J-K DDC elections: BJP wins big in Jammu region, emerges as single largest party while Gupkar alliance bags 110 seats

For the first time since the abolition of Article 370 and the transition of the erstwhile state of Jammu and Kashmir into Union territory, the elections for the local body were held in Jammu and Kashmir over a period of 25 days. Polls were held for 280 seats of the District Development Council (DDC) in 20 districts of the Union Territory. The polling was held in eight phases beginning on November 28 and concluding on December 19.

Six Kashmir-centric political parties including the National Conference (NC) and the Peoples Democratic Party (PDP) contested the election under the banner of an alliance named the Peoples Alliance for Gupkar Declaration (PAGD) which was formed for the restoration of Article 370. Initially, the Congress was part of the Gupkar alliance but later the grand old party distanced itself from the alliance.

While the PAGD has won 110 seats, the BJP has emerged as the single largest party with 74 seats.

As the counting for the DDC elections is still underway for a few seats, the picture had almost become clear. The BJP has emerged as the largest party in Jammu region with 71 seats in total after getting the largest vote share in the Union Territory. The People’s Alliance for Gupkar Declaration (PAGD) is winning the DDC polls by winning 110 seats. BJP spokesperson Anil Gupta said that the poll results were a ‘victory for democracy’ and added that it was a ‘slap’ for those claiming that Kashmiri people had lost faith in democracy.

In Jammu region, the BJP is the largest party with 71 seats, NC has 25 seats and Congress has 17. JK Apni Party has 3 seats, Panthers Party has 2. PDP and BSP have 1 seat each.

In the Kashmir region, the PAGD has scored big. However, several independent candidates have also won, triggering speculations that they may play kingmakers. In total, the BJP has 74 seats, the NC has 67 seats, independents have 49 seats and PDP has 27. Congress has won 26 seats.

The Gupkar alliance and its anti-India leanings

In October this year, six political parties the National Conference (NC), Peoples Democratic Party (PDP), Peoples Conference (PC), Communist Party of India Marxist (CPI-M), Peoples Movement (PM) and Awami National Conference (ANC) had formed the Gupkar alliance demanding the restoration of Article 370. Gupkar alliance member PDP’s President Mehbooba Mufti had denounced the Indian national flag after being released from detention on October 13. She said that she would not raise the Indian flag until the flag of the erstwhile state of J&K gets restored. NC’s Farooq Abdullah had sought China’s help to revert the central government’s decisions.

22 antique idols worth crores of rupees have been stolen from a 13th century Shiva temple in Odisha’s in Khurda district late on Monday night. Police confirmed that some unidentified miscreants barged into the sanctum sanctorum of the 800-year-old Daksha Prajapati temple in Banpur town of Khurda district in Odisha by breaking open the locks of three doors and fled with the precious idols.

Among the stolen idols were statues of Maa Kanaka Durga, Gopinath Dev, Kaliyugeswar Dev and Chandrasekhar Dev. Some of the idols were made of ashtadhatu (an alloy of gold, silver, copper, zinc, lead, tin, iron and mercury).

Unidentified miscreants break open the locks of three doors to disappear with the idols

According to the local reports, as the priest entered the temple early in the morning, he saw the locks of the main door and the two doors of the sanctum sanctorum were broken. He realised that out of a total of 31 idols 22 were missing from the temple. The priest immediately informed about the theft to the temple committee members who, in turn, dialled the Banpur Police.

On receiving the information about the burglary, Banpur IIC Sanjay Patnaik immediately reached the spot along with his team members and initiated the investigation. Currently, Sub-Inspector Bijay Mallik, Raj Kishor Behera, ASI Basant Patnaik, Namita Nayak and other police officers are investigating the case.

Since the ancient shrine has been under the supervision of the Archaeological Survey of India, members of the department also reached the temple to take stock of the situation as soon as the news went public.

Tarinisen Pradhan, the ASI official on duty said: “I was on duty on Monday. I locked the temple doors and main gate at around 8 pm last night before leaving for home. When I came to the temple this morning, I found the doors of the temple opened. I immediately passed on the message to our higher ups.”

Two instances of theft from the same temple in Odisha reported twice in the past

Adding that as many as 31 ancient idols were there in the temple and 22 have been stolen, Pradhan furthered, “We have registered a complaint with the police in this regard. Police have reached the spot and launched an investigation”.

This incident of theft is said to be the third such incident which has happened in the same temple premises.

More than 300 valuable idols found missing in different places of Odisha

The Indian National Trust for Art and Cultural Heritage’s (INTACH) state project coordinator and historian Anil Dhir, who earlier this year published a report on the ‘Antiquities of the Prachi Valley’, said more than 300 valuable idols were found missing in different places of the state. He said idols which had been photographed and documented by scholars in the last three decades have vanished.

Dhir reported that nearly 48 FIRs had been filed in different police stations of the Prachi valley area in the last decade, but only one recovery has been made.

Last year, two Asthadhatu images dating back to the 11th Century were recovered by the Crime Branch from the outskirts of Bhubaneswar. The decoy used by the police was asked to pay Rs 2.5 crore for them. 

Meanwhile, the State convener of INTACH, Amiya Bhusan Tripathy said the prevailing laws are ineffective to prevent idol thefts and burglary and opined that a holistic National Heritage Protection Policy and system should be put in place to put an end to these thefts.

There is no true objective database for all the antiques, both stone and metallic idols, in about 22,000 ancient places of worship in Odisha. It is true that more than 95% of the antique idols in these temples remain legally unregistered as the National Mission on Monuments and Antiquities remains incomplete, confirmed Tripathy, opining that new legislations and amendments are the pressing needs of the hour.

Maharashtra government knew Kanjurmarg land was under litigation, yet it shifted the Metro car depot there: Report

A report published in Times of India has revealed that the Maha Vikas Aghadi government in Maharashtra knew beforehand that the Kanjurmarg land it had finalised for Metro card shed was under litigation. The report said that the Uddhav Thackeray-led Maharashtra government were already informed about the challenges in regard to the Kanjurmarg land site in January 2020, about 9 months before the government decided to shift the Metro car shed from Aarey colony.

A committee headed by Chief Secretary Manoj Saunik had turned down the plan of a depot at Kanjurmarg in its submissions made in January 2020. The 98-page report submitted by Saunik revealed that officers of Mumbai suburban collectorate admitted that the land at Kanjurmarg is “still sub judice”.

The revelations made by officials in the report is at variance with the senior bureaucrats, who later claimed that the land under consideration was not mired under any legal matters and the state govt owned it.

Shifting of Metro depot would incur an additional cost and 4 years of delay

The Kanjurmarg site is about 8 KM away from the original site of Metro car shed in Aarey. The panel estimated an additional cost of Rs 5600 crores for construction at the site in Kanjurmarg. It also stated that if the court hands over the plot to private owners, cost to obtain it would be Rs 7,862 crores.

The Saunik panel had also highlighted that the commissioning of the Metro car shed project at the Kanjurmarg site, which is located in marshy and low-lying area, would delay the project by 4 years due to time needed to prepare the ground. The panel submitted its findings in January but the Maha Vikas Aghadi passed up the report and went ahead with plans to relocate the car shed in Kanjurmarg.

Operational complexities would increase drastically if Metro depot is shifted to Kanjurmarg: Saunik Report

Besides, the Saunik panel also raised alarm over the “technical integration” and “complexity of interface” between Metro line 3 and 6 if the shed were to be shifted to Kanjurmarg. It cautioned the Uddhav Thackeray government that profound changes will have to be made in Line 6 viaducts if the Line-3 depot is to be located at Kanjurmarg.

“Line 6 works would need to be suspended immediately. The administrative responsibility for reviewing, redesigning and constructing the revised Line-6 works would have to be transferred to Mumbai Metro Rail Corporation Ltd (MMRCL) to examine whether joint running is operationally possible between Kanjurmarg and Aarey. This would also require the approval of the MMRCL Board, MMRDA, GoM (Government of Maharashtra) and Government of India,” the report as quoted by the Times of India said.

The report also warned about the technical integration of systems of the two lines, especially in matters related to signaling, telecommunications and of the rolling stock. The committee suggested that even if the shifting of the Metro car shed is done, accounting all its downsides, even then the shifting of depot would have an adverse effect on the frequency of operations on both Line 3 and Line 6.

Construction of depot at Kanjurmarg would affect the frequency and operation of Line 3 and Line 6 Metro lines

“Line-6 is being designed for a rake composition of six coaches while Line-3 is being designed with rake composition of eight coaches. A different signalling system of Line-6 would complicate the integration further. The committee considers that it is possible to shift the depot at Kanjurmarg if all repercussions related technical, operational, financial and time delays of integration are worth accepting,” the report said.

Citing that the main passenger corridor Line-3 would be from Cuffe Parade to Aarey, the report said that a 16-line operational yard for operational purposes will still be required at Aarey even if the depot is shifted to Kanjurmarg.

In case, the stabling yard is not built in Aarey, the report observed, all the trains of Line-3 would have to travel an extra 8-KM long stretch to and from Kanjurmarg, to cater to the operations, both during morning hours and peak hours, which would lead to a ton of operational complexities and hamper the frequencies of trains on both Line-3 and Line-6.

The Saunik report further noted that shifting of depot and stabling yard to Kanjurmarg will affect the carrying capacity, increase the operational complexities and lead to operational losses in the long run.

Soil condition at Kanjurmarg unfavourable for the construction of Metro depot: Saunik Report

The committee also held a dim view of the soil conditions at the Metro car shade plot in Kanjurmarg. It said that the subsoil was made up of “slush overlaying a highly compressible layer of clay on bedrock”.

It opined that the clay layer will need pre-consolidation before the construction of a depot over it so that uneven settlement in formation does not lead to distortions in the track geometry. In addition to this, the report said that ground improvements and filling works are needed and expected to take about two years of completion after the contract for construction work is granted.

“The Committee considers that none of the possibilities of shifting the depot to Kanjurmarg meets the requirements of an alternate site to the present location at Aarey within the brief given by the government. Especially as numerous litigations are ongoing about the land,” it added.

Uddhav Thackeray had claimed new site will cost Rs 0

Earlier in October, the Maharashtra government had declared the area where the metro car shed was planned was forest land and said that now the facility will come up at a government land in Kanjurmarg. “The Aarey car shed will be moved to Kanjurmarg. We have allotted government land for the car shed for Rs 0. We won’t spend a single rupee for acquiring this land,” he said.

Along with this, the state govt also dropped all the charges against the protesters who had tried to stop the car shed project at Aarey Milk Colony. Almost 808 acres of land in the area was proposed to be declared as a reserve forest. Aaditya Thackeray had informed that the land at Kanjurmarg has already been handed over to the Mumbai Metropolitan Region Development Authority last week. He said that it will cost Rs 0, and not more than Rs 10,000 core as it was told.

BJP leader and former Devendra Fadnavis had sharply criticised the move, saying that the decision was taken just to satisfy ego. He had cited the Saunik report to allege that the decision will increase the cost of the project by at least Rs 4000 crore and also added that the project will be delayed by several years due to ongoing litigation and the condition of the new site.

Bombay HC slams Maharashtra government stating “Transfer of Kanjurmarg land for the metro car shed borders on fraud”

In a scathing comment against the Maharashtra government, the Bombay High Court said last week that the order transferring land at Kanjurmarg to the Mumbai Metropolitan Regional Development Authority (MMRDA) for building its metro car shed bordered on fraud. The court made the comments because a title suit over the land is pending before it, therefore the land can’t be used or transferred to anyone before that case is settled.

The Bench of Chief Justice Dipankar Datta and Justice GS Kulkarni made the comments while staying the construction of the car shed for line 3 of Mumbai metro. The bench was ‘aghast’ to note that the Collector issued the order handing over the land to MMRDA without bothering to wait for the outcome of the civil application pending before the High Court.

CBI arrests one Niyaz Ahmed Mir from Srinagar for running a child sex abuse racket in the US

The Central Bureau of Investigation (CBI) arrested a 35-year-old man based out of Srinagar for allegedly operating a child sex abuse racket along with his US-based wife.

Identified as Niyaz Ahmed Mir, the accused was running a sex racket to target minors living in the United States, the agency said. The accused has been booked under section 67 B of IT Act and Sec. 14 of Pocso Act, 2012. Mir was produced before a special court in Srinagar on Tuesday, which remanded him to CBI custody. 

Mir’s wife, another accused in the case and identified as Tamara Stanley(34), hails from Grays Harbor County in southwest Washington. She was arrested by the US authorities on June 25 this year and charged with “production of child pornography”, a press statement from the US Justice Department revealed. 

Couple uploaded child pornographic content on dark web for financial gains

According to the CBI, the duo targeted minors in the United States and “uploaded pornographic content on dark net for financial gains” and were also “involved in direct communication with several minors in the USA”.

The agency also carried out a raid at Mir’s residence on Tuesday and recovered “damning digital evidence” including 3 laptops, 5 mobile phones, hand-written notes, etc. 

Accused and his US-based wife in “master-slave relationship”: CBI

The accused, Mir, and his wife, Stanley, were in a “master-slave relationship”, CBI spokesperson RK Gaur said. He further added that Stanley was allegedly working on Mir’s directions, exploiting minor children, recording these abuses and electronically transmitting the same to her husband. It is also been alleged that the victims refused to follow his orders, Mir shared these videos with their family members. 

Matter came to light after the US authorities accessed email correspondence between Mir and Stanley

The matter came to light when the US authorities accessed Stanley’s emails and discovered the rampant child sex abuse racket. 

The CBI said it routinely coordinates with international law enforcement agencies to detect and investigate sexual abuse of minors, especially over the cyber space and also reaffirms its commitment towards promoting cooperation with US Law Enforcement Agencies in combating child sexual abuse in cyber space.

Two Grooming Jihad cases have come to light in Yamunanagar, Rajasthan. Yamunanagar Police has filed cases against Muslim youths Talib and Akram for allegedly abducting two minor girls in two different incidents. As per the reports, when the girls’ families could not find them, they approached the police to file a complaint. The police have registered cases in both incidents.

15-year old girl went missing from home

In the complaint, the family of the 15-year-old girl mentioned that when they came back home from the market, they found that their daughter was missing. Her mother later learned that Talib, who lives in the neighbourhood, was also missing. She suspected that Talib had abducted her daughter. The incident took place in the Hamida police station area. The police have filed a case against Talib and started the investigation. The station in-charge of Hamida police station Mem Singh said that the police had registered that case and they are searching for the girl.

16-year-old went missing from college

In another case, a 16-year-old girl has gone missing after she left for college. She is currently pursuing her studies in a polytechnic college in Yamunanagar. As per the complaint filed by her father, the girl left home for college in the morning but did not return home in the evening. When they contacted the college, they learned that the girl did not go to college on Monday. The family said that they suspect a Muslim youth named Akram has abducted the girl on the pretext of marriage. A case has been registered under Section 363 and 366A of the Indian Penal Code at the Sadar Yamunanagar Police Station.

Congress-SDPI workers clash with each other in Dakshina Kannada during local body polls

A clash broke out between the workers of Congress and radical Islamic organisation Social Democratic Party of India (SDPI) during the local body polls at Harekala in Dakshina Kannada, Karnataka.

According to the reports, a scuffle broke out between the Congress workers and SDPI members on Tuesday after the former asked voters to vote for Congress-backed candidates in the Gram Panchayat elections that were held on Tuesday. One of the Congress party workers named Zakariya Malar tried to record the clash on his phone, angering SDPI workers. The SDPI workers attacked him after snatching the phone from his hand.

The police resorted to a mild lathi-charge to control the situation.

Later in the day, the Congress activists gheraoed the Konaje police station demanding the arrest of SDPI workers. The Congress party under the leadership of MLA UT Khader gheraoed the police station accusing SDPI workers of attacking them.

Block Congress president Santhosh Shetty Assaigoli alleged that BJP supported SDPI workers resorted to fights against the Congress party workers.

The Congress workers also warned the police that if SDPI activists are not arrested before Wednesday evening, they would launch severe protests.

Odisha: Puri Jagannath temple reopens after nine months. Read when you can do the darshan

The holy shrine of Lord Jagannath in Puri, Odisha, which was shut due to the ongoing COVID-19 pandemic has reopened after nine months. The temple has been shut for the devotees since March 2020.

According to local news reports, only the sebayats (temple servitors) and their kin would be allowed darshan today and the coming two days. The temple will open it doors for the residents of Puri from December 26 to 31.

The Puri district administration and the Shree Jagannath Temple Committee (SJTA) have made elaborate arrangements to ensure devotees adhere to all the Covid-19 safety norms and protocols strictly amid the ongoing pandemic situation. A ward-wise list has been prepared by the district administration which would be followed strictly while letting devotees enter the shrine for darshan.

While darshan in Srimandir will begin from 7.30 am on December 26, only the residents of Wards No 2/3/6/9/11/12/15 have been allowed. In the subsequent days, residents of other wards would be allowed, but only in a phased manner.

Ward wide details for the darshan

In view of this pandemic situation, entry of elderly people above the age of 65 and children below the age of 10 has been prohibited.

The servitors and all other devotees would need to compulsorily need to carry their Aadhaar or voter identity cards for verification, without which they would not be allowed to enter the shrine. The family of the servitors have also been asked to carry their health insurance card along with them. The devotees will be allowed to enter the temple only after checking ID proof and hand sanitisation. Special counters would be set up to verify the documents and photographs of the people entering the shrine would also be clicked at these counters.

According to reports, devotees from other districts and outside the state would be allowed to darshan from January 3, 2021.

Lord Jagannath temple in Puri is one of the four major Dhams for Hindus

Odisha is known as the land of Jagannath. The word Jagannath literally means “The Lord of the Universe”. For the Vaishnava Hindus, Srimandir or the Jagannath temple is one of the four major Dhams (the pilgrimage circuit encompassing four important temples in India namely Puri, Rameswaram, Dwarka, and Badrinath). Lord Jagannath, Devi Subhadra and elder brother Balabhadra are worshipped in Puri. The deities are seated on the Bejeweled Pedestal (Ratna Simhassana). 

Ratha Yatra is a Hindu festival associated with Lord Jagannath held at Puri. It is the oldest Ratha Yatra taking place in India and the World, whose descriptions can be found in Brahma Purana, Padma Purana, and Skanda Purana and Kapila Samhita. This year, due to the ongoing pandemic, the Supreme Court had initially put a stay on the Rath Yatra festival. Later, the apex court had modified its 18th June order of absolute stay on Puri Rath Yatra and allowed it under conditions.

The Naga insurgent group NSCN-IM detained one of its own cadre in Nagaland for carrying the national flag. A Naga youth from Manipur was brutally beaten up by NSCN-IM cadre for initiating a peace march by carrying the National Flag of India.

According to the reports, YS Mashungmi, a young Tangkhul Naga from Ukhrul district of Manipur and also a cadre of NSCN-IM, was allegedly detained and tortured by the Naga insurgents after he carried out a ‘peace march’ in Dimapur in Nagaland on December 8.

In a statement, the Naga insurgent group said the daring venture by Mashungmi, no matter how patriotic it may appear in the eyes of the beholder, amounted to violation of disciplinary code of conduct. “Security implications were also taken into account to abort his peace march midway. Mashungmi is being debriefed to establish the idea behind his peace march,” the statement said.

Reportedly, Mashungmi had begun a ‘peace march’ on December 8 from Dimapur and intended to travel throughout Nagaland carrying a local flag and the Indian national flag to spread the message of peace, brotherhood, reconciliation and unity.

He had also recently walked 70 km from Nagaland’s commercial town of Dimapur to state capital Kohima for “spreading the message of peace”.

However, during his peace march, some NSCN-IM cadres caught him in Kohima and forcibly detained him to their headquarters at Hebron, about 35 km southwest of Dimapur. The officials said the insurgent group has charged him for carrying out “anti-national activities”. It is not yet clear whether Mashungmi is released or still in the Naga custody.

Naga insurgency and their demand for separate homeland ‘Nagalim’

The Naga-Maoist militant group National Socialist Council of Nagaland, has been waging a bloody insurgent war for a separate homeland ‘Nagalim’ since India’s independence. Over years, the Naga insurgence has weakened and integration of the Naga people into India has been largely successful. However, a few factions of NSCN, especially led by Isak Chishi Swu and Thuingaleng Muivah faction has carried out low-level insurgency against the state demanding ‘Nagalim’.

Nagalim, a long-pending demand of the NSCN-IM for a separate Naga state, encompasses the Naga-inhabited areas of Myanmar as well as parts of the northeastern states bordering Nagaland.

The outfit has held a huge number of rounds of negotiations with the Central government in Delhi ever since it signed a ceasefire pact in August 1997. The Central government headed by Prime Minister Narendra Modi had signed a “framework agreement” with the NSCN-IM in 2015.

Even though most of the demands made by Nagas have been resolved during the talks wth the centre, some outstanding differences yet remain, especially Nagas demand over a separate flag and a separate constitution. The government of India has categorically rejected the demands of separation flag and constitution.

Uttar Pradesh: Minor Dalit girl dragged away and gang-raped by four youths, Rehan, Tasleem, Danish and Abdul arrested

A 13-year-old Dalit girl, who was working in the fields with her grandmother was allegedly dragged away and gang-raped on Saturday by four men in Garhmukteshwar tehsil, Hapur district, Uttar Pradesh.

According to the reports, four youths – Rehan, Tasleem, Danish and Abdul, the residents of the neighbouring village, brutally gang-raped the Dalit minor girl near the farm and fled the scene. The girl repeatedly shouted to save herself from these rapists, however, her efforts went in vain. The brother of the girl heard her screaming and managed to chase the accused to their village.

As per reports, the victim was found unconscious and was brought home. In medical examination, rape and sexual assault were confirmed.

The family lodged a complaint against the four accused. Based on a complaint of the father of the rape survivor, an FIR under IPC section 376-D (gang-rape), and under sections of SC/ST and POCSO Act was registered against the four accused. The girl belonged to a Scheduled Caste (SC) community and protection has been giving to the family. The survivor’s medical report has also confirmed rape.

Tense situation in the area due to communal angle

The police have arrested all the four accused and sent them to jail. As the accused belonged to the minority community, there was a tense situation in the area.

Senior officials like ADM and SSP visited the victim family on Sunday night and assured speedy justice. SSP Sarvesh Kumar Mishra said that the accused have also confessed to their crime. A delegation led by Garhmukteshwar BJP MLA Kamal Malik also met the family of the rape survivor after the incident and assured swift action in the case.

“A charge-sheet will be filed very soon, and the victim will get justice. Her family will also get financial and other assistance as per government provisions,” he added.
