Delhi Police Special Cell has apprehended two Ministry of Home Affairs (MHA) officials for seeking illegal gratification from an association in return for facilitating its pending registration under the Foreign Contribution (Regulation) Act (FCRA). The two officials were apprehended in New Delhi on September 28 after the MHA shared specific information with the Special Cell, which acted in coordination with central agencies.

Officials connected to MHA’s Foreigners Division
The officials are a senior accountant and an accountant. One of them is currently posted in the Foreigners Division of the MHA, while the other is working in a Pay and Accounts Office. The second official had earlier served in the Foreigners Division.
The MHA said its preliminary questioning found that the two officials had been in contact with certain associations regarding their FCRA registration and renewal. The investigation is continuing to establish the complete details of their activities.
Authorities are also looking into whether the officials had helped other associations with their registration or renewal processes in exchange for money.
MHA says no agents are authorised
The Home Ministry has reiterated its zero-tolerance policy towards corruption and said appropriate legal and departmental action is being taken against the officials.
The ministry also made it clear that all FCRA-related services, including registration, applications and renewals, are provided online through the FCRA portal. No intermediary, agent, broker or individual is authorised to help applicants process or speed up any FCRA service.
The Foreign Contribution (Regulation) Act, 2010 regulates the receipt and use of foreign contributions and foreign hospitality in India. It applies to domestic individuals, NGOs, associations and companies receiving funds from foreign sources. The law aims to ensure that foreign contributions are used in a manner consistent with the values of a sovereign and democratic republic and are not used for activities that could be harmful to the national interest.
The MHA has advised organisations to use the official FCRA portal and avoid unauthorised persons offering assistance with registration or renewal.
