Why election based representation from the ‘district’ in which the temple is situated might be a result of misplaced understanding

Historical research and analysis around the temples and their resources have been centred around how they acted as focal points of social control, how they were (mis) managed by a limited number of people belonging to select communities who had a vested interest in keeping the temple resources to themselves. Essentially, the ones who wanted to deprive the society of any advantage that could accrue out of it. All of these points have been systematically dismantled through thorough research.

There are several arguments being made about how the traditional temple administration must fundamentally change. The ensuing beliefs around how temple administration must reform itself revolve around the following arguments – resources must be utilised primarily for the benefit of Hindu causes, provide widespread employment and scholarships to Hindus, so on and so forth.

These arguments are founded on the principles that they have historically not already done so, that they do not have the will do so, and that they are incapable to do so.

Thus they buy into the argument that temples have historically been an oppressive institution and also that they need to be reformed by a shakeup of administration and a takeover through various means to create a new system with radical new ideas. Something which we have seen plays out time and again, state after state, government after government and temple after temple.

The very idea that traditional practices are in need of reform belies the fact that the proponents of this ‘reform’ might be misinformed with regards to how it was structured in the first place.

The Udupi Mutth was instituted and is run by the Madhava community does not mean the social work that is the outcome of the temple activities is accrued to by only the members of that particular community. The social work encompasses a wide spectrum of society, the beneficiaries of which are primarily the most deprived sections of society. These activities were not borne out of ‘liberal reform’, rather they are inbuilt in the very nature of traditional temple administration that the indigenous communities came up with their will to create long-lasting institutions out of hundred of years of effort and practice. To replace this with management seeking reform is just another way of saying that the traditional practices are neither enough for the local customs and traditions to sustain themselves but also that a “new model” would better serve the needs of the Hindu society. 

An argument that revolves around the idea that the temples must involve all the sections of the society that profess to be a part of the sampradaya seems deliberately misplaced in the sense that the traditional governance of the temples was already in the hands of the constituent (devotee) communities.

Sri Parthasarthy Temple, Triplicaine has been a fundamental example of how the temple management was already composed of local communities who were devotees of the temple and also of how it was interwoven across the societal matrix blending together various sections of the society which had in common the noble pursuit of running the temples in the best way as possible (something that was subverted as soon as the govt professing belief similar to the ones being advocated right now took over the temple).

The particular temple’s management has been constituted of members, from not just the Brahmin community, but also from the Telugu community and another section from the Shudra community (although all three were to be from the Vaishnava sampradaya). Thus proving that traditional temple management already had a highly evolved mechanism, a broken down and simplistic version of what is now being proposed as a common universal template across the various temple administrations. 

Proposing election based representation from the “district” in which the temple is situated often misses the point that each temple evolved its own unique methodology to integrate the local communities into how it was run and the resources managed. This methodology was unique in every temple and a universal template cannot be drawn to subvert the processes that evolved locally and are much more in cognisance of what the nature of the temple is (through its various rituals integrating its various stakeholders and the devotees integrating the local communities).

Drawing a universal template (as a possibility to generate competition across various administrations to pursue secular objectives) often will lead to the subversion of local practices and demands. There will be fertile ground for takeover by elements that will take advantage of the “utility maximising” processes (like running hospitals and providing scholarships) that are now being proposed. Often the newly elected management will choose to give up unique customs, rituals and the various activities that categorise the Sacred in lieu of activities that are not just superficially secular but in actual terms is just another way of saying that temples must be willing to perform what the responsibility of the govt ideally is.

The argument that “secular activities” like that of providing social security net and “massive hospitals” is based on the fact that this will lead to a huge influx of devotees. This fundamentally disparages the beliefs of the devotees, this also takes the blame of a fundamental failure of a social security and healthcare system from the government of which it literally is one of the major responsibilities. 

Finally, the basis under which the proposal that the temple must exert political influence often misses the forest for the trees. While the need of the hour is a reform focused on the revival of traditional temple governance which was founded on Dharma, the distracted lot demand an infusion of secular ethos into how the temples are run so as to serve the purposes of a political-administrative system that has existed in barely a tenth of the time period in which these temples and their enduring institutions have existed, like rocks tethering us to our cultures and most importantly to our Dharma.

Kangana Ranaut mocks Swara Bhasker over ‘protesting’ for free while Deepika Padukone allegedly got Rs 5 crores for JNU appearance

A day after a former RAW official stated that Bollywood entertainer Deepika Padukone may have received Rs 5 crore to attend the protests at Delhi’s Jawaharlal Nehru University (JNU) in January this year, National award-winning actress Kangana Ranaut took a dig at ultra-left wing entertainer Swara Bhasker saying that she is shocked to learn that Deepika Padukone allegedly received money for attending protests while she did them for ‘free’.

Taking to Twitter, Kangana Ranaut ridiculed Swara Bhasker for doing PR work at leftist protests for free, while other actresses like Deepika Padukone allegedly charged huge money for the same.

The Twitter account ‘Team Kangana Ranaut’ is unverified but is believed to be the official account of the actress.

Ex-RAW officer alleged that Deepika was paid by ISI-man to attend JNU protests

Kangana Ranaut team’s dig at Swara Bhasker comes at the backdrop of a recent controversy that has erupted after a startling revelation from former RAW officer NK Sood, who had alleged that Deepika Padukone had connections with Pakistan’s ISI agent Aneel Mussarat.

The former intelligence officer had alleged that Deepika Padukone received two calls before she visited JNU. One call was from Karachi, and the other was from Dubai. He said that either Mussarat himself or one of his associates urged Padukone to visit the university. He further alleged that she was paid Rs 5 crore by Mussarat to go to JNU.

Following the disclosures, Swara Bhasker, who was allegedly a part of the ‘protests’ for free, had rubbished allegations that Deepika Padukone was paid Rs 5 crore to attend the student protest at (JNU) in January this year. She had even called the claims are ‘idiotic misinformation’ and are ‘vulgar and outlandish’.

In January this year, during the promotion of her film ‘Chhapaak’, based on an acid attack survivor Lakshmi’s real-life story, Deepika Padukone had visited JNU campus amid the protests wherein the leftist students’ organisations had held the varsity on ransom, not letting students register for the winter semester.

Deepika Padukone even got an endorsement from former JNU student turned politician Kanhaiya Kumar, who is facing sedition charges after leftists in JNU had held a condolence meeting to hail terrorist Afzal Guru and raised anti-India slogans. Deepika’s PR stunt was also hailed by the then spokesperson of Pakistani Army Asif Ghafoor.

Following her cameo at Delhi’s JNU, there was a huge controversy over Deepika Padukone expressing solidarity with anti-national elements of the country. There were also calls on social media to boycott her movie ‘Chhapaak’ as a mark of protest. The movie had tanked at the box-office.

It took almost 500 years to reclaim the land of Ram Mandir in Ayodhya. On 9th November 2019, Supreme Court ruled in favour of Ram Lalla Virajman and allowed construction of Ram Mandir. As the date of Bhoomi Pujan is coming closer, the leaders who played a key role during 1992 Ram Janmabhoomi movement are being remembered for their contribution. One such name is the then-Chief Minister of Uttar Pradesh, Kalyan Singh.

In a recent interview with News18, Kalyan Singh said that as Ram Mandir is finally happening, he can finally die peacefully. He has no wishes left in his life. He added being a Ram Bhakt himself, he always wished to do something for Ayodhya. He will soon visit Ayodhya for Ram Lalla’s darshan.

The former UP CM stated, “I have no regrets. I lost power in UP after the demolition, I had to go to jail and pay a fine, but I have no regrets over any of it. I have a deep reverence for Lord Ram and my lifelong dream is going to be fulfilled now. Political power is a temporary thing, I have no regrets over losing it. The Ram Mandir is for crores of Hindus. The Bhoomi Pujan is an auspicious day for all of us. I can now happily embrace death.”

Kalyan Singh had refused to order police firing on Karsevaks

On 6th December 1992, Karsewaks had demolished the disputed structure in Ayodhya. When Ayodhya district administration had asked him for orders to fire on the Karsevaks, Kalyan Singh had refused to order firing. He said that on the day he had got a request from the district administration in which they asked for four battalions of Central Security Forces. His office approved the request and the battalions reached Ayodhya from Faizabad. However, they could not make way beyond Saket University. There were more than 3.5 lakh people in their way.

The administration then called him to get permission to fire bullets which he refused. Kalyan Singh stated that if shots were fired, there would have been stampede and hundreds if not thousands would have died. He added that if he had given permission to fire, the whole country would have erupted with violent riots. Because of his stern decision not to fire the shots on Karsewaks, the disputed structure was demolished.

As a result, Kalyan Singh had to leave his post as Chief Minister. The Supreme Court of India also fined him Rs.2000 in contempt of court and sent him to Tihar jail for 24 hours. When he was asked if he has any regrets for losing post at that time, Kalyan Singh replied that the post of Chief Minister was nothing in front of Bhagwan Ram. If the structure was not brought down in 1992, the Supreme Court might not have given its judgement in favour of Ram Lalla Virajman.

The Bhoomi Pujan to begin the construction of Ram Temple in Ayodhya will take place on 5th August. PM Narendra Modi will be present for the ceremony. LK Advani, Murli Manohar Joshi, Sadhvi Ritambhara and other prominent leaders and saints will attend the ceremony.

Brinda Karat writes to Amit Shah seeking action against IPS officer M Nageswara Rao for pointing out vilification of Hinduism in Indian history

Communist leader Brinda Karat on Wednesday wrote to Home Minister Amit Shah accusing serving IPS officer M Nageswara Rao of ‘violating service rules’ for pointing out the hostility towards Hinduism in the existing education system. In her letter to the Home Minister, Karat alleged that the fact that Indian history, which communists believe to be their domain and consider themselves ‘experts’, has been distorted is ‘politically motivated’. Karat further alleged that IPS Rao’s comments go against the spirit of constitution and ‘incite communal feelings’.

Karat’s contention against IPS Rao’s statement was also the fact that he pointed out how former Eduction Minister and Congress leader Maulana Abul Kalam Azad was in charge of education for 20 out of first 30 years of Indian independence till 1977, is an attack on minorities. Whereas, Rao had simply pointed out that the academic space which is patronised by the left leaders have always sidelined pro-Hindu nationalist scholars.

Karat alleged that pointing out vilification of Hinduism in Indian education system has “insulted heroic freedom fighter Maulana Abul Kalam Azad and other notable educationists belonging mainly to the Muslim community using derogatory language against them and inciting feelings of enmity between two communities.” She accused Rao of making politically motivated public statements for crediting the VHP and RSS of ‘re-Hinduisation’ of Hindu society.

She then cast aspersions on Rao and said that his statements will make him eligible to join the BJP or the RSS after he retires from service on 31st July. She then insisted that Rao, who tweeted this while being in service, must be charge sheeted for violating the service rules and also prosecuted under the relevant sections of the IPC.

She also wrote to Delhi Police and asked them to file an FIR against Rao under Sec 153A and 295A of the IPC. “Words, language, tenor and intention is to cause enmity and hostility between communities and to incite feelings of hatred against Muslims,” she said in her letter addressed to the Mandir Marg Police Station SHO, Delhi Police Commissioner and DCP, New Delhi.

“He has also referred to ‘left’ historians in the most derogatory terms,” she said in her letter urging the Delhi Police to file an FIR against him.

Actor Sushant Singh Rajput’s death case has seen a lot of twists and turns. On 28th July, his father KK Singh registered an FIR against Sushant’s ex-girlfriend Rhea Chakraborty and her relatives, accusing them of abetment of suicide.

In the FIR he made serious allegations against Rhea including stealing money and forced him to commit suicide. Many questions were raised on why he kept quiet for more than a months and how he found out all the details that he mentioned in the FIR. It has now come to light that an actress-friend, apparently Ankita Lokhande who was once Sushant’s girlfriend, provided a lot of details to Singh.

During her visit to Patna for Sushant’s last rites, Ankita reportedly stayed with the family and talked in detail about his life in the last few months. She reportedly showed them the previous chats with Sushant in which he spoke about how suffocated he felt around Rhea’s family members. She also revealed that Sushant wanted to end the relationship as he did not feel safe around her.

As per reports, Sushant had contacted Ankita when her movie Manikarnika was released, to convey her his best wishes. During a long chat, Sushant had reportedly opened up about how he was in an unhappy and exploitative relationship with Rhea and also mentioned that he is being harassed by Rhea.

As per the reports, while talking to Bihar Police, Ankita gave the details about her conversations with Rajput in which he had told her that Rhea is harassing him. Sushant’s family came to know about the chat when Ankita visited Patna for the last rites. Later they shared the conversation with their lawyer and decided to go ahead with the complaint.

Ankita and Sushant had both made their debut in the entertainment industry with Ekta Kapoor’s superhit TV show Pavitra Rishta. They had started dating while playing the lead roles and were in a relationship for 6 years.

Ankita, who, despite having been closely associated with the deceased actor, had maintained a very low profile during all the media frenzy over his death, shared a cryptic message on her Instagram account in which she said, “TRUTH WINS.” It is believed that she posted the message showing her support for Sushant’s family in the case. She also earlier shared the trailer of Sushant’s last film “Dil Bechara” before its release and wrote, “From #pavitrarishta to #dilbechara one last time.”

Some reports have suggested that Sushant’s brother-in-law, IPS Officer OP Singh verified all the details provided by Ankita before filing the complaint. Sushant’s family was not convinced that his death has anything to do with the nepotism, and it was Rhea and her family that drove Sushant to the point where he finally gave up and committed suicide.

Rhea’s application to shift the case to Mumbai

Rhea has hired high profile lawyer Satish Maneshinde to represent her. Maneshinde said on 29th July that he has filed an application on Rhea’s behalf in the Supreme Court seeking transfer of the case filed in Patna to Mumbai. Satish Maneshinde is one of the top criminal lawyers of India, and he also represented Sanjay Dutt during his trial in 1993 Mumbai Bomb Blast case.

Vikas Singh, KK Singh’s lawyer, has raised serious allegations against the Mumbai Police. He said that there is someone in the Mumbai Police who is helping Rhea. He said that the application filed by her in the apex court indicates she has some inside support. He said, Rhea was asking for CBI inquiry till now, and suddenly she wants the complaint against her to be shifted to Mumbai. PTI quoted him saying, “what more proof is needed that somebody in Mumbai Police is helping her?”

Vikas Singh in a statement said that the Mumbai Police was not ready to register FIR. They were forcing Sushant’s family to give complaint against the big media houses and get involved in the investigation from their perspective. He added, “it was heading in a different direction.”

In June, Rhea was questioned by the Mumbai Police for nine hours. She admitted that she had a fight with Sushant and left the house. She claimed that they kept in touch over with each other over the phone and messages. The police checked her phone thoroughly, including pictures, videos and messages during the interrogation.

It is notable here that Sushant’s father has alleged that Rhea had the control of all of Sushant’s bank accounts, credit and debit cards and she had taken Rs 15 crores, laptops, jewellery and many expensive items from his house when she had left him.

They have interrogated more than 40 people till date including Mahesh Bhatt, Rajeev Masand, Rhea Chakraborty and many others. Sushant’s death has opened up a can of worms, where many dirty secrets of the glamour industry seem to be unravelling slowly.

Another BJP worker found hanging from a tree in West Bengal’s East Midnapore, family members accuse TMC

Weeks after BJP MLA Debendra Nath Roy was found hanging in a shop in Rajiganj, a similar incident has been reported from West Bengal where a BJP worker named Purnachandra Das was found hanging from a tree near his house in West Bengal’s East Midnapore district on Wednesday.

According to the reports, the 44-year-old Purnachandra Das, a booth president of BJP in the Ramnagar area of the East Midnapore district, was found hanging from a tree by locals.

The family of the deceased and other locals have alleged that the BJP worker Das was killed by goons of the ruling Trinamool Congress as he had refused to join the party. According to family members of Das, the TMC leaders were pressuring the BJP leaders to quit the saffron party and join TMC.

“But he was not willing to do so. Today a meeting was scheduled to be held with local TMC leaders. Later in the evening, he was found hanging. We want the truth to come out,” a member of his family said.

The BJP leaders have also launched an attack on Mamata Banerjee-led Trinamool Congress and held the party responsible for the brutal killing of Das.

Meanwhile, the Trinamool Congress has rejected the allegation and said it is “completely baseless and politically motivated”.

Political violence in West Bengal on a rise

There has been a rise of political murders, especially leaders belonging to the BJP in West Bengal. Earlier this month, a senior BJP leader and MLA, Debendra Nath Roy, was found dead under mysterious circumstances near his house in North Dinajpur district in north Bengal.

Roy was found hanging from a ceiling, outside a closed shop, near his home in the Hemtabad area of the district. His family and the party alleged that it was a “cold-blooded murder by TMC”.

A week later Roy’s death, in another shocking incident, the 15-year-old sister of a BJP booth President was allegedly raped and poisoned by the perpetrators. The criminals fled the scene after dumping her body at the abandoned place which is located close to her house. She was found in an unconscious state at the deserted place.

Following the heinous incident, the BJP had pinned the blame of the gruesome act on West Bengal’s ruling Trinamool Congress worker Feroze Ali. However, the police had later stated that postmortem report has ruled out rape of the minor.

Because a nation cannot be happy about the victory of faith in construction of Ram Temple, for which Hindus have waited for 500 years without being guilt-tripped by Ravish Kumar on national television. Pakistan: Elderly man accused of blasphemy killed inside courtroom, killer says he was ordered by the prophet to kill

In a brutal incident, an elderly man belonging to the minority Islamic sect of Ahmadiyyas, who was facing a trial for ‘blasphemy’, was shot dead in front of the judge in a local court situated in a high-security zone in Pakistan’s Peshawar city on Wednesday.

According to the reports, Tahir Ahmad Naseem, who was arrested on the charges of blasphemy two years ago, died on the spot in the court of Additional Session Judge Shaukatullah Khan after being shot at. The man on trial was facing charges for ‘insulting’ the Muslim Prophet Muhammad.

A lawyer, who witnessed the incident, said that a case had been registered against the deceased under blasphemy laws. The accused was brought to court from Peshawar Central Jail. In Pakistan, the offences under blasphemy laws attract a maximum punishment, including the death sentence.

“During the hearing of the case, the complainant said that the accused was an Ahmadi and asked him to recite the Kalima-e-Tayyaba,” the lawyer said, adding that the complainant then fired at the elderly man and killed him.

Reportedly, the court is situated in a high-security zone in the cantonment area next to the provincial assembly building, the Peshawar High Court, chief minister’s secretariat and Governor House. It is not clear how the armed attacker managed to get into the court despite the court is situated in such a highly secured area.

The deceased man Tahir Ahmed was a US citizen. The USA’s Bureau of South and Central Asian Affairs has condemned the murder and has asked Pakistan to take urgent steps to prevent such incidents.

Muhammad ordered me to kill him, says accused

The police arrested the killer, identified as Khalid Khan. The killer reportedly confessed to the police that he had been ordered to carry out the killing by Muhammad because the accused had belonged to the Ahmadiyya faith.

According to Pakistan police, an FIR was registered against the deceased in 2018. The complainant had stated that the deceased belonged to the Ahmadi community and “befriended him on Facebook” and in subsequent conversations, claimed that he was the “fourteenth Mujaddid”.

“He then invited me to have a discussion with him at a mall in the city where he started talking about his belief,” the complainant had said in the FIR.

The deceased elder man was charged under Section 153-A (promoting enmity between different groups), section 295-A (deliberate and malicious acts intended to outrage religious feelings of any class by insulting its religion or religious beliefs), Section 295-B (defiling etc. of the Holy Quran), Section 295-C (use of derogatory remarks against Prophet Muhammad PBUH) and Section 298 (uttering words etc., with deliberate intent to wound religious feelings) of the Pakistan Penal Code.

Pakistan’s controversial and stringent blasphemy laws are often misused to settle personal scores.

Who are Ahmadiyyas?

Ahmadiyya Community is a sect of Islam that is often persecuted in Islamic countries because other sects of Muslims believe that the community is not “Muslim enough”. The Islamic sect has around 4 million members, who have faced continuous persecution for decades in Pakistan.

In 1974, Pakistan’s Parliament had declared the Ahmadi community as non-Muslims. They were banned over the issue of its founder, Ghulam Ahmad, calling himself as a prophet. In orthodox Islam, there can be no prophets after Muhammad. A decade later, they were banned from calling themselves Muslims.

They are banned from preaching and from travelling to Saudi Arabia for pilgrimage. In Pakistan, around 10 million out of the 220 million population are non-Muslims.

Interestingly, Ahmadiyyas, who are now persecuted by Islamists in Pakistan, were at the forefront of the creation of Pakistan. An Ahmadiyya Unit fought against India in Kashmir in 1947-48. One of the foremost advocates for Pakistan was Muhammad Zafrulla Khan who was an Ahmadiyya. The Lahore Resolution of 1940 was authored by Khan himself. 

Number of recovered coronavirus patients crosses 1 million in India out of over 1.5 million total cases

As the Union Government further relaxed the lockdown that has been imposed to contain the spread of Coronavirus with the Unlock 3.0 guidelines, the number of people who have recovered from COVID-19 crossed one million or ten lakh today. More than 15 lakh people have been infected with the Chinese virus in the country so far. With 10 lakh recoveries, the number of active cases in the country is more than 5 lakh, while around 35,000 people have succumbed to the disease, according to Coronavirus tracking website covid19india.org.

Maharashtra remains the worst affected state with more than 4 lakh cases, out which 1.46 lakh are active cases, and 2.40 lakh recoveries. Tamil Nadu is in the second spot with 2.34 lakh total cases, which include 57 thousand active cases and 1.73 lakh recoveries. City-state Delhi has the third highest cases at 1.33 lakh, but the number of active cases in Delhi is only 10 thousand, showing a marked improvement in the state where almost 1.19 lakh people have recovered from the Coronavirus infection.

Andhra Pradesh and Karnataka are the other states with more than 1 lakh total cases. Chandigarh, Meghalaya, Sikkim, Mizoram and Andaman & Nicobar Islands occupy bottom of the list with less than 1 thousand total cases.

While most states reflect the national trend in active cases to recovered case ratio, some states like Andhra Pradesh, Karnataka and Jharkhand are showing the opposite trend with more active cases compared to recovered. The southern state of Kerala also has almost equal numbers of active and recovered cases.

While Delhi leads in recovery rate with almost 90%, other states showing more than 70% recovery rate are Haryana (79%), Assam (76%), Telangana (74%), Tamil Nadu (74%), Gujarat (73%) and Rajasthan (71%). Arunachal Pradesh (46%), Andhra Pradesh (46%), Jharkhand (41%), Nagaland (39%), Karnataka (38%), Sikkim (33%) and Meghalaya (25%) are the states with recovery rates below 50%.

First Coronavirus case was detected in India on 30 January, and 2 more cases were detected after a few days. More cases started to be detected from March, and it reached 2500 by the end of that month. Number of new cases per day has been rising steadily in the last four months. With around one thousand cases per day in April, the number ranged from 30,000 to almost 50,000 per day in the month of July.

Union govt issues guidelines for Unlock 3.0- Gymnasiums, Yoga classes allowed to open from August 5, schools to remain shut

The Ministry of Home Affairs has issued a fresh set of guidelines for Unlock 3.0 as a part of the phased reopening of the county which is under partial lockdown in view of the coronavirus pandemic. Under the new guidelines, night curfew has been removed from across the country while the gymnasiums, yoga classes have been allowed to reopen from August 5.

Yoga institutes and gymnasiums will be allowed to open from August 5, 2020. In this regard, Standard Operating Procedure (SOP) will be issued by the Ministry of Health & Family Welfare (MoHFW) for ensuring social distancing and to contain the spread of COVID-19.

In addition, the government has also allowed Independence Day functions but with a caveat that social distancing and other health protocols, e.g., wearing of masks etc. are followed. Regarding the celebrations of Independence Day, instructions issued by MHA on 21.07.2020 shall be followed, the new guidelines say.

The MHA’s Unlock 3.0 order also states that there shall be no restrictions on inter-state and intra-state movement of persons and goods. No separate permission or approval or e-permit will be required for this. Although restrictions will be there in containment zones, where only essential services are allowed.

School, colleges, Metro Rail, Cinema Halls, theatres to remain closed

The union government, after having deep consultation with states and union territories, has decided that schools, colleges and coaching institutions will remain closed till August 31, 2020.

All Cinema halls, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls and similar places outside the containment zones will also remain closed and social/ political/ sports/ entertainment/ academic/ cultural/ religious functions and other large congregations continue to remain banned. The operation of Metro Rail is also not allowed in the 3rd phase of the reopening of the economy.

Restrictions in containment zones

The MHA guidelines on Unlock 3.0 says that lockdown will be strictly implemented in containment zones. Respective state and union territory govts will carefully mark the containment zones as per union health ministry guidelines. Within the containment zones, only essential services will be permitted, everything else will remain shut.

Outside the containment zones, most activities are allowed, apart from those ordered to be closed by the MHA. But the individual states and union territories may decide to restrict additional activities.
