‘It encouraged pan-Islamic and fissiparous tendencies among Muslims’: Central Info Commissioner on SC’s 1993 order granting financial benefits to Imams

Central Information Commissioner Uday Mahurkar, in his order, in an appeal concerning an RTI application to the Delhi Waqf Board stating that the apex court of the country acted in violation of the provisions of the Constitution in passing judgment in ‘All India Imam Organisation And Ors vs Union Of India And Ors’ on May 13, 1993.

Mahurkar said that the order set a wrong precedent by opening the doors to special financial benefits from the public treasury only for Imams and muezzins in the mosques, adding that it became a point of unnecessary political slugfest and also social disharmony in the society.

The commissioner contended that the court’s order was akin to special benefits granted to the Muslim community before 1947 that played a pivotal role in fostering pan-Islamic and fissiparous tendencies in a section of Muslims, ultimately leading to the nation’s partition.

“Giving salaries to Imams and others only in mosques amounts to not just betraying the Hindu community and members of other non-Muslim Minority religions but also encouraging pan-Islamist tendencies amongst a section of Indian Muslims which are already visible,” Mahurkar said.

Mahurkar emphasised how the top court’s 1993 order proved counterproductive for the social harmony of the country. “Steps like giving special religious benefits to the Muslim community only like the one taken up in the present matter in fact severely affect inter-faith harmony as they invite contempt for Muslims as a whole from a section of the ultra-nationalist population,” Mahurkar wrote.

The matter is related to the second appeal in connection with an RTI application filed by activist Subhash Chandra Agrawal seeking details pertaining to the salaries of Imams and helpers in mosques in Delhi that are paid by the Delhi Waqf Board (DWB). It is related to a news report about an announcement made by the Delhi CM in 2019 that salaries to Imams and helpers in mosques under Delhi Waqf Board will be increased by the board.

The RTI application said that the total honorarium granted to Imams and others in mosques under DWB’s control rose sharply from Rs 1.42 crore in FY 2017-18 to Rs 9.62 crore in FY 2020-21.

But, the representatives of the DWB submitted before the commission that the honorarium paid to the Imams and Muezzins in Delhi was in accordance with the 1993 order of the apex court and the DWB only pays honorariums and not salaries. 

The Law Officer of DWB informed the commission that with respect to the 1993 order of the top court by Justice Sahai, it is the responsibility of the state and Delhi Waqf Board to maintain Imams and others.

Asking the DWB and the CM”s office to provide complete and detailed information, the commissioner said, “Those who justify such steps in the name of protection to religious minorities raise a question that if a particular religious minority has a right to protection, the majority community, too, has a right to protection in a multi-religious country where it is incumbent that the rights of the members of all religions are protected equally in the interest of inter-faith harmony and unity of the nation.”

The commissioner, therefore, ordered its registry to forward a copy of the order to the Union Law Minister with the commission’s recommendation for suitable action to ensure the enforcement of provisions of Articles 25 to 28 of the Constitution of India in letter and spirit. ​

Opinion polls predict a landslide victory for BJP in Gujarat assembly elections, AAP predicted to snatch some seats from Congress

On Monday, November 28, with just two days left for the first phase of the Gujarat assembly elections, the results of two opinion polls came out. The final opinion poll results, released by India TV-Matriz and ABP-CVoter, show that the BJP will once again get an absolute majority.

As the voting for the Gujarat Assembly elections will take place on December 1 and then on December 5, the publication of opinion and exit polls will be banned till the polls. Therefore, various news channels are releasing the results of their respective opinion polls. One thing is clear in the results of all the surveys for Gujarat, once again a BJP government is going to be formed in Gujarat with an absolute majority.

India TV-Matriz Final Opinion Poll

India TV announced the final results of the survey and opinion poll conducted in association with an organization called Matriz. According to this survey, the BJP will once again form the government in Gujarat.

As announced in this survey, the possible seats for the parties are as follows:

Bharatiya Janata Party: 117 (+18)
Indian National Congress: 59 (-22)
Aam Aadmi Party: 4 (+4)
Others: 2 (0)

The potential vote share of each political party in this survey is as follows;

Bharatiya Janata Party : 50%
Indian National Congress: 39%
Aam Aadmi Party: 08%
Others: 03%

Thus, the survey is predicting a landslide victory for BJP with 117 seats in the 182-member house. According to this survey, in Gujarat, the BJP is seeing an advantage of 18 seats over the last election and the Congress is losing 22 seats. Despite the overhyped campaign The Aam Aadmi Party (AAP) is predicted to win just four seats, snatching from Congress.

ABP-CVoter Final Survey

ABP News also announced the results of its survey by one of its partners, CVoter. According to this survey, the BJP will form a government with a historic majority.

The results of the Republic TV-P-MARQ opinion poll came out on 9th November, and this poll also predicted a massive win for BJP. The projections of this poll are:

Others: 0-2

Gujarat Assembly Election Schedule

Gujarat Assembly elections are scheduled to be held in two phases and the results of both will be declared on the same day. Polling for 89 seats in Kutch, Saurashtra, and South Gujarat will be held in the first phase on December 1. 93 seats in North Gujarat and Central Gujarat will go to polls in the second phase on December 5. The vote counting of both phases of polling will be held simultaneously on December 8 after which Gujarat will get a new government.

Himachal Pradesh elections

The voting for the Himachal Pradesh Assembly Elections took place on November 12, while the counting will take place on December 8, along with Gujarat. While the opinion polls have predicted a massive win for BJP, the opinion polls for Himachal have predicted a close contest with a narrow victory for BJP. Republic TV-P-MARQ predicted 37-45 for BJP and 22-28 for 28 in the 68-member house. ABP News-CVoter had predicted a much closer contest, with BJP predicted to win 31 to 39, and Congress 29-37 seats. According to the India TV-Matrize opinion poll, BJP is set to retain power with 41 seats, and Congress will get 25 seats.

Assam: Mob of school students attacks pregnant teacher and principal for telling parents about low grades

In Assam’s Dibrugarh, a mob of students reportedly attacked a pregnant teacher because she had complained to the parents of one student over his low grades. As per reports, the students were all from classes 10 and 11.

The incident occurred in the government-run Jawahar Navodaya Vidyalaya, Dibrugarh on November 27.

The concerned teacher, who is 5-month pregnant, teaches history. During a recent Parent-Teacher Meeting (PTM), she had complained to the parents of one of the accused students about his consistently low grades.

Speaking to ANI, the principal stated that the teacher was rushed to the hospital immediately and her condition is stable. The unruly students reportedly also tried to attack the principal. Police had to be called to the school premises to control the situation.

A total of 22 students were found to be involved in the incident, as per reports.

The teacher has reportedly stated that she had only tried to give her honest feedback as the concerned student has shown poor performance in class. She had reportedly told the parents that he will have to work harder to pass exams.

Kutch Zone

The Kutch region of Gujarat was known all over the world as desert land. But the devastating earthquake of 2001 changed its history, geography, and future. On January 26, 2001, a 7.7-magnitude earthquake struck a village near Bhachau in Kutch in which 20 thousand people died. About 1.50 lakh people were seriously injured. More than 4 lakh houses collapsed in this disaster.

This region of Kutch, which had earlier lagged behind other parts of Gujarat due to its natural terrain, suffered such a massive blow that everyone thought this area would never be able to recover again. But the development done by the then Chief Minister Narendra Modi after the earthquake in this area has transformed Kutch beyond recognition.

By bringing Narmada waters through canals, the region was made cultivable and today this area has started to flourish in the cultivation of fruits. Apart from this, the employment opportunities created in the surrounding areas due to the development of Kandla and Mundra ports are unparalleled. Also, due to the astute business acumen of Chief Minister Narendra Modi, millions of tourists visit Kutch every year to witness the Rann Utsav in the white salt desert of Kutch, an area where no one wanted to go even by mistake. This has led to unprecedented economic growth in Kutch.

Thus, people in this area actually worship Modi like a god who has completely changed the people’s standard of living. The work that the BJP governments have done for Kutch till now after the earthquake is the biggest reason that the people here are seen supporting the BJP.

Saurashtra Zone

Irrigation and drinking water were among the biggest problems faced by part of Gujarat. In the past, after a long drought here, no crop could be grown on the land for years. But ever since the BJP government came to power in Gujarat, people have forgotten what exactly a drought means.

In 2001, when Narendra Modi became the Chief Minister of Gujarat for the first time, the whole of Gujarat, including Saurashtra, was struggling with an acute water crisis. In some areas, drinking water was also unavailable. In his very first term, Narendra Modi knew the pain of Gujarat and decided to fight the water crisis of Gujarat on a priority basis.

After this, CM Narendra Modi made the first Gujarat Water Plan, under which the Narmada main canal was built from Sardar Sarovar Dam. Water was supplied from the Narmada main canal to every nook and corner of Saurashtra and North Gujarat through ‘Sauni Yojana’ and ‘Sujalam Sufalam Yojana’.

Through the ‘Sauni Yojana’, the water of the Narmada river in south Gujarat reached every corner of Saurashtra through a network of canals from the Sardar Sarovar Dam, and due to this, two to three crops are now being taken in a year in the land in which once upon a time it was difficult to get even one crop in a year.

And because of these schemes, Gujarat has become a ‘Har Ghar Jal’ state of India i.e. drinking water has reached every household in the state through taps. The people of Saurashtra are not tired of thanking Narendra Modi and the BJP governments after him for this.

Apart from this, the largest religious pilgrimage centres of Gujarat such as Dwarkadheesh Temple, Somnath Mahadev Jyotirlinga, etc. are located in this Saurashtra region. The development of these religious places and the flourishing tourism thereby prospering the local citizens during the tenure of the BJP government is unprecedented. The citizens of Saurashtra will not forget this too.

North Gujarat Zone

North Gujarat is an agricultural area. However, initially, there used to be a lot of water problems here. Now, the situation is changed. Due to this, people’s inclination towards the BJP has increased. Also, with the significant change in the dairy industry during the BJP regime, the party is going to benefit in this region.

The BJP has also been largely successful in balancing the social equations. With most of the communities on its side, the BJP seems to have benefited from it in this election as well. Moreover, after Alpesh Thakor, a young leader of the Thakor community, joined the BJP, the Thakor community, which has a good representation in the north, is also backing the BJP. Besides, the party is also getting support from other communities.

However, the ticket allocation in these elections has led to resentment in some seats and disgruntled leaders are in the fray as independent candidates. Dhanera assembly seat is an example of this. It seems in the present scenario that the BJP’s game can be spoiled here. Experts say that the BJP will retain its overall position here, adding nothing new to it or losing anything.

Central Gujarat Zone

Ahmedabad, Gandhinagar, and its surrounding areas fall in this zone. This zone consists mostly of urban areas. Therefore, the problems in these areas and their solutions are different from other parts of Gujarat. This is a zone that depends mainly not on agriculture but on business employment and all a government can ensure for doing any business, is a rule that maintains peace, enforces the law, and makes justice.

Everyone will remember that before the BJP government came to power, there used to be frequent communal riots in Gujarat. Imposing a curfew was a common thing. But ever since the BJP government came to power in Gujarat, there have been no major riots or riots other than the 2002 post-Godhra riots. People have almost forgotten what the curfew is.

In such a peaceful environment, business, employment, and industries have developed a lot in this area and the entire region has emerged as the industrial and economic capital of Gujarat.

At the same time, this area is mostly urban, so the level of education here is also high. Therefore, the people here also understand that it is necessary for the BJP to come and stay in power for peace and prosperity. Apart from this, there has been a tremendous development of tourist places in central Gujarat in the last two decades. In cities like Ahmedabad, lakes and riverfronts have developed. BRTs and now the metro have made it easier for people living in these cities to move from one place to another.

South Gujarat

Talking about south Gujarat, the Bharatiya Janata Party is very strong in urban seats here, while Congress dominated the rural areas till now. But slowly, the BJP is making inroads there as well. A big example of this was seen in the 2020 by-election when the BJP won the Dang seat with a lead of around 60,000.

The BJP is a very strong party in all the seats of Surat city. Surat has been witnessing a series of works in the last few years, putting the city on the list of fastest-growing cities in the world. Secondly, veterans like BJP state president CR Patil, Home Minister Harsh Sanghvi, and Union minister Darshanaben Jardosh are also elected from the same city. This provides BJP with a great advantage.

The Congress used to dominate the rural areas of south Gujarat and also in the tribal areas, but now it seems to be gradually declining. The same thing came to light in the 2021 local bodies elections. The BJP won even in those areas where it had never won a taluka or district panchayat to date.

For the BJP, Modi is the only face and the Modi wave has reached these villages. In particular, the way the Modi government provided free food grains in the time of Corona and later provided free vaccines has changed the attitude towards the BJP government in rural areas and especially in tribal areas.

On the other hand, the inaction of Congress is also significant. However, there are some seats where Congress is very active, but this time the fight does not look one-sided. A big example of this is the Vansda seat in the Navsari district. This seat has been won by Congress for years. Anant Patel is the MLA here, who has always been trying to mobilize the tribal community. But still this time the BJP is giving a tough fight on the seat.

In 2021, when the Bhupendra Patel government’s cabinet was formed, south Gujarat was given good representation. MLAs from the Pardi seat to Kaprada and Gandevi seats were given a place in the cabinet. This is also working in favour of the BJP.

The BJP has repeated MLAs in all the seats except one or two reserved seats in the south. In most of these seats, BJP is assured of victory. But at the same time, it would not be surprising if, by Modi’s strength, the saffron party wins the seats that it had never won to date or it seemed difficult to win.

Former UP minister Dharam Singh Saini, who had switched from BJP to SP before 2022 assembly elections, returns to BJP

Former Uttar Pradesh minister Dharam Singh Saini, a prominent OBC politician who, along with Swami Prasad Maurya had resigned from the Bharatiya Janata Party (BJP) to join the Samajwadi Party right before the 2022 Uttar Pradesh elections, is returning to the party. According to the reports, The leader is likely to join the BJP in the presence of Chief Minister Yogi Adityanath while the latter visits to promote the party in the Khatauli by-election on Wednesday. Saini lost his Nakur seat to BJP leader Mukesh Chaudhary in the assembly elections held earlier this year.

Uttar Pradesh CM Yogi Adityanath will speak at an election rally in Khatauli on Wednesday in favour of BJP candidate Rajkumari Saini, the wife of former MLA Vikram Saini, who was disqualified after being found guilty in the Muzaffarnagar riot case. Dharam Singh Saini would be joining the party today in presence of CM Yogi Adityanath.

Former minister Dharam Singh Saini who is an Ayurveda practitioner had joined the Bharatiya Janata Party before the 2017 assembly polls. This is after he had left the Bahujan Samaj Party (BSP) along with Swami Prasad Maurya months before the 2017 elections.

Ahead of the Uttar Pradesh Elections in 2022, he resigned from BJP along with Maurya and six other OBC leaders saying that the party neglected farmers and people belonging to the backward community and Dalits. “I have resigned because for five years Dalits, backward classes were suppressed, their voices were suppressed… We will do whatever Swami Prasad Maurya will say. One minister and 3-4 MLAs will resign every day till Jan 20,” he had said in January 2022. He held independent charge of the Ayush and Food Security and Drug Administration in the CM Yogi Adityanath-led cabinet.

However, he lost the election seat to BJP leader Mukesh Chaudhary from Nakur in March of this year.

Dr. Saini joined BSP in 2002 and became MLA for the first time. He was again elected as MLA from the Nakur seat in 2007 and 2012. Later he joined BJP in 2016 and became MLA from the Nakur seat in 2017 for the fourth time.

Ahead of the 2022 elections, he resigned from BJP and joined Samajwadi Party. Saini is all set to get back to the BJP today probably after he lost his traditional Nakur seat to BJP leader Mukesh Chaudhary by 315 votes this year. Reports mention that Saini was in touch with the BJP leaders after his defeat and decided to rejoin the party after his sympathizers opined that his inclusion could positively impact voters ahead of the Vidhan Sabha election in Khatauli, Uttar Pradesh 2022.

By-election in Khatauli will take place on December 5 and votes will be counted on December 8.

AAP flaunting ‘services’ to illegal Rohingyas and Bangladeshis as an achievement? Viral video hails Kejriwal for ‘good work’

A viral video from Ahmedabad from a gathering organised by one ‘Muslim Fighters Club’, a Juhapura based community of Muslims, has AAP supporters admitting how Kejriwal government in Delhi has done great work for upliftment of Muslims in Delhi including ‘sharanarthi’ (refugees or rather, illegal infiltrators).

In the video, one Imranbhai, who runs the club, claimed that the Muslim community has always been the victim of hate and only Kejriwal is the true well-wisher of Muslims. I have spoken to our Muslim brothers in Delhi and they have said their situation has improved. Arvind Kejriwal takes care of Muslims from every part of the world. He even takes care of Muslim refugees, he said. He said that he will not specify which ‘refugees’ he means, but asked the Muslims present in the audience to make calculated guesses.

In January 2020 it was reported how Aam Aadmi Party’s Amanatullah Khan and Kejriwal’s Delhi government was systematically settling illegal Rohingya immigrants in Delhi. Moreover, they have settled on the land of irrigation department of the Uttar Pradesh government which is about 5.2 acre land. The Khasra number 612 land is worth crores of Rupees which has now been taken over by illegal Rohingyas and Bangladeshis.

OpIndia had also reported how the poor in Okhla had alleged religious discrimination in ration distribution in Amanatullah Khan’s constituency. The locals had alleged that they were not provided ration because they were Hindus and ‘did not vote for AAP’.

What is Muslim Fighters Club?

Imranbhai of Muslim Fighters Club claims that it is a group of about 3,000 families which fights for the rights of Muslims and helps each other out during weddings and other such situations. The club has long been an AAP supporter but ahead of elections, they have come out vocally in support of AAP. They claim that the members of the club have influence over 7-8 constituencies of Gujarat. They have appealed to all Muslims of Gujarat to vote for AAP.

Aam Aadmi Party has fielded 158 candidates for 182 seat assembly in Gujarat. The state will vote in two phases, 1st December and 5th December. The results will be declared on 8th December along with Himachal Pradesh state assembly elections that were concluded earlier in November.

England cricket squad hit by virus on the eve of first test in Pakistan, over a dozen members affected

More than a dozen members of the English cricket team is down with virus on the eve of their first test match against Pakistan on December 1. Those affected include England captain Ben Stokes, along with 13 other members of the touring English side.

The players affected by the bug remained at the team hotel in Islamabad, and skipped the training session at the Rawalpindi Stadium due to a feeling of sickness and dysentery a day before England’s historic test in Pakistan after 17 years. 

Oozing confidence, Stokes had earlier on Tuesday revealed his playing XI for the upcoming test match, handing a debut to Liam Livingstone, who was among those who missed an optional training session today. The medical staff is wishing it to be a 24 hour bug but if the Test had been scheduled on Wednesday, England would have floundered to field a team. 

Notably, the bug hit the English cricket team despite them bringing their own chef on tour to avoid picking up sickness many players felt during the T20 series in September. Though the illness is not thought to have been affected by food. 

In late 2019 too, England team were similarly affected by a bug ahead of their first test of a tour to South Africa and lost the match, with many players struggling to get through the game. 

Nevertheless, the bug attack has cast a pal over the England tour of Pakistan, which is taking place after 17 years due to volatile security situation in Pakistan. The 2009 terror attack against touring Sri Lankan team, injuring many players including Kumar Sangakkara, had been a nail in the coffin for Pakistan cricket, with many nations refraining to tour the country where terror attacks had become a frequent occurrence.

Significantly, terror outfit Tehreek-e-Taliban Pakistan earlier this week announced the end of ceasefire with the Pakistani government and ordered nationwide attacks, raising fear among Pakistani cricket fans of yet another decade without international cricket.

Pakistan: Police truck accompanying Polio vaccination team blown up in Balochistan’s Quetta, several dead

In Balochistan’s Quetta, a police constabulary truck has been blown up in what appears to be a suicide blast. As per initial reports, 5 people have been killed and over 28 persons have been injured in the blast. Islamic organisation Tehreek-E-Taliban Pakistan (TTP) has taken the responsibility for the blast.

As per reports the police constabulary truck was on Polio duty and was there for the security of a team of Polio vaccinators. A woman and a child are reportedly among the dead too. A police sub-inspector named Ibrahim is also among the deceased persons.

The injured persons have been admitted to the Quetta civil hospital.

Islamic organisation TTP had announced a ceasefire just 48 hours back after talks with the Pakistan government.

It is notable here that Polio vaccination teams have come under attack in Pakistan on several occasions. Some Islamic groups believe that Polio vaccination is against Islam and it turns men sterile.

In June 2021, Pakistan had suspended the polio vaccination programme ‘indefinitely’ over attacks on health workers. Back then too two policemen were gunned down in Khyber Pakhtunkhwa and two polio workers were shot dead in Swabi.

8 players of the England cricket team visiting Pakistan, including captain Ben Stokes, fall ill a day ahead of the first test, advised rest

Just a day ahead of the test match between England and Pakistan in Rawalpindi, several members of the visiting England team have fallen ill, and they have been suggested rest. The team members who have reported unwell include captain Ben Stokes, several other players, and non-playing members of the team.

According to Pakistan-based journalists, it was confirmed by the spokesperson of the England and Wales Cricket Board (ECB). As a result, the affected players are not participating in the practice session today.

Reportedly, as many as 14 members of the visiting England team are unwell, and therefore they have been asked to take rest at their hotel. The 14 members include 8 players, while the rest are team officials. Moreover, captain Ben Stokes is also suffering from a viral infection.

The trophy for the three-test series was scheduled to be unveiled today, but due to the unavailability of the England captain, it has been postponed. Now, it will be held tomorrow before the match.

While England has announced a 12-member team for the first test, only 5 players participated in the practice session. At present, it is not known how serious the health problem of the players is and whether any change in the team will be required.

The England cricket team is visiting Pakistan for the first time in 17 years for a test series. The series is part of the current World Test Championship.

The Sister of Ravana, Surpanakha, wanted to marry Bhagwan Rama. When Rama refused, she tried to kill Mata Sita. Irked by her attempts to woo Rama and her desire to kill Sita, Lakshman, brother of Rama, cut off her nose. Renu Dhariwal, alias Renu Khanolkar played a role in the serial. Interestingly, when the controversy came to the fore, Khanolkar was a Congress leader and had a striking resemblance to Renuka Chowdhury.

A demon king, killed by Rama’s younger brother Shatrughna. The role was played by late actor Vilas Raj.

Mallikarjun Kharge compared PM Modi to Ravana

Congress leader Renuka reminded of the 2018 controversy after Congress President Mallikarjun Kharge was called out for comparing PM Modi to Ravana. He tried to criticise Prime Minister Narendra Modi, equating him to the demon king Raavan. He remarked at a public event in Narendra Modi’s home state Gujarat that Modi has 100 heads since he is present in every election. “We see your face everywhere in corporation, MLA, and MP elections. Do you have 100 heads like Raavan?” Kharge said at a gathering in Ahmedabad’s Behrampura.
