How prudent is the idea of ‘Dravida Nadu’?

0

Recently Karnataka Chief Minister Siddaramaiah’s social media posts where he advocated the need for ‘cultural and financial’ autonomy for the region (South Indian states) has been capturing the headlines. DMK’s working president MK Stalin’s comment for supporting the demand for a separate Dravida Nadu reopened the old debate on an independent nation comprising the four (now five) South Indian states.

First time since the DMK formally relinquished the demand for a sovereign southern nation in 1963, the movement seems to be gaining pace once again. This time the discontent is not a result of some sort of Aryan hegemony or threat to the linguistic identity of the South from Hindi, as it was during the time of ‘Periyar’ E.V. Ramaswami and Annadurai, but an outcome of various economic and political measures. Essentially a belief that South Indian states pay more taxes and receive less grants.

While redistribution of taxes or wealth is an inherent idea of governance in a democracy, and thus the concern can be rejected as undemocratic, let us analyse this claim and see how valid it is. Since the integrity of India is at stake here, the issue needs scrupulous scrutiny.

The central government’s order to the 15th Finance Commission to use the 2011 census data for allocating the taxes among the states instead of conventional 1971’s has worked to spark the fire. Since both the regions (North & South) shared nearly equal population in the 70s, the tax allocation was at par till now. But the gap in population between the north and the south has become much wider since then.

It is argued that due to better measures of birth control taken by the southern states, the population growth of the south region since 1971 has been far better (lower) than the three major northern states, (UP, Bihar and MP) where population has grown really fast. The outrage of the South in this context seems justified as they are apparently being penalized for something they should be rewarded.

Further, the Lok Sabha seat allocation, that was frozen by the Vajpayee’s government on 1971 census basis for another 25 years in 2001, will need reconsideration in 2026 which will result in South losing a bit of electoral clout in future. The insecurity of the politicians in the south is evident as they fear to lose the place in the central politics that is already dominated by the North. This is a predicament for the south politics and has certainly fanned the flames.

The northern region, house to an enormous amount of resources, has hardly seen stability in the course of history. Frequent invasions and unstable governance led to the destruction of much of its economic and more importantly, cultural identity. On contrary, the southern part, with relatively more stable history and ideal geographic location, has seen more development compared to the North. This leads the south to believe that they are subsidizing the north which goes against their interest.

The feeling of discontent partially owes to the regional politics that is prevalent in this part of the country. Evidently, the fear of the so-called North hegemony is much more among the politicians than the local people. The separatist movement in the 50s and 60s broke down for not being able to draw much support from outside Tamil region as the others considered it Tamil hegemonic.

This time the quest, as it seems, is to first be united in the political front. This apparently seems less feasible as the differences between the southern states over various issues like Cauvery water dispute, are never-ending and the rapport, that needs to make a significant impact of the demand, on the surface, seems hard to attain.

The secessionist demand for a south nation needs to consider wider perspective. As the history suggests the idea of separation has never been a judicious one and seemingly that’s what common people tend to believe. The Indo-Pak secession saw the appalling slaughter of innocents for no good which only added insult to the injury. Had the separatist movement in the south been successful in creating a sovereign southern nation (‘Dravidistan’ as suggested by Mohd. Ali Jinnah) at that time, the Balkanization of India would have been ineluctable. Though India has not been under any stability crisis since its independence, the Indian federation is yet to ‘come together’ rather than to ‘hold together’.

The very idea behind the formation of Dravida Munnetra Kazhagam (DMK) was to form a separate Dravida region. While the idea was prevalent in Tamil speaking region in the 50s, still the political success of the DMK was by and large nugatory. But as the party’s focus shifted from the concept of Dravida Nadu to other issues like Anti-Hindi agitations, the politics in the state saw a sharp turn. Political scientist Sten Widmalm writes, “It seems that the more the party distanced itself from the demand for Dravida Nadu, the more it was supported.” It was quite evident that south people identified themselves more as Indian than as Dravidians despite having strong cultural and linguistic identities.

Further, we need to look at other aspects than the economic measures. The Central and the South-East Asian countries are looking up to India, for whether it can balance the ascendancy created by China in the region. A secession within India will make the quest for the regional dominance much weaker. North India contributes much more to the Armed forces than the south which will raise concerns for the south. We share a bitter history with our ‘not so friendly’ neighbors and the moment of the division of India might be seen as a potential time to destabilize it even further. The resulting asymmetrical power distribution in the Indo-pacific region will make a potential threat to the entire planet.

The demand for Dravida Nadu, therefore, seems neither a discreet nor a prudent idea. Today India stands at the top as the world’s fastest-growing major economy, owing to unity among its various parts. The collective interest of the Indians thus lies in the Integrity and solidarity of India. The whole Indian subcontinent shares the same great history and that’s where our national identity lies. The politicians of the south, therefore, need to think out of the box and are required to believe in altruistic egoism. ‘Akhand Bharat’ as dreamt by our ancestors, apparently seems to be the only mean by which we can achieve a strong and affluent status in the world.

Pravin Togadia quits VHP, to go on indefinite strike

0

In a major setback to Pravin Togadia, former Himachal Pradesh Governor Vishnu Sadashiv Kokje defeated incumbent Raghava Reddy who is believed to be a close aide of VHP leader Pravin Togadia to become new international president of the Vishwa Hindu Parishad.

As a consequence of Kokje’s resounding victory, Togadia has quit the VHP and has threatened to go on indefinite strike. The fast is apparently aimed at rights of Hindus, rehabilitation of Kashmiri Pandits and nation’s farmers.

As per reports, senior leadership of the Bharatiya Janata Party and the Rashtriya Swayamsevak Sangh were upset with Pravin Togadia for his uncharitable criticism of Prime MInister Modi. As a consequence, elections for the post of international president were organized for the first time in 52 years to curb the influence of Togadia.

The VHP leader had gone missing recently and had claimed that the Gujarat Police was planning to kill him in a ‘fake encounter’. A senior policeman had rubbished his claims asserting that it was impossible to kill someone with a Z-plus security.

CBI files FIR against two Chartered Accountants in Assam, ICAI says they are not Chartered Accountants

0

On 12th April 2018, CBI filed FIR against Dr Swetabh Suman, Commissioner of Income Tax (Audit), Guwahati and several other persons in a case of corruption.

According to the CBI, Dr Suman and another I-T officer Pratap Das took a bribe of ₹50 lakhs to pass a favourable order in an appeal filed by Suresh Agarwalla, director of M/s Win Power Infra Pvt Ltd.

Two advocates and CAs, Ramesh Goenka and Amit Goenka, helped in this conspiracy. CBI also recovered ₹40 lakhs meant to be bribe money.

Here is the CBI press release regarding the same:

Press Release issued by CBI

But, a minor but interesting twist appeared in the story. On 13th April 2018, the Institute of Chartered Accountants of India issued a press release saying the two Goenkas are not Chartered Accountants. The press release says (emphasis added):

“The Institute of Chartered Accountants of India (ICAI) has come across a Press Release issued by Central Bureau of Investigation (CBI), Guwahati wherein it has been mentioned that two of the accused involved in a criminal case i.e. Ramesh Goenka and Amit Goenka arc Chartered Accountants.

On going through the aforesaid Press Release, ICAI, being the regulator of the profession of Chartered Accountants verified its records and found that both the accused are not Chartered Accountants as their name do not appear in the Register of members maintained by the ICAI.”

ICAI also expressed concern that CBI did not verify the records with ICAI before issuing the press release.

“In view of the above, it is a matter of concern for ICAI that in the aforesaid matter CBI did not verify the credentials of the persons in question with ICAI before issuing a statement to the media and public at large.”

They added that they will take up the matter with CBI and request not to issue any such information to media in future before verifying with ICAI.

“The Institute shall be taking up the matter with the concerned authorities of the Central Bureau of Investigation. Guwahati and has pointed out that such statement should not be considered to be issued to media before verifying the facts with ICAI. It would also be requested that in future, if any such case comes for their investigation wherein there is an alleged involvement of an individual claiming to be a Chartered Accountant, the matter may be referred to ICAI for cross verifying the credentials from its records.

The ICAI takes a strong exception to the contents of the Press Release which is incorrect and misleading in so far as the reference to a ‘Chartered Accountant’ was made. In such sensitive cases, the concerned Department ought to have verified the facts with the Institute before issuing any statement wherein the involvement of a Chartered Accountant is suspected.”

Now it will be interesting to know how CBI got details of persons it is investing got so wrong. Or did the two persons were working as CAs despite not being genuine CAs? If that is the case, that will be another case against them. Hope CBI will clarify the matter.

Speculation, not leak: Election Commission on Karnataka election date controversy

0

A committee set up by the Election Commission (EC) to probe alleged leak of poll dates in Karnataka, has concluded that the information pulled out by the tv channel was based on ‘mere speculation’ and did not amount a ‘leak’ considering that it was not entirely accurate. The panel submitted its report to the EC on Friday that also confirmed that the BJP IT cell head Amit Malviya and Karnataka Congress leader Srivatsa had tweeted poll dates after watching the news break on TV channels. The Chief Election Commissioner, O P Rawat, said that presentation of election dates by the news channel and tweets by the political party leaders was avoidable.

BJP social media head Amit Malviya and Karnataka Congress media incharge Srivatsa had both put out similar dates at same time, after probably watching on Times Now, but the media targeted only Malviya accusing the Election Commission of having been compromised.

Following that, the Election Commission has set up a committee [ pdf ] to probe in the leak of dates of Karnataka assembly elections prior to the CEC’s announcement.

Times Now at about 11:06 AM on 27th March, dished out a breaking news claiming that the dates of the Karnataka elections were 12th May (for polling) and 18th May (for counting). This claim was made by Times Now before the Election Commission had officially announced the dates.

The information at Times Now was purportedly picked up by BJP’s IT head Amit Malviya who at about 11:08 AM tweeted the dates from his personal twitter account. This caused a media storm after journalists without much fact check questioned as to how did the BJP gain access to the dates before they were announced by the Election Commission.

The “Breaking News” was soon proven wrong by the Election Commission itself as the actual dates of the polls are 12th May (for polling) and 15th May (for counting). The inquiry, conducted by Karnataka police, found that most Kannada channels as well as Srivatsa tweets were based on a newsbreak by a national TV channel.

No Dalit, Muslim in the newly elected Editors Guild of India

0

Senior journalist Shekhar Gupta, who has taken upon himself to bring communal and casteist narrative to news, has now been elected the president of the Editors Guild of India, the body which essentially is a joke and should be disbanded. A K Bhattacharya, Editorial Direct, Business Standard is elected as its general secretary and Sheela Bhatt, editor, News affairs, NewsX Channel, is elected as its treasurer.

What is shocking is that there are no Dalit or Muslims in the top post of the body.

Many Twitter users also questioned lack of Dalit or Muslim representatives in the Editors Guild, especially when these are the liberal voices who complain about lack of Dalit and Muslim representation in other institutions.

People even demanded reservation in the Editors Guild.

While Gupta is a Baniya, rest two are Brahmins. Will Gupta, who believed RJD chief Lalu Yadav, a convict in multi crore fodder scam, was convicted because of his ‘caste’, blame it on his caste for being elected as the president of the guild? Is there a caste differential of the elites?

It is amusing that for a group which is so vocal about inclusion is as exclusive as it gets.

Leftist singer arrested in Tamil Nadu for singing song denigrating PM Modi and Ramayana

0

A Tamil folk singer Kovan was arrested from Trichy on Friday over charges of promoting enmity between community by mocking the VHP affiliate backed Ram Rajya Rath Yatra (held across Tamil Nadu in March) and denigrating Prime Minister Narendra Modi.

This arrest was a result of a police complaint by N. Gautam – BJP Tiruchi’s  urban district youth wing president. Gautam has accused Kovan of singing a song denigrating Prime Minister Narendra Modi and Hindu epic Ramayana, during a protest over the Kaveri issue by Makkal Athikaram on 24 March. The group was demanding that the Central government constitute a Kaveri Management Board. Gautam has alleged that the tone of the song instigated violence.

As per reports, Kovan is a “Trichy district functionary of art and literary outfit Makkal Kalai Ilakkiya Kazhagam“. The report described him as a “propagandist singer of an ultra left outfit”. The report also claimed that Kovan’s relatives tried to prevent the police from arresting him by using their vehicles to block the police van brought in to haul him away.

It has also been claimed that Kovan’s wife locked their house to try and prevent the police officers from arresting Kovan.

When it comes to the song, a report has claimed that the lyrics were deemed to be abusive against PM Modi. Kovan has maintained that the song was not aimed at insulting the Prime Minister.

The police has booked Kovan under IPC sections 153 A – promoting enmity among groups and 506 – criminal intimidation. After being taken to the K.K. Nagar police station for inquiry, he was produced before a judicial magistrate. He was granted bail by the court on the condition of him registering a presence at the court daily for 15 days.

Kovan had also landed in trouble back in 2015, when sedition charges were filed against him for a song which supposedly denigrated late chief minister J Jayalalithaa.

Rajeev Chandrasekhar slams Rahul Gandhi and Karnataka CM Siddaramaiah over rising crimes against children

0

Karnataka BJP MP Rajeev Chandrasekhar today took to Twitter to slam Congress President Rahul Gandhi and Karnataka CM Siddaramaiah for their comments on rising sexual crimes against children in the country in the wake of the recent Kathua rape and murder case while turning a blind eye at the crime against children back home in poll-bound Karnataka.

He was commenting on the Congress President’s recent statements blaming the central government for inaction and delay over rising crimes against women and children. He drew Rahul and Siddaramaiah’s attention to Karnataka’s status at the nationwide statistics of sexual crimes against children.

He slammed the Congress party’s attempt to politicise the recent rape cases and stated that crimes against children are the most horrific crimes and should not be used as opportunities for political point scoring.

Rajeev Chandrasekhar also shared an earlier tweet which represented Karnataka state’s statistics for sex crimes against children. The data was from his presentation at an event organised by TISS titled ‘Protect Our Children’ in December 2017, where he was the keynote speaker.

The data showed Karnataka’s dismal track record in preventing sex crimes against children. His tweet showed that Karnataka ranks 4thin highest number of cases registered under the POCSO Act and ranks 2nd nationwide in cases registered under the ITP (Immoral Traffic Prevention) Act. He also highlighted that the tolerance towards prostitution of children is higher in Karnataka than other states.

Two more Rohingyas have been arrested by the police from the border town of Moreh in the Tengnoupal district of Manipur. Tengnoupal Superintendent of Police, Sarengthem Ibomcha said that Md Shobik (26) and his wife, Arofa (26), have been staying in the town for the past years and it is not known how they entered India.

Three other Rohingyas, Mohammad Saifullah (34), Mohammad Salam (25) and Nargis (20) were arrested from the same town recently for their alleged involvement in human trafficking. According to the Police, the two men had confessed to their involvement in the crime.

Rohingyas have been arrested from other parts of the country as well. In January, a Rohingya Muslim was arrested in connection with dacoities in Kerala. The arrest was made through a joint operation between Delhi and Kerala police. We had also reported earlier that terrorist organizations were seeking to recruit Rohingyans for their anti-India activities and one Al Qaeda operative was arrested in the process.

The total tally of Rohingyans arrested from Moreh, a town near the Indo-Myanmar border, has gone up to 8. The couple arrested are believed to be residents of Buthidaung village, Rakhine state in Myanmar. A case has been registered against them under the Foreigners Act at the Moreh Police Station.

JKPCC President who had questioned the investigation earlier, now claims that he is satisfied

0

The JKPCC (Jammu & Kashmir Pradesh Congress Committee) President, GA Mir, did a u-turn on his earlier apprehensions regarding the CCB investigation in the Kathua rape case. We had earlier reported the details of JKPCC chief’s older statement where he had claimed that the wrong culprits had been caught and the investigation had been done shabbily by changing the agencies in a video uploaded in March. He had said that political scores were being settled through this case.

In a statement posted on his Twitter account, he said that the TV channels were broadcasting it with an intention to mislead the public. He claimed that the video was two months old and his party’s agitation had led to crime branch investigation. The full statement can be read below.

The video referred to by the JKPCC chief is below. His comments on Kathua rape case can be seen from 1:55

People slam journalist who suggested the BJP is politicizing rape in Assam

South Asia Editor of Asia Times, Saikat Datta, shared an article recently on Twitter accusing the BJP of politicizing rapes in Assam for electoral gains. BJP MLA from Hojai, Shiladitya Dev, had suggested that illegal immigrants were responsible for the majority of crimes against women in the state.

People on Twitter weren’t too happy with the journalist accusing BJP of politicizing rape when the media along with certain sections of the political spectrum were communalizing the heinous Kathua rape case and slammed the journalist for his hypocrisy.

We have earlier reported on the series of rapes that has rocked the state of Assam in recent times. Unfortunately, the only time mainstream media decided it was worth outraging about was when they accuse BJP of politicization of rape.
