Omicron spreading: Health Ministry instructs states to stock medical oxygen, keep life support equipment ready in hospitals

The Union Health Ministry, on Wednesday 12th January 2022, has written a letter to states and union territories instructing them to stock sufficient medical oxygen considering the significant surge in the COVID-19 cases across the country. The Center has instructed states to direct the concerned departments to ensure adequate buffer stock of medical oxygen for at least 48 hours and reinvigorate oxygen control rooms.

The union health ministry has said that the current situation demands immediate measures by states and union territories so that optimal availability of medical oxygen is ensured at all health facilities. Union health secretary Rajesh Bhushan has written in his letter that in various states private health service providers who supply oxygen therapy services may be assessed and their infrastructure capacities to provide medical oxygen must be explored by the states.

It is notable that the shortage of medical oxygen was the highlight of the second wave of the pandemic. Several states like Kerala, Delhi, and Maharashtra had faced scarcity of medical oxygen and industries like SAIL, Reliance and others had to divert their usage to provide medical oxygen in several states. The negligence of state governments and hospitals to set up infrastructure for medical oxygen supply and storage was exposed at a time of crisis.

Since the last few weeks, the number of COVID-19 cases in India has surged very rapidly. Many states have reimposed strict rules to prevent the spread.

The Omicron variant of coronavirus, though with milder symptoms, is spreading at a very high rate. Even though the rate of hospitalization is seen to be less so far, the requirement is bound to shoot high soon, considering the current speed and scale of the spread.

Ensure uninterrupted supply chain of LMO, Health Ministry tells

Union health secretary Rajesh Bhushan in his letter to states has said that LMO tanks at the health facilities should be sufficiently filled and an uninterrupted supply chain for their refilling should be ensured. He also advised that a possible strategy and mechanism to leverage the private sector in times of peak demand can be explored. He has further said that health facilities across the country have been strengthened with PSA plants and it is important to ensure that these PSA plants are kept fully functional.

Bhushan said all the health facilities should have an adequate inventory of oxygen cylinders along with backup stocks and robust refilling systems. It should also be ensured that these cylinders are filled and kept ready. In his letter, he has also advised that all higher-level health facilities should have life support equipment including ventilators, BiPAP, SpO2 systems, and associated consumables in sufficient numbers to respond to the emerging needs.

Bhushan asked states and UTs to ensure optimal use of all oxygen delivery equipment and devices and deployment of adequately trained HR at all facilities. It is notable that the health ministry along with the ministry of skill development & entrepreneurship has organized 10 hours of training for operators of PSA plants for day-to-day operation, 40 hours of training of Master Trainers, and 180 hours of training for troubleshooting of PSA to a significant number of people in all States.

Home Ministry releases advisory to ensure safety and rights of Transpeople in prisons

With a view to safeguarding the safety and treatment of Transgender people in prisons, The Ministry of Home Affairs on January 10, has released an advisory on behalf of the Women safety Division. Titled ‘Treatment and Care of Transgender persons in Prisons’, the advisory asks all states and UTs to ensure the right to identity, access to healthcare and safety and special infrastructure to Transpersons in jail.

The exercise is in accordance with the ‘The Transgender Persons (Protection of Rights) Act’ enacted by the Government of India in 2019.

Keeping with a view to ensuring dignity to Transgenders and protecting them against any form of discrimination, the advisory specifies procedures to deal with Transmen and Transwomen while ensuring their right to self-determination. According to the annexure, a Transperson will have the right to determine their own identity which shall be recognised under the act passed in 2019.

Appropriate arrangements for accommodation suitable to their gender identity will be made in the prisons. The advisory asks to maintain separate wards for transmen and transwomen which shall be separate from Male and Female enclosures. While doing this, the prison authorities shall take care that this does not lead to the complete isolation of transpeople amongst their other inmates. To respect the right to privacy and dignity, separate toilets and shower facilities for Transmen and Transwomen should be provided, according to the MHA guidelines.

Besides this, The prison department shall make sure that the self-identity of Transpeople is respected during medical examinations, search, lodging and clothing and during day-to-day activities. The Home Ministry has noted that all Prison admission registers should be suitably revised to include the ‘Transgender’ category besides male and female genders. The search of a Transgender, if it requires stripping, shall be conducted by a person of their preferred gender in a private room or partition.

The Transpersons should enjoy the same facilities and rights as given to other inmates including access to healthcare services, meeting family members, provisions for applying for bails, etc. The Ministry of Home Affairs has further advised that the training modules for Prison authorities may be devised in collaboration with the Ministry of Social Justice and Empowerment, prison training institutes, state health department, human rights commission, Legal Services Authorities and with representatives from transgender communities, etc. for developing an understanding of gender identity and dysphoria, human rights, sexual orientation and legal frameworks for transgenders.

Signed by the deputy secretary to the Government of India Arun Sobti, the advisory aims to sensitize prison officials for the protection of rights and welfare of the transgender community in jails.

The development took place after social media users were outraged over the invitation extended to Devdutt Pattnaik to speak at the Youth Festival organised by the central government. Several Twitter users highlighted the chronically abusive and misogynist behaviour of Devdutt to register their protest over his participation in the event.

However, this did not sit well with the author, who seems to be having a mental breakdown on Twitter after he could not speak at the session he was supposed to at the National Youth Festival. Taking to the social media website, Devdutt launched into a deranged rant against Hindus who opposed and expressed their outrage over his invitation to the said event.

Devdutt was supposed to discuss leadership lessons from Shrimad Bhagwad Gita during his session at the Youth Festival, so he used this as a pretext to vent his spleen on Twitter. In a series of tweets, he mocked Hindus who had asked the central government to drop him from the list of speakers attending the event.

From drawing lessons from Bhagwad Gita, Devdutt jumped into making references from Ramayana, perhaps in the fit of anger at the abrupt halting of his session at the Youth Festival.

And he started losing his cool, his tweets started becoming all the more incoherent.

A private conversation between two anchors while they were off-air is making rounds on social media platforms in which they were heard criticising Tennis player Novak Djokovic. Rebecca Maddern and Mike Amor, newsreaders for Channel 7, called Djokovic a ‘lying, sneaky a**hole’ in the leaked video. The leaked video is possibly from Tuesday night’s 6 PM bulletin.

While talking about Djokovic, Maddern said, “Novak Djokovic is a lying, sneaky, a**hole”. She further added, “Whatever way you look at it, it’s unfortunate that everybody else stuffed up around him,” to which Amor said, “That’s it.”

The channel has initiated a probe to find out who leaked the footage. Craig McPherson, Seven’s Director of News and Public Affairs, said in a statement, “The illegal recording was of a private conversation between two colleagues.” He further added, “It was an underhanded, cowardly act in breach of the Victorian Listening Devices legislation, the perpetrator of which will be accordingly dealt with when found.”

Novak Djokovic admitted ‘errors’ in his travel papers.

The newsreaders’ rant was a reaction to the reports that Djokovic has admitted there were errors in his travel documents. The 20-times Grand Slam winner had said in his declaration that he had a medical reason not to get the Covid-19 vaccine. When Australian authorities decided to cancel his Visa, Djokovic approached the Federal court and got the decision overturned.

Notably, on Wednesday, the ace tennis player admitted there were errors in his travel papers. He said his team had offered fresh information to the authorities in Australia. In a statement, he said, “We are living in challenging times in a global pandemic, and sometimes these mistakes can occur.”

Djokovic had travelled to Melbourne a week ago while claiming that as he was tested positive for Covid-19 on December 16, he did not need vaccination. Contrary to his claim, the border agents rejected the exemption and said the recent infection did not qualify. His visa was cancelled, and the Tennis player was sent to the detention centre.

However, his legal team got the decision overturned in court on Monday. Now, Alex Hawke, Immigration Minister, has said in a statement that Djokovic’s visa could be cancelled another time in the light of fresh doubts.

Reportedly, Djokovic had described reports about his positive report as “misinformation”. He was seen attending a youth tennis event a day after his positive test in Serbia. He was honoured at the ceremony. Djokovic did not mention the stamp ceremony but only said he received PCR test results after attending the event.

He further admitted to attending an interview and photoshoot with French Sports newspaper L’Equipe on December 18. He said, “I felt obliged to go ahead and conduct the L’Equipe interview as I didn’t want to let the journalist down but did ensure I socially distanced and wore a mask except when my photograph was being taken.” Calling it an error of judgement, he said, “I should have rescheduled this commitment.”

He also admitted ticking a box where he indicated he would not travel in the 14 days before flying to Melbourne. The social media posts and reports had shown he travelled to Spain during that period. He said, “This was submitted by my support team on my behalf – as I told immigration officials on my arrival.” He further added, “My agent sincerely apologises for the administrative mistake in ticking the incorrect box about my previous travel before coming to Australia. This was a human error and certainly not deliberate.”

Though there would be several appeals open for both the Australian government and Djokovic but the Immigration Minister holds power to cancel his visa.

In a matter that can instigate debates among the defence enthusiasts, India’s western neighbour Pakistan is all set to launch its first-ever National Security Policy on Friday ie 14th of January. According to the reports, the 100-page policy is said to be people-centric and a milestone that will help Pakistan in achieving economic goals. The policy will be unveiled by Prime Minister Imran Khan.

Hussain Nadim, Executive Director of the Islamabad Policy Research Institute shared his excitement to launch Pakistan’s very first national security policy. “Looking forward to the launch this Friday”, he tweeted sharing the first picture of the policy paper.

An official of the Pakistan govt said that the release of the National Security Policy’s public version would set off a debate and that not the entire policy will be made public on Friday. The policy will be reviewed every year and at the time of change of government, according to the official. The said National Security Policy was approved by the federal cabinet on December 28, a day after it got the nod of the National Security Committee. The policy defines the direction the country should take in the coming years.

The official added that while Pakistan has separate defence, foreign and internal policies, the new National Security Policy would act as an “umbrella document”, providing direction for the future.

While Pakistan has always been a concern for India, the country in its National Security Policy has sought peace with its immediate neighbours, and said that ‘they are not seeking hostility with India for the next 100 years’. However, the country has clarified that it has no plans to sort things with India until PM Modi is in power. One of the government officials talking to the Pakistan media, the Express Tribune, clarified that ‘there are no prospects of rapprochement with India under the current Modi-led government in New Delhi’.

The country also is planning to enhance trade and business ties with India without chasing a final solution to the Kashmir issue. The relations between India and Pakistan are at a halt since August 2019 when India revoked the special status of Jammu and Kashmir territory. Pakistan had then downgraded diplomatic ties and suspended bilateral trade with India.

It is important to note that for the first thirty years after Pakistan’s independence, their security policy has been India centric, resulting in three major wars in 1948, 1965 and 1971. Pakistan’s military leadership has been badly influenced by the jihadi mindset and is often criticized for patronizing radicals and terrorists. This time the policymakers are said to have taken a citizen-centric approach to national security and have placed a special emphasis on international security as well.

SSB raises concern over increase in mosques and madrasas along Nepal border in UP, months after reports of their terror links

On Tuesday, the Sashastra Seema Bal in Uttar Pradesh flagged sudden growth in the numbers of mosques and madrasas located in and around 15 km of the border with Nepal. The state of Uttar Pradesh shares 570 km of border with Nepal and has reported a massive increase in the number of mosques in the last two years.

This is months after the Uttar Pradesh government had ordered the State Police to keep a watch on the mosques and madrasas in the border area. It was reported that the 257 new built mosques in Uttar Pradesh along the border of Nepal are involved in terror-funding activities. There were also reports to suggest that funds for these mosques and madrasas were being sent from Pakistan and Islamic fundamentalist groups like Dawat-e-Islamia.

The officials have noted that the number of mosques in the border areas of Nepal has increased from 738 in 2018 to 1,000 in 2021 and the number of madrasas has risen from 500 in 2018 to 645 in 2021. The India-Nepal border area in the states of Uttarakhand and Uttar Pradesh has seen 400 mosques and madrasas growing up in the past 10 years. With this the Muslim population in the areas has also increased in an institutionalized manner.

As per the report, most of the mosques and madrasas have been recently built in Uttar Pradesh’s Bahraich, Basti, and Gorakhpur areas and the population of Muslims has also grown in these regions. This supports the local’s suspicion that the Muslim settlement is being done in a planned manner there.

The Sashastra Sena Bal meanwhile has flagged several mosques and madrasas in seven district of Uttar Pradesh named Maharajganj, Siddharth Nagar, Balrampur, Bahraich, Shravasti, Pilibhit and Khiri. According to SSB officials, the construction of mosques and madrasas has seen an increase of about 26% in the last three years, indicating demographic changes in the border areas. Moreover, smuggling of counterfeit Indian currency and drug peddling has also increased along the UP-Nepal border. 

The Siddharth Nagar area in Uttar Pradesh was also in news last year for reporting a 4 times increase in the number of mosques and madrasas since the last 20 years. At present, there are 597 new mosques alone in Siddharth Nagar and 145 of them have no records. Officials have suspicion that these mosques receive regular funding from Pakistan, Dubai and other Gulf countries.

PM security breach: Justice (retd) Indu Malhotra to lead SC appointed panel, NIA chief, DG(security) of Punjab included

The Supreme Court bench headed by CJI NV Ramana has passed the order on forming a committee to investigate the security lapse during PM Narendra Modi’s visit to Punjab on January 05. Today, The Supreme court has appointed retired Justice Indu Malhotra to head the panel.

The panel constituted by the Apex court includes Justice (retd) Indu Malhotra, Director-General of National Investigation Agency, Director-General of Security, Punjab and Registrar General of Punjab and Haryana High Court as members. The Supreme Court has instructed the panel to investigate the causes of the security breach, people responsible for it and constitute the measures that need to be taken for preventing security lapses of VVIPs in future.

On January 10, The Supreme Court on hearing the plea had decided to constitute an independent judicial committee to probe the matter. Earlier in its order, the SC had put a stay on independent investigations led by The Punjab state government and the Ministry of Home Affairs.

A three-judge bench chaired by Chief Justice of India (CJI) NV Ramana and comprised of Justice Surya Kanta and Justice Hima Kohli had heard the plea made by the “Lawyers’ Voice” organisation.

On January 7, Supreme Court had instructed the Registrar General of the Punjab and Haryana High Court to “protect and preserve” records pertaining to the prime minister’s travel to Punjab when there was a major security breach.

On January 5, Prime Minister Narendra Modi’s cavalcade was stalled for about 20 minutes on a flyover in Punjab owing to farmers blocking the flyover. A huge security breach occurred when private automobiles were spotted approaching the cavalcade. According to the MHA, the Punjab government failed to deploy adequate security to ensure the safety of any road traffic.

Not just me, almost everyone I know on the Indian right in social media has been grappling with this bitter divide for years. As such, it is amusing to see Indian liberals discovering it just now. Liberals are slow, I know. And if only they had the curiosity to try and understand more about their opponents, they would know that Opindia did an explainer about it years ago…

But now that the liberals are finally here, they are writing feverishly about what they see. How the “trads” are casteist, misogynist and generally terrible in so many ways. And how the “raytas” abhor them, mock them and sometimes try to knock some sense into them. All of this is of course true. This is why liberals are so excited. They have discovered a gap in the right wing armor. A faultline inside what they used to believe was a right wing monolith.

Understandably, this has caused some alarm on the Indian right. Will this divide doom the Indian right? Can the Indian right afford this division in the face of an implacable ideological foe whose aim is to wipe it out?

Quite the opposite, really. I would argue that the current situation represents a massive win for the Indian right. Liberals are finally giving in to forces that are beyond their control. The real aftermath of 2014 is now beginning.

How so? As kids, aren’t we all taught that unity is strength? One individual twig will snap easily. But take a bundle of sticks, tie them together and you have something that doesn’t bend or break.

The reality however is a bit more subtle. To understand, compare and contrast the following two real life situations. For the last several weeks, a big section of media, internet influencers and activists have been heckling BJP leadership over something that happened at a gathering somewhere in Uttarakhand. Today even the BBC picked it up. Granted that the things said at this so called “dharam sansad” were atrocious in nature, but what did the BJP have to do with it? Was it a BJP event? Were the speakers at the event BJP leaders or even members of the BJP? No, and no. Then, how come the BJP is supposed to answer for them?

It doesn’t matter, liberals would argue. Saffron is saffron. BJP is saffron. And so, Modi must answer.

Now compare this. Do you remember when the radical cleric Abbas Siddiqui, who heads the political party known as the Indian Secular Front (ISF) called for deaths of 50 crore Indians? That was 2020. Since then, Sonia Gandhi’s Congress party, as well as the CPM, have formally allied with Siddiqui’s ISF. In fact, senior Congress MP Adhir Chowdhury, who is also the leader of the Congress Legislative Party in the Lok Sabha, even campaigned for ISF at a joint rally with Siddiqui in Kolkata only a few months ago. Then, why shouldn’t Sonia Gandhi, the Congress and the wider liberal ecosystem take responsibility for the hate speeches by Abbas Siddiqui?

But they don’t. And I dare say most people would also give the Congress a pass on this. In politics, everyone makes compromises. The Congress and ISF are two separate parties. Folks like Abbas Siddiqui are very clearly the fringe. Why blame the Congress, or your average liberal, for what he says?

But does the BJP get a similar waiver? They didn’t even have anything to do with the gathering of private individuals somewhere in Uttarakhand. No, saffron is saffron.

So where is the strength, really? Is it in unity or in disunity? Amazingly, the disunity, or at least the perception of disunity, really paid off for the liberals here. As long as one side is perceived as divided into several ideological factions, they don’t get blamed for the sins of others. In fact, the more heterogeneous a side is perceived to be, the less they are at risk.

If you really think about it, this ability to appear differentiated is really a form of privilege. It reflects power structures as they have existed in society. How many people would mix up the French with the British or the Germans or the Italians? And yet, so many people would lump together people of an entire continent as “Africans.” We tend to perceive Europeans as highly differentiated because the West has dominated the world for the last 200 years. We know that the English play cricket and the Spanish don’t. How many people can name one difference between Ethiopia and Uganda?

On the Indian political scene, the same underlying phenomenon is at play. For decades, the Indian right had almost no chance of grabbing the levers of power. The dominant forces came to be seen as highly differentiated. Congress is different from the Communist Party, and they are both different from say the Janata Dal, or the Bahujan Samaj Party, or the Trinamool Congress. And then there is the wider liberal “intellectual” ecosystem, consisting of academics, mediapersons, the television and film personalities, authors and poets patronized by these parties. These people all think the same way. But because their side has always been dominant, their groups and subgroups are still perceived as highly differentiated. And often each individual is seen as representing only themselves.

There is tremendous power in this perception of disunity. When one well known actor comes out and says that Mughals were refugees, nobody else on the “liberal” side has to suffer the blushes. On the other hand, Prime Minister Modi is personally accountable if some guy throws a stone at a church in Navi Mumbai. Is there any evidence that the offender had something to do with BJP, or the act was even politically motivated? No, but it could have been. It is so much easier to do the intellectually lazy thing and put the entire Indian right on notice on mere suspicion.

Remember how the Biden administration recently banned flights from eight African countries to contain the spread of the omicron variant? Zimbabwe, Namibia, Lesotho and Mozambique didn’t even have a single confirmed case of omicron at the time. But somebody at the White House had not bothered to check. Because Africa is Africa. Just like saffron is saffron here in India. The privileged do not recognize that differences exist among those who don’t have privilege.

This is why I am smiling as the liberals tilt at windmills, trying to knock down the Indian right by playing up the “trad” vs “rayta” divide.

The liberals don’t realize what is actually happening. They are conceding ground. Eight years ago, they would have said that the Indian right is a monolith, an undifferentiated evil. Today they admit there is such a thing as “good Indian right” and “bad Indian right.” Cool, that’s a start. They will discover many many more shades in years to come.

In truth, the liberals are dealing here with forces beyond their control. The Indian right has become dominant politically. They have become the axis around which Indian politics revolves. The balance of privilege is beginning to shift, slowly but surely.

Over the years, a number of people have asked me if I apply the term “liberal” too liberally. For instance, why do I refer to Maoist atrocities in Jharkhand or Chhattisgarh as “liberal terror”? Is TMC really a “liberal” party?

In reality, I have always seen this as a tit for tat tactic. If they don’t differentiate between us, I refuse to differentiate between them. So for me, everyone opposed to the Indian right is a “liberal.” It could be a Maoist in Bastar, a CPM comrade in Kerala or a TMC worker in Bengal. All the feudal family based parties, the casteist parties, the Islamist parties, the regional parties opposed to the Indian right are “liberal.” Along with so called intellectuals who are against the Indian right. All liberals. As long as you ask me to clarify on what some crazy maniacs I never heard of before said at some assembly in Uttarakhand, I hold every liberal intellectual personally accountable for every action of the Taliban in Afghanistan.

And we should not stop there. We should also hold them personally accountable for every crime of the Catholic Church anywhere in the world, as well as every atrocity ever commited under Communism or Islamism.

It is time to counter liberal privilege and turn it on its head. With time, as Ajit Datta points out here, the “trad” vs “rayta” debate should go mainstream, and occupy the center of the political discourse. Move over, liberals and watch from the sidelines.
