With the US cutting down aid, Pakistan tries to sell itself to China

0

In December last year, Pakistani newspapers reported that Pakistan is giving the Chinese currency Renminbi (RMB) the status as the second international currency, at par with the US dollar.

Pakistan’s planning and Development Minister Ahsan Iqbal and Chinese ambassador Yao Jing had together launched the Long Term Plan (LTP) of the China Pakistan Economic Corridor for 2017-2030. Amongst the salient features of the plan, there was the point of treating the RMB as equal to US dollar and allowing Chinese investment in agriculture production. The plan stated that the decision to use RMB as the second international currency will lessen Pakistan’s reliance on the dollar. It further added that Pakistan shall promote the construction of Gwadar Port Free Zone and explore RMB offshore financial business in Gwadar Free Zone. Both countries shall strengthen financial cooperation between their free trade zones and explore the formation of an RMB backflow mechanism, it asserted.

The Pak Minister was quick to offer an explanation. He assured that the RMB will be only used in bilateral trade and not in Pakistan’s internal transactions. Early in January this year, The State Bank of Pakistan made it clear that all the arrangements to make the RMB the currency for bilateral trade and Chinese investments in the country are already in place.

While the government officials and politicians in Pakistan never miss an opportunity to hail China as their “all-weather friend”, the reality of the Chinese penetration inside Pakistan’s trade, policies and economy is not lost on anyone. International watchers and economists often have warned of negative and possibly irreversible consequences it might hold for Pakistan. Even Pakistan’s lawmakers have expressed fears over whether CPEC will turn into another East India Company.

Their fears are not insubstantial.

In May 2017, Pakistani media outlet The Dawn published a report on the CPEC Masterplan. The report explained in detail how China plans to expand its investments and thus its hold on the Pakistani economy, agriculture, Industry and even culture. The CPEC, which so far has only been considered a road, is, in fact, a part of China’s strategic take over of Pakistan’s land, resources and as some fear, possibly its sovereignty.

The master plan had the following features:

  1. Thousands of acres of fertile land will be leased by China for ‘demonstration projects’. The Chinese will test new seed varieties, irrigation techniques and sell their products in the market.
  2. China will build state of the art 24×7 surveillance system in all leading cities and highways.
  3. An extensive fibre optics network will be laid not only for internet services but for terrestrial broadcasts that will ensure “greater cultural and social dissemination”
  4. Chinese products ranging from agricultural produce to electronics, textiles, cement, ceramics and home appliances will be marketed all over the country.
  5. Gwadar is being developed as a “port of exit” for minerals from Balochistan and as general entre port for wider trade in the greater Indian Ocean Zone from South Africa to New Zealand. There was no mention of China’s external trade being routed through Gwadar.

Last year China had bought 40% stake in Pakistan’s Stock Exchange.

There is, however, another angle to China’s interests in Pakistan. China’s Xinjiang Province. The Kashgar prefecture comes under the larger Xinxiang Autonomous zone and is a desolate, remote territory. Trade is hard in this region due to geography and it has a poverty rate of 50%. The CPEC is Kashgar’s ticket to the world. Interestingly, Xinjiang is China’s only Muslim Majority region. Its mainly populated by Uighur Muslims and has been the centre for separatist movements. An extended surveillance and security network over this region only helps China’s cause. China also has large business interests in the middle east, and Pakistan will be a significantly short and cheap route. China has also been considering to find an alternative route to the straight of Malacca.

Providing loans, taking up infrastructure projects and eventually taking over territory is not something new to China. Just months ago, China has taken the Hambantota port in Sri Lanka on a 99-year lease. The CPEC brings a huge national debt on Pakistan, that too when material, manpower and subsequent business all belongs to China and Pakistan has so far gained very little from it. The Chinese corporations working there do not even enter into partnerships with local Pakistani companies. According to estimates loans involving CPEC will add an extra 14 Billion to Pakistan’s total public debt. the total debt is expected to become 90 Billion USD by June 2019. Pakistan’s fragile economy amidst rampant corruption and security issues cast a heavy doubt over the viability of any project in the country.

In layman’s words, China is selling its products, employing its own people, building a market for itself, giving loans, and using Pakistan’s lands and Pakistan is happy for it.

The US, especially after Donald Trump became President, is taking a hard stand on Pakistan. They have stopped military aid and with the desperation mounting, Pakistan is keen to be seen with powerful allies. But it its haste to be taken seriously in world platform, Pakistan has been sinking deeper into its own problems. China has started affecting Pakistan’s policies and internal affairs. Recent reports suggested that China has been holding secret talks with Baloch rebels for the safety of the CPEC since as long as five years. China has invested more than 60 Billion USD in the project and it is well expected that they will try to protect it at any cost.

Pakistan’s fading relationship with the US and India’s renewed outreach with middle eastern nations and Afganistan seems to have pushed Pakistan into a corner. Pakistan has become so invested in the project that it is willingly handing over its resources and economic future to China. Pakistan hopes the CPEC to be its road to a dreamy future. But the road has all the visible characteristics of becoming a noose around Pakistan’s neck.

Congress official handle goofs up again, conducts a poll based on fake news

0

The Congress Party’s official handle has goofed up again. It has now conducted a poll based on fake news in the media. It has assumed that the telecom ministry has approved 13 digit numbers for regular mobile users as an authentic news. The reality is, 13 digit numbers are required only for M2M (machine to machine) connections. We had reported on the issue earlier.

This is not the first time the Congress’ official handle has goofed up. It had paid death anniversary tributes to Raja Rammohan Roy on his birth anniversary. It had also tried to sell lies about NPAs earlier, which we had debunked in a report. It appears that the Congress social media is not up to the mark with its facts before tweeting content.

Allahabad High Court rejects petition seeking CBI probe into Yogi Adityanath’s alleged role in Gorakhpur riots

0

In a major relief for Uttar Pradesh Chief Minister Yogi Adityanath, the Allahabad High Court on Thursday rejected a petition which sought for a re investigation into his alleged role in the 2007 Gorakhpur riots:

This re investigation sought in the form of a CBI probe was rejected by the High Court on the grounds that, it had found no discrepancy in the state police’s investigation into the matter, or the state’s refusal to prosecute CM Yogi. The state government in May, 2017 had refused to sanction the prosecution of Yogi Adityanath on the grounds that the alleged video of the hate speech was tampered.

Before this, Yogi had received another boost at the start of February when another Allahabad High Court judge dismissed a petition which sought criminal charges against him regarding these riots.

The matter dates back to 2007 when Yogi a Lok Sabha MP from Gorakhpur was arrested on the charges of disturbing peace and violating prohibitory orders. This was prompted after he along with his supporters gathered to a man’s death during communal clashes.

In November 2008, almost a year later, a FIR was lodged which alleged that Yogi and others had incited communal riots in 2007 via their hate speeches. A petition was also filed in the Allahabad High court by Parvez Parwaz and Asad Hayat (a supposed witness in the matter) regarding this matter.

These petitioners asked the High Court to direct an independent agency to carry out an investigation in this matter, which was rejected by the court today.

This petition if accepted would have seen Yogi probed under sections 302, 307, 153A, 395 and 295 of the IPC which relate to murder, promoting enmity among groups, dacoity and defiling religious places.

View from ground zero: In Tripura, BJP could spring a surprise

0

Elections in Tripura concluded on February 18. BJP-IPFT Alliance is contesting the CPIM led government in a direct battle. The voting percentage was reported to be 78.53% till 9 pm. Congress, though contesting is not a serious electoral player, as it is appeared from:

A) Absence of foot on ground

B) Lack of serious attention of party high command

C) Dilution of local unit post alliance with CPIM in West Bengal after 2013.

BJP which managed 34000 standalone votes, lost deposits in most of the seats contested in 2013 has emerged as the principal opposition post 2014. BJP in Tripura has become the pillar around which anti left voters are consolidating. This makes Tripura an ideological battle exercised through elections and therefore is a unique battle. Even though Tripura elections rarely capture imagination of Delhi based media, this election with its renewed energy and vigour has been consistently attracting headlines in media. The opinionated media however waiting to take sides should keep the ground reports at the centre of their analysis.

The state with the population of 38 lacs, roughly 24 to 25 lakh voting population, on an average 38000 voters per constituency and more than 90% voter turnout is witnessing a battle between two slogans – Tripura Trusts Modi – ‘Chalo paltai’ and ‘Shanti Unnati Unnayan’.

‘Chalo paltai’ is a slogan coined by the BJP team reflecting an undercurrent against the current government of Manik Sarkar after 25 years of continuous rule. The slogan has resonated reasonably well with people which is evident from the historic response received from the people Prime Minister Narendra Modi’s rally in Agartala, North Tripura, and South Tripura on 15th and 08th February 2018 respectively received huge audience. It is one of the many firsts for the state to witness Prime Minister himself address large number of people on four occasions.

The slogan ‘Chalo Paltai’ also reflects a confidence in the path that the people of Tripura can take once they reject CPI (M) rule in the state, away from Red to Saffron. The popularity of the slogan on the ground is indicative of people yearning for a change. The state of Tripura has highest unemployment rate, has highest number of people below the poverty line, selective deprivation, denial of MGNREGA benefits, absence of industrial development, only 30 % people able to complete college, and 4th pay scale model commission for government employee, in short- a state where poverty is manufactured, deprivation is created to win votes”. The only saving grace was the clean image of the incumbent Chief Minister, Manik Sarkar and people’s confidence in his modest living, however post ‘rose valley scam’ his clean image has suffered a blot. A blot not necessarily on the Chief Minister’s image personally, but on the party at large

Tripura is full of anecdotes of pain of Berozgar, Bhatta and Bhedbhav. I remember meeting a young boy Shyan in Agartala who was regularly following my team’s election reportage. He met me and said, “Sir, should I ask you a question, please do not mind?” I responded in affirmation. He said, “Will the Government change this time? I hope it does. I work for 20 hours daily but still manage to earn 5000 rupees”. Syan’s story of grief echoes the sentiment of the youth in Tripura. I remember travelling to Khowai. Khowai is heart of CPI (M) movement in Tripura. Most of the political members of the party hail from this area of the state including Nripendra Chakravarty. The battleground of Khowai which was earlier considered to be a no-contest is being sought closely between BJP’s Amit Dixit and CPI (M)’s Nirmal Vishwas. CPI (M) is suffering an internal rift having denied ticket to popular candidate Vishvajeet Sharma. It is facing a resurgent BJP which is getting support from youth, women and local business community in Khowai. Amit Shah’s road show in Khowai has given momentum to the local unit of BJP in Khowai,

Business in Tripura works on “Cadre favouritism model”. People who do not support the ruling party do not receive support from the Government – no capital, no employees, no loan. Shantir Bazar, a constituency in south Tripura is one of many such constituencies with optimum business potential yet negligible job and business creation. Many native Bengalis have local Photo-shops, kirana shops despite being graduate and post graduate degree holders in this constituency. The state is known for rubber and bamboo plantation, however despite emphasis on declassifying bamboo as a forest produce, it has limited the economic benefit reaching the small and marginal farmer (though the current Union Budget has now declassified bamboo as a non-forest produce), and absence of rubber manufacturing and packaging industries does not complete the economic supply chain of farm to market.

The state despite deprivation in all areas has given repeated mandates to Manik Sarkar and the CPI(M) Government. The mandate has been for
A – Shanti – The Congress Government in 1990s reminded the state of violence and religious riots. The people in presence of no other alternative thought and believed peace as a better option.

B – Fear of exclusion – Since the anti-left opposition in Tripura was weak, virtually absent, dissenting voices had no pillar to gain strength and speak up. Any voice of dissent was crushed, excluded in welfare, and in some extreme cases even eliminated.

C – Tacit alliance with Congress at Centre – Congress Government at Centre worked in alliance with the CPI (M). Congress gave Tripura no serious electoral thought and worked without any sincere electoral strategy. Elections were tactical for the Congress, not strategic. It could never position itself as the centre-right or an anti-left party ideologically. The alliance partner CPI (M) Government governed the state surviving on increasing percentage of money from the centre, which continued even post 2014. Though post 2014, Centre was no more an ally of CPI (M), the BJP could position itself as the anti-left, centre right party.

BJP deployed its prabhari Sunil Deodhar, who resurrected the local unit from scratch and appointed national General Secretary Ram Madhav to change electoral fortune in Northeast. He along with Himanta Biswa Sharma, who knows the state inside out carved the BJP strategy in northeast. Unlike Congress BJP looked at northeast more strategically not tactically. Center under leadership of Prime Minister Narendra Modi laid special emphasis on northeast representation in union cabinet, increased developmental spending infrastructure areas particularly roads. The shift from Look East to Act East marked sincerity of governance, diplomacy and electoral purpose.

Closer to election the alliance with IPFT give the BJP acess in tribal areas, It was a common saying in Tripura that CPI(M) fought any election as a plus 20 election, plus 20 reflected the 20 tribal seats that CPI(M) always won convincingly. IPFT party representing the aspirations of tribals, with its aggression along with the support from the BJP has made the election unique and an evenly fought matter in these 20 seats. IPFT’s aggression along with the support of the Center is giving karyakartas the confidence to fight the CPI (M) in its own backyard. The demand of independent Tripura-land has been rested and broader goal to defeat CPI (M) has taken priority. The demand of independent tribal land should not be viewed as a step to divide the state, but a genuine aspiration of tribals who are dependent on the land for economic activity. Addressing the aspiration for better economic living is the genesis of the demand.

The state has witnessed the voter turnout of more than 90% vote in successive elections but behind this number are also the stories of sharpest increase of 200% in polling post 2 pm, a non-transparent voter list, and a ballot preferred over EVM. Tripura is also a rare state where the CEO of election commission resides in the same building as the Chief Minister’s Secretariat. However, the presence of sufficient number of CRPF and Central forces, a more active, aware, and concerned election commission should be enough to bury these aspersions of free and fair polling. Every serious political analyst, commentator and student of Indian politics should analyse results keeping these points in mind.

If the CPI(M) still pulls off a victory, Manik Sarkar will create history, if the BJP wins then Manik Sarkar will be history.

Kapil Sibal defends Muslim orphanages that defy SC order and refuse to get themselves registered

0

In defiance of a Supreme Court order which requires all orphanages to be registered under the Juvenile Justice Act (JJ Act), close to 200 Muslim orphanages in Kerala are threatening to close down.

As reported by Daily Pioneer, Senior Congress leader and lawyer Kapil Sibal, representing the Kerala-based Yateem Khana Association, said that the Supreme Court order from May 2017, which required registering of all childcare institutes, was ‘contrary to the very nature and purpose of Yateem Khana’ which is to provide a home to those children who are either abandoned or stay away from their parents. Since Yateem Khanas are religious in nature and are the property of Waqf, the administration rests with the Waqf Board. Sibal argues that juvenile homes, on the other hand, are those in need of need of care or in conflict with the law and can even be taken up for adoption. If Yateem Khanas are registered under the JJ Act, they will lose their character and will run contrary to Muslim personal law which does not permit adoption.

The Bench, however, was offended by Sibal’s client who threatened to shut down orphanages, and said, “Such is your attitude that you suggest we have to close down and let the state look after the children. Show us how different are you than the JJ Act, are you providing facilities to children and how many are there in your institutions.”

Congress leaders have very vocally defended such practices and hesitated implementation of tough laws under the guise of protecting minority rights. Whether it is the implementation of Enemy Property Act or Juvenile Justice Act or defending people like Teesta Setalvad who is accused of embezzlement of funds meant for victims of the 2002 Gujarat riots.

Youth Congress leader Mirza Mouzam Baig arrested for stalking and harassing a woman

0

Mirza Mouzam Baig a Youth Congress leader and advocate from Hyderabad has been arrested by the police on charges of him allegedly stalking and harassing a woman who he had befriended on Facebook.

As per reports, a 33-year-old woman filed a complaint with the Langar Houz Police Station on Sunday alleging that Baig was interfering in her personal life, and sent her vulgar messages on Social Media. This as per the victim was prompted by her refusal to have a sexual relationship with him. This refusal meant that he even started to send vulgar messages to her husband and friends, via his associates Shaik Ahmed Parvez and others.

As a result, a case was lodged against him under Section 354-D and 507 which pertain to stalking and criminal intimidation. He was taken into custody on Monday.

Going by his supposed Facebook profile, Baig calls himself a student leader at the Indian National Congress who worked at Indian Youth Congress:

Biography of accused Congress Youth Leader

A former General Secretary at NSUI he seems to have managed to connect with senior Congress leaders like Sonia Gandhi and Digvijaya Singh:

Incidentally, since his arrest, reports have come out which claim that he has now been hospitalised with a stroke and also has multiple abrasions over his body. As per the report, the first hospital where he was admitted stated in its report that there were no obvious external injuries while the second one claimed that there were multiple abrasions over his body and that he suffered a brain stroke.

The family, as a result, has alleged that he was tortured by the police. Baig’s brother claims that a police constable took his brother to the police station at 4:30 PM Sunday, and was taken to the hospital at about 5:00 PM on Monday. He thus claimed that he was beaten up by the police and suffered a brain stroke as a result.

The police though has denied these allegations and inspector M Anjaiah claimed that they received a complaint on Sunday that the woman – an event organiser, used to attend parties with Baig. He later started insisting that she have a physical relationship with him and even issued her death threats.

During the resultant investigation, Baig supposedly didn’t appear at the police station and refused to cooperate saying that he was an advocate. He was finally brought to the police station at 4:30 Monday and formally arrested. There as per the inspector, while giving sureties for his bail application Baig complained of illness and was rushed to Premier Hospital. From there he was shifted to Sai Krishna Super Speciality Hospital by his relatives for better treatment.

The inspector thus insisted the assault charges were baseless and called them as false allegations.

Media selectively quotes Donald Trump Jr. to project him as a hypocrite romanticising poverty in India

0

In an attempt to malign Donald Trump Jr during his visit to India, Washington Post quoted Donald Trump Jr partially in a headline to project him as someone who romanticises poverty, while enjoying all the wealth in his personal life. Twitter soon found out what Trump Jr had said and criticised the Washington Post journalist who had shared the article titled Donald Trump Jr. says he likes India’s poor people because they ‘smile’.

The actual statement of Donald Trump Jr is below. He had said :

“I don’t mean to be glib about it, but you can see the poorest of the poor and there is still a smile on a face. It’s a different spirit that you don’t see in other parts of the world … and I think there’s something unique about that. I know some of the most successful people in the world, and some of them are the most miserable people in the world.”

Twitter users quoted the above tweet and exposed the bias of Washington Post.

Washington post journalist twisted the statement of Donald Trump Junior and sold it as poverty porn on twitter. The article with a clickbait headline soon found traction among detractors of Trump in India as well.

The actual content of Donald Trump Jr cannot be construed as anti-poor or romanticisation of poverty. It is just an opinion or observation about how some rich people can be miserable while poor manage to be happy in spite of difficulties. Trump felt this trait of Indians to be unique in the developing world, and a trait which he has rarely seen anywhere else in the world. To project it as a hypocritical statement that glorifies poverty is incorrect and misplaced.

If you got your passport issued or renewed in 2018 and have to travel to Germany, there is a little problem

0

Recently, an issue regarding Indian passports being submitted for Visa requirements for travelling to Germany has come to light. It seems that Germany is refusing to accept Indian passports because of the passport number being perforated/punched through on all the pages (from the first page to the last).

When alerted to the issue, OpIndia spoke to ‘Corporate Traveler, the SME arm of FCM Travel Solutions, the Indian subsidiary of Flight Centre Travel Group (FCTG), Australia’, a global travel agency to get a sense of the issue and they too have confirmed that the visa process is being held up as the new Indian passports were not being accepted.

They confirmed that recently (2018) passport office has started printing passports wherein top of all the pages are perforated/punched-through with the passport number, whereas till last year it was punched only for second half of the passport. This new passport format seems to be creating the problem.

The passports which are being accepted currently are these :

While the VFS Mumbai website hasn’t been updated with this information alerting visa applicants, the travel agency we spoke to says that the issue is a pan India issue and they themselves faced issues in Pune as well.

Some have even raised this concern on Social Media and tagged External Affairs Minister Sushma Swaraj.

The notice has been updated on the VFS website for Karnataka. While some websites haven’t updated the notice yet, the issue being faced is not limited to Karnataka or Bangalore.

This seems to be an issue that affects every Indian who has been issued a passport in 2018. While passports issued prior to 2018 have faced no issues, this will have to be addressed by the Ministry as soon as possible.

We tried to get in touch with the passport division of the Ministry but couldn’t get a clarification since nobody answered the phone. We will update this article with relevant information.

Update: The issue has been resolved.

Journalists and Congress politicians prematurely comment on Pakistan’s ‘escape’ from FATF sanctions

0

Reports had suggested that the USA was considering tough sanctions on Pakistan, through the matter was not specifically mentioned on FATF website. The US State Department spokesperson had confirmed these reports at a press confirmation held on February 15 and said that those deliberations were confidential.

https://www.youtube.com/watch?v=onmguOuZulQ

Financial action task force is an intergovernmental organisation that is active in monitoring money laundering, terror financing and any other threat to the global financial system. It is meeting to take decisions at Paris between February 18 and 23. The FATF’s decision-making body, the FATF Plenary, meets three times per year.

As it turns out, Pakistan’s Foreign Minister prematurely claimed that sanctions had been warded off due lack of consensus. This claim was widely reported in Pakistan media in a celebratory mood. Some journalists in India quoted Pak FM’s tweet and circulated the claim.

Journalists in India and Pakistan echoed his claim saying that Pakistan had escaped ‘greylist’.

One of the foreign policy journalists in India, Suhasini Haider corrected her earlier Tweets on the same day.

Meanwhile, FATF spokesperson Alexandra Wijmenga-Daniel denied the reports of a ‘reprieve’ for Pakistan at FATF. She told Hindustan Times that the outcomes of the plenary session would be published on Friday.

However, some anti – BJP figures are still claiming that it is a diplomatic loss for India. Manish Tewari, the Congress spokesperson went on to criticise the BJP for its diplomatic loss at FATF based on false reports. He also claimed that China, Turkey and Russia had bailed out Pakistan. A similar claim was made by another journalist Mihir Sharma.

It is thus telling that while talks of the sanction had been confirmed, without any confirmation the Indian journalists were quick to echo the unconfirmed, baseless and motivated news reports from Pakistan’s Foreign Minister. It is tragic that Congress was willing to accept on face value, reports placed by Pakistan’s FM, that not only went against the interests of India, but also used it to show the Prime Minister down. In their political hate, it would serve the Congress party well if they didn’t so willingly fall for the propaganda warfare unleashed by Pakistan
