GST council meeting: GST on mobile phones increased from 12% to 18% to correct inverted duty structure

Union Finance Minister Nirmala Sitharaman chaired Goods and Services council meeting on Saturday in New Delhi. The GST council proposed to raise the Goods and Services tax on mobile phones from 12 percent to 18 percent. FM said that “the council has decided to hike the GST on Mobile phones to 18 percent from the current 12 percent. There will be one rationalized rate of GST which is 12 percent for both hands made and machine made matchsticks. The machine-made matchsticks were taxed 18 percent while the hand-made were at 5 percent.”

According to the council, the decision is taken to raise the GST on mobile phones is taken to correct the inverted duty-structure, where the inputs are taxed at higher rates and the final products taxed at lower rates. Now both components and assembled mobile phones will attract the same GST.

The finance minister added, “It was decided to reduce the GST rate on Maintainance, repair, and overhaul(MRO) services in respect of aircraft from 18 percent to 5 percent with the full input tax credit(ITC). Relaxation to MSMEs from the furnishing of reconciliation statement for the financial year 2018-19 for all taxpayers having an aggregated turnover below 5 crores.”

The following decisions taken will be applicable from April 1.

The Finance Ministry has issued a statement on the gross GST collection in the month of February this year is pegged at Rupees 1,05,366 crore with a growth of 12 percent from the domestic transaction in comparison to the February last year.

GST collected from the import of goods, the total revenue during February 2020 has increased by 8 percent compared to the revenue of February 2019.

FM said, “the council has decided to give tax relief to the taxpayers by amending a law. The interest payable for delay in payment of GST will be charged on net tax liability and not the gross tax liability with effect from 1 July 2017. The law will be amended with retrospective effect.”

FM Sitharaman said, “Due date for filing the annual return and the reconciliation statement for the financial year 2018-19 to be extended till 30th June 2020.

She announced that late fee will not be levied for the late filing of annual returns for the reconciliation statement 2017-18 and 2018-19 for taxpayers with aggregate turn over less than 2 crores.

Centre slams Kerala Govt over contentious resolution passed by state assembly against requirement of Covid-19 negative certificates for evacuations

After the Kerala Assembly passed a resolution on Thursday against the decision of the Union government to bar NRIs in Italy and South Korea from travelling to India without a negative Covid-19 certificate, the Minister of State For External Affairs V Muraleedharan clarified that it was not a newly-introduced norm but an existing pre-requisite for all evacuations in such cases.

He said, “In the first evacuation from China also, only people who tested negative for COVID-19 were flown in. The Chinese officials had themselves tested the Indians and allowed only COVID negative people to board. In spite of the checks by China, the people who arrived from the country were placed in quarantine here.”

Muraleedharan added that the negative Covid-19 certificate is a safety measure that ensures that people who are evacuated are not exposed to the deadly virus. He informed that local health authorities were unable to test Indian citizens stranded in Italy and as such the Centre had sent a special medical team to the country. The Minister of State For External Affairs also highlighted that the special flight to Italy would evacuate 250 Indians in the first phase.

The contentious resolution was passed by a voice vote in the Kerala Assembly while the Congress-led United Democratic Front (UDF) Opposition staged a walkout over another issue. The motion was moved by Chief Minister Pinarayi Vijayan himself. He called the decision of the Centre to ask for a negative Covid-19 certificate as “fundamentally inhuman” and “cruel abandonment.” Vijayan said, “We can vet them for the virus and treat them in our country if necessary.”

Slamming the Kerala Government, Muraleedharan reiterated, “When the country faces an issue, it is not required that each Assembly passes a resolution. The Government of India is handling the matter and Parliament which is in session has been informed about the steps taken by the Centre. Whether the state assembly passes a resolution or not, the Ministry of External Affairs will continue doing its job.” Muraleedharan also dubbed the contentious resolution as “political posturing” that was not aimed at genuine redressal of grievances.

Earlier, the Kerala Chief Minister in an address to media informed that six more cases had been identified on Tuesday and that the total confirmed cases of coronavirus had reached a mark of 12 in the state of Kerala. The Government had requested cinema halls to stop their operations for the time being. Pinarayi Vijayan also requested people to refrain from attending public functions, festivals and weddings. He also suggested the devotees to avoid visiting the Sabarimala shrine which is opening for monthly poojas on Thursday.

Congress leader parrots Islamists to mock Hindus with the gau-mutra jibe, reinforces party’s contempt for Hindus

Congress party’ contempt for Hindus is not a recent or sudden phenomenon. It has long existed in a carefully concealed manner. However, with the advent of Narendra Modi as country’s Prime Minister in 2014, all the pretences have been dropped and Congress’ hatred towards Hindus has become more pronounced. The disdain for Hindus is so profound and intense that Congress leaders have not even shied away from imitating Islamists to express their derision against Hindus.

In keeping with the Congress’ disdain of Hindus, a Congress leader today took a swipe at Hindus by making a gau-mutra jibe. Even as the world is swept by the menace of the novel coronavirus, Lavanya Ballal, the social media coordinator of the Mahila Congress made a gau-mutra barb by quoting a tweet which said that Far-right hucksters were selling fraudulent coronavirus ‘cures’. Ballal quoted the tweet saying “India has Gau Mutra”.

The world is in the throes of an unheralded zoonotic contagion which has so far claimed upwards of 4800 lives worldwide. However, at such a critical juncture when countries across the world are jockeying to find an effective solution to counter the coronavirus, the social media convener of the Mahila Congress was busy aping Islamists to ridicule Hindus.

Last year, in the aftermath of the dastardly attack on the CRPF convoy on February 14, 2019, a video was released by the Jaish-e-Muhammad group in which the terrorist who carried out the egregious attack against the security personnel, killing 40 of them, made a gau-mutra jibe as a reference to Hindus.

The terrorist identified as Adil Ahmed Dar alias Waqas was seen admitting that he had joined the Jaish-e-Mohammad a year ago. In the video, he had referred to Indians as “Gae ka Peshab Peene Wale” (People who drink cow urine). Waqas urged the people of North Kashmir, Central Kashmir, Jammu and South Kashmir to come together in the fight against India. The terrorist also boasted about the terrorist attacks carried out by Jaish-e-Mohammad in the past and said, “Let this misunderstanding of yours be cleared that by killing few of our militant commanders, you can weaken us”.

Besides mocking Hindus with gau-mutra jibes, Congress has a long and decorated history of manifesting anti-Hindu leanings. It was Congress that moved heaven and earth to concoct the “Saffron Terror” narrative by falsely implicating Sadhvi Pragya and even Lt Col Purohit. It was Congress which wanted to pass the Communal Violence Bill which basically ensured that only Hindus would be considered perpetrators and never a Muslim, should there be any communal violence. The bill was formed by people who were associated with various foreign-funded NGOs.

Furthermore, it was former Congress president and Gandhi scion Rahul Gandhi who declared mythical “saffron terror” as being more dangerous than LeT. It was P Chidambaram and Sushil Kumar Shinde who called Hindus terrorists with no proof or reason. It was Manmohan Singh who said Muslims have the first right on our country’s resources.

India becomes the 5th nation in the world to successfully isolate COVID-19 virus strain

India has become the fifth country in the world after Japan, Thailand, USA and China to successfully isolate the life-threatening Covid-19 strain. The feat was achieved by the scientists at the National Institute of Virology (NIV) in Pune where 11 strains of the Covid-19 were isolated from a patient.

“The strains are the prerequisite for conducting any research related to viruses,” said Raman R. Gangakhedkar, head of the epidemiology and communicable diseases division of the Indian Council of Medical Research. This is hailed as the first step towards the development of drugs and vaccines against the pandemic by the Indian Council of Medical Research (ICMR).

According to reports, the isolated strain has a 99.98% match with the virus in China’s Wuhan. This significant medical breakthrough will help India in developing a vaccine for the deadly Coronavirus. Although it will still take one and a half to two years to develop a vaccine, even if the trial procedures are expedited.

Till now, 6,500 samples of 5,900 individuals have been tested and 83 people have tested positive for the virus. 7 patients have been successfully recovered. Scientist Gangakhedkar informed that only routine medicines were used in the treatment, unlike China that used anti-retroviral drugs (HIV drugs) on some patients. The Indian Government had informed that a span of 1.5 to 2 years would be required to develop a Covid-19 vaccine.

ICMR is working in close coordination with the Ministry of Health and family welfare, and other Government Departments. The number of labs for primary testing of Covid-19 has been increased to 65 from 51. Labs designed for a second confirmatory test have also been expanded to 31.

Wuhan coronavirus or COVID-19 that originated in China has claimed over 5,440 lives and infected around 1.5 lakh people till now. Earlier, PM Modi had taken to Twitter to make an appeal to the leaders of the SAARC countries to come together to chalk out an effective strategy against the Coronavirus. He added that discussions can be held via video conferencing to keep the citizens healthy. PM Modi also said that the united and synchronised efforts can set an example for the world to emulate and contribute towards building a healthier planet.

The pandemic has forced even the Indian State Governments to swing into action. All schools and colleges in Uttar Pradesh have been closed till March 22. The Haryana Government declared Covid-19 as a state epidemic. 270 isolation wards had been set up along with 1,206 beds in both private and government hospitals. 

Karnataka Chief Minister BS Yediyurappa, during an emergency meeting of State Ministers and senior officials, announced that all malls, cinema halls, pubs, wedding ceremonies have been banned for another one week beginning March 14. The Odisha Government has sanctioned an amount of ₹200 crores to deal with the situation. The Delhi government had announced that IPL and other sports events will not be allowed in the national capital, and ordered that movie halls and schools will remain closed. BCCI has also postponed the IPL and cancelled the remaining matches in the one day series between India and South Africa.

Hours after announcing ex-gratia for coronavirus victims, union govt revokes it, now SDRF fund will be used for quarantine, sample collection and screening

After the Home Ministry had today announced an ex-gratia amount of Rs 4 lakhs to the families of the victims who lose their lives due to the coronavirus, the centre has made an u-turn and decided that no ex-gratia will be paid.

Few hours after the union govt had decided to provide monetary assistance to the deceased and for Covid positive person requiring hospitalisation, it has now decided to do away with the provision. Now, the monetary benefit will now be eligible for measures for quarantine, sample collection and screening, according to a revised notification issued by MHA. Apart from that, procurement of essential equipment for response to Covid 19 will also be covered under SDRF.

The govt will pay for temporary accommodation, food, clothing, medical care etc for those people who are affected by the coronavirus and sheltered in quarantine camps, except home quarantine. Apart from then, the cost of sample collection and will also paid and the govt will provide support for checking, screening and contact tracing.

Earlier, the Centre had said that it will treat Covid-19 as a notified disaster to provide assistance under the State Disaster Response Fund (SDRF).

The Union Home Ministry had issued a letter to all the chief secretaries of the state, informing them about the decision to treat Covid-19 as notified disaster. “In line with the spread of Covid-19 virus in India and the declaration of Covid-19 as a pandemic by the World Health Organisation (WHO), the Central Government, by the way of a special one-time dispensation, has decided to treat coronavirus as a notified disaster for the purpose of providing assistance under SDRF,” the letter issued by the Union Home Ministry read.

Along with declaring the novel coronavirus as a notified disaster, the letter by the Union Home Ministry had also declared an ex-gratia payment of Rs four lakh to kins of those who die of coronavirus, which has been now done away with.

“Subject to certification regarding the cause of the death from a relevant authority, an amount of Rs 4 lakh will be granted to the families of the deceased person, including those involved in relief operations or associated in response activities,” the original letter had said.

So far, two deaths from coronavirus have been reported in India while more than 80 people have tested positive for the virus till now. Many states have ordered shut down of educational institutes, swimming pools, malls, movie theatres, gyms and places of large public gatherings as preventive measures to curb the spread of coronavirus.

Deoband: 43-day old infant dead in anti-CAA protests, mother says she carried her to protest site every day to ‘make her strong’

A 43-day-old infant died allegedly after being constantly exposed to harsh weather conditions at the Idgah ground of Deoband, Saharanpur, Uttar Pradesh, where Muslim women have been protesting against CAA and NRC for the last 46 days. The baby girl’s mother was reportedly bringing her to the protest site continuously for the last fortnight to ‘make the child strong”.

According to the protest organiser Amna Roshi, the woman was bringing the child to the sit-in-protest every day despite being warned not to. “I had warned Naushaba several times. I had told her not to carry the child to the protest site as it was cold due to the rains. We had even sent her back home once as she was carrying the child. But she used to say that the baby was getting stronger”, Roshi was quoted in the Times of India report.

According to a report by AmarUjala, the mother, Naushaba, a resident of the town’s Mohalla Barjiaulhak, sat with the infant at the Idgah ground from morning till late evening. She had been doing this for the last fortnight. Many times, Naushaba had even insisted on staying back at the protest site later during the night, but other protestors present there, use to send her back home, considering she carried her infant along with her.

On March 12 (Thursday) Naushaba did not reach the protest site. According to sources, “On Thursday evening, the girl slept and didn’t wake up,” a source close to the family said, adding that she was rushed to the hospital where the doctors declared her brought dead.

The news comes after the January incident where another infant had died after constant exposure to cold weather in Delhi’s winter at Shaheen Bagh. Shockingly, the child’s parents showed no remorse and had declared that they are ready to ‘sacrifice’ their other children.

The Supreme Court had taken suo motu cognisance of the incidence and issued notices to the centre and the Delhi government on the plea to “stop the involvement of children and infants in demonstrations”

These unfortunate developments raise various questions over children being used as props for furthering agenda through protests. Multiple child welfare groups had also raised concerns over children being used during the anti-CAA protests at Jamia and Shaheen Bagh. A complaint was filed with the National Commission for Protection of Child Rights in January against the use of children during the anti-CAA protests.

TADA court says there is enough evidence to prosecute JKLF chief Yasin Malik for killing unarmed IAF officers

Yasin Malik, chief of banned outfit Jammu and Kashmir Liberation Front, to face a major blow as the TADA court of Jammu on Saturday said that there is enough Prima facie evidence to prosecute him in a case related to the killing of unarmed Air force officers in Kashmir in 1990.

The Jammu court will give sanction for framing the charges against Malik on Monday.

On 25 January 1990, at 7:30 am a group of JKLF terrorists had opened fire at 40 Air Force personnel who were unarmed and waiting at the Sant Nagar crossing, Srinagar, to board a bus. As a result, 40 of the unarmed Air Force personnel were injured, and two of them had lost their lives. CBI filed a charge sheet on August 31, 1990, against terrorist Yasin Malik and other members of JKLF under Section 120-B read with section 302 of RPC, sections 3 and 4 of TADA and Section 27 of arms act in the court of third additional sessions judge against the accused.

Despite that, the terrorist Yasin malik was roaming free for many years. He was also seen enjoying political patronage from the Separatists in the valley and former Manmohan Singh government. Since 2007 there was a stay on the cases against Yasin Malik and he has not been attending the courts.

In April 2019, Malik was finally arrested by NIA in the terror funding case following the crackdown on Anti-India and secessionist elements in the valley and was shifted to Tihar jail later.

Yasin Malik is also accused of kidnapping Rubaiya Saeed, daughter of the former PDP Cheif Mufti Mohammad Saeed in the year 1989.

Anti-Hindu riots: Delhi police nabs five more accused in connection with Ankit Sharma’s murder

The Delhi Police on Saturday arrested five more accused in connection with the brutal murder of Intelligence Bureau official Ankit Sharma during the anti-Hindu riots in the national capital, reports ANI.

According to the reports, the five accused arrested by the Delhi police have been identified as Firoz, Javed, Gulfam, Shoyaib, Anas. One Salman was already in custody.

These arrests come just two days after Delhi police special cell had arrested one 23-year-old man, identified as Haseen alias Salman, a resident of Nand Nagri, in connection with the murder of the Ankit Sharma who was killed during the northeast Delhi anti-Hindu riots in Khajuri Khas. 

The dead body of an Intelligence Bureau constable was recovered from a drain in North East Delhi amidst anti-Hindu riots in the national capital. AAP leader Tahir Hussain is also accused in the murder. The violent mob had allegedly dragged Sharma into the house of Hussain, brutally tortured him for hours and them dumped his body in a nearby drain. Hussain’s brother Shah Alam has also been arrested.

Following the brutal murder, the Delhi Police special cell had apprehended AAP leader Tahir Hussain. On March 5th, the suspended AAP councillor Tahir Hussain had gone missing after being charged for the brutal murder of the IB sleuth Ankit Sharma. However, he was nabbed by the Delhi Police.

The Delhi police had filed a case against the AAP leader under Section 302(a) Murder, in the Dayalpur police station of Delhi. Tahir Hussain is considered to be the kingpin behind the murder of IB sleuth Ankit Sharma and the violent clashes that broke out in Delhi last month.

Following the arrest, the Delhi police had revealed that the Intelligence Bureau staffer Ankit Sharma was stripped before his killing. The Muslim mob had removed his clothes to check his religion before he was brutally murdered.

Congress leader Abhishek Manu Singhvi to table private member bill in Rajya Sabha to enforce two-child norm



One of the senior-most Congress members and an incumbent Rajya Sabha member, Abhishek Manu Singhvi is going to float a private member bill in Rajya Sabha, calling for enforcement of a two-child norm through incentives and disincentives, says an Indian Express report.

Singhvi has also received President Ram Nath Kovind’s assent to table The Population Control Bill, 2020. The approval from the President was essential as the Bill has monetary ramifications, given that it proposes incentives and disincentives to enforce the two-child policy.

The Bill proposes the establishment of a National Population Stabilisation Fund, bankrolled by the central government, for providing financial inducements to couples adhering to the two-child norm. The Fund will also ensure easy availability of contraceptives at modest rates at all-sub health centres.

The Bill also recommends providing special privileges and benefits to married couples having one child and who decide to undergo vasectomy/sterilisation. The benefits stated in the proposed bill include “preference to the single child” for admission in institutes of higher education and selection in government jobs. For married couples belonging to below the poverty line, Singhvi has put forth a suggestion in the bill that the centre must provide them with a “lumpsum amount of Rs 60,000 for a boy child and Rs 1 lakh if the single child is a girl”.

Regarding the disincentives that would dissuade the married couples from conceiving more than two children, the Bill has a provision to debar both the husband and the wife from contesting in Lok Sabha, state legislature and panchayat elections, elections to Rajya Sabha and similar elective bodies. The Bill further says that such noncompliant couples who fall above the poverty line will be excluded from getting promotion in government services, applying to Group A jobs under the central and state governments and be beneficiaries of any kind of government subsidy.

The Bill also lists a caveat, asking all the employees of the central government to submit an undertaking in writing that they will not reproduce more than two children after one year of the commencement of the act. In addition, those employees who already have more than two children will have to submit an underwriting that they would not have any more children. Furthermore, the Bill says that the central government while recruiting employees should give preferential treatment to those candidates who have two or less than two living children.

The Bill provides exceptions in certain cases such as in case an employee of the central government already having two children is allowed to procreate if one of the living children is disabled. According to the Bill, employees of the central government who are found flouting any of the provision of the Act will stand liable to be dismissed from their service.

Defending his private Bill that enforces two-child policy, Singhvi said, “I have abstained from adding any type of coercion in the Bill by providing a sophisticated, carefully assessed, a nuanced framework of inducements and disincentives, entirely financial and career-based. Each and every individual without exception, without region, community, caste, religion or political access are expected to abide by the provisions of the Bill. It has practicable escape routes and exceptions for those who have specific disabilities or exigencies.”

In February this year, Shiv Sena MP Anil Desai had moved a private member bill in Rajya Sabha to promote limiting the number of children in a family to two. The Shiv Sena MP had introduced a Constitutional Amendment Bill to introduce a new provision – Article 47A into Part IV of the Constitution of India to incentivise people who keep their family limited to two children and to withdraw every concession from people who fail to adhere to the small family norm.

Several states in India have already enacted two-child norm, barring people having more than two children from contesting in local body elections, state government jobs and other disincentives. Most states have disincentives for violating the norm, without any incentive for following the norm as Singhvi has proposed.

Coronavirus in India: 7 more cases of recovery reported, patients discharged

Amid the coronavirus scare across the globe, India has reported some cases of recovery after treatment. Seven more cases that were affected by COVID-19 novel coronavirus were reported negative on Saturday and discharged from the respective hospitals. There is a total number of ten cases that are recovered from the deadly virus since the last month.

The seven cases which are recently cured, five of them are from Uttar Pradesh and one each from Rajasthan and Delhi.

A senior health ministry official was quoted by Hindustan Times saying, “These were the positive cases of coronavirus whose final test results came negative for the presence of SARS-cov-2 virus. As per the protocol, the person who has been tested positive for the disease needs to be managed in hospital isolation for a particular period. The tests are repeated on day 14 to check for the presence of a virus. If it returns negative then another test is to be repeated within a gap of 24 hours, and if that result also comes in negative then the patient is declared to be disease-free. Since the patients have been discharged it means all their tests have been tested negative and they are disease-free.”

The very first three cases in India which had come from Wuhan were recovered the last month and discharged from the hospital and there is no report of recurrence of the virus in the discharged cases.

Meanwhile, India has reported 83 positive cases of COVID-19 novel coronavirus till Saturday morning and has tested more than 6500 samples since January 17.

Yesterday, the second batch of evacuees from Wuhan, China were discharged from the ITPB quarantine facility in Chhawla, near Delhi. They were quarantined on February 27, and all tested negative.

Two persons have died so far due to coronavirus. A 76-year-old male and a 69-year-old female. However, the health ministry said that both the cases were underlying medical conditions such as hypertension, diabetes, asthma, etc. that worsened their condition.
