AAP accuses Rahul Gandhi of hogging credit for Delhi’s Mohalla Clinics

On February 15, Tuesday, the Aam Aadmi Party has accused at Rahul Gandhi for taking credit for the Mohalla clinics in Delhi. Sharing media reports from 2015 covering the inaugural of the first Mohalla clinic by AAP chief Arvind Kejriwal, the party tweeted: “If you (Congress) had done some work in Punjab, you wouldn’t have to steal credit”.

The AAP response came after Congress leader Rahul Gandhi, while addressing the Gurdaspur rally on February 14, claimed that the first Mohalla clinic in Delhi was established by the Congress party. Slamming Aam Aadmi Party (AAP) for the COVID crisis in the national capital, Rahul Gandhi said: “Kejriwal brags about Mohalla clinics in Delhi. Congress party and had opened the first mohalla clinics in Delhi.”

He added: “Kejriwal should answer – What happened during Corona? Where did the Aam Aadmi Party disappear? What happened in Delhi hospitals? Who arranged for the oxygen cylinders?”.

AAP senior leader and Delhi Health Minister Satyendar Jain slammed Rahul Gandhi and accused him of lying about Delhi’s Mohalla clinics. He even challenged the Gandhi scion to disclose details to prove that the first Mohalla clinic was founded by the late Congress stalwart and former CM of Delhi, Sheila Dixit. Jain shared a report by TOI published on July 20, 2015, to call out Rahul Gandhi’s propaganda. The TOI report stated that on July 19, 2015, Chief Minister Arvind Kejriwal inaugurated the first mohalla clinic in Rajiv Gandhi JJ Punjabi Colony, a relief camp in Peeragarhi.

The AAP leader further shared a letter written by Congress leader Ajay Makan in 2016 in which the latter had appealed to the then Lieutenant Governor of Delhi Najeeb Jung to shut down the Mohalla Clinic citing serious violations of public health and financial propriety by the AAP government.

Mohalla Clinic, the flagship healthcare model promoted by Arvind Kejriwal-led AAP govt in Delhi

It is worth noting that Arvind Kejriwal-led Aam Aadmi Party(AAP) had launched ‘Mohalla Clinics’ as their flagship healthcare model to strengthen the primary healthcare system in the city. In July 2015, Chief Minister Arvind Kejriwal had inaugurated the first-ever such clinic at Peeragarhi at a cost of Rs 20 lakhs. He had announced that Delhi would soon have 1,000 such clinics. According to a senior health official, there were more than 500 mohalla clinics in Delhi at one point. A mohalla clinic is supposed to consist of a doctor and a midwife-cum-nurse and provide a wide range of diagnostic services and essential medicines free of cost to patients.

Controversies surrounding AAP’s Mohalla clinics

However, soon these Mohalla clinics began facing the ire of the public due to gross negligence and violations of public health. Recently, a case of a toddler falling sick because of dextromethorphan poisoning came to the fore from one such Mohalla clinic in Delhi. The incident took place in January this year when the child was taken seriously ill after she was administered dextromethorphan syrup by a mohalla clinic in the city. The toddler was immediately rushed to Kalawati Saran Children’s Hospital and put on a ventilator support system after suffering from respiratory failure.

This was however the second such case of gross negligiance reported from the Delhi Mohalla clinic in the recent past. Prior to this, in December 2021, 16 children were poisoned and admitted to Kalawati Saran Children’s hospital in New Delhi after allegedly consuming a cough syrup that was administered by a mohalla clinic run by the state government. 3 of those 16 children died in the incident.

Reportedly, an inquiry that was carried out by the central government revealed that the children were poisoned by the drug after it was administered to them on the prescription of the state-run mohalla clinics.

In 2017, AAP govt’s pet scheme Mohalla clinic had come under the scanner of the Vigilance Department after they received complaints that the Mohalla Clinics’ doctors were seeing a very high number of patients during their stipulated clinic hours, which was practically not possible.

It was reported that if one went by records, the doctors were treating as many as 533 patients in 4 hours, which turns out to be about 27 seconds per patient. Rightfully, questions were raised over the quality of the treatment provided if each patient lasts just 27 seconds in front of a doctor.

There were allegations that the doctors were making up false patients as their earnings depend on the number of patients they treat. They reportedly earned about Rs 30 per patient. It was also alleged that the doctors were deliberately giving useless medicines that might ensure repeat visits from the patient, thus further pushing up their earnings.

Furthermore, these clinics have been scrutinised for using unqualified personnel to treat patients and dispense medications. It has also been accused of nepotism after news surfaced that Delhi Health Minister Satyendra Jain’s daughter was in charge of these clinics.

When a Muslim teacher in West Bengal was hounded and forced to quit her job for not wearing a burqa to college

The hijab dispute, which originated in coastal Karnataka, has sparked waves of outrage across India. Muslims in many states have taken to the streets to demand the right to wear hijab/burqa inside school and college campuses in violation of the existing uniform dress codes. Like many other states, pro-hijab protests have surfaced in West Bengal too.

Almost 500 Muslim students of Aliah University, an autonomous university under the state government, had taken to the streets last week with placards, raising slogans to protests against the ongoing hijab controversy raging in several educational institutions in Karnataka.

Interestingly, this is the same college whose students had in the year 2010 compelled a teacher to quit for not wearing a burqa to the college campus. According to reports, eight teachers had been forced by students of the Aliah University to wear burqas to college even though the university had no dress code. While seven teachers yielded to the demands, one teacher, Shirin Middya, 24, refused to give in to the pressure and chose to resign instead.

Shirin Middya, 24 at that time, had been hired as a guest lecturer to teach Bengali literature at Aliah University in Kolkata, West Bengal’s first Islamic university, in March 2010. In the second week of April that year, she had received a diktat from the students union that mandated all women lecturers to wear burqas to college.

“During mid-April, the Students Union called us and told all eight women teachers to wear a burqa. The students union said don’t discuss this with authorities, just follow our order. We have forced students to wear burqas, if you don’t you will have to leave the job,” Shirin had then informed, adding that she has no objections to wearing a burqa, but that she would do it of her own free will.

The students’ union had denied using coercion but admitted that they proposed wearing the burqa in keeping with the tradition of the Calcutta High Madarsa, where the Aliah University maintains a campus.

“We had told the authorities that this is a madarsa. The way she used to dress, it was an eyesore for us. The university doesn’t have a dress code but that doesn’t mean you can violate the madarsa’s tradition. We felt bad. So we objected,” said Md. Atiqur Rehman, General Secretary of Kolkata Madarsa Students Union.

The harassment was so severe that the students’ union even put up posters declaring, “Those who refuse to wear the burqa should leave.” In the face of the threats, the majority of the teachers backed down. In the end, Shirin was the only woman standing.

Fearful of unrest erupting, the university relocated Shirin Middya to its Salt Lake campus as an assistant librarian. She had written to the government about her situation and had requested justice.

Speaking about the intimidation she and the other teachers had to face, Shirin had said: “Initially, even they (other women lecturers) had refused. But the students prevented them from entering the classrooms. Eventually, they decided to give in to the union and requested time to get hold of a burqa, which was granted’ by the student leaders. But I refused to budge and wrote a complaint to minority affairs minister Abdus Sattar and the vice-chancellor. I was then removed to Salt Lake as an assistant librarian,” she said.

Nearly for four months, Shirin kept fighting for her rights and awaited government action, until in August 2010 the university authorities asked her to resume her duties without wearing a burqa.

“I have fought hard to get where I am and have not learnt to take anything lying down,” she had reportedly told TOI after learning that she was transferred back to the main campus at Haji Mohammed Mohsin Square in West Bengal.

Odisha: Fake ‘doctor’ married 14 women in multiple states, arrested after 7th wife files complaint

On Monday, the Odisha Police arrested a 54-year old man for marrying 14 women from across India and duping them for money by producing fake identities and documents every single time. The accused has been identified as Ramesh Chandra Swain alias Bidhu Prakash Swain or Ramani Ranjan Swain, who apparently a homoeopathy doctor at Odisha’s Kendrapara district.

The matter came to light when one of his 14 wives registered an official complaint against her husband to the Mahila Police Station after she learnt that her husband had produced a fake identity and had looted many women using the same trick.

According to the reports, the complainant is a school teacher in Delhi and has alleged that they got married at Arya Samaj Mandal in Delhi following which she was brought to Bhubaneswar by Swain. During the investigation, the Police and the special squad found that Ramesh had married 13 women already from various cities including Bhubaneswar, Kolkata, Mumbai, Hyderabad, and Delhi.

He had cheated the women by showing them fake identities and residential documents, high profile letters and government documents every time on matrimonial websites. The police arrested him from a rented apartment in Kendrapara district on February 14.

Ramesh was finally arrested after the 7th wife, a schoolteacher from Delhi, decided to expose his deeds.

Had cheated banks too

Reports mention that Ramesh married for the first time in the year 1982 and then married 13 women between 2002 and 2020. “Ramesh is not a doctor or a govt officer but he used to put a government staff sticker on his vehicle to cheat people”, the Police said adding that he had earlier been arrested by the Andhra Pradesh Police and also by Kerala Police for cheating 13 banks for Rs 1 crore.

Briefing the media about the case, Bhubaneswar DCP Umashankar Dash further stated that Ramesh’s intention was just to get money and acquire property from the ladies. “He used to target middle-aged single women and abandon them after looting money. Lawyers, teachers, doctors and highly-educated women, most of them from outside Odisha, are among the victims”, he added.

The Police also revealed that Ramesh had married a woman officer of Punjab Central Armed Police Forces and duped her for Rs 10 lakhs. He further duped the Gurudwara where they married for Rs 11 lakhs promising to set up a hospital in the area.

In the series of his unfairly conduct towards women, Ramesh reportedly had also cheated medical students for money. He had been arrested by Hyderabad Police after they found that he had collected about Rs 2 crore from the students promising them admission to a medical college.

According to the reports, the Police officers have contacted all his wives and confirmed the developments. They have so far seized 11 ATM cards and 4 Aadhar cards from Ramesh Swain and charged him under Sections 498 (A), 419, 468, 471 and 494 of the IPC.

Pakistani universities rename Valentine’s Day as ‘Haya Day’, mandate fine for interaction between male and female students

Ahead of Valentine’s Day, which is observed on February 14, Pakistani universities put out stern warnings to their students against celebrating the day of ‘love.’

The Quaid-i-Azam University in Islamabad published a notification on Sunday (February 13), directing male students to wear white prayer caps and female students to wear black burqas on the occasion of Valentine’s Day. The varsity renamed the day as ‘Haya Day’ (Modesty Day) and cautioned, “Anyone found in violation of rules shall be fined Rs 3000 by the administration.”

A similar diktat was released by the Peshawar Medical College. The notification dated February 12, read, “Boys and girls must not come near 6 metres of each other. Anyone found in violation of the rules shall be fined Rs 1000 by the administration.”

COMSATS University in Islamabad announced, “(We have) set fixed rules and protocols to restrict students from taking part in activities that are forbidden in our holy religion and lead the youth forward the wrong path.” The varsity asked male students to wear shalwar-kamiz with white prayer caps, and female students to wear full sleeves with hijab.

“Gender-mixing is strictly forbidden. Males and female students should be at a minimum distance of 2 meters. 20 dedicated members of the security team in each campus will be patrolling the campus all day. And will call the parents of the students violating the rules and write cheques for fines of Rs. 5000,” the notice read.

It further added, “The collected fines will go towards Shoukat Khanam Hospital Funds to aid patients of Cancer and Thalassemia. We expect your coordination to follow the rules of Islam.”

On Friday (February 11), RIPHAH Islamic International Medical College also put out a similar notification and vowed to use funds collected from violating students for the treatment of the needy.

The University of Peshawar posted on Facebook that the varsity will remain closed on Valentine’s Day.

“It is notified for the information of all concerned that the University of Peshawar will be closed on Monday, 14th February 2022 in lieu of 5th February, Kashmir day, for keeping the University open for arranging Talks /Speeches /Discussions /Seminars and Workshops etc. Schedule of examination, test and interviews, if already announced will remain unchanged,” the post read.

Amidst the religious diktat issued by premier Pakistani universities on the occasion of Valentine’s Day, a fake circular of the University of Punjab also started doing the rounds of the internet.

The fake notification claimed that male and female students must maintain a mandatory ‘social distance’ of 100 metres and pay PKR 10,000 for violating rules. It also alleged that defaulters would have to accompany Tablighi Jamaatis for a period of 4 months.

On its official Twitter account, the University of Punjab rejected claims made by the circular and deemed it as ‘fake.’ In Pakistan, Valentine’s Day is observed as ‘Haya Day’ by Islamists and religious zealots alike.

ED raids properties linked with Dawood Ibrahim, also to probe connection with a senior politician in Mumbai

In a recent development, it has been learnt that the Enforcement Directorate (ED) has been conducting multiple raids in South Mumbai in connection with a money laundering case against underworld don Dawood Ibrahim and his aides. Close to 9 places in Mumbai and 1 in Thane have been raided by the ED including the residences of Dawood Ibrahim’s late sister Haseena Parkar and brother Iqbal Kaskar.

Interestingly, many news sources have reported that the ongoing raids also involve an investigation of a property deal related to a senior politician from Maharashtra. It has been said that a local politician who allegedly had a deal with one of Dawood’s aides is also under the scanner of ED in the money laundering case that is being investigated. Marathi news agency ABP Majha has reported further that investigation by ED is primarily based on probing deals struck by Haseena and Iqbal with a senior politician from Maharashtra. The ED in the coming days might take Iqbal Kaskar into custody for further investigation. Iqbal is currently in Jail.

Recently, The ED has registered a money laundering case against Pakistan-based fugitive Dawood Ibrahim based on an FIR registered by the National Investigation Agency (NIA). Among the premises raided by the ED, some are in the Nagpada area which was once the stronghold of Dawood. The ED is also reportedly investigating the Hawala angle, through which Dawood diverted his illegal money for spreading terrorism, promoting anti-national activities and creating a rift between religious groups in India.

A case under the Unlawful Activities Prevention Act (UAPA) has already been registered against Dawood Ibrahim and his aides.

ED investigation after Fadnavis’ allegation?

Earlier in November 2021, Ex-Chief Minister of Maharashtra Devendra Fadnavis alleged in a press conference that he has proof against sitting NCP minister Nawab Malik and his family who were involved in a land deal with the convicts of Mumbai 1993 blasts in 2005. Fadnavis had informed that Malik and his family, in the name of company ‘Solidus’ had purchased land in Mumbai’s Kurla from owner Sardar Shah Wali Khan and Salim Patel. 

It is imperative to note here that Sardar Shah Wali Khan was convicted in the 1993 Mumbai blast case and Salim Patel is also said to be the close aide of Haseena Parkar during her lifetime. Talking about the case Fadnavis said, “There is a direct connection with the underworld. I have documents of five property deals. Four properties were purchased connected with the underworld. I will ascertain which appropriate authorities, whether it is the police, ED, NIA, and hand it over to them.”

Hijab row: College in Madhya Pradesh issues order asking students not to wear any religion-specific clothing inside campus

On Monday, an independent postgraduate government college in Madhya Pradesh issued a notice asking students to avoid wearing “religion-specific attire,” like the hijab, on campus. The college principal has issued an order instructing all the students not to come to class wearing any religious or community-specific garb but rather to dress decently.

According to some reports, the incident occurred on Monday, when Vishwa Hindu Parishad, Bajrang Dal, and Durga Vahini volunteers gathered at the Agrani Government Autonomous PG College in Datia town after spotting two students wearing the hijab on the college campus. They protested and organized a demonstration in the college.

The college administration, headed by the principal, DR Rahul, attempted to identify the two students who were seen wearing Hijab/Burqa at the college. “By the time we tried to find those students, they had already left the college. An order was subsequently issued by the college, asking students to wear only civilized and decent clothes, not any religious attire inside the college campus.” the principal said.

As some reports suggest, the incident occurred three days after an M. Com student at the same college was permitted to write her third-semester exam in a burqa. But she was allowed only after signing an undertaking not to wear the hijab on campus again. After students from different communities opposed her attire in college, the student, identified as Ruksana Khan, was made to comply with the rule.

The Karnataka hijab row

The hijab controversy that started in a pre-University college in Karnataka has spread to several districts and even in other states. The controversy erupted when some Muslim girl students of PU college in Udupi insisted on wearing hijab in classrooms. They were denied entry into the classes by the college management stating that any attire other than the prescribed uniform is not allowed in the classrooms. Following that, the matter was raised to the Karnataka High Court where the case is being heard by a bench of three judges headed by the Chief Justice of Karnataka.

The court has ordered that all students are to follow dress code rules and avoid wearing any religious apparel while the proceedings are ongoing and till an adjudication is made. The matter is scheduled to be heard today from 02:30 PM onwards.

Will reduction in tariff for lentils affect India’s import of masoor dal? Here is what the data suggests

To counter food inflation, the Government of India has announced a cut in import tariffs for lentils, specifically for masoor dal. As per the new regulations, the import duty on lentils from Canada and Australia has been dropped to NIL while the same for lentils of US origin has been dropped to 22% from 30%. However, a 66% tariff on chickpeas is still applicable. Earlier, in 2020, the government had reduced import duty from 33% to 11%.

Notably, Australia has the largest share in India’s lentil imports. According to a report in ABC Australia, the decision to cut import duty will help the farmers in Australia who had a bumper harvest. On the other hand, there are some apprehensions about the step taken by the government to reduce import duty to NILL would increase India’s import of lentils that would harm the local farmers.

No effect on Indian farmers, govt sources

Speaking to OpIndia, government sources known to the matter said the change in import duty would not affect the Indian farmers. The decision is being misinterpreted as there are apprehensions it was done to benefit Australia. In reality, India anyway needs to import lentils to fulfil its requirements. The import duty is not reduced just for Australia but for other countries also.

As Australia has the largest share in India’s lentil imports, it is being seen as connected to Australia. In reality, it would benefit farmers for any country, including Canada, from where India import lentils.

Government data explains lentil demand and supply in India

Data provided by the government sources stated the annual demand of masoor dal in the country is around 21 lakh MT. Last year, India produced 14.50 Lakh MT and this year expected produce is around 15 lakh MT as per the estimates of the Agriculture and Farmers Welfare Ministry.

The data collected by the government agencies and trade source, for the year 2021-22, the net requirement of import of masoor will be around 6 lakh MT in the best-case scenario. On the other hand, in the worst-case scenario could be 10 lakh MT at max. To date, India has already imported 5.69 lakh MT of masoor dal. If India produces 15 lakh MT of Masur, carry over stock in hand would be 2.69 lakh MT. In this case, prices are expected to stay in the range of Rs 6,000 to Rs 6,500 per quintal.

In an optimistic case, the price may rise between Rs 6,800 to Rs 7,200 per quintal. However, if a critical case scenario occurs, the price may rise upwards of Rs 7,200 per quintal. In that case, the government of India may consider releasing buffer stock to ease the market price.

The government of India is building a buffer with a target of 1 lakh MT. So far, 71,150 MT of masoor dal has already been contracted, and daily purchases are being made to achieve the target.

As of now, India has a buffer availability of 85,000 MT. Out of the current stock, the Government of Tripura has been allotted 25,000 MT, which would leave 58,000 MT in the stock. The government is working on procuring 29,000 MT of imported stock. Further, the government has decided to release another 20,000 MT of the buffer to open market sale. It would leave a buffer of 67,000 MT.

On Monday, the Karnataka hijab controversy that erupted earlier this month took an unprecedented turn after a section of ‘liberals’ and radical Muslims countered the issue by showing disrespect towards the High Court’s decision and supported the hijab wearing Muslim women. Several school administrations in Karnataka yesterday didn’t allow students and teachers wearing hijab to enter the school, college premises in accordance with the HC regulation. They were asked to remove the hijab at the school, college gates before entering the campus.

Bollywood entertainer Swara Bhasker compared the hijab issue to Draupadi’s cheer haran episode in Mahabharta. “In Mahabharata, Draupadi’s clothes were forcibly taken off and the responsible, powerful, law-makers sitting in the assembly kept watching. just remembered today”, she tweeted hitting at the government and the court amid the hijab controversy.

The High Court last week had declared that no body would dress up in religious attire in the educational institutes until the matter was being heard. The women were seen wearing hijab even after the HC’s regulation and kept on protesting for justice.

Swara’s unasked opinion was backed by many radical Muslims who claimed that Indians were just being spectators and were enjoying the entire hijab controversy. She also visioned Mahabharata’s Draupadi vastraharan episode and attacked the Hindu culture. “There was a time when a room full of learned powerful men could not stop disrobing of Draupadi and there’s a time now when many look with a smirk when Muslim women are asked to take off abaya/hijab. Indians aap mook darshak bane rahein shayad yeh hi hai aapki sanskritik dharohar”, she tweeted.

Another ‘liberal’ head, Supriya Sharma who is an Executive Editor of leftist portal Scroll, said that it was humiliating to watch Muslim women take their hijab off on the school, college gates. “Can’t bring myself to watch the videos of students and teachers removing their hijabs in the full glare of cameras amassed at college gates in Karnataka”, she said as the Mandya district administration ordered even the teachers to remove hijab before entering the campus.

Radio Mirchi RJ Sayema Rehman hinted that Muslim women were being attacked by not allowing them to wear hijab. Responding a tweet that showed hijab girl in school wearing mask that read ‘Apna Time Ayega’ (Our time will come), Sayema affirmed that definitely ‘our’ time will come. “Our time will come when the suffocation will end. And then we’ll be able to breath properly. Hang in there”, she said.

It is important to note that, earlier AIMIM leader Waris Pathan had compared Muslim women to mobile phones and said that ‘just like mobile phones are covered with screen guards, Muslim women should wear burqa to save themselves from scratches’. Also, AIMIM President Barrister Asaduddin Owaisi had supported the hijab and said that India will one day have a hijabi Prime Minister.

Rashtriya Lok Dal leader Shahid Siddiqui got into a war of words with journalist Tavleen Singh when latter questioned the ‘free will’ of little girls who were seen wearing hijab.

Quoting a tweet by The Wire’s Arfa Khanum Sherwani who claimed Muslims’ lives in India are without dignity, Siddiqui claimed how the likes of Singh were making the situation more sickening. He also claimed that this is how (questioning hijab as choice vs it being symbol of oppression), middle class in Germany had justified The Holocaust.

Singh hit back on Siddiqui and questioned ‘progressive’ Muslims like himself supporting wearing of hijab by little girls. That too when the protests are supported and backed by Islamist groups like Popular Front of India and its students wing Campus Front of India. Suddenly Siddiqui claimed that enforcing High Court order was not about hijab but about ‘humiliating’ a community.

In December 2021, a bunch of students in Udupi district college insisted they be allowed to wear hijab in classroom which was against the school’s uniform policy. When the teachers did not allow, they moved court. Two months prior to the beginning of the protests, the protesting students had met the CFI leaders who extended support in the hijab controversy. Muskan Khan, the burqa clad person who gained popularity by shouting Allahu Akbar while trying to go to college, is daughter of a PFI leader.

Congress leader and advocate Devadatt Kamat who has been representing the burqa clad petitioners demanding right to wear hijab in school, has been quoting and citing verses from Quran and Hadiths and also Sharia to justify the piece of cloth. Many women in Islamic countries like Afghanistan have been killed for refusing to wear the hijab/burqa. In fact, the Taliban in Afghanistan have extended their support to the Karnataka burqa girls for putting up the fight in secular India.

Sansad TV’s YouTube account, which broadcasts live Lok Sabha and Rajya Sabha proceedings, temporarily halted after it was hacked and renamed “Etherium,” a cryptocurrency.

Kanchan Gupta, Senior Adviser to the Ministry of Information and Broadcasting took to Twitter to inform about the same. “Alert! @sansad_tv Sansad TV @YouTube channel has been temporarily halted after it was hacked and compromised. Unauthorised & unwarranted activity was noticed early morning 15 Feb. Channel name was changed to ‘Ethereum’. Hand of crypto hackers is suspected. Investigations are on,” he said.

Sansad TV’s YouTube account has been showing a message that ‘This account has been terminated for violating YouTube’s community guidelines’.

After the incident, Sansad TV released a statement to apprise the same. The statement read:

YouTube Channel of Sansad TV got compromised due to unauthorized activities by some scomsters on 15 February 2022 (Tuesday 01:00 a.m.( including live streaming on this Channel. Also. the Channel name has been changed to “Ethereum” by the attacker. However, Sansad TV’s Social Media Team promptly worked on It and got the Sansad TV Channel restored by early morning at around 0345 hours.

  1. Indian Computer Emergency Response Team (CERT4n), the nodal agency for responding lo cyber security incidents in Indio. has also reported the above incident and alerted Sansad TV.
  2. However, later on. YouTube has started fixing the security threats permanently and it shall be restored ASAP

Officials stated the problem had been reported with Google, which, in turn, has received a complaint and is investigating the matter.

Lalu Yadav found guilty in 5th Fodder Scam case: Illegally collected Rs 139.5 crores from the Doranda treasury

A special CBI Court in Ranchi has found RLD supremo Lalu Prasad Yadav guilty in a verdict delivered today on the Ranchi’s Doranda Treasury Case. This is by far the fifth and the biggest fodder scam case against Lalu Yadav while he has already been convicted in the last four similar cases in the Fodder Scam since 2013.

Lalu Prasad Yadav was present alongside 98 co-accused in the Doranda treasury case before the court of special CBI judge SK Shashi in Ranchi.

Lalu’s Fodder Scam

The infamous Fodder Scam which is famously known as The Chara Ghotala involves former Bihar Chief Minister Lalu Prasad Yadav, wherein he is accused of illegal withdrawal of government funds from various treasuries in many districts of Bihar. The stifled money which counts up to Rs. 950 crore was withdrawn under the pretence of spending on fodder and other expenses for cattle over many years until the scandal broke out in 1996.

While Lalu has been previously found guilty in scams pertaining to four treasuries, the CBI had registered 53 separate cases in 1996 in order to investigate the scam. The largest among which was the Doranda Treasury case RC 47 (A)/96 that involved the highest number of 170 people accused including the RLD chief who has been proven with embezzlement of collecting Rs 139.5 crore in the case.

Talking in detail about the Doronda treasury case, counsel BMP Singh, who has represented the CBI in the case said, “The CBI had filed a charge sheet in 2005. A total of 170 persons were named as accused in this case, but 55 of them died during the course of the trial. Eight accused turned approvers, two pleaded guilty while six of them are absconding. In the end, 99 accused are facing trial in this case,”. While the trial was completed on January 29, the verdict delivered on Tuesday found Lalu Prasad Yadav, former MP Jagdish Sharma, PAC Chairman Dhruv Bhagat, Animal Husbandry secy. Beck Julius and Assistant Director Dr KM Prasad as the main accused.

By far, the CBI has registered 64 cases to investigate the scam of which six are connected with Lalu Yadav; five of which were transferred to the Jharkhand state jurisdiction.

The RLD chief who was enjoying the bail in the Dumka treasury case since April 17 last year was present during the hearing in the CBI court today. Last week after returning from New Delhi from the ongoing medical treatment, he also participated in RLD’s national convention.

Lalu’s previous Convictions in the Fodder Scam

Lalu Prasad Yadav was convicted for the first time on September 30, 2013, in the Chaibasa treasury case. While he was accused of stifling Rs 37.70 crore in this case, this resulted in his disqualification from the Lok Sabha and a jail term for five years. He was later granted bail by the Supreme Court in December 2013. In December 2017, Lalu was convicted again pertaining to his involvement in the fraudulent withdrawal of Rs. 89.27 lakh from Deoghar treasury. While Lalu was sentenced to 42 months of jail term, in this case, he was out on bail within six months.

In January 2018, Lalu was sentenced to five years of imprisonment for involvement in the withdrawal of Rs. 33.13 crores from the Chaibasa treasury. Also in March the same year, the special court found him guilty of illegal withdrawal of Rs. 3.76 crores from the Dumka treasury and sentenced him to 14 years of imprisonment.
