Days after AAP MLA Amanatullah Khan gave Waqf job to a Muslim man injured in anti-CAA riots, FIR filed against him for misusing Waqf Board

An FIR has been filed by Delhi Anti-Corruption Bureau against AAP MLA Amanatullah Khan in connection with the misuse of funds of Waqf board. According to ACB chief Arvind Deep, Khan has been booked for irregular recruitment and misuse of funds allotted to Waqf Board. The FIR is reportedly registered under Prevention of Corruption Act. The development comes ahead of the Delhi Assembly elections where Khan is seeking re-election from Okhla.


Khan, who is chairman of the Delhi Waqf Board, had touched off a controversy after he arbitrarily recruited a Muslim man for Waqf job after he was injured in during anti-CAA riots ensued in Delhi following the legislation of the Citizenship Amendment Act. Violent riots broke out in Jamia Nagar in Delhi where the Jamia Millia University is located and a raft of Muslim mobs took to streets to vandalise and torch public properties. With the aim to restore law and order, Delhi Police took corrective action against the rampaging mob. While several policemen were injured in the brawl, so were other rioters.

One of the injured was Md Minhajuddin. Expressing his sympathy for Mihajuddin who reportedly ‘injured’ his eye during Jamia anti-CAA riots, AAP MLA Amanatullah Khan, provided him with financial aid by offering him a check of Rs 5 Lakh and a permanent job at Waqf Board. Khan visited Mihajuddin at his residence and provided him with the financial aid and job papers.

Interestingly, Amanatullah Khan, the AAP MLA, is also booked for allegedly inciting violence during the anti-Citizenship Amendment Act protest by Ghaziabad Police. Days before the Ghaziabad Police lodged an FIR against him, AAP MLA’s name surfaced during the investigation in the violent protest in South-East Delhi’s Jamia Nagar. Khan had been spotted leading the anti-CAA protests in Delhi on December 15, 2019, that had turned violent. Minutes after it was reported that Khan was present at the protest site which turned violent, AAP supremo and Delhi Chief Minister Arvind Kejriwal tweeted an appeal for peace.

Delhi govt led by Arvind Kejriwal failed to deliver on 75% promises made: Detailed analysis of all 70 promises made in 2015

AAP has touted its 2020 manifesto as ‘Kejriwal ka Guarantee Card’. Going by the track record since 2015, such a guarantee card would actually guarantee a 75% failure rate of all the promises made by Kejriwal to Delhi. An objective analysis of AAP’s manifesto of 2015 reveals that Kejriwal’s government has not been able to implement 75% of its manifesto promises (based on average implementation % in the analysis of raw data). For a party that often invokes the maxim ‘Jo kaha so kiya’, a more apt catchphrase could be ‘Jo Kaha uska 25% kiya’.

Aam Aadmi Party’s Arvind Kejriwal has claimed that he will seek votes on the track record of his government’s performance in Delhi since 2015. He has also claimed that apart from Full Statehood, his government has delivered on all 70 promises made to the people.

Let’s take an objective look at AAP’s declared manifesto promises of 2015 and how the Kejriwal government has fared in fulfilling each of the promises. In this analysis, every Manifesto promise has been first broken down into tangible measurable targets that the manifesto mentioned, and open-source data was gleaned to determine the fulfilment of the target as also % implementation where ratios were available. Let’s take the example of AAP’s Manifesto Promise #9, ‘Water as a Right’, which entailed piped water to 14 lakh households and access to clean drinking water. Both the measurable targets have not been met, as this Reuters report from July 2019 clearly outlines the disparity in water availability between the rich and the poor in Delhi, the wanton use of tankers to overcome water shortage, indicating a complete lack of piped water supply to all households and a woeful inadequacy in clean drinking water even for the rich. This Reuters report also effectively counters AAP tracker portal’s claim updated in January 2017, that all households including unauthorized colonies would get piped water connections by December 2017.

The entire analysis is based on open source reports spanning across 80+ news articles reflecting the latest availability status of each promise. The study also analyzed AAP’s own tracker portal of its promises, which unsurprisingly stopped posting updates since February 2017, possibly because the lack of real measurable progress was glaring on most of the promises made. In the case of most promises, the AAP Tracker seems to post either no updates or irrelevant updates to the promises made. Where the portal information was deemed accurate, it has been factored into the analysis.

Of the 70 promises made, the analysis could capture relevant source-based data to assess a fulfilment % for all but two of the promises, where no data was available. The promises have been classified accordingly to not skew the analysis.

The raw data for the analysis is available at the end of this article in a tabular format. Every manifesto promise has been studied to assign a fulfilment status of either – Fulfilled, Not fulfilled or Partially Fulfilled, after referring meticulously to open source data available on the reported achievements against the promises, and the source of the data considered is also attributed.

Results of the Analysis

Of the 70 promises made, Kejriwal has delivered fully only on 11 promises, while the bulk, 57, are either not fulfilled or at best only partially fulfilled at the end of the 5-year term.

Status of Fulfillment of Manifesto Promises

Analyzing what Kejriwal could deliver, we see that promises that predominantly involved a Subsidy or a Budgetary Spend allocation were the ones Kejriwal was most adept at handling. For e.g., promises that encompassed Free Lifeline Water, Electricity bills to be reduced by half, Regulating Private School Fees etc. are the ones which involved a quick policy or subsidy announcement.

On these, Kejriwal indeed has delivered on his promise. It’s another matter that the cost of such subsidies, as highlighted in a Hindu Business Line study, in the case of the electricity subsidy is 1759 crores for 2018-19, and is potentially being recovered by effectively hiking tariffs for non-individual connections. The long term effects of such subsidies are yet to play out and the verdict is out on what such effects could entail.

Type of Fulfilled Promises

On the flip side, analyzing what Kejriwal couldn’t deliver, we come to the heart of the governance challenges that plague Kejriwal – 80% of the promises that went unfulfilled, involved some administrative implementation components, i.e. promises that involved some element of services delivery beyond just passing of a legislation or declaring a subsidy or budgetary allocation, Kejriwal couldn’t deliver. Administrative implementation is Kejriwal’s ‘Achilles Heel’ so to say. E.g. Kejriwal had promised to ‘Build 200000 Toilets’ in its Manifesto promise #17.

The business today article highlights the abysmal situation wherein a CAG report has slammed the state government for not constructing a single toilet. A similar trend is observed on promise #19 to build ‘500 new government schools’, where it is widely acknowledged even by AAP’s Education Minister Manish Sisodia himself that only 25 schools have come up. AAP’s counter-position is to claim that over 1000 classrooms have been added, but the facts on promise #24 to ‘Ramp up govt schools’ show a woeful inadequacy of teachers as well, a problem that Kejriwal hasn’t been able to resolve. How the claim of the addition of classrooms ties up with a lack of teachers is anyone’s guess.

Type of Unfulfilled Manifesto Promises

In 2015, Kejriwal committed to delivering on 10 promises, that involved a definite degree of coordination with either the Central Govt or neighbouring states. It is here that Kejriwal seems to have paid the price of his repeated run-ins with the LG office and the Central government, leading to a failure rate of 80% on delivering promises that needed some coordination with non-AAP entities.

Flagship schemes such as Jan Lokpal Bill, Swaraj Bill, Full Statehood for Delhi etc. are stuck in the tussle between Kejriwal and the LG. A fundamental leadership question arises – Why make promises that are not fully in your control in the first place. And if promises have been made where coordination is an absolute must deliver, why take an antagonistic stand towards the central government eliminating any chance of coordination?

In summary, Kejriwal’s model of governance entails high-performance issuance of doles and subsidies which merely need paperwork to be signed in the comfort of the home office possibly, but wherever matters entail administrative implementation or coordination with other entities, the failure rate is alarming.

In such a context, a flurry of new promises made in the hue of ‘Kejriwal ka Guarantee Card‘, must be assumed to come with a guarantee of at least 75% failure.

West Bengal: Two persons die after TMC goons open fire and hurl bombs at anti-CAA protesters in Murshidabad

Two people were killed and at least three others sustained bullet injuries when some locals opened fire and hurled crude bombs on a group of protesters demonstrating against the Citizenship (Amendment) Act and National Register of Citizens (NRC) in West Bengal’s Murshidabad district.

The deceased have been identified as Anarul Biswas (55), who died on the spot, and Salauddin Sheikh (17), who succumbed to his injuries on way to the hospital. The three injured have been admitted at the hospital.

The incident happened near the Sahebnagar market in the Jalangi police station area of the Murshidabad district in West Bengal.

The protesters claim that the goons belonged to the Trinamool Congress (TMC). The incident took place a little after 9 am. The protest was part of an all-India bandh called by the Bahujan Kranti Morcha (BKM).

Locals said the demonstration was being held by members of the ‘CAA Birodhi Nagarik Mancha (Citizen’s Forum Against CAA)’, a new organization formed about 20 days ago. It was holding a demonstration in different parts of Jalangi, demanding revocation of CAA.

On Wednesday morning, TMC’s Jalangi (north) block president Tohiruddin Mondal arrived at the protest site with some of his associates who, the protesters said, opened fire. “Mondal and his men came in five cars and attacked us,” said Imdadul Haque, one of the protesters.

Tohiruddin’s brother Mantu Mondal has also sustained bullet injury. He is admitted in Murshidabad Medical College and Hospital.

“Two people have died in the firing. We have detained a few people. Raids are being conducted to nab the culprits,” said Sandip Sen, a police officer.

Jalangi legislator Abdur Razzak, who won the seat for the Communist Party of India (Marxist) but later defected to the TMC, said, “For the last 15 days some Congress and CPI(M) men are holding anti-CAA demonstration under the banner of a new organization. On Wednesday morning, they were trying to close down shops at the Sahebnagar market as part of an all-India strike. Hundreds of students, who wanted to organize Saraswati puja, were facing problems because of this protest. When Tahiruddin Mondal reached the scene and requested them to leave the market area, they attacked our men with firearms and bombs. I have heard that two men have died. The deceased is not associated with any political party,” said Razzak.

TMC chief Mamata Banerjee is protesting against CAA and passing a resolution in the state assembly while her party leader is killing people who are against the law. This incident has proved that her party men are supporting the Bharatiya Janata Party,” Murshidabad Congress spokesperson Jayanta Das said.

Congress MP from Murshidabad Adhir Ranjan Chaudhary said, “Locals of Sahebnagar were protesting peacefully against Citizenship Amendment Act. Suddenly, TMC goons attacked them with bombs; 1 person died in the incident. At least 4 people sustained injuries and were admitted to the hospital.


Salauddin’s father, Nur Islam Sheikh, meanwhile alleged that his son was shot by the pradhan (head) of the local gram panchayat controlled by the TMC. “The TMC pradhan, Milton Sheikh, fired at my son from the roof of a house for supporting the bandh”.

Delhi Chief Minister Arvind Kejriwal stoked a controversy on Tuesday after he failed to recall one his own party activists, Soni Mishra who had committed suicide after facing sexual harassment from one of the AAP leaders.

Speaking at the ‘Shikhar Sammelan’ organised by ABP News, Delhi Chief Minister Arvind Kejriwal attempted to downplay the suicide of one of the AAP workers, Soni Mishra who had ended her life in 2016 after allegedly facing sexual harassment from one of the party leaders Ramesh Bharadwaj.

As journalist Shobhna Yadav questioned Kejriwal on the issue of women safety in Delhi, the death of Soni Mirza featured in her interview. Journalist Yadav sought a response from Kejriwal regarding the controversy surrounding the death of Soni Mishra.

However, Kejriwal insensitively asked ‘Who was Soni Mishra?’ and behaved as such that he had never come across a person named Soni Mishra.

Further, Yadav aided Kejriwal to recollect from the past regarding how he had asked Soni Mishra to compromise with the AAP leader who had sexually harassed her. However, Kejriwal claimed that people are making false allegations against him and insensitively asked who was Soni Mishra.

It is important to note that Soni Mishra had alleged that Arvind Kejriwal had asked her to strike a ‘compromise’ deal with the accused after she had complained to Delhi CM regarding sexual harassment by the AAP leader Bharadwaj.

Who was Soni Mishra?

Soni Mishra was a worker of the Aam Aadmi Party, who had accused fellow party worker Ramesh Bhardwaj of sexual harassment. Soni had filed a molestation complaint against party colleague Ramesh Bhardwaj who was arrested in June 2016.

Shockingly, on July 19, 2016, allegedly depressed by no-action being taken by either the party or the police, Soni Mishra – the young political activist of the AAP consumed poison and ended her life.

Later, the Delhi Police had also arrested Aam Aadmi Party (AAP) MLA Sharad Chauhan for his involvement in AAP worker Soni Mishra’s suicide case.

Prior to her death, Soni Mishra had revealed that she had in fact approached Delhi Chief Minister Arvind Kejriwal to seek action against AAP leader Ramesh Bharadwaj. According to her, however, AAP supremo Arvind Kejriwal had not only failed to act against his party leader but also demanded her to strike a ‘compromise’ with AAP leader who had allegedly attempted to sexually exploit her.

It is rather shocking that Delhi CM Arvind Kejriwal, who came to power by attacking the Congress party over failure to provide security to women in Delhi, has now chosen to make insensitive remarks claiming that he did not know any women by the name Soni Mishra who had to end her life because of the alleged sexual harassment perpetrated by one of his own party leaders.

Days after senior JDU leaders Pawan Verma and Prashant Kishor expressed their displeasure over the party’s support for the Citizenship Amendment Act, the duo has been shown the door by the JDU.


An official statement was released by the JDU, informing about the expulsion of the two rebel leaders. In the statement, the party cited indiscipline as the reason for their ouster. “It is evident from the conduct of Pawan Verma and Prashant Kishor that they want to remain bound by the discipline of the party and therefore both have been expelled from the party as per Clause 21 of the discipline-related rules of the party’s constitution”.

Reacting to his expulsion, Prashant Kishor took to Twitter to express his best wishes for the Bihar chief minister Nitish Kumar in “retaining” his CM position.


The decision to sack the duo came after a war of words broke out between the Bihar chief minister Nitish Kumar and Prashant Kishor. Earlier yesterday, Kumar had made a sensational revelation that Prashant Kishor was inducted into the JD(U) on the recommendations of Amit Shah. Hours later, Prashant Kishor dismissed JDU supremo Nitish Kumar’s statement as “a lie”.

The rift within the Janata Dal-United surfaced after the party, an ally of the Bharatiya Janata Party, had voted in favour of the Citizenship Amendment Act in Parliament last month. The election strategist-turned-politician Prashant Kishor, who is also the vice-president of the party had opposed the Citizenship Amendment Act claiming that act is unconstitutional. Kishor has been consistently attacking the Modi government, especially after the historic CAA was passed in the parliament

Along with party senior leader Pavan Varma, Kishor had openly targetted the Modi government over the CAA and had publicly urged Bihar chief minister Nitish Kumar to reconsider the decision to support the CAA keeping in mind the public sentiments.

Shaheen Bagh mastermind Sharjeel Imam brought to Delhi, to be investigated by Anti-terror unit

The Shaheen Bagh mastermind and the Wire columnist Sharjeel Imam who was arrested by the Police from Bihar’s Jehanabad has been brought to Delhi on Wednesday.

As reported by by Times of India journalist Raj Shekhar Jha, the radical Islamist Sharjeel Imam will be likely to be taken to the office of the interstate cell in Chanakyapuri where he will be questioned at length about his speeches and associates.


Reportedly, Delhi’s Anti-terror unit will investigate the nexus between arrested JNU student Sharjeel Imam and anti-India elements. A team of special cell police will also be present at the interstate cell office to question sedition accused Sharjeel Imam.

Sharjeel Imam was arrested by Delhi Police on Tuesday from Bihar after he evaded arrest for four days. Many cases of sedition were registered against Shaheen Bagh mastermind Sharjeel Imam following his secessionist speech urging Muslims to cut off North-east from the rest of the country during one of his speeches at Shaheen Bagh anti-CAA ‘protests’.

At first, the Assam Police had registered a case under the Unlawful Activities (Prevention) Act against Sharjeel Imam, said to be one of the organisers of the anti-citizenship law protest at Shaheen Bagh.

Later, the Delhi Police filed an FIR against Imam under IPC section 153 for giving provocative statements with intent to cause riots. Another sedition case was also registered against Shaheen Bagh mastermind Sharjeel Imam by Itanagar Crime Branch. A case under section 124(A), 153 (A) and 153 (B) of the IPC was registered against him for provocation inciting secession of Assam and other Northeastern states from rest of India.

In his video, Sharjeel Imam had added, “If 5 lakhs Muslims are organised then we can cut the North-east from rest of India. If we cannot do permanently, at least we can cut North-east from India for months”.

Further, Sharjeel Imam who is also a columnist with The Wire and mastermind of Shaheen Bagh protests had said, “Our responsibility is to cut the Assam from India then Govt will hear our voice. If we have to help the Assam then we will have to cut the Assam from rest of India”.

Sharjeel Imam is the mastermind and the main coordinator of the Shaheen Bagh protests against the Citizenship Amendment Act (CAA). Interestingly, earlier, ‘Jinnah Wali Azadi’ slogans were raised at Shaheen Bagh which also pointed towards the main agenda of these anti-CAA protests, specifically at Shaheen Bagh, is the second partition of India.

Mumbai Police denies permission for Queer Azaadi Mumbai Pride 2020 at August Kranti Maidan

Queer Azaadi Mumbai Pride March, also known as Queer Azaadi March and Peer Pride March is organised in the capital city of Maharashtra, Mumbai, to celebrate and commemorate the queer history. The annual LGBTQIA pride parade is organised by Queer Azaad Mumbai (QAM), a group of organisations and individuals working for the rights of the queer community.

However, this time around, Mumbai Police has reportedly denied them permission to hold Queer Azaadi March 2020 at August Kranti Maidaan. The development was shared on Twitter by Twitter handle of Queer Azaadi Mumbai (QAM) with a picture of notice issued by the Mumbai Police.


According to the notice, LGBTQ activist Harish Iyer and Humsafar trust had asked the Mumbai Police to allow them to hold the march, that has been happening in the city annually for the last 10 years. However, the police denied granting permission to them stating the rally will be used by anti-CAA dissenters to stoke anarchy in the city.

LGBTQ activist Harish Iyer posted a tweet tagging Uddhav Thackeray, Priyanka Chaturvedi and Aaditya Thackeray for seeking help after Mumbai Police denied them permission to carry out the annual pride march.


The Mumbai Police while denying the permission has claimed that the anti-CAA protesters might attempt to exploit the Queer Azaadi March which may lead to law and order situation in the city. The police also warned that if the rally is carried out in contravention to their order, everyone who will be at the rally will be held guilty and appropriate action as per law will be initiated against them.

Police’s preventive order comes at a time when many places in the country have witnessed disorder and violence during large scale rallies. In Delhi’s Jamia Nagar, anti-CAA rioters indulged in pelting stones, vandalism and arson in opposition to the Citizenship law. The state of Uttar Pradesh was too in the throes of violence and chaos after rampaging anti-CAA protestors took to streets against the enactment of the new citizenship law.

In December, 2019, to express solidarity, the protesters at Delhi’s Shaheen Bagh were visited by Bollywood entertainer Swara Bhaskar where she spoke against CAA-NRC-NPR and also instigated the crowd against the government. The actor was also joined by Sharjeel Imam, the mastermind of the Shaheen Bagh protest, in her endeavour.

The above video was uploaded on Youtube on January 1. Swara Bhaskar could be heard provoking the crowd by saying that they have shown others the true path and people should be drawing inspiration from them. While she instigates the gathering she is also seen giving false and malicious statements against the government and it’s newly implemented Citizenship Amendment Act and NRC.

And as she does so, Sharjeel Imam, the mastermind of the Shaheen Bagh protests, can also be seen in the video standing shoulder to shoulder with the actor turned cocktail politician.

Meanwhile, for the uninitiated, Sharjeel Imam, who is also a columnist with leftist propaganda website The Wire, was recently brought to Delhi by the Police from Bihar’s Jehanabad. The arrest was made by the Delhi Police Crime Branch after he was absconding for four days.

In just a week, many incidents have surfaced which laid the secessionist agenda of the ultra-left wing protestors at Delhi’s Shaheen Bagh area exposed. It is now sufficiently clear that this protest like all other anti-CAA riots, is anything but ‘organic’. In fact, it is another typical left-wing organised blatant communal event where protestors are openly batting for secession from India.

A Wishlist for Budget 2020: An opportunity to create history

On 20th of January 2020, the famous Halwa Ceremony was conducted in the Finance Ministry marking the start of the final leg of the budget process. The ceremony begins with the preparation of Halwa as in our culture, we begin something auspicious by eating sweet food. Nobody knows when this tradition started in Finance Ministry, but it has indeed been a long tradition. The question in our mind is just how auspicious the upcoming budget can be as our expectations seem to be at an all-time high.

Budgets don’t impact as much as they used to in my view as they once did due to the introduction of the Goods and Services Tax. This is precisely why we don’t get much news reports post budgets which dictate how some items will be expensive while others might get cheaper in the coming financial year.

The only tax policies that are of interest for the consumer would be the personal income tax rates or the customs duties. However, the budget as a policy document is indeed critical for the overall macroeconomy and that plays an important role for all of us. It is well recognized that our growth has slowed down from around 8 per cent to 4.5 per cent in the second quarter of the current financial year. Clearly, something went wrong – and even though we debate what went wrong, nearly everyone agrees that this budget could be a great opportunity to fix some of these issues. To be fair, since August we’ve seen the government take positive measures to address the current economic slump and this gives us a sense of optimism that this budget would only carry forward the legacy of these past measures.

Every economist, policy wonk and public policy commentator prepares a wish-list for the budget, including myself. The fact that the budget comes at a time of an economic slowdown makes it an important opportunity to take some of the tough policy decisions that would have been otherwise difficult. The first such decision would be to resist the temptation to increase duties in order to promote domestic industries. The idea may seem appealing, especially politically, but it was practised before 1991 and we saw the monumental failure of Nehruvian import substitution policies. Any temptation to revisit the debate on the need for reduction in import tariffs should be avoided.

India’s exponential growth post-1991 reforms coincided with one of the fastest pace of poverty reduction came with the backdrop of reduced tariffs. The economic argument for this is simple, India imports for the purpose of consumption and therefore, making imports dearer will not automatically make Indian products affordable. Moreover, one has to take a comprehensive view of the overall supply chain.

A hypothetical example could be the situation when products such as cars may be competitive in the international market. However, if we impose a higher tariff on key inputs such as steel or rubber then the automobile industry would have to buy expensive inputs which may make them uncompetitive. Therefore, what is needed is a comprehensive view of trade policy and correct for the inverted duty structures. This along with an indication to further be integrated with global supply chains would be critical in sending a signal to international investors regarding our seriousness to attract these value chains to India. This is absolutely essential as we want to create adequate non-farm employment to absorb surplus labour from the agricultural sector.

The other item that is high on agenda has to do with tax reforms and implementation of the Direct Tax Code which is critical towards simplification of our taxation regime. This would include the removal of Long-Term Capital Gains Tax (LTCG) and rationalization of tax rates and tax slabs. A positive impact of this is on disposable income for taxpayers. Many have argued that tax cuts may not be an as good a strategy as expansion in outlays on infrastructure and programs like MGNREGA. Even though tax cuts will impact a small number of population, but they have a disproportionate share in India’s consumption. This, in turn, is likely to have a multiplier effect on growth rate but more than that, it will revive consumer sentiment and kickstart discretionary consumption.

Of course, all of these measures may imply that we may not meet our fiscal targets but then nobody anticipated us to meet the target for the current financial year. The extent of the slowdown has resulted in a consensus view to deviate from the fiscal target in the coming fiscal year and commit to a credible consolidation path in the medium term. One would definitely like to look at the fiscal numbers for FY2019-20, FY 2020-21 and the medium-term fiscal consolidation path.

This budget will be the first budget of the decade and there are signs of India finally breaking the 8 per cent sustained growth mark in this decade. One hopes that this budget would lay the foundation of such growth. On 20th of January started the final leg of the first Budget of the decade which could, by all means, be a historic budget. Coincidentally, just a few months ago on the 20th of September, history was made by the Hon’ble FM by announcing one of the biggest corporate tax rates in the 21st century. One hopes that the process of making history continues and we have more reasons to be optimistic on the 1st of February 2020.
