Mumbai Police sends Arnab Goswami 2 notices in 12 hour period for immediate interrogation for questioning Sonia Gandhi’s silence on Palghar lynching

Mumbai Police has sent Republic TV’s Arnab Goswami two notices in a 12 hour period for immediate interrogation for questioning Congress President Sonia Gandhi’s silence on Palghar sadhu lynching.

According to a statement issued by Arnab Goswami, as a law abiding citizen, he will cooperate with the investigation and will appear for interrogation on Monday morning. He further urged Mumbai Police to show similar alacrity and a sense of immediacy in investigating the attack on him and his wife which was carried out on the intervening night of 23rd and 24th April allegedly by Youth Congress workers over his remarks on Sonia Gandhi alias Antonia Maino.

In his statement he says that despite his repeated requests to the Mumbai Police to mention the role of Vadra Congress and its leadership in the attack and celebrating it, the police has refused to do so. He has also shared further facts with Mumbai Police so that the role of Vadra Congress is not erased. “I am sure the Mumbai Police will not sidestep the detailed evidence available on the role of the Vadra Congress and delete the element of conspiracy and assault in the attack,” his statement said.

Arnab Goswami attacked

Arnab Goswami and his wife Samyabrata Ray were followed by two Congress goons little past midnight on Thursday when they were returning home from the Republic studio. The goons threw bottles at Arnab’s car and were eventually apprehended by his security personnel. Arnab has mentioned in his complaint that the Mumbai police had refused to name Youth Congress in their FIR. The two goons, identified as Arun Dilip Borade and Prateek Kumar Shyam Sunder Mishra of Mumbai of Youth Congress, had allegedly confessed that they were sent by their ‘higher-ups’.

Launching an attack against Sonia Gandhi, Arnab Goswami had questioned if she would have maintained the silence she is exhibiting today had Christian padres been killed instead of Hindu sadhus in the horrifying lynching incident in Palghar. However, soon after, Congress leaders and many journalists started abusing Arnab and by extension Prime Minister Modi implying he was responsible for Arnab questioning Sonia Gandhi’s silence.

Rajasthan: Police arrest 3 men accused of raping a stranded woman in a school where she was quarantined

On the night of April 23, a 40-year-old woman kept in quarantine was gang-raped by three men at a school in Sawai Madhopur district in Rajasthan. The woman was kept at the school as she could not go to her hometown Jaipur due to the lockdown. The three accused have been arrested while a head constable has been suspended for negligence. An inquiry into the matter has been ordered by the District Collector Nannu Mal Pahadia.

Secuirty lapse

The victim was stuck in  Sawai Madhopur district for over a month, owing to travel restrictions that were imposed in the wake of the Wuhan Coronavirus outbreak. When she reached the Dausa village on 23rd April, the local authorities decided to put her up at a local school. According to SP Sudheer Choudhary, the decision to quarantine the victim at the school was made by the head constable, Lal Chand, along with two teachers in the presence of around 40-odd people. When the teachers left for their respective homes, the three accused took advantage of the night and committed the heinous crime.

The SP accused the head constable of “prima facie” negligence. He also pointed out that a lady police officer or a local woman should have accompanied the victim on the fateful night of April 23. He also raised questions about the “casual attitude” of the teachers working at the said school.

Deputy Superintendent of Police Parth Sharma said police had given the charge of the stranded woman to “some responsible people” of the village. “But taking benefit of the night, three men did wrong with her and threatened her. In the morning of April 24, she submitted a complaint and we lodged an FIR and arrested the three,” he said.

Stranded in lockdown

Reportedly, the woman had come to Dausa to meet her son who is an accused in the gang-rape case of an underage girl. The Superintendent of Police informed that her son was shifted from a Jaipur jail to Dausa, owing to the outbreak of the Coronavirus pandemic. She was thus wandering around the said district of Rajasthan for one month. The victim was initially named in the gang-rape case as an accused involving her son but was acquitted of all charges in March 2019.

Following her medical examination, the woman was sent to a quarantine facility.

Kerala government in dock over breaching the privacy of people under quarantine: Read details about Sprinklr data scam

Amidst the ongoing fight against the coronavirus across the country, the Kerala government is in the dock for breaching the privacy of 1.75 lakh people under quarantine in the state by striking a deal with a US-based tech firm to handle the data compiled from them.

Here are the details regarding the controversial Sprinklr deal, which has caused a huge political row in Kerala:

What is Sprinklr deal controversy?

The Communist-ruled Kerala government had inked a deal with a SaaS (Software as a Service) company named ‘Sprinklr’ owned by a Kerala expatriate Ragi Thomas. The company offers various marketing, advertising and customer engagement services to its clients.

The current controversy pertains to the personal health data of people of Kerala, where the first novel coronavirus case was reported in the country. The data of more than 1.75 symptomatic patients were allegedly collected and was transferred to a private company – Sprinklr.

The data collected had personal information of 1.75 lakh people of the state under quarantine, including details of their symptoms and health conditions. The data was compiled by the grassroots level workers of the state using a tool developed by Sprinklr. The data was supposed to be used to assist doctors and medical officials in making an informed choice about possible hospitalisation.

Allegations of data scam

The Congress party, which is the opposition party in the state, had accused Pinarayai Vijayan government of indulging in a data scam by pointing out that this data transfer to Sprinklr had no clearance from any state government department

Congress leader Ramesh Chennithala, the Leader of the Opposition in Kerala, had accused Pinarayi Vijayan of allowing Sprinklr to collate and handle the health data of around 1.75 lakh people under quarantine without taking their consent.

According to the veteran Congress leader, the government did not follow due procedures in appointing Sprinklr. Chennithala alleged that the Kerala government risked the transfer of crucial health data of the citizens to pharmaceutical companies.

He had questioned the intent of the government to take services of a US-based private firm when there were institutions like the Centre for Development of Imaging Technology (CDIT) and Kerala State IT Mission to do the same work. Chennithala had said the decision was taken unilaterally by chief minister Pinarayi Vijayan without obtaining clearances from departments like law, local self-government, health and finance.

Kerala govt’s poor defence

The chief minister, who handles the IT department, which signed the deal with Sprinklr, initially declined to react to the issue. However, as the opposition parties began to protest, the government defended the decision by claiming that the company offered the tool for free as SaaS.

The Pinarayi Vijayan government claimed that the firm was owned by a Keralite who wanted to give back to the state for the service offered by the state to his father who is in Kerala. The IT department said the data was being collected on a massive scale and therefore needed the intervention of an app which can collate it quickly and help analyse it.

Later, due to the public pressure, the government released documents in connection with the contract it signed with Sprinklr on April 2. The documents included the purchase order form, service agreement, privacy policy of the company and a non-disclosure agreement. According to the documents the data belong to the Kerala government.

Sprinklr controlled the data

Initially, the Sprinklr company had control over the data collected from the citizens of the country. The data was stored on the website ‘citizencenter.sprinklr.com’ at first. As allegations of a data scam emerged, the Kerala government changed the domain named for the entry of data to ‘citizencenter.kerala.gov.in’.

One of the main criticism against the Kerala government is that there was adequate time for the government to complete the due process, including legal and financial vetting, and also escalate it with the health and disaster management departments. However, the government did not do it.

Most importantly, there was not even a tender called, instead, Sprinklr was singularly appointed for the task. Since the exercise involves confidential data of thousands of people, questions are being raised regarding the lack of transparency of the deal.

Petition in Kerala High Court

A PIL was filed in the Kerala against the Sprinklr deal. Congress leader Ramesh Chennithala had filed a plea alleging that the contract that the Kerala government entered in with the American company has little or no safeguards against the commercial and unauthorised exploitation of the data.

In his plea, Chennithala had alleged that a large amount of private data of citizens of Kerala was handed over to a foreign company, thus amounting to a breach of privacy.

Responding to Chennithala’s concerns on privacy, the Kerala government stated that the government takes full responsibility for the protection of data. The councel had added that the available protective systems make it impossible for Sprinklr or anyone else to breach confidentiality or to deal with the data “surreptitiously or maliciously,” and that control of all the data has been given to the Kerala government.

High Court’s direction Kerala government

After hearing the petition, the Kerala High Court had stated that it will not be issuing any orders to obstruct the government’s efforts against tackling corona. However, the court stated that since no data is currently available with Sprinklr, all remaining or secondary data should also be entrusted back to the Kerala government.

Issuing an interim order, the two-judge bench ordered the Kerala government to anonymise all the data that have been collected from the citizens with respect to the coronavirus epidemic. It also ordered that Sprinklr shall be allowed to have access to this data only after the process of anonymisation is completed.

The court said that every citizen, from whom data is to be taken in future, must be informed that their data has been collected and is likely to be accessed by Sprinklr or any other third party and their specific consent must be taken.

The Bijon Setu Massacre: When 16 monks and a nun of Ananda Marga were lynched to death and burnt alive in broad daylight in Kolkata

The lynching of two Sadhus at Palghar has shocked the entire nation. The brutal manner in which the Sadhus were lynched and the Police refused to help them has sent shock waves throughout the country. As brutal as the incident was and the sheer horror of it, it is not the first time that the country has been forced to confront such morbidity. There is another incident that occurred thirty-eight years ago that rivals the brutal Palghar lynching in its brutality, if not exceed it. Over the years, that incident has come to be known as the Bijon Setu Massacre.

On the 30th of April, 1982, 16 monks and a nun of the Hindu organization Ananda Marga were murdered and set on fire in broad daylight near Ballygunge in Kolkata. They were dragged out of their taxis which was to take them to an educational conference at their headquarters in Tiljala, Kolkata. The killings occurred simultaneously at three different locations and are said to have been witnessed by thousands of people. And yet, not a single arrest has ever been made. It was only in 2012 that the West Bengal government formed a single-member judicial commission was set to to investigate the murders.

In the immediate aftermath of the lynchings and the subsequent years, the CPI(M) government continued to conceal the facts on the matter. The National Human Rights Commission had set up an investigation into the matter as late as in 1996 and yet, even then, it could not make much headway due to the lack of cooperation from Jyoti Basu and his government. By May 199, two reminders had already been sent and yet, the state government chose not to respond.

Meanwhile, an IAS officer from West Bengal, Sher Singh had offered to reveal the facts on the matter with relevant documents. He happened to be the Additional District Magistrate of 24 Paraganas when the massacre occurred. Singh, in his petition to the Central Administration Tribunal (CAT) (No.1108 of 1994) alleged that he was suspended because he refused to adhere to the Communist government’s line on the matter. Singh informed CAT that he was bound by the Official Secrets Act and therefore, could only reveal the secrets if asked by a competent authority to do so. But his petition gave sufficient hints that the Ananda Margis were murdered over a land dispute with the Communists. The CPI(M) feared that the Margis would upstage their domination in the Kasba belt which was a communist bastion at the time.

Acharya Trambakeshwarananda Avadoot, public relations secretary of the Marg, told The Indian Express that the “only success achieved by the Basu government has been the concealing of its involvement in the State’s biggest case of lynching.” According to him, the Communists wanted to eliminate the top leadership of the Ananda Marga but its goons mistakenly eliminated ordinary monks associated with the organization. Some reports claimed that the monks were slaughtered because they were suspected of kidnapping children but they admit as much that it wasn’t clear why they were suspected of such. The Police stated that the mob built a funeral pyre and threw them into it.

The Ananda Marga Pracharaka Samgha demanded a high level judicial inquiry into the matter in 1999. On the heels of the Union Government setting up an inquiry into the murder of the Christian Missionary Graham Staines and his two sons in Odisha, the AMPS in a 66 page letter to then Prime Minister Atal Bihari Vajpayee urged the Government to set up a similar panel to probe “the killings of 17 Ananda Margis in broad daylight in Calcutta.” “Never had the city of Calcutta or any part of our country witnessed such inhuman, brutal and systematic massacre spreading over one and a half hours without any police intervention while the police station is at a stone’s throw distance,” the letter said.

The letter insisted that if the matter has been investigated properly at the time, “the minority community would not have been subjected to persistent attacks in the last 17 years.” Ananda Marga is known to claim that it is not associated with Hinduism, it had once sought to have itself designated as a separate religion but the Supreme Court of India ruled that Ananda Marga was not a separate religion, but simply a “religious denomination of Hinduism.” The Ananda Margis have been known to claim that Tantra were “never regarded as part of Hinduism”.

It was only in 2012 when Mamata Banerjee was elected as the Chief Minister of West Bengal that the state government formed a one-member judicial commission to investigate the lynchings. The the law minister Malay Ghatak said that the Chief Minister had consented to the formation of the inquiry commission. The investigation by the Justice Amitava Lala Judicial Commission found that on the 6th of February, 1982, important leaders of the CPI(M) of the Kasba-Jadavpur area met at Colony Bazar in Picnic Garden to discuss the Ananda Margis. Those reportedly present at the meeting were Kanti Ganguly, minister in the last Left Front cabinet; Sachin Sen, former CPM MLA, now dead; Nirmal Haldar, local CPM leader; Amal Majumdar, former councillor of ward no 108 (Tiljala-Kasba); and Somnath Chatterjee, then MP from Jadavpur and subsequently Speaker of Lok Sabha.

The Ananda Margis earned the wrath of the Communists because they were ideologically opposed to them. The first attack on the Margis occurred in 1967 at its Purulia Global Headquarters were five of them were murdered allegedly by the cadres of CPI(M). Only a couple of years later, the Coochbehar congregation of the Ananda Marga was attacked. Even after the Bijon Setu Massacre, five members of the Ananda Marga were allegedly murdered by CPI(M) cadres in April 1990. Regarding the heinous murders of 1982, Chief Minister Jyoti Basu had infamously said, “What can be done? Such things do happen”. No justice was ever done on the matter during the decades of CPI(M) rule in Bengal, nor has any been done yet.

There are others who might have suffered equally for their refusal to toe the Communist line on the massacre. In April 2017, the Justice Amitava Lala Commission visited the home of Mamata Bhattacharya, wife of slain OC of Tiljala police station Gangadhar Bhattacharya who was shot dead on October 31, 1983, to record her deposition, in Behala. According to Mamata, her husband was an honest officer and had to pay with his life since he did not support the massacre of the monks of Ananda Marga. She said that she sought help from Jyoti Basu and wanted to continue to reside on the police quarters in Kidderpore allotted to her husband but was denied.

To this day, every year on the 30th of April, the anniversary of the massacre, Ananda Margis take out a procession to commemorate and pay tribute to the monks who were brutally burnt to death in broad daylight. And yet, nearly four decades have passed and justice has still not been done in the matter. “Political power grows out of the barrel of a gun,” said Chairman Mao. And the Communists in India have lived up to the maxim. Through the years, they have managed to hold on to political power by holding a gun to the head of its opposition. While they have been decimated politically, they are yet to experience the mettle of justice.

Coronavirus lockdown: Chandigarh Police devises a “Corona trap” to tackle suspected patients and lockdown violators without touching them

On Saturday, the DGP Chandigarh Police, Sanjay Baniwal, shared a video on Twitter wherein they showcased an innovative device to trap non-cooperating coronavirus suspects and violators of nationwide lockdown. In the video, they demonstrate the use of the device where a police officer can be seen holding a man using the ‘Corona trap.’ The man was escorted to a vehicle nearby and only then the lock of the iron trap was loosened, which shows that police can hold people without touching them, thereby reducing the risk of getting infected with coronavirus.

The VIP Security wing of Chandigarh Police has made the device, which is a metal rod with a tong like structure at one end to catch lockdown violates and non-cooperative COVID-19 suspects. The two arches that face each other go around a person’s body to trap him, and the arches can be opened and closed by a sliding stick at the other end of the rod.

After a person has been caught, they can be pulled or pushed towards a police vehicle or an ambulance, without the need to touch them. This will ensure that the policemen do not come in close contact of people while performing their duties. The device is similar to a snake tong in design, a device used to catch venomous snakes safely.

Chandigarh has the third-highest Coronavirus recovery rate (56%) in the country. Moreover, the city has not reigstered a single case of death, owing to the Chinese virus infection. As such Chandigarh advisor Manoj Parida has announced on Saturday that non-essential items would be available from April 3.

As the number of coronavirus cases in the country swells, the Punjab Police have upped their ante, leveraging quirky Bollywood memes and altering it to create awareness among people about the novel coronavirus among the public as well as dissuade them from violating the government-enforced lockdown restrictions.

Punjab Police recently shared a witty meme on its official Twitter page that is winning hearts on the social media platforms. The meme entailed a popular Bollywood track-‘Kisi Disco Mein Jayein’ from the Blockbuster movie- ‘Bade Miyan Chote Miyan’ with adjunct lyrics to discourage people from venturing out amidst the lockdown. The lyrics read- ‘Kisi disco mein jaayein, kisi hotel mein khaayein, police dekh legi hum wahaan, chalo ghar pe hi reh lein hum’

“They kicked plate filled with food, demand biryani, non-vegetarian”: Quarantined Tablighi Jamaat members in Kanpur continue to misbehave

The Tablighi Jamaat members in Kanpur who are quarantined Ganesh Shankar Vidyarthi Memorial Medical College continue to misbehave said Dr Arti Lalchandani, Principal. Speaking to media, Dr Lalchandani said that they have been harassing since the very beginning.

There are about 70 people quarantined there of which most are Tablighi Jamaat members. Dr Lalchandani said that the troubles have increased since younger people who attended the Tablighi Jamaat were admitted. “We have been giving them full meals consisting of roti, sabzi, daal and rice along with salad twice a day along with fruits and also bun-maska twice a day. We are providing them mineral water every day. Despite that they continue to throw tantrums and misbehave. They are rude and not talking nicely. Yesterday when a ward boy went to serve a meal, they kicked a plate,” she said.

They continue to misbehave and demand biryani and non-vegetarian food. “We have told them we cannot provide biryani. They attacked the ward boy that he had to run to save his life. Because you never know what they could do. Even then he was injured. It is unfortunate indeed. As principal and dean, on one side to face corona-positive patients is facing death and on other hand is the despicable behaviour of the Jamaatis who just gather together in a crowd. No matter what you do, they just gather in a crowd,” she said.

Tablighi Jamaat misbehavior

The Tablighi Jamaat congregation has turned out to be a hot spot after it emerged as a single source for thousands of positive cases in India. The event took place in New Delhi’s Nizamuddin Markaz in second week of March 2020. Many of the attendees who were taken to quarantine centres and hospitals were later found misbehaving with the hospital staff and harassing them. Many even spat on the doctors, nurses, policemen and also hurled stones on the authorities in a bid to evade testing.

India Today does it again – Shows a distorted map of India without POK and Pakistan Map with Indian Kashmir

In a viral video, Congress loyalist Rajdeep Sardesai can be seen hosting his Prime Time show on India Today wherein a distorted map of India is on display. Just 3 seconds into the video, a graphical representation of the Indian map without the Pakistan-Occupied Kashmir (POK), an integral part of India, pops up on the right side of the screen.

Moreover, the map of Pakistan is shown by including the Indian territory of Jammu and Kashmir. This is exactly the same way that the government of Pakistan represents its official map.

A closer look into the visible differences between the various maps of Pakistan affirms that fact that India Today included the Union territory of Jammu and Kashmir within Pakistan.

In 2016, a new law under the Geospatial Information Regulation Bill was proposed by the Central Government wherein depiction of Indian map without POK or Arunachal Pradesh could lead to 7-year jail term along with a penalty of ₹100 crores. Under 69A of the Information Technology (IT) Act, such websites could be blocked by the Government of India.

Telangana Minister fact-checks India Today

India Today has been infamous for propagating distorted facts and misinformation. Earlier, the managing editor of the channel, Rahul Kanwal, had put up an infographic that listed out the number of PPEs available in coronavirus designated hospitals in India’s 12 most affected states. According to Kanwal, Maharashtra had the maximum number of PPEs at 1,22,133. The lowest, according to him, was Telangana with 3,132 PPEs.

Reacting on the same, Telangana minister KTR slammed India Today and Rahul Kanwal for their inaccurate reporting. In a tweet, KTR asked Rahul Kanwal not to publish ‘nonsense and confusing data’ in these troubling times if he did not have accurate details. KT Ramarao asked whether India Today and Rahul Kanwal will apologise if he proved that Telangana had 100 times more PPEs than what the data projected by India Today revealed. “Sorry but this is disgraceful journalism Rajdeep Sardesai,” tweeted the Telangana minister.

Bihar: FIR filed against Hindu shop owners for hoisting saffron flags accusing them of rioting, disturbing communal harmony, hurting religious feelings etc

A First Information Report (FIR) has been registered against some shop owners in Nalanda in Bihar, for sporting saffron flags on the shops. The FIR was lodged after a complaint was lodged by a block officer named Rajiv Ranjan at the Laheri Police station in Biharsharif on April 20.

He has alleged that the local Bajrang Dal members have urged Hindus in the area to buy essential commodities such as fruits, vegetables, and ration from shops that have sported saffron flags or are run by other Hindus. Rajiv has also claimed in his police complaint that such alleged activities may disturb the ‘communal harmony’ in the locality.

He has further accused one Twitter user (@RahulPrince1432) of asking people to sport saffron flags and uploading several pictures of such Hindu shops. Rajiv had asked the cops, in his letter, to lodge an FIR against the Twitter user and 5 unidentified people.

The police have pressed charges under several Indian Penal Code (IPC) Sections such as 147 (rioting), 149 (unlawful assembly), 153A (promoting enmity between religions), 188 (Disobedience) and 295A (Malicious act to outrage religious feelings). OpIndia could not reach the SHO of Laheri Police Station, despite several attempts. Swarajya magazine journalist Swati Goel Sharma, has said that the officer disconnected her on being asked about Section 295 A.

‘Hindu banners’ removed in Jharkhand

This is the second such incident of action taken against shops this week for displaying Hindu signages. On Saturday, a group of fruit sellers in Jamshedpur were booked by the city police for writing “Vishwa Hindu Parishad ki anumodit Hindu fal Dukan” which translates to “Hindu fruit shop approved by Vishwa Hindu Parishad”. In addition, the banners of the shop also carried the photos of Hindus deities– Lord Shiva and Lord Rama along with the phone numbers of the shop owners.

However, wearing one’s identity on their sleeves did not sit well with the Jamshedpur police which acted on a complaint raised by one Twitter user, Ahsan Razi, about the overt manifestation of religion by the shop owners. The police reached the spot and got the banners removed.

Both the incidents have created massive outrage on Social Media, with users pointing out that there are numerous shops everywhere in India which sport religious names and symbols. There are shops with names like Muslim Hotel, Jain Hotel etc. Shops owned by Muslims also generally have the number 786 written on their signage, but now police action being taken against Hindu shopowners for carrying religious identity.

BJP leader and former Jharkhand Chief Minister Raghubar Das informed that he met the fruitsellers and had a word with the authorities. “We have assured them of all possible help. Also talked to the police officers and there will not be any case on the fruit vendors,” he tweeted.

Fresh meat brand Licious says that they have decided to supply only Halal meat as business policy

Licious, a Bangalore based popular brand that supplies raw meat and ready to cook meat items, has informed that they have decided to supply only halal meat as part of business policy.

The company was responding to an email sent by an angry customer who claimed to have stopped buying from the company. The mail was sent past midnight yesterday following an outrage on Twitter where people demanded to know why most in India are forced to eat halal meat even when their religious beliefs don’t require them to. People lamented lack of choice while buying raw meat or while ordering cooked food at restaurants.

“Are you serving in gulf countries Or India? Why halal certified? Only Muslims are buying from your portal? I have stopped ordering on your portal as you are halal certified. To be halal compliant don’t know how many jamatis you have on your payroll. Be secular and Stop being part of this halal economy,” read the angry email by one Manohar.

The email was responded to by the company at 2.19 PM today (Sunday 26th April), where it was clarified that Licious had a business policy to supply only halal meat, and thus customers had no choice but to buy halal only from Licious.

We have asked Licious to clarify if their response means that they are refusing to supply non-halal meat in the Indian markets even if there is demand from customers. We will update this report when we get any response.

Halal economics

In August 2019, fast-food chain McDonald’s India found itself in a soup after it admitted on discriminating against non-Muslims as part of their business model in India. McDonald’s India had asserted that all the meat used by them is Halal meat. Since Halal guidelines mandate that only Muslims are involved in the entire slaughtering and packaging process, such business model is discriminating against other religions who are involved in the business and denying them the equal opportunity to earn.

One Harish Sharma had filed a legal notice to McDonald’s India through advocate Ishkaran Bhandari on August 26 2019. The legal notice was sent to McDonald’s India, Mr Amit Jatia (Joint Venture partner and McDonald’s India’s Managing Director) and Mr Vikram Bakshi (Joint Venture partner and McDonald’s India’s Managing Director). In October, a second legal notice was served on McDonald’s India.

As state govts take efforts to address migrant labour issue, centre decides to check the feasibility of labourer mobility across states

On Saturday, the central government discussed the feasibility of allowing migrant labourers to move back to their home states amidst the lockdown. The government has also sought details of Indian citizens who have been stuck abroad because of the lockdown, as it is now preparing a roadmap for the post-lockdown period.

Reportedly, Union cabinet secretary Rajiv Gauba met chief secretaries of the states on Saturday to talk about the thousands of workers, currently in migrant labour camps around India who want to return home.

Cabinet Secretary Rajiv Gauba also asked the states to collate numbers of the total numbers of migrant labours that are stuck because of the nationwide restrictions on movement and suggest ways to facilitate their return and quarantine afterwards.

States take the lead to address migrant issue

The BJP-ruled states such as Uttar Pradesh, Madhya Pradesh and Haryana have already initiated the process to bring back migrant labourers stranded in other states after the lockdown was imposed in March till April 14 and then extended till May 3.

In a coordinated exercise between various states, migrant labourers are being transported across the states. More than 2,000 migrants have travelled to Uttar Pradesh from Haryana. A similar number of migrants have also headed home from Gujarat to Madhya Pradesh. On a smaller scale, Himachal Pradesh organised return of Kashmiri labourers stuck in the state.

“The movement of migrant labourers was organised after mutual consultation between the two state governments. They were first checked and nobody showed any symptoms. This movement will go on for four-five days,” said Haryana DGP Manoj Yadava.

Uttar Pradesh expecting 5-10 lakh migrants could return

Chief Minister Yogi Adityanath has set up a committee and directed his officials to prepare a plan for creating at least 15 lakh jobs in rural Uttar Pradesh to meet the rush of about 5-10 lakh persons who are being expected to return to the state over the next two months.

Uttar Pradesh Additional Chief Secretary Awanish Kumar Awasthi said they expected 11,000 migrants to return by Sunday. 

A senior official of the UP government said that the government had reached out to other states and as soon as any of them had their logistical issues in order, UP would initiate the process to bring back workers from there as well. 

Reportedly, the state has more than 30 lakh registered unemployed persons and is expecting about 10 lakh more in the coming months. The government said that it would be able to use many of them for the several infrastructure and industrial projects that are ongoing or will be taken up in the coming days.

Madhya Pradesh started preparations to bring back stranded labourers

Madhya Pradesh, which estimates that nearly one lakh of its migrants are stranded in a different state, has begun its preparations to get them back first from neighbouring Gujarat and Rajasthan.

By Saturday night, 98 buses carrying 2,400 workers from Gujarat were expected to reach Alirajpur and Jhabua in MP, while 600-odd workers from Rajasthan were to reach Sawai Madhopur.

MP Additional Chief Secretary ICP Keshri said it will take some days before all workers return, but the work is in progress.

Rajasthan to allow movement of labourers

The Rajasthan government has also notified that migrant workers will now be able to go out of the state. Chief Minister Ashok Gehlot said the labourers in other states can come back in a phased manner.

Ashok Gehlot said the state government wants to send all migrants workers to their homes safely and expected their support. “If anyone violates rules, there will be strict action,” the chief minister said.

The comments came after Gehlot addressed a high-level meeting on this issue from his residence through video conference.
