Unlock 2.0: Migrant workers start returning to work from their native states, employers arranging buses and trains to bring workers back

The migrant workers who had returned to their native places amidst the nationwide lockdown are now eagerly returning back to work as lockdown has been lifted in most places and the economy is slowly re-opening. A large number of workers have now started returning to Gujarat, as the workplaces in the state have been gradually restarted and the employers are calling their workers to resume work. On his return journey to Ahmedabad, a migrant worker was quoted by ANI as saying: “I am from Bihar. Recently, I got a call from my employer that work has started here so I am back now.”

Just weeks after the migrant workers left industrial states like Gujarat and Maharashtra to their home states during the lockdown, the return journey has already begun for many of them. Remarkably, the employers are calling back their existing workers, most of whom had assumed that they will never get their jobs back. Sonu Kumar, a skilled worker from Bihar told Times of India that not only his employer offered his job back, he has been also offered a hike in salary.

Workers are taking trains and chartered buses to return to their workplaces. The buses were sent by the employers to bring the workers back. According to labour contractors, buses have arrived in Bihar from Andhra Pradesh, Haryana, Punjab, Delhi, Kerala and other states to bring back the migrant workers who had earner returned home.

“The arrangements of their travel either on private buses or trains are being made by the employers through labour contractors. In a few cases, the employers are dealing with the workers’ return on their own,” said Raj Kumar Mandal, a labour contractor. S K Sinha, a retired public servant of Kishanganj, said that it is a win-win situation for both migrant skilled workers and the labour contractors. “Both are in great demand from private companies from across the country. While the salaries of the skilled workers have increased, the labour contractors are charging more from the companies,” he said.

Last month, a scintillating picture of a migrant worker Krishnavati, bowing down to the land of Gujarat before boarding the Shramik Express, went viral on social media. The migrant workers who hailed from Uttar Pradesh were stranded in Ahmedabad amidst the Coronavirus lockdown.

Shramik Trains to the Rescue

In a remarkable development, the Indian Railway operated 145 Shramik special trains from across India on Thursday. An official from the Ministry of Railways had revealed that in this mission to send the migrants back to their native places, the Indian Railways had helped close to 2.10 lakh migrant labourers to return back to their homes on Thursday.

PM Modi launched Rs 50,000 crore Garib Kalyan Rojgar Abhiyaan to provide employment to returned migrant workers

After announcing a slew of measures under the Atmanirbhar Bharat Abhiyan to revive the economy following the Coronavirus lockdown and slowdown in the economy, the Narendra Modi govt had brought a mega rural works schemes to generate employment in rural India. The Rs 50,000 crore ‘Garib Kalyan Rojgar Abhiyaan’ aimed at providing jobs to migrant workers who have returned to their home states was launched by prime minister Narendra Modi on 20 June through Video-Conference.

The scheme will be implemented in 116 districts in six states, Bihar, Uttar Pradesh, Madhya Pradesh, Rajasthan, Jharkhand and Odish. According to a statement issued by the govt of India, the campaign will run for 125 days on a mission mode. The scheme will involve intensified and focused implementation of 25 different types of works to provide employment to the migrant workers on one hand and create infrastructure in the rural regions of the country on the other hand, with a resource of Rs. 50,000 crore.

116 districts in the 6 states, which have more than 25,000 migrant workers returned from other states, have been selected for the campaign.

The Garib Kalyan Rojgar Abhiyaan will create durable infrastructure in the areas where it will be implemented, apart from creating employment opportunities for workers.  This is expected to boost the livelihood opportunities in rural India.

After former attorney general refuses to represent TikTok in SC, Congress leader and former TikTok lawyer Abhishek Manu Singhvi also backs out

Senior advocate and Congress leader Abhishek Manu Singhvi said on Wednesday (July 1) said that he would not represent the Chinese video-sharing app TikTok in Supreme Court, as TikTok seems to be challenging the decision of govt of India to ban it in the country. The Congress leader said that though he had represented the Chinese app a year ago in Supreme Court and won on their behalf, he did not intend to appear for it now.

The Congress leader’s decision came after former Attorney General of India and senior advocate Mukul Rohatgi expressed unwillingness to be a lawyer for TikTok. Earlier in the day, Mukul Rohatgi had clarified that he doesn’t want to represent a Chinese company against the Government of India.

TikTok, owned by Chinese internet firm Bytedance, is challenging the decision of govt of India to ban it in the country, along with 58 other apps from China.

It is pertinent to note here, that in 2019, Congress leader Abhishek Manu Singhvi had represented TikTok in the Madras High Court and had argued for a stay against the ban imposed on the app by the High Court, saying it was causing irreparable damage to the company.

In April last year, the Madras High Court had issued an interim order to TikTok, following which the govt of India had directed Google and Apple to remove the app from their app stores in India. The court had then observed that there was inappropriate content, including pornography, on the platform that was easily accessible to children. Following the High Court order, the company had approached the Supreme Court. The apex court had refused to stay the ban, but asked the High Court to take a decision on the interim ban by 24th April. The Court had said that if the Madras High Court does not make a decision, the ban will be lifted. After that on April 24, the Madra High Court had lifted the ban.

The Chinese video sharing app banned in India

The government of India has announced a ban on 59 Chinese apps that were listed on the Google Play Store and the Apple iOS App Store in India over concerns that these apps were engaging in activities that threatened national security, defence of India, sovereignty and integrity of India. The list includes the popular short video service TikTok, which considers India as its biggest market, UC News from Alibaba Group, CM Browser, file sharing service Shareit, shopping app Shein, popular mobile game Clash of Kings, and more. TikTok is the most popular app on the ban list, which is known for its user-generated lip-syncing, talent and comedy short videos. In recent times the app also faced controversy after a large number of videos were uploaded on TikTok by Muslims mocking and downplaying the Coronavirus pandemic.

TikTok India released statement, claims does not share data with Chinese govt

Following the ban, TikTok’s India office had released a statement, in which Nikhil Gandhi, head of TikTok in India claimed that TikTok continues to comply with data privacy and security requirements and has not shared information of users to any foreign government including the Chinese government. 

However, since the Government of India did not concede to TikTok’s request to restore its services in India, the Chinese app has now decided to take the Government of India to court.

Priyanka Gandhi Vadra has been finally served a notice to vacate the government bungalow which she continued to live in even after the SPG security allocated to her was removed last year. In a letter served to her, the Gandhi scion has been given a month time to vacate the 35 Lodhi Estate bungalow which she has been occupying for the last 20 years as part of the entitlement which came to her along with her maiden name.

Priyanka Gandhi Vadra continued to stay in govt accommodation despite removal of SPG cover

Last year in November, the SPG cover provided to Congress interim President Sonia Gandhi her children Rahul Gandhi and Priyanka Gandhi Vadra was withdrawn and replaced by CRPF security. And since then, almost 8 months have passed, but she has continued to stay in the government bungalow.

Priyanka Gandhi Vadra, a private citizen, was allotted Type VI bungalow in February 1997 on the recommendation of the SPG, home ministry and cabinet secretariat. The accommodation was deemed necessary due to the SPG security, from the security point of view, also due to the requirement of places for the SPG commandos protecting her. She has been staying in the govt bungalow even though she is not a public servant, she is neither a govt official nor a member of parliament or assembly. She had been granted the house only on the basis of her SPG protected status.

The Gandhi scion convinced Vajpayee govt to reduce her monthly rent

In 2002, when Atal Bihari Vajpayee led BJP government was at the helm of affairs, then too, Priyanka Gandhi Vadra had managed to retain her accommodation. It was reported how she had convinced the Vajpayee government to reduce the monthly rent for her 2,765.18 sqm house in Lutyens’ Delhi from Rs 53,421 to only Rs 8,888, a whopping 83% reduction.

On May 07, 2002, Priyanka wrote to the government and said that Rs 53,421 was “too high” an amount and “beyond her paying capacity”.

In 2002, Priyanka told the government that she had been “occupying the bungalow on the request of the SPG and that a large part of the bungalow was occupied by SPG itself” and not by her family. She added that it is not her choice to stay in a general pool house but she is doing so due to security considerations.

The note for the Cabinet Committee on Accommodation on July 8, 2003, said: “The matter has been reviewed keeping in view the facts that security protectees are not unauthorised occupants and allotments have been made to them as per the policy of the government. It has been felt that the security protectees, including SPG protectees, may be charged special licence fee in respect of the government accommodation provided to them as they are private persons and they cannot afford to pay the market rates of licence fees”.

This is how, Priyanka Gandhi did not only manage to retain the entitlement, despite not being eligible for it but also managed to get the rent revised to Rs 8,888 per month from July 24, 2003. The rent was gradually increased as per norms, and in 2016, it was reported that Priyanka Gandhi Vadra was paying Rs 31,300 for accommodation in Type VI government house at 35, Lodhi Estate, which should have at least cost her Rs 53,421 per month as per 2002 rate, if not more.

When the house was originally granted to Priyanka Vadra in 1997, its rent was Rs 19,900 per month, as per the market rate at this time. The rate was gradually increased, but Vadra managed to slash the rates citing her inability to pay, and also by arguing that she was not using the whole bungalow, as parts of it were occupied by SPG.

Retained house during Modi-1 govt and stopped paying rent during Modi-2

When Modi govt came to power, many BJP supporters demanded that Priyanka Vadra should be evicted from the govt house, but she managed to stay on during the first term of the Modi govt. The SPG protection status of the Gandhi family, including hers, was retained by the home ministry during the Modi govt-1, and therefore, she was able to retain the house, as it was felt that it will be difficult for SPG to provide her protection in a different location outside the high-security area. As long as she remained under the protection of SPG, the accommodation remained available to her by default.

Moreover, according to sources, Priyanka Gandhi also has not paid rent for almost a year now. Reportedly the Gandhi scion owes around Rs 3.5 lakh in rents to the govt. This means that she had stopped paying rent even before her SPG protection was withdrawn.

In 2019, the Home Ministry decided to replace the SPG category status of the Gandhi family with Z-plus security after the intelligence agencies had conducted a detailed review of threat perception of the Gandhis and had advised downgrading of security protection accorded to them from SPG cover to ‘Z-plus security’. This meant that the bungalow was no longer a security requirement. Despite this, the Gandhi scion until now has been using the government accommodation, which she should have vacated long ago, considering she does not hold any public office.

So basically to sum it up, Priyanka Gandhi Vadra is still living in government accommodation, which she is not entitled to. Secondly, she was being charged a rent which was technically much lower than what it should have been for a type VI government accommodation. And to top it all, she owed Rs 3,46,000 to the govt in rents, which means that she had not paid up the rent for atleast last 10 months.

RTI reply says Shashi Tharoor’s promised MPLADS fund not received by medical institute, Tharoor blames central govt after reply goes viral

An RTI plea filed to seek the donations received by the Sree Chitra Tirunal Institute for Medical Sciences and Technology in Thiruvananthapuram revealed that contrary to what Congress leader Shashi Tharoor had boasted on his Twitter timeline, the institute had not received any funds from the Trivandrum MP to bankroll its research and development work in building a new coronavirus kit that would considerably reduce the sample-to-result time of COVID-19 tests.

Kerala BJP President Muraleedharan also tweeted a copy of RTI reply dated 22.06.2020 by Sree Chitra Tirunal Institute of Thiruvananthapuram which claimed that no funds under MPLADS are received till date to Institute from Dr Shashi Tharoor MP Trivandrum.

“RTI plea busted @INCKerala MP @ShashiTharoor’s claim of donating ₹1 Cr. MPLADS fund to @sctimst_tvm. They did not receive the fund either for R&D or for the purchase of Test Kits. Stop #Lying!” V Muraleedharan tweeted.

The RTI was filed after Congress leader Shashi Tharoor tweeted that he had allocated Rs 1 crore from his MPLADS fund to finance the Research and Development that can lead to a breakthrough in battling coronavirus as the institute prepared a new test kit that brought the sample-to-result time below two hours.

The RTI response effectively punctures the claims made by the Congress leader that the institute prepared the rapid testing kits using the money earmarked by him from his MPLADS fund. The reply received in response to the RTI plea said that no fund had been received by the institute from Dr Shashi Tharoor. It further stated that no project has been created since the claimed funds were not received by the institute till date.

Shashi Tharoor calls Muraleedharan’s claims as “scurrilous”; provides detailed clarification

However, the Thiruvananthapuram MP, Shashi Tharoor, in his defence, had rubbished the allegations levelled against him and termed the tweet by the Kerala BJP president against him as “scurrilous”. In a series of tweets, he provided detailed clarification on the matter, alleging that the funds were granted on March 30, before the government of India suspended MPLADS funds for two years due to the Coronavirus pandemic.

“Given the institution’s strong history of path-breaking innovation and the calibre of its scientists, I was confident that this would be successful & allocated this amount to the institute as the attachment shows,” Shashi Tharoor tweeted along with the allotment letter. The Congress leader added that the allotment was made by letter dated 30 March on the understanding that SCTIMST would get the funds once the kits were developed by them.

Tharoor further added that District administration and institute administration asked him to provide the same amount as funding against purchase citing the revised MPLAD guidelines that did not allow support and development but authorised only purchases.

“And surely even @VMBJP can understand that for funds to be disbursed, purchase needs to be made; for purchase, production needs to start; and for production, you need to convince your govt to support our institutes & approve their kits, instead of sitting on Twitter?” Tharoor tweeted.

“This BJP Govt has a shameful pattern: it fails to perform &then it attacks theOpposition for allegedly not doing the Govt’s job. The cretinous tweet by @VMBJP is merely the latest example of this. He should apologise for accusing me of lying when I’ve been fully transparent,” an irate Tharoor tweeted, blasting at the BJP government and MoS Muraleedharan for calling him a liar.

PM Modi quits Weibo following ban on the Chinese micro-blogging site in India along with 58 other Chinese apps

The Indian government recently banned 59 Chinese applications. Prime Minister Narendra Modi, known for his active social media accounts, had decided to quit the Chinese microblogging website Weibo. It is the most popular social media platform in China, and PM Modi joined it a few years ago.

First PM Narendra Modi’s photo, posts and comments have been removed from his Weibo account but it remained a blank page on the site. But later the account was also removed. Before the removal, he had around 2.5 lakh followers on the Chinese micro-blogging site, where he used to post in the Chinese language. The Indian PM had joined Weibo in 2015, ahead of his first visit to China as PM.

The removal of the account came days after the text of PM Modi’s speech and few other official statements of Indian govt were removed from Weibo and WeChat accounts of the Indian embassy in Beijing.

Removal of account from Weibo

Although the Indian govt had banned Weibo and other Chinese apps 2 days ago, the removal of PM’s account took time as the process of removing VIP accounts from Weibo is complicated. The user has to go through a procedure to quit and follow a formal process to deactivate the account. PMO might have initiated the request on 29th June itself as the account now no longer exists on Weibo.

Before he deleted his account from Weibo, there were 115 posts. While removing the account was taking time from the Chinese side, posts were manually deleted. There is a policy in China that one cannot delete a photo with President Xi Jinping from the social media account. There were two photographs in which Jinping was with PM Modi, and they were visible until the account got deactivated.

Indian government has not only banned applications of Chinese origin but the government is taking multiple steps to reduce Chinese penetration in Indian economy. Union Minister Nitin Gadkari announced that Chinese companies will not be able to take part in Highway projects any more. BSNL has terminated Rs.471 crore worth deal with Chinese companies.

Priyanka Gandhi Vadra loses her Government bungalow at Lodhi Estate. Read letter

Congress general secretary Priyanka Gandhi Vadra has lost her government accommodation at 35 Lodhi Estate, which she was continuing to live in despite removal of SPG cover in November last year.

Priyanka Gandhi Vadra was served a notice to vacate her bungalow provided by the Government of India. She got the bungalow because she was an SPG protectee.

According to reports, the Gandhi scion is no longer entitled to Govt accommodation. As per the letter, following the withdrawal of SPG protection and grant of Z+ security cover last year, she no longer have the provision to live in government accommodation. She is given 30 days notice period and asked to vacate the Lodhi Estate house in Lutyens’ Delhi by 1st August 2020.

In November last year, Priyanka had lost her SPG cover. Priyanka Gandhi Vadra, a private citizen, was allotted Type IV bungalow in February 1997 on recommendation of the SPG, home ministry and cabinet secretariat. With SPG cover gone, she is yet to vacate her government accommodation, considering she does not hold any public office.

China in talks with Islamic terror group Al Badr as it moves 20,000 soldiers along the LAC, Pakistan deploys two divisions along PoK: Reports

Amidst the ongoing stand-off between Indian and Chinese troops along the Line of Actual Control (LAC) at Ladakh region, the People’s Liberation Army (PLA) has deployed more than 20,000 of its troops near the Eastern Ladakh sector, reports ANI.

Addition to the Chinese troops, there are reports that suggest the Chinese are also planning to use terrorism to target India and has also attempting to revive a terrorist group in Pakistan occupied Kashmir to unleash terror against India.

Reportedly, the Chinese army is holding talks with terror organisation Al Badr to incite violence in Jammu and Kashmir. Al Badr is a Pakistan-based terror group that has a history of inflicting terror in Kashmir. China has also been urging Pakistan’s secret-service the ISI to send additional battle-hardened terrorists.

“The assessment is that China may provide support to revive the organisation (Al-Badr). This is among the signs we have received that indicate Pakistan and China are collaborating on the ground”, an official reportedly said.

Even though Al-Badr was decimated by Indian security forces long ago, Jammu and Kashmir Police DG Dilbag Singh had recently said that efforts were being made to revive the terror group in the valley.

Pakistan moves troops in support of China along Gilgit Baltistan

Meanwhile, Pakistan – the rental state of China, has also moved two divisions of troops along the Line of Control (LoC) in occupied Kashmir and Gilgit-Baltistan.

The Pakistan Army has deployed almost 20,000 additional troops in the northern Ladakh region to match Chinese deployments. Reportedly, the Pakistan-China axis is looking for a two-front attack against India. 

Reportedly, Pakistan has deployed more troops than what it did after the Balakot airstrikes. The Pakistani radars are believed to be fully activated all along the region too.

The build-up on the borders, along with the China-Pakistan axis to incite terrorism in Kashmir has brought the possibility of India Arm fighting a two-front war and fighting terrorists in Kashmir.

Reportedly, there have been a series of meetings between Chinese and Pakistani officials in recent weeks, followed by the large deployment of troops in Gilgit-Baltistan, the area belong to the Union territory of Ladakh, currently illegally occupied by Pakistan.

Sopore Police refutes claims of CRPF personnel killing a civilian, says the man was shot by terrorists and his grandchild rescued by soldiers

Terrorists in Sopore town of Baramulla district of Jammu and Kashmir attacked a patrolling party of CRPF today. Two security force personnel got injured in the attack. One civilian was killed in cross-firing during the encounter.

After the encounter, an image of a 3-year-old boy sitting on the motionless body of his grandfather at the site started doing the round on social media. Though the Jammu and Kashmir police had rescued the three-year-old, many Twitter users started sharing the image and claiming that the boy’s grandfather was killed by the Indian Army.

India Today journalist Ashraf Wani was one of the first to jump into the scene to claim that the 60-year-old civilian was killed by the CRPF personnel. Sharing a video message by the son of the civilian who lost his life in the attack today, Wani said that according to the son of 60-year-old civilian, Bashir Ahmed said his father was brought down from the vehicle and killed by CRPF.

Many Islamist handles also claimed that the civilian was killed by CRPF.

Few pro-Islamist trolls were also quick to show solidarity with Pakistan and its terror organisations, by alluding that the “CRPF and the Army brutally kill and torture innocent civilians in Kashmir on a daily basis and the blame is put on either Pakistan or the Militants”.

Unlike claimed by these Twitter users, the son of the civilian was nowhere heard blaming the CRPF for the killing of his father. He, in fact, said that when the firing began, CRPF also fired and his father was killed. Like always, the Islamist sympathisers have tried to twist the statement to suit their narrative.

Refuting social media claims that the old man was brought down by the CRPF, Sopore Police also issued a statement. Calling the claims baseless and far beyond the facts, Sopore police said that action would be initiated against those spreading rumours.

Meanwhile, senior Jammu and Kashmir police officer Imtiyaz Hussain also took to Twitter to share the first-hand account by a local cop in Sopore about the terror incident. According to the cop, the terrorists started firing indiscriminately from the upper floors of a mosque on the opposite side of the road. The local cop said soon after the firing started, a civilian and three CRPF jawans were injured. He recollected, how for them, the greatest challenge then was to rescue the 3-year-old toddler who was roaming around helplessly near his grandfather who lay there in a pool of blood along with three CRPF personnel. The army chose to rescue the child first, instead of picking up the injured CRPF personnel and the civilian, he recalls.

The local cop in the video is heard saying how the army then made a safe wall by lining up the army vehicles together and rescued the child. The cop also informs that along with the civilian, a CRPF personnel was also killed in the encounter.

Spreading fake news to discredit the Indian Army is nothing new. Islamists and Pakistani propaganda machinery have often peddled similar narratives to target the Indian Armed forces. Recently, we reported how assorted Islamists and Pakistan-based groups had blamed the Indian Army for the killing of a 9-year-old child by terrorists.

The Kashmiri separatists and Pakistani handles used the murder of the minor boy by a Kashmiri terrorist to claim that India was oppressing Kashmiris and assserting that ‘Kashmiri Lives Matter’. They also demanded that international institutions intervene in the matter to deliver Kashmir to Jihadis.

Then too, Kashmir Police clarified that the child was killed by the terrorists after they fired upon the CRPF party.

NDTV’s Ravish Kumar defends Dr Anwar, who is named in the Dilbar Negi murder charge sheet for inciting Muslim mobs

NDTV journalist Ravish Kumar was recently seen in his prime time show, shielding one Dr MA Anwar who had been charge-sheeted for his involvement in inciting riots in Delhi, including in connection with the gruesome murder of a young man Dilbar Singh Negi, a sweet shop worker, during the riots in the national capital. Kumar, in his show, insinuated that Dr Anwar, who had reportedly treated more than 600 patients in his hospital, was being framed in the Delhi riots case.

“There was a lot of reporting done on the owner of Al-Hind hospital, Dr MA Anwar, during the Delhi riots and was showered with praises for continuing the treatment of riot victims even as the violence swept through the city. Dr Anwar had treated more than 600 patients but his name also came up in the charge sheet filed in the case of a murder of a 22-year-old Dilbar Negi,” Ravish said.

In an unscrupulous attempt to extenuate Dr Anwar and portray him instead as a victim of state persecution, the assertions made by Kumar imply that the police had wrongly named Dr Anwar in the charge sheet filed in connection with the murder of Dilbar Singh Negi and Delhi riots.

Anti-Hindu riots that rocked the National Capital

A deadly wave of violence had gripped Delhi as rampaging Muslim mobs opposing the passage of the Citizenship Amendment Act ran riot on the streets of the national capital in the last week of February. The systematic Anti-Hindu riots orchestrated by radical Muslim mobs resulted in 42 deaths, besides damage to livelihood and properties. Ground reports had revealed that the Islamists had been preparing for these anti-Hindu riots since a long time under the pretext of anti-CAA protests.

One of the victims of these coordinated Anti-Hindu riots had been a young man named Dilbar Negi. Dilbar Singh Negi was from Thalisain block in Pauri district of Uttarakhand. His close aide Shyam Singh told Opindia that some rioters entered the Shahdara area on the evening of 23 February. The rioters made Negi their first target. They cut off his arms and legs. Then, they burnt his body in a nearby shop. He was accompanied by his two other companions in the building who managed to escape from there

Shocking visuals of the gruesome murder of Dilbar Negi had gone viral on the Internet. On the evening of 24 February, when violence erupted in Delhi, 20-year-old Dilbar Singh Negi had fallen victim to the brutality of these riots. Dilbar Singh Negi was burnt by a mob of rioters in the burning house after being hacked with a sword.

The rioters, after cutting Dilbar Singh Negi’s hands and feet, threw the rest of his body into the burning fire. The incident was first reported by Opindia, when the relatives of Dilbar Negi, the deceased, contacted us and reported the horrific accident. Dilbar had come to Delhi just 6 months ago from Uttarakhand. He used to work at a sweet shop located in Shiv Vihar.

Delhi Police named Dr Anwar in the charge-sheet of anti-Hindu riots in Mustafabad, Delhi

The owner of a hospital in North-East Delhi had been named by the Delhi Police in its charge-sheet as one of the masterminds of the anti-Hindu riots in Mustafabad, that led to the brutal killing of Hindu youth Dilbar Negi. In a major development in the Anti-Hindu Delhi riots case, the Delhi Police had named Dr MA Anwar, the owner of Al-Hind hospital in the riot-hit Mustafabad area, as one of the organisers of the protest. The controversial doctor has been named in the charge-sheet filed by Delhi Police in the murder of the Hindu youth Dilbar Negi.

Most importantly, the hospital is just 1 km away from the sweet shop where Dilbar Negi had worked, who was burnt by a Muslim mob after his limbs being cut off with a sword during the Anti-Hindu Delhi riots in the national capital in February that killed 53 people and injured several others.

The police charge sheet had stated that Anwar was one of the organisers of the prolonged anti-CAA protests that were going on in the Farooqia Mosque are and he has been inciting Muslims saying that the government is planning to put Muslims in detention camps.

How political interference by UPA and Samajwadi Party hindered anti-terrorist operations in Azamgarh during UPA rule

There was a little controversy over Amit Shah’s statement made in May 2014 before the Lok Sabha polls, on Azamgarh in Uttar Pradesh (which was represented by Mulayam Singh Yadav as the local MP from 2014-2019) being a base for terrorist activities. This controversy of Muslim youth from Azamgarh being part of the Indian Mujahideen and involved in other terrorist activities had arisen since at least September 2008 itself.

There were 5 bomb blasts in Delhi on 13 September 2008, which killed more than 30 people, and injured more than a hundred. After that, the police received information that terrorists were present in Batla House, in Jamia Nagar area of Delhi. On 19 September 2008, the police went to arrest the terrorists, but the terrorists fired on them, killed Inspector Mohan Chand Sharma and injured two other policemen- Head Constables Balwant Singh and Rajbir Singh. In this encounter, 2 terrorists were killed, 2 (Mohammad Saif and Zeeshan Ahmed) were arrested and 1 escaped. The two killed terrorists were Azamgarh residents Atif Amin and Mohammad Sajid, and both the arrested terrorists too were from Azamgarh.

One of the terrorists who was said to be in Batla House and escaped at the time of this encounter was Shahzad Ahmad, who was later arrested from Azamgarh on 31 January 2010, and later found guilty by court on 25 July 2013. He was convicted for the killing of Mohan Chand Sharma and injuries to the other 2 policemen and given life imprisonment on 30 July 2013. The court also found Ahmad guilty of obstructing and assaulting public servants, and grievously injuring the police officers to deter them from performing their duty.

After this encounter, the usual suspects- radical Muslims, political parties and Leftists as usual, started questioning the encounter and called it ‘fake’, specially teachers and students of the Jamia Millia Islamia University. Rashtriya Ulama Council brought a full train of protestors from Azamgarh to Jantar Mantar, Delhi demanding an independent Judicial Inquiry. The Samajwadi Party and Bahujan Samaj Party (BSP) demanded a judicial inquiry into the encounter, in Parliament.

Subsequently, on the Delhi High Court’s directive on 21 May 2009, the National Human Rights Commission (NHRC) in its 22 July 2009 report cleared the police of any violations of rights. Despite this, the Leftist-Islamists’ (including people like Arundhati Roy, Harsh Mander, Shabnam Hashmi, Prashant Bhushan, Kavita Krishnan, Colin Gonsalves etc) questioning of this encounter as genuine continued.

Political leaders like former Madhya Pradesh Chief Minister Digvijay Singh too did the same, insulting the sacrifice of Mohan Chand Sharma. They of course, did not answer the simple question- that if it was a ‘fake’ encounter, why on earth would the police kill only 2 out of the 5 people, leave 3 people alive of whom 2 were arrested (who would have been witnesses), let one person escape, and shoot their own Inspector Mohan Chand Sharma (Yes, many among those who called this encounter as ‘fake’ alleged that the police themselves killed M C Sharma) ?

Digvijay Singh continued his lies even after the conviction of the IM terrorist on 25 July 2013, and the court clearly stating that the encounter was genuine! He said talking to reporters in Indore soon after the conviction of Shahzad, “I will never apologise. I still maintain that encounter was fake.” when his own party colleagues like spokesman Abhishek Singhvi and former Home Minister & then Finance Chidambaram called it as ‘genuine’.

The then Samajwadi Party leader Amar Singh insulted the martyred M C Sharma by saying that he could have been killed by other policemen in the ‘fake’ encounter and not the terrorists. However, this heartlessness for the sake of vote bank politics was too much for everyone, and hence, to try to not appear disrespectful to the martyred Sharma, while simultaneously calling the encounter as ‘fake’, Amar Singh gave a cheque of Rs 10 lakh to his family on behalf of the Samajwadi Party.

His family refused to accept the cheque, and returned it to him, for his outrageous comments. Amar Singh had also said that “The doubts on the encounter’s credibility arise since I was informed that Inspector Sharma had been transferred out of Delhi police’s special cell five days before the encounter. How then, was he leading the encounter?” This was totally wrong, and he had not been transferred from the special cell. His wife and father condemned Amar Singh.

Let us see what The Indian Express reported on 26 July 2013 on the arrest of the terrorist Shahzad Ahmed from Azamgarh:

“It was around November 2009, more than a year after the Batla House encounter, that the Uttar Pradesh Anti-Terrorism Squad (ATS) reportedly received a tip-off that Shahzad Ahmad, alias Pappu, was hiding in his house in Khalispur village, in Billariaganj area of Azamgarh.

But the ATS team was told to carry out a raid only if they were absolutely certain about his presence, since the naming of Azamgarh youth in Indian Mujahideen (IM) modules had become a touchy political issue.

According to sources, the ATS personnel made frequent rounds of the area, first posing as health workers administering polio drops, and later as revenue department workers. But they were not able to gather much information.

In January 2010, some ATS men, posing as government mechanics, visited the area on the pretext of installing hand-pumps. They even demanded a “bribe” for installing a hand-pump at Shahzad’s house. A senior ATS official, posing as the head of the mechanics, visited Shahzad’s house to collect the “bribe”. He spotted Shahzad inside. On January 31, 2010, the ATS team reportedly went to Shahzad’s house at around 7 pm, saying they wanted to keep their tools there for starting work the next morning. The team got lucky, as Shahzad himself walked to the door to take the tools. The ATS personnel grabbed him before he could raise an alarm.

Shahzad’s arrest was announced the next morning, after the ATS squad brought him to Lucknow. He was handed over to the Delhi Police the same day. The Azamgarh police later picked up his laptop and other belongings from the family.”

This is more than enough to prove what political interference can do in anti-terrorist operations. In any normal country, the anti-terrorist police do not need to ‘depend on luck’ and be fortunate to find the terrorist in the house. See the line of The Indian Express: “But the ATS team was told to carry out a raid only if they were absolutely certain about his presence, since the naming of Azamgarh youth in Indian Mujahideen (IM) modules had become a touchy political issue.” The ATS team was told so by whom? Obviously by politicians, who thrive on Muslim votebank and were ruling at that time, most likely by the then UPA Government.

If the ATS team had any suspicions, it should have had full freedom to cordon off the area and search for a dreaded Indian Mujahideen terrorist. If a raid was conducted and he was not found, it would have caused no damage. But if a raid had not been conducted with he being there and he then escaped, it would have caused huge damage. For fear of ‘offending Muslims’ in light of ‘political controversies’ over involvement of Muslim youth of Azamgarh in terrorist activities, there was political hindrance in the working of ATS. The fact that India’s own ATS was very hesitant, had to resort to posing as mechanics and depend on fate, shows that the truth was even more bitter than what Amit Shah had claimed.

Even before his arrest, there was a report in The Indian Express dated 13 June 2009 that the Azamgarh police had been asked to coordinate with the Anti-Terror Squad (ATS) to trace the whereabouts of 8 Indian Mujahideen operatives (which included Shahzad Ahmed) from the Azamgarh district who were wanted by the Delhi police. All eight were allegedly involved in the serial bomb blasts in Delhi, Mumbai, Jaipur, Gujarat and Uttar Pradesh. Each of them carried a reward of Rs 1 lakh on their head. That report also gave a list of terrorists already arrested from Azamgarh, which included Zeeshan Ahmed and Mohammad Saif, who were arrested in the Batla House encounter.

Besides, it took the ATS more than 2 months to arrest him after getting the tip-off. It got the tip-off in November 2009, but managed to arrest him only on 31 January 2010. What if he had escaped in disguise or in any other way in these two months? What if he had managed to reach Nepal in those two months, and from there fled to Pakistan, or any other country?

This shows how alarming and appalling the situation of anti-terrorist operations in India is under ‘secular’ parties. Political parties like Samajwadi Party, Congress and AAP are particularly guilty of hindering ATS operations, since leaders of these parties called the September 2008 Batla House encounter as ‘fake’. The mercy here is that the ATS was allowed to arrest the terrorist, or some people would have wanted to let the accused go scot-free, since his arrest and subsequent conviction would expose their false claims of the encounter being ‘fake’.

However, this interference in Azamgarh is nothing as compared to what the DMK Government and then the DMK-Congress combine did in Tamil Nadu in 1997-98 and 2006 onwards on the issue of the 1998 Coimbatore blasts. They actually allowed the blasts to occur, despite being fully aware of the terrorists’ presence, plans and activities, later withdrew cases against terrorists, did not appeal against the acquittal of dreaded terrorist Madani, supported & got bail for Al Umma terrorists, and released terror convicts pre-maturely. Congress stooped to an unimaginably low level even after the blasts, blaming RSS/BJP for them!
