Kota: 2 more students commit suicide, Administration bars coaching centers from conducting tests for the next two months

The Kota district administration on Monday, August 28 issued a strict advisory barring all the coaching centers in Kota, Rajasthan from conducting tests for the next two months. This is after the city recorded two more suicide cases on Sunday, August 27.

On Sunday, 27th August, two students preparing for NEET, one from the Latur district of Maharashtra and another one from Bihar committed suicide. The two have been identified as Avishkar Sambhaji Kasle (16) and Adarsh Raj (18). According to the reports, Avishkar had arrived at one of the institutes to write his test and ended his life by jumping off the sixth floor of the building while Adarsh was found dead in his hostel room after he hanged himself due to mental pressure.

Both the deaths are said to have happened on Sunday, August 27 after which the Kota administration issued immediate advisory banning the coaching institutes from conducting tests for the next two months.

Kota Collector OP Bunkar noted the rising number of suicide cases in the district and stated that the students committed suicide as they did not score good marks in the test conducted on Sunday. He pressed on the need for the students to be stress-free and said that no tests would be organized by the coaching centers for the next two months.

The administration had issued the guidelines on August 12 as well in which it had warned the coaching institutes in Kota to stop conducting tests on Sundays. However, the coaching institutes continued to conduct tests on Sundays.

SSP Bhagwat Singh Hingad confirmed that the two deaths reported from Kota on Sunday, August 27 happened due to the tests conducted on Sundays. “Avishkar had gone to the institute to give the test and Adarsh was found dead in his hostel room. Both apparently scored less in the test conducted on Sunday and could not handle the pressure,” he said.

Notably, on August 18 this year, the Kota district administration issued another order requiring all hostels and paying guest (PG) accommodations to install spring-loaded fans in every room “to provide students mental support and security”.

“To provide mental support and security to the students studying/living in them and to prevent suicides from increasing among coaching students in Kota city, all hostel/PG operators in the state are directed to install a security spring device in the fans at every room, as discussed in Saturday’s meeting,” the official statement issued by Kota district collector Om Prakash Bunkar read.

The district administration also urged owners of coaching centers, hostels, and PGs to follow a December 2022 order mandating a weekly day off for students, a class size cap of 80 students, as well as required psychological testing for both students and teachers.

After the two recent deaths, the total of suicide cases reported from the city in the last 8 months has risen to 24. Every year, thousands of students from all over the nation come to this educational hub in Rajasthan to study for competitive tests to enter the best engineering and medical schools in the nation.

Over the past few years, there have been a number of student suicides at Kota, with many placing the blame on the stress of studying and students’ dread of failing. Last year, Kota had a total of 15 student suicides. But this year, the death toll has already reached 24.

Over 3 lakh students from across India are currently staying in Kota to prepare for various medical and engineering entrance exams.

Uttar Pradesh: Ex-councilor Haji Khalil Ahmed builds a madrasa, mosque, & shops on public land, bulldozer action to follow soon

An incident of encroachment on government land has emerged in Ghaziabad, Uttar Pradesh. A BSP leader and former councilor Haji Khalil Ahmed grabbed municipal corporation land valued at around Rs 30 crore. Subsequently, a madrasa and mosque were erected on the site, followed by the construction of shops that were later leased out.

In response, the municipal corporation has filed a First Information Report (FIR) against Haji Khalil Ahmed and has issued a notice for the evacuation of the occupied land.

According to reports, residents of Ghaziabad approached Mayor Sunita Dayal with a grievance concerning the unauthorized seizure of more than 23,000 square meters of land. Locals alleged that the initial encroachment involved constructing a madrasa on municipal property, followed by the subsequent construction of a mosque. Khalil Ahmed played a prominent role in the Madrasa Committee’s formation. Upon gaining control, he dissolved the madrasa and proceeded to establish shops on the contested land. These shops were subsequently leased out.

Mayor Sunita Dayal has stated that the estimated value of this land is approximately Rs 30 crore. The mosque occupies an area of 200 square meters. In addition to unauthorized shops and constructions, illicit parking activities are also taking place on the remaining portion of the land. Following the exposure of the situation, an FIR was registered against the implicated individual, Haji Khalil Ahmed. A notice to evacuate the land within a span of 2 days will also be issued. Additionally, a cautionary public alert in this regard will be communicated.

The mayor has also said that if the land is not vacated even after notice and warning, then the illegal encroachment will be razed by deploying a bulldozer. She said that Haji Khalil Ahmed may also also be arrested. She also said that the mosque is associated with the faith of the people. Therefore, no action will be taken on it. However, the rest of the municipal land will be freed from occupation.

In this case, Municipal Corporation Property Superintendent Bholanath Gautam has lodged an FIR against the accused former councillor Haji Khalil Ahmed in Kotwali. Bholanath Gautam said that Khalil Ahmed, a resident of Kaila Bhatta has occupied 2.3340 hectares of land of Khasra Number-213 and has illegally built a shop on it. Therefore, a case has been filed against him.

UP Police books Alt News cofounder Mohammed Zubair for revealing details of the minor in Muzaffarnagar school case: Details

On 28th August, Uttar Pradesh Police booked Alt News’ co-founder Mohammed Zubair under Section 74 of the Juvenile Justice Act, 2015, for sharing a video of a minor on social media. The FIR was registered based on a complaint that was submitted on 28th August.

The complainant accused Zubair of sharing a video on social media that revealed the identity of a minor. It read, “I came across a video on 25th August in connection to an incident that happened at Neha Public School Khubbapur shared by a journalist of Alt News, Mohammed Zubair. In the video, the minor’s identity was revealed, which is against the rights provided to minors under the Juvenile Justice Act.” The complainant requested the police to take strict action against Zubair.

OpIndia tried to confirm details of the matter from the concerned police station but could not connect.

NCPCR has warned against publishing videos on social media

On 25th August, the National Commission for Protection of Child Rights (NCPCR)’s chief, Priyank Kanoongo, urged the public not to publish the video. He said, “In Uttar Pradesh’s Muzaffarnagar, the incident of a teacher getting a child beaten up by other children in the class has been reported. Taking cognisance, instructions are being issued for action. Everyone is requested not to share the video of the child. Give information about such incidents by email. Do not become a part of the crime by revealing the identity of the children.”

Following NCPCR’s warning Zubair deleted the video and played the victim in advance, saying, “Deleting the video as NCPCR might take action against the ‘messenger'”. Mohammed Zubair is very well aware of the consequences of sharing videos of minors on social media as he was booked in a similar case earlier. Still, he went ahead and shared the tweet and deleted it only after a statement from NCPCR.

Section 74 of the JJ Act has the provision of six months in prison and a Rs 2 lakh fine

As per sub-section (1) of Section 74 of the Juvenile Justice Act, 2015, no report in any newspaper, magazine, news sheet audio-visual media, or other forms of communication regarding any inquiry investigation, or judicial procedure shall disclose the name, address, school or any other particular that may lead to the identification of a child in conflict with law or a child in need of care and protection or a child victim or witness of a crime, involved in such matter, under any other law for the time being in force, nor shall the picture of any such child be published.

The law further states that its rule can be overdriven only if the Board or Committee, as the case may be, holding the inquiry may permit such disclosure if, in its opinion, such disclosure is in the child’s best interest.

If someone does not follow the rule mentioned in sub-section (1) of Section 74 of the JJ Act, the accused shall be imprisoned for a term extending to six months or a fine extending to two lakh rupees or both.

Muzaffarnagar school case

On Friday (August 25), a video of a student being slapped by his classmates, on the teacher’s instructions, went viral on social media. The incident took place at the Neha Public School in Khubbapur village in Muzaffarnagar district of Uttar Pradesh.

As per reports, the incident took place on Thursday (August 24) when a student got his multiplication table wrong. The class teacher, who is a handicapped woman, instructed other kids in the class to slap him. She was identified as Tripta Tyagi, the owner of the Neha Public School.

In a video that went viral on social media, the said student could be seen in tears while other kids slap him one by one. Tyagi was also heard saying, “Kya tum maar rahe ho? Zor se maaro na (Why are you hitting him lightly? Hit him hard).” She had also made a reference to ‘Mohammedan students.’

Police, father and cousin of the victim deny communal angle

While speaking about the incident, SP (Muzaffarnagar) Satyanarayan Prajapat, informed, “In the video, the teacher said that the Mohammedan children, who are not looked after by their mothers, go astray. This was also confirmed by the man who shot the video.”

The victim’s father categorically stated that there was no religious or Hindu-Muslim angle in this case as was being wrongfully portrayed by the Islamo-leftist cabal on social media to fan communal disharmony.

Additionally, the cousin of the kid who recorded the video of the incident and identified himself as Nadeem, son of Mohd Imtiaz, also asserted the same.

While elaborating on the incident, he highlighted that the accused teacher was asking other students to beat his cousin. However, he added that the teacher’s remark and the video were edited to make aggravated and communal claims regarding what transpired in front of him. 

He stressed that the teacher said Muslim mothers take their kids to their relatives’ house during the examination period, which negatively impact their studies. He categorically highlighted that she didn’t make any anti-Muslim remarks. 

Arib, who is 32 years old, revealed to OpIndia that Tripta Tyagi had also taught him English when he was young. He added that Tripta never treated him differently because of his religious identity. He added that currently, his two-year-old daughter is going to the same school. He asserted that she is doing very well academically and has never experienced religious discrimination at the school.

Nuh: Seers from Ayodhya conduct sit-in protest after being stopped from participating in Jalabhishek Yatra

On Monday, August 28, several Hindu saints and seers were stopped and not allowed to join the Brijmandal Jalabhishek Yatra in Nuh. The Nuh Police and the administration blocked Seer Jagadguru Paramhans Acharya Maharaj from Ayodhya at the Sohna toll plaza and asked him not to be part of the scheduled Yatra. The Police are also said to have stopped him from returning.

As a result of this, the Seer has started a sit-in protest and has said that he will continue to protest unless the administration allows him to be a part of the Yatra or to return.

“I have come here from Ayodhya. The administration has stopped us here, they are not allowing us to move ahead nor they are allowing us to go back. So I am doing fast until death. If they (the administration) will shift me somewhere else, I will do fast until death there as well,” said Seer Jagadguru Paramhans Acharya Maharaj while talking to the media.

The seer also said that he was accompanied by many of his followers who wanted to pay tributes to the Hindus who lost their lives recently in the Nuh Violence. “They all returned. I asked them to go after the police stopped us and said that section 144 had been imposed in the region. But now we are only 2-3 people and we are still stopped from moving ahead,” the Seer noted.

The Nuh administration and the police have refused to give permission for the Yatra. “The Local and State Administration has denied the permission (for the yatra). Force has been deployed in the region to ensure law and order is maintained. Section 144 has been imposed in the area. I would appeal to the people to maintain a peaceful environment through mutual understanding,” Rajender, IG, South Range, Rewari was quoted as saying by the ANI.

The Yatra, which was supposed to happen on 31st July 2023, could not be completed after Islamists attacked the devotees in Nuh and at Nalhar Shiv Mandir. At least six people died, hundreds of devotees and police personnel were injured, several public and private vehicles were burnt to ashes, and the rioters destroyed a cyber crime police station. Reportedly, the rioters were equipped with batons, sticks, stones, bricks, and illegal weapons during the attack.

After the situation improved in Nuh, Sarv Hindu Samaj conducted a Mahapanchayat and decided to complete the Yatra on August 28. Though the administration refused to give the permission, VHP, and other Hindu organizations decided to go ahead with the Yatra on the last Monday of Shravan Somwar, the auspicious month to worship Lord Shiva.

Speaking to OpIndia, VHP Spokesperson Vinod Bansal said, “It was already announced in our press conference that in view of G20, we will complete the Yatra in a symbolic manner. However, symbolism does not mean devotees will not be there. The people from Mewat, our local leaders and saints, are participating in the Yatra.”

In view of the Yatra announced by Hindu organisations, the Haryana district of Nuh has been turned into a fortress. Over 1,900 police personnel have been deployed. Section 144 has been imposed, and the administration has urged Hindus to do Jalabhishek at their local Shiv Temples.

As reported earlier, VHP leader Alok Kumar and Panchayats members will participate in the Yatra with the devotees led by saints.

‘If Braj Mandal Yatra is carried out, we will respond with a tractor rally’: Rakesh Tikait threatens against organising a Hindu rally in Nuh

BKU leader Rakesh Tikait last week issued a threat to organise a tractor rally if the Hindu organisations carry out a Braj Mandal Yatra in Haryana’s Nuh, which was in the throes of violence, vandalism, and arson in late July and early August after Islamists attacked Hindu devotees bound for the Nalhar Shiva Temple.

“If they carry out Braj Mandal Yatra in Nuh, we will organise a tractor rally and mobilise lakhs of people,” Tikait threatened while speaking in a public rally in Alwar on Saturday.

Tikait had long claimed to be apolitical, but has routinely made political statements, attacking the Centre and the Modi government, most notably on their stand on the farm laws. Last week too, Tikait made political statements and threatened to organise a tractor rally if the administration in Nuh permitted the Hindu organisations for Braj Mandal Yatra.

Rakesh Tikait stated that wherever the Bharatiya Janata Party’s government is, it aims to disrupt the atmosphere in those states. If the government approves the Braj Mandal journey in Haryana on September 28, then we will also organize a tractor rally. The date for this rally will be finalized. A meeting will be held for this purpose, and a decision will be taken during the meeting.

The ‘farmer’ leader also asserted that no political party can save the country. “No one can save the country. Only agitation can salvage it. Agitations involving farmers, laborers, unemployed, and oppressed individuals will pressurise the governments to yield,” he added.

Tikait remarked that the rulers’ policy is to make the people fight amongst themselves and establish their rule. He emphasized that when the opposition becomes weak, tyranny emerges. Therefore, do not let the opposition become weak. He suggested conducting the protest peacefully and mentioned that even the Khap Panchayat is involved in the movement.

Nuh Shobhayatra Attack

On 31st July, a mob of hundreds of Muslim rioters attacked Hindu devotees participating in the Brijmandal Jalabhishek Yatra in Nuh, Mewat of Haryana. At least six people, including 4 Hindu civilians and two policemen were killed as a result of the riots.

Furthermore, a cyber crime police station was attacked in Nuh. Police officials were injured. Home guards were killed. The rioters first shot one of the Bajrang Dal activists Abhishek, then his throat was slit and his head was crushed leading to his death.

During the investigation into the riots, OpIndia accessed over 25 FIRs and complaints that provided a clearer picture of what happened during the violence. Based on information available via FIRs, complaints and witnesses, it appeared that the attack was planned. OpIndia came across several videos posted two days before the Jalabhishek Yatra that were instigating Muslims against Hindus.

Muslims have claimed the riots happened because of Bajrang Dal activist and Gau Rakshak Monu Manesar. Old videos of Manesar were circulated to instigate Muslims saying he was going to Nuh on that day. The video that was mostly circulated was from October 2022. Detailed reports can be checked here.

Maharashtra: MLA Bachchu Kadu to send legal notice to Sachin Tendulkar for promoting online gaming

Prahar Sanghatana’s MLA Bachchu Kadu is taking steps to serve a legal notice to retired Indian cricketer Sachin Tendulkar. The notice is being prepared against Tendulkar due to his endorsement of online gaming apps. Kadu contends that such apps foster addictive behaviours among young individuals, leading to substantial financial losses.

Bachchu Kadu said, “We will send a notice to Sachin Tendulkar on the 30th of August 2023. We had given him time till the 30th. Till now, he has not clarified any of his positions in this regard. So we are going to send him a notice through a lawyer.”

Bachchu Kadu added, “There exist guidelines regulating the advertising choices of Bharat Ratna recipients, outlining permissible and restricted endorsements. Therefore, if influential figures employ their status to promote online gaming to vulnerable youth solely for financial gain, we will voice our dissent. On the 30th, we will clarify the direction of our agitation.”

It is notable that the Bharat Ratna awardee cannot use his Bharat Ratna award to endorse any product. The rule book says, “The honour does not confer any pre- or post-nominal titles or letters; recipients are constitutionally prohibited from using the award name as a title or post-nominal.” This means that brands endorsed by Sachin Tendulkar cannot use any title or words like “Brand name Ratna” while making advertisements.

Criticism of celebrities endorsing online gaming applications is not a new phenomenon in Maharashtra. Just a couple of days ago, A protest was organised on Saturday, 26th August, by the Untouched India Foundation, against Shah Rukh Khan (SRK) outside his “Mannat” bungalow in Mumbai. The protest was against a recently released ad wherein the Bollywood actor is seen promoting online gaming. 

In July 2023, a man from Nashik city in Maharashtra launched a unique initiative targeting Bollywood actor Ajay Devgn for promoting online casino games. The man categorically stated that online games in which youth lose money should be banned.

The viral video of this man from Nashik came at a time when a person in Maharashtra lost around 58 crores in an online game. There are many more cases where individuals have lost their hard-earned life deposits in these online games, many of whom, unfortunately, ended their lives as a result of it. While many others have ended up being caught in a debt trap. 

Earlier, in June, this year, a man named Vilas Prataprao Shinde from Nanded City in Maharashtra wrote a letter to Ajay Devgn asking him how much money he has won playing online on Junglee Rummy. He claimed that he is not sure whether the Singham star plays the game, however, he influences young minds to play this addictive and destructive game.

Now, a similar appeal is made by MLA Bachchu Kadu to Sachin Tendulkar. If Sachin Tendulkar does not clear his stand till 30th August 2023, the MLA will send a legal notice to him. Maharashtra MLA Bachchu Kadu is known for his Prahar Sanghatana, a regional political party in the state. Kadu has been a Member of the Legislative Assembly (MLA) in Maharashtra and has been known for his vocal opinions on various social and political issues. He has represented the Achalpur constituency in the Amravati district since 2004. Currently, he is supporting the Eknath Shinde faction of Shiv Sena.

I finally watched Adipurush, on Netflix, and survived to tell the tale

Ever since the teaser for Om Raut’s Adipurush dropped last year, the film has been panned by critics and masses alike. The criticism reached a crescendo when the film was finally released in cinema halls earlier this year. However, despite my curiosity to see how bad a film it is, I resisted the temptation to watch it. After a few weeks, the film made its way to the OTT platform Netflix and people who saw it at that time, again criticized it.

However, I again resisted the urge to see it but this time, my resistance lasted only a few weeks and I finally saw the film. Once I saw it, I was left STUNNED, and not in a good way.

One big relief was that Adipurush stayed true to the story of the original Ramayana but that is the only relief in this otherwise comical adaptation of Ramayana.

The film begins with Ravan getting the boon from Brahma before cutting to Ram, Laxman, and Sita staying in a forest during their 14-year exile from Ayodhya. Suddenly thousands of dementors come out of the Harry Potter universe and start troubling them, with Ram being their main target. The dementors just float around randomly and their only way to attack Ram was to come together and lift him up. The group of dementors was led by someone who looked very much like former WWE wrestler Papa Shango carrying what looked like Loki’s sceptre from Marvel’s Avengers universe.

Prabhas, who plays Ram in this adaptation (or Raghav as he is called here), does the same turning around and shooting an arrow while jumping stunt from the Bahubali film universe. Even though there were thousands of other dementors on every side of him, he had to do this stunt to remind everyone of Bahubali. Following some arrows, Prabhas turns into Arya Stark from the Game of Thrones universe and stabs the Papa Shango character with an arrow. Once he is stabbed, all the other dementors also disappear, exactly like the Night’s King army in the Game of Thrones.

The dementor swarm is so eerily familiar that when Prabhas takes the Baahubali leap, you almost say aloud, “Expecto Patronum”. I did think for a moment what his patronus would be like.

The dementors were just no context dementors. There was no background, no explanation, and no conclusion as to where they came from and why. They just come, get Arya Starked by Prabhas, and disappear.

This start to the film tells you that you are in for something special in this film, and not in a good way. Following that, we jump to the Surpankha episode and Ravan coming to abduct Sita. After getting Sita outside the Lakshman Rekha or as it is called in this film, Satya Rekha’, Ravan’s clothes change to his royal dress, just like Thor’s clothes change in Marvel’s movies when his hammer comes to him. Then comes Ravan’s Pushpak Vimaan which everyone knows by now is a gigantic genetically modified bat in this film!

Maybe the film was shot when Covid once spread and everyone was saying it spread because someone ate a bat and the director had the bat in his head. The giant bat on which Ravan flew was followed by several other smaller bats as well. Again, no context bats.

While Ravan is taking Sita to Lanka, he is chased by Jatayu, and to attack him, Ravan summons a giant sword out of thin air, very much like Hela in the Marvel Universe summoning weapons out of thin air. Anyway, he finally manages to reach Lanka.

Lanka in this adaptation is straight out of Marvel movies again, as you realise that it is just Asgard but painted black! A black Lanka, when the one thing everyone knows about Lanka is that it was made of Gold. Instead of being all shiny like Gold, everything in Lanka is black, including the sky for some reason, and everyone’s clothes, and their wine glasses.

The sun never shines in Lanka, the sky is black, the land is black, the buildings are all black, and everyone in Lanka wears black. It is as if the director could only relate evil to black, and to show Ravan as the villain, he painted everything black.

Ravan’s 10 heads randomly keep making an appearance in the film, and they talk to each other often. The way his heads talk to each other will remind you of Smeagol talking to Gollum about “his precious” in the Lord Of The Rings universe.

The interesting thing about Lanka’s characters, Ravan, Meghnad, and Vibhishan is that they go to the same hair stylist to which Tik-Tok influencers of our times go. Similar hairstyles, similar flooding of hair with hair gel. Who was selling so many hair products and giving such fancy haircuts at that time?

Facial expressions remain a major absence in the entire movie. Everyone is just blank. Shesh (Lakshman) just appears bored out of his wit. When the abducted Janki arrives on batback at a Lankan balcony, you almost expect her to say hi to everyone. Prabhas looks as if he needs some Kayam Churna to help with his digestion. Most of the facial expression department is handled by Saif Ali Khan, who grunts and talks to himself and growls for no reason at all.

Ravan’s son Meghnad has mystical powers, which is that he runs very fast, just like Quicksilver from the Marvel Universe, or maybe Flash from the DC Universe. Though I would lean towards Quicksilver, since Marvel is a bit of a theme here.

The film has received plenty of criticism over its dialogues, some of which were even changed, but that doesn’t make anything better. The highly learned Ravan speaks like a tapori from the slums, Hanuman is very much the same.

However, the important thing is that I saw the entire film, I battled through to the end and lived to tell the tale. If you are a fan of comical “so bad it is good” movies, you can avoid watching it even on TV because it doesn’t even fall in that category.

20-second darshan of Ram Lalla, an hour in Ram Mandir complex: Ram Mandir Construction Committee Chairman shares plan for the devotees

Chairman of the Ram Mandir Construction Committee Nripendra Mishra has said that each devotee will get a 20-second time window for Ram Lalla’s darshan and an hour in the Mandir complex. He said that while the first deadline for the Ram Temple construction is December this year, the temple trust is likely to fix a date in the last week of January 2024 for the installation of Ram Lalla in the Ayodhya Temple.

Ram Lalla will be installed on the ground floor, which is expected to be ready by the end of this year. Mishra said that the temple alone is on about three acres of land, and when the ‘parkota’ (parikrama ground) is complete, it will stretch to eight acres. Mishra said that the invite for the pran pratishtha has already been sent by the Shri Ram Janmabhoomi Teerth Kshetra Trust to PM Modi.

Speaking about the temple security, Mishra said that a blueprint of the crowd management system has been drawn. There are separate contingency plans for 50,000, one lakh, five lakh, and ten lakh visitors. He said that while the state government is responsible for the security, the overall temple security monitoring is in the hands of the Union Home Ministry.

“While the state government is responsible for security, there is another level that covers the overall view of the temple, the area, and the information and intelligence system. This is being looked into by the Union Home Ministry. A blueprint has already been drawn for security cover for the entire area,” Mishra said.

The former chief of the Telecom Regulatory Authority of India (TRAI) added that a blueprint of the crowd management system has also been drawn.

Moreover, research institutes like IITs are also involved in the Ram Mandir construction process. Mishra said that though some of the ancient temples in India are over two millennia old, there was no documented record of the technology involved in their construction. He said the matter was referred to their partners.

“IIT Kanpur is working on the temple’s structural engineering, IIT Chennai mainly on the foundation, raft, and plinth. Central Building Research Institute (CBRI) has done all the work on the stability of stones keeping in mind earthquakes and other natural challenges,” he said.

He added that every layer has been tested for strength before moving on to the next one. “We laid 47 layers in this manner. We are now going to document a research literature based on what is being done here,” Mishra said. He added that the PM was actively involved with the construction and set targets for the team.

“The PM said that Raja Ramchandra became Lord Ram during exile. It was during exile that he experimented with social harmony and gave messages, which conveyed highly respected sentiments for women. He showed respect to the poor like Kewat, rishis like Vashisht, and Vishwamitra, and others during exile. So temples of Maharishi Valmiki, Vishwamitra, Nishad, Shabri, Agastya Muni, Ahilya etc are also being constructed outside the parkota“, Mishra added.

“On the lower plinth of the temple we will have murals which are going to be carved out and the same will be around 790 running feet that will depict Ram Katha. Then in ‘parkota’ there will be murals running around 790 metres, showing Lord Ram’s journey to becoming “Maryada Pushottam,” Mishra said.

Starting on 25th of August, a two-day meeting was held in Ayodhya in which Mishra was apprised of the ongoing construction work of the temple.

Manipur: State proposes extra autonomy to hill councils for peace; Kuki communities still skeptical, security forces recover weapons

Since May of this year, ethnic violence has engulfed Manipur, pitting the Kuki Tribes against the Meitei Tribes and inflicting severe hardships on the state’s populace. Seeking to quell the unrest and forge a political resolution, the state government has reportedly proposed enhanced autonomy for hill area councils to the Central authorities. This measure is aimed at appeasing the Kuki community, which has persistently advocated for distinct administration since the commencement of this conflict.

According to a report by The Indian Express, a source close to Manipur Chief Minister N Biren Singh said, “Separate administration, in whatever form the Kukis are demanding is not acceptable to the government or the rest of the population in the state. However, we are ready to address the concerns of the hill tribes. We have proposed that the autonomy of the hill councils can be increased giving them greater freedom and control in the administration of hill regions. We hope Kukis will accept the offer and end the conflict.”

Envoys from the opposing factions have engaged with the Ministry of Home Affairs to seek a middle ground and resolve the discord. Reports indicate that over a dozen sessions have occurred involving Union Home Minister Amit Shah, who has actively participated in some of these sessions, since the conflict’s inception.

AK Mishra, the Northeast’s liaison for the Centre, is engaged in distinct discussions with Kuki militant factions operating under the government’s Suspension of Operation (SoO) Agreement. Additionally, on Thursday, Chief Minister N Biren Singh also addressed the situation in Manipur, a region that has witnessed over 160 fatalities since the eruption of violence on May 3rd.

Nevertheless, sources indicated that the Kuki community might not readily embrace the proposition due to the prevailing conditions within the state. According to a report by The Indian Express, a source said, “At the moment they have dug in their heels on separate administration. Only after a prolonged period of peace is established, perhaps, this will come under consideration by them. But there are other formulas too to resolve the hill-valley divide for which discussions have been going on for years.”

The Manipur government has also formed a five-member committee. This committee comprises three Naga and two Pangal members (Meitei Muslims), led by BJP MLA and Chairman of the Hill Area Committee (HAC), Dinganglun Gangnei. The committee’s mission is to engage with both communities and seek resolutions to their issues.

Meanwhile, on Saturday, 26th August 2023, security forces in Manipur recovered 70 rounds of ammunition, 16 advanced weaponry, and 16 explosive devices in their search operations. These were recovered from the northeastern state’s vulnerable areas like Imphal East, Imphal West, Thoubal, Kakching, Bishnupur, and Kangpokpi districts.

‘Registration not enough, MHA clearance mandatory to receive foreign funds: Karnataka HC rejects plea of NGO seeking release of funds from ‘Dan Church Aid’

The Karnataka High Court has ruled that having permanent registration under the Foreign Contribution (Regulation) Act (FCRA) 2010 is not sufficient grounds for an NGO to receive or utilise funds from abroad for any specific purposes. The single judge bench of Justice K S Hemalekha further underlined that the Union Home Ministry must grant clearance before any organization or nongovernmental organization (NGO) can accept foreign funding.

The ruling came as the court was hearing a plea filed by Manasa Centre for Development and Social Action, a non-profit organization headquarters in Bengaluru. In its petition field in 2014, the NGO asked the court to direct Development Credit Bank (DCB) to release over Rs 29.12 lakh, received from Denmark-based NGO ‘Dan Church Aid’ that were kept aside.

The NGO sought direction to the bank to compensate a sum of Rs 10 Lakhs, along with interest, for the damages caused to it.

After hearing the arguments, the bench of Justice K S Hemalekha ruled, “The object of the FCRA, 2010, is to consolidate the law to regulate the acceptance and utilisation of foreign contributions or foreign hospitality by certain individuals or associations or companies and to prohibit acceptance and utilisation of foreign contributions or foreign hospitality for any activities detrimental to national interest and for matters connected therewith or incidental thereto.”

The petitioner claimed the bank’s decision to freeze the fund was highly arbitrary and showed high-handedness as money was received from other donors and not just ‘Dan Church Aid’.

The bank responded that it had been instructed not to credit the money received from “Dan Church Aid” into their account until further instructions came through from the Government of India, Ministry of Home Affairs’ FCRA unit. The bank had complied with the directive given pursuant to Section 46 of the FCR Act, 2010. The bank added that, in accordance with Regulation 35(A) of the Banking Regulation Act of 1949, the Reserve Bank of India had also instructed them to withhold the funds received from “Dan Church Aid” without the approval of the Ministry of Home Affairs and they had already withheld the credit amount.

A communication from the Director (Monitoring Unit), Foreigners Division (FCRA Wing), Ministry of Home Affairs was also presented by the Union government. It stated that “Dan Church Aid” had been classified as falling under the “Prior Reference/Permission Category” as a consequence of input from the field and security agencies.

The government then instructed all banks and their branches to notify the ministry for approval regarding funds flowing into Indian individuals or entities from “Dan Church Aid” before crediting the amount to the accounts of recipient NGOs or associations. This instruction came from the government to the Reserve Bank of India (RBI).

The bench stated that the MHA had specifically asked the bank in a letter dated October 31, 2013, not to credit the money received from “Dan Church Aid” to the petitioner’s account until further instructions were given.

The court emphasized that the Foreign Contribution Regulation Act was passed in 1976 after it became apparent that some foreign nations were providing financial support to individuals, associations, political parties, candidates for office, correspondence, columnists, editors, owners, printers, or publishers of newspapers as well as extending hospitality.

“The effects of such funding and hospitality were quite noticeable and to have control over such funding and hospitality and to regulate the acceptance and utilization of the foreign contribution or foreign hospitality, by certain persons or associations, with a view to ensure that parliamentary institutions, political associations and academic and other voluntary organisations, as well as individuals working in the important areas of national life, may function in a manner consistent with the values of a sovereign democratic republic,” the bench said.

The Karnataka High Court thus said that the petitioner’s claim that it had obtained permanent registration under the FCRA 2010 did not grant it the right to have money credited to the designated savings bank account; rather, it was always subject to approval by the Ministry of Home Affairs.

It maybe noted that last year in December, the Ministry of Home Affairs (MHA) told the Lok Sabha that the Foreign Contribution (Regulation) Act (FCRA) registration certificates of 1,811 associations had been cancelled from 2019 to 2021.

“During the last three years from 2019 to 2021, the FCRA Registration Certificates of 1,811 associations have been cancelled under section 14 of The Foreign Contribution (Regulation) Act, 2010 (FCRA, 2010) due to violation of provisions of the FCRA, 2010,” Union Minister of State for Home Nityanand Rai said.

Whenever any inputs pertaining to the use of foreign contributions to spread terror activities are received by the MHA, Rai said appropriate action under the FCRA, 2010 and other extant laws and rules is taken.
