In a major push to the region’s industrial and energy infrastructure, Assam Chief Minister Dr. Himanta Biswa Sarma laid the foundation stone on Sunday (20th September) for Adani Power Limited’s (APL) 3,200 MW Ultra-Supercritical Thermal Power Plant (USTPP) at Chapar in lower Assam’s Dhubri district.
Involving an investment of approximately ₹48,000 crore, the project stands as one of the largest single investments ever made in the state. It is projected to create up to 20,000 jobs during the construction phase and nearly 5,000 permanent jobs once operational. Phase-wise commissioning of the facility is scheduled to begin in December 2030.
The ceremony saw the presence of senior state government officials, industry leaders, local representatives, and Adani Group Director Jeet Adani.
Addressing the gathering, Chief Minister Dr. Sarma characterized the plant as a tangible result of the Advantage Assam Investor Summit 2.0. “Assam is fast emerging as the region’s energy hub, with several mega energy projects in the pipeline. The 3,200 MW Chapar project is a proud outcome of the confidence generated by the Advantage Assam Investor Summit 2.0,” Dr. Sarma said.
He added that the project will significantly boost State GST revenues, foster local industrial growth, and stimulate broader economic activity.
Jeet Adani emphasized the long-term impact of the initiative on the state’s economic landscape, noting that the plant will deliver reliable, affordable electricity to support homes, businesses, and expanding local industries. He noted that Assam’s unique geographical position could enable it to serve as a “battery” to power India’s future development.
Project Highlights and Broader Investments
- Plant Configuration: The Chapar installation will feature four 800 MW units operating on ultra-supercritical technology, incorporating modern emissions controls and high-efficiency systems.
- Procurement Timeline: APL emerged as the successful bidder for the project in October 2025 and received the official Letter of Award from Assam Power Distribution Company Limited (APDCL) in November 2025.
- Energy Portfolio: The ₹48,000-crore thermal plant forms the centerpiece of the Adani Group’s ₹63,000-crore energy commitment in Assam. This also includes ₹15,000 crore for two Pumped Storage Plants (PSPs) totaling 2,700 MW via Adani Green Energy Limited (AGEL), alongside smart metering deployments managed by Adani Energy Solutions Limited (AESL).
- Overall State Footprint: Total planned investments by the conglomerate across power, aviation, and cement in Assam exceed ₹80,000 crore, slated for ground implementation over the next three to four years. Key operational milestones include Terminal 2 at Lokapriya Gopinath Bardoloi International Airport (LGBIA) in Guwahati, which commenced operations on February 22, 2026.
Alongside industrial investments, the Adani Foundation continues community initiatives in the state, including flood-relief operations aiding over 8,000 families in Sivasagar and Dhemaji, as well as rural development programs spanning 19 villages in Kamrup Rural district.
