolute bestiality, the charge sheet says that when the men were taking the child to finally kill her on Sanji Ram’s instructions, Khajuria asked them to wait a while so he could rape her one last time.

Then, she was taken to the woods by Vishal, the juvenile, and his friend after Khajuria was initially unsuccessful in strangulating her. They held her down by pressing their knees on her back and strangulated the life out of her little body with a dupatta. They bludgeoned her head just to make sure she is dead.

The crime speaks of unimaginable horrors. The barbarity and violence meted out to an innocent child have shaken the country to its core. The act reminds of many such incidents that make one question what has happened to human emotions and compassion. Recently in Assam, a class 5 girl was raped and burned alive. There was baby Falak, all of 2, who was beaten and assaulted so badly that it fractured her skull and broke almost every bone in her body.

Sadly, the shame and barbarity do not end at the crime itself. As if the gruesome rape and killing of an innocent child were not enough of a blot on the conscience of the society, there are elements now trying their best to gain political momentum from the case.

No sooner than the media attention fell on the case, there came rampant politicisations and attempts to bring in the age-old communal angle. The charge sheet states that the girl’s rape and killing were planned to be a ‘lesson’ to the nomads who reportedly face adversity from some of the locals. That might be the case, but the way certain individuals are now painting it, it exposes the filthy, exploitative mindset of a section of the society.

We see self-proclaimed intellectuals and crusaders discuss the religion of the victim and perpetrator rather than talking about the bestiality of the crime. Of what happened to that little girl. The pain she suffered. And what we need to do as a society to stop this from happening again. The sheer irony of it is the only thing more unfortunate than the society’s misplaced intentions.

The media has also shamelessly revealed the identity of the victim. A criminal offence and an ethical breach of massive proportions. It almost seems like a portion of the society has turned into vultures, waiting for a dead body to feast upon.

While a section of the media is doing what it does best, there are some elements who have also tried to sugar coat the heinous crime because of religious, tribal or political compulsion. That is perhaps as despicable as the crime itself.

There should be no explanation, no excuses and no logic for rape and assault. Any attempts to explain and attribute becomes even more unforgivable when the victim is a child, a child who did nothing to deserve it, a child who often doesn’t even understand the violence done to it. Unfortunately, in the society’s haste to offer justification and explanations, it is the victims who are often forgotten and their pain and suffering get stacked beneath a long load of political games and media debates.

The 15-year-old rape victim of Kunduli, Odisha killed herself after a long ordeal. Many cases of rape often see criminals going unpunished for years. The kind of turns the Kathua case is taking, one can only guess how long it would take before justice is delivered to the people behind it.

The time, energy and resources spent on the political blame games and media debates is astonishing. One wonders, if only a fraction of it was spent on finding and mending our own fault lines and strengthen our systems, will there be as many tragic stories as there are now?

The eight-year-old girl will never speak, laugh or graze her horses again. The least we could do as a society is to try and make sure no children are harmed on our watch. Sadly, we are more worried about the gods they were supposed to worship and whether their tragedy can help our agenda. We seem to be a long way from redemption.

Narendra Modi just gave 12,000 horses to Bihar’s development dream chariot

0

Do you know what this is?

Untitled.png

It’s a railway engine. But this is not just any railway engine. This particular one packs 12,000 horses and is built by the French major Alstom. With this, we will join countries like Germany, China, Russia and Sweden in having locomotives that can pull 12,000 horsepower. Until now, the best that Indian Railways could do was 6000 horsepower.

And these amazing machines are going to be “Made in Bihar,” at the factory that Narendra Modi inaugurated in Madhepura the other day.

The power of the Indian Railways doubled from 6000 HP to 12000 HP in four years of Modi Sarkar. It goes without saying that a manufacture of this scale involves thousands of jobs for young people in Bihar.

Of course Modi is stealing credit here. In his time as Railway Minister, Honorable Lalu Yadav ji announced this factory. But the project failed to get off the ground during UPA years, possibly due to an RSS conspiracy. Nevertheless, we thank Laluji for dreaming big like Rajiv Gandhi.

This is the kind of long term development that builds the nation. It is the kind of event that celebrity journalists like to bury in the back pages as they chase the sexy new intolerance event at JNU.

Modi’s massive infrastructure push is the most (deliberately?) under-reported story of the last few years. The status of a nation in the global economy, its position in international trade, is all dependent on the capacity of its ports. The capacity of a port is measured in terms of TEUs or “Twenty-foot equivalent units,” the worldwide standard size of a shipping container.

The Chinese already have 15 ports with over 20 million TEU capacity each. India’s largest container terminal, the JNPT had a mere capacity of 4.8 million units. Until Feb 2018, when Modi inaugurated the new terminal at JNPT, which adds another 2.4 million units. That is a 50% increase in handling capacity under Modi sarkar.

And in case you were wondering, work on this terminal began in 2015 and was completed in just 3 years, although I am sure this terminal must also have been Rajivji’s dream at some point. Only 4.8 million TEU capacity created between 1989 and 2015, but 2.4 million TEU added between 2015 and 2018.

Somebody must tell the PM that the trick to getting re-elected is to move slowly and space out projects over decades. In the meantime, 2-3 generations of his family can rule turn by turn. That’s why the port is called JNPT; I am afraid that nothing will be named after you Modi ji.

In order to pull the world’s fastest growing major economy, the Indian Railway needed to get heavier and stronger. And the power of the Railway just doubled. This is the future. And it is being made in Bihar right now!

In one of the early scenes of the movie Half Girlfriend, we see the young protagonist, a student from Bihar struggle with the handicap of being weak in English before a St. Stephens’ College admissions panel. And with the humiliation of being asked : “Why is Bihar the way it is?”

Fighting back his tears, the student replies that Bihar has not always been this way. That Bihar is a shining star of India’s history. That Nalanda University, the greatest seat of learning in the ancient world, is in Bihar. That some of India’s greatest national icons from Gautam Buddha to Emperor Ashoka to Guru Gobind Singh were from Bihar. But he also has to submit to the fact that the last several decades have been bad for Bihar.

Well, if Narendra Modi has his way, no one will ever ask again: Why is Bihar the way it is?

Congress leader currently jailed in connection with BJP worker’s murder, found extorting money from people

0

Former BSP MLA Amarpal Sharma who is currently jailed for his alleged involvement in a BJP worker’s murder has been booked for making extortion calls. As per reports, the former MLA from Sahibabad was booked on Wednesday for extorting Rs 10 lakh from a Sahibabad builder.

The Ghaziabad police have lodged a case of extortion and criminal intimidation against Sharma and two others. As per a complaint by 59 year old Veerpal Chowdhary, Sharma while at a civil court on Tuesday, called him up at about 12:40 PM and demanded the money, failing which he claimed he was warned of dire consequences.

As per reports, Sharma was heard saying that if you (Chowdhary) think that me being jailed means you can’t be harmed, then you are wrong. He also allegedly said that he could do anything he wanted from inside the jail. Reports also claimed that Chowdhary was abused by Sharma. The complaint supposedly claims that Baba and Afzal two employees of Sharma had provided him with Chowdhary’s number.

An aide of Sharma named Rahul though has denied the extortion allegations by claiming that it was impossible for Sharma to make a phone call while being in police custody. Ghaziabad police SSP Vaibhav Krishna has been quoted as saying that, prima facie the case seems to be of a property dispute and not extortion. He claimed that Sharma and Chowdhary used to be business partners. The police though is investigating the angle of Sharma making a phone call while being in police custody.

On 2 September 2017 BJP worker Gajendra Bhati was gunned down by two bike-borne assailants in Ghaziabad, allegedly at the behest of Sharma. On 20 September the Allahabad High Court gave Sharma three week’s time to surrender to the authorities but he continued to be on the run. Later the police put a Rs 25,000 reward for anyone aiding his arrest. He finally decided to surrender before the court in mid-October.

The police meanwhile had arrested the two “hitmen” Narender Fauji and Raju Pehelwan who claimed that they killed the BJP worker at the behest of Sharma after being paid Rs 10 lakh. As per the assailant Fauji, Sharma wanted to get rid of Bhati to avoid problems in future elections.

Politically, Sharma was expelled by the BSP in January 2017 for anti-party activities, following which he joined the Congress party and unsuccessfully contested the UP Assembly polls from Sahibaba. During the polls he had courted controversy after liquor in large quantities was seized from his office during a Ghaziabad police raid.

People demand arrest of Vadra’s relative after he shares sensitive information about PM’s travel

To deflect attention from the ‘Chhole Bhature’ gaffe of the Congress party and to get even with the Bharatiya Janata Party which has been attacking the Congress President over the issue, Congress supporter and brother-in-law of Robert Vadra, Tehseen Poonawalla tweeted the picture of a secret document containing sensitive information about the Prime Minister’s Tamil Nadu visit:

The information apparently “exposed” that Prime Minister Narendra Modi had food even though he had announced a fast. However, in his haste to target the Prime Minister, Tehseen presumably quite deliberately tried to mislead the public by ignoring that the document is titled as a “Tentative Tour Programme” which is dated 6th of April while Prime Minister Modi announced the decision of observing a fast 4 days later.

After spotting this attempt to spread misinformation, Twitter users started demanding that Tehseen Poonawalla be arrested for sharing a secret document containing sensitive information about the Prime Minister’s visit on a public platform:

It is pertinent to mention that a certain Anupam Pandey, who is incidentally a supporter of Narendra Modi, was booked under the Official Secrets Act for a very similar reason. He was accused of divulging confidential details of the schedule of the Varanasi trip by Prime Minister Modi and French President Emmanuel Macron on social media last month.

Instead of condemning this behaviour of the party supporter, senior leader of the Congress party and a national spokesperson, R.S.Surjewala has also demonstrated that he does not quite understand the meaning of the word ‘tentative’ nor the gravity of the document that was shared by Poonawalla.

Now the question is if the administration will treat these fellows the same way they treated Anupam Pandey.

The BJP led governments have thus far displayed an unnerving lack of intent at going earnestly after repeat offenders from the opposition parties. It will be interesting to see if it does react on this occasion considering that an attempt was made to compromise the Prime Minister’s security.

And if it does, perhaps it can be expected that sections of the media and the intellectual elite, which had chosen to look the other way when Anupam Pandey was arrested, will be up in arms with cries of creeping fascism should legal proceedings be initiated against a relative of Robert Vadra. The way they are now crying foul after Congress supporting individuals were highlighted as abusive trolls, after having cheered when BJP supporters were branded such.

Piyush Goyal calls out journalist who asked motivated questions based on fake news

0

Railways Minister Piyush Goyal was named the “Politician Of The Year” by vernacular newspaper Lokmat at its “Lokmat Maharashtrian Of The Year Awards, 2018” on Tuesday. He was felicitated under the special awards category, which included awards like Social Influencer – awarded to Akshay Kumar for his films like “PadMan” and “Toilet: Ek Prem Katha” and Lifetime Achievement Award – awarded to Dr D.Y. Patil.

On this occasion, Goyal also took part in a one-on-one discussion with Journalist Dibang, and in the process called him out for his motivated questions based on fake news.

Piyush Goyal in this discussion was asked regarding his Ministry’s intention to award a Rs 78,000 crore signalling modernising tender (which was rejected by PM Modi) to a single company as opposed to multiple companies as was the practice in the past.

To this Goyal replied that earlier the lowest bidder (L1) was awarded 30% of the total works contract, the second lowest bidder (L2) got 22%, the third lowest (L3) 20% and so on. Hence he claimed that companies didn’t have an incentive to sell their product at the lowest price, and the new system to award 100% of the contract to a single lowest bidder would yield competitive prices.

For this, the journalist tried to put Goyal in a spot by claiming that this new approach by the Railways Ministry has failed to work, and the tender’s bidder (for the signalling system) quoted a much higher price.

To this Goyal promptly retorted that the tendering process hadn’t even begun yet, and advised the media to reduce publishing ‘Fake News’ and do proper research plus verify their sources for confirming the veracity of a story.

Things turned much more interesting later.

The journalist then turned his attention to the finances of the BJP and “congratulated” Goyal in his capacity as BJP’s National Treasurer for overseeing an 81% growth in BJP’s income for FY 2016-17. The BJP declared an income figure of Rs 1034.27 crore for the said period.

While on the matter, the journalist claimed that speculation was rife regarding political parties needing a whopping Rs 34,000 crore as expenses for contesting the 2019 Lok Sabha elections, and questioned Goyal regarding the same.

Goyal promptly claimed that the journalist has come up with another example of “Fake News”. After expressing hope that the journalist was good in maths, Goyal pointed out that a total expense of Rs 34,000 for 543 Lok Sabha constituencies translates to about Rs 80 crore per seat (It accurately translates to Rs 62.61 crores). He thus claimed that if parties start spending such amounts, it would result in destabilising the economy.

After describing the Congress party as the “media’s friend”, Goyal claimed that the Congress too had alleged that the BJP had an advertising budget of Rs 5,000 crore. He thus referred to the audited reports of the party which are available on the BJP’s website. For the FY 2016-17 as per the audited reports, the BJP spent Rs 606.04 crore for election and general propaganda.

Goyal thus claimed that like the BJP, the media should also reveal their income sources and answer to the nation as to why do they spike their advertising rates by 10, 20 and even 40 times the normal during the election period.
